1.0 PROJECT OVERVIEW
This document has been prepared by fluid on behalf of Fairfax Properties. It provides an overview of the current proposals for the redevelopment of the former St Aubyns School site and adjacent playing field in Rottingdean.
In April 2016, an alternative scheme for the site was refused. fluid and the then client Linden Homes worked on developing the proposals in order to address the concerns raised by Brighton & Hove City Council. The site was later sold to Fairfax Properties who are taking forward the proposals presented within this document.
This design & access statement is to be read in conjunction with the suite of documents submitted with the planning application.
The scheme proposes the retention and conversion of Field House and part of its northern extension, terraced cottages and Rumneys to residential use. Retention of existing sports pavilion, war memorial, water fountain and chapel. Demolition of all other buildings and redevelopment to provide a total of 93 new dwellings (including conversions) together with the provision of new/altered access from Steyning Road and Newlands Road, landscaping works, car and cycle parking, refuse facilities, alterations to boundary flint wall along Steyning Road and The Twitten and other associated works.

3.0 SITE ASSESSMENT
Existing Site Description driveways on to Steyning Road; a single width access on to the High Street and a gated maintenance access to the playing field from Newlands Road. The Site is currently made up of two main areas: There is also a right of access from Marine Drive.

The front wall of the school, along the High Street is also Grade II listed for its architectural merit, first in 1971 and then amended in 1999, described as: Approx 20 metres of wall in front of St Aubyn’s School (qv). Early C19. Cobbles with coping of red brick. Included for group value.
The former school buildings fall within the Rottingdean Conservation Area, designated in 1970. The playing fields are located outside, but remain visible from the Conservation Area.

Map Regression
Amongst the established buildings on the High Street, St Aubyns School, 76 High Street, is a Grade II listed building dating from the early 19th century and was first added to the statutory list in August 1971.
Originally constructed as a large private residence known as Field House, 76 High Street was used as a school from 1832 and was occupied by St Aubyns Preparatory School from 1894 until its closure in 2013.
The areas around the original building have been extensively developed, 1724 Map, Budgen 1797, Ordnance Survey 1813, Ordnance Survey 1839, Rottingdean Tithe for example with a chapel added in the second decade of the 20th century and a range of teaching, sport and service buildings and structures from the 1970s onwards.
The fields to the rear of the Twitten were designated as the playing fields after 1910. This was a period which also saw the construction of Newlands Road which forms the eastern boundary of the playing field and was part of the residential expansion of Rottingdean at this period.
The current rectangular shape of the playing field was created by the more recent development of St Aubyns Mead (which includes the 1980s block of flats ‘Kipling Court) occupying what had been the curved southern end of 1873, Ordnance Survey 1898, Ordnance Survey 1910, Ordnance Survey 1930, Ordnance Survey the playing field.
