    Vulnerable Populations Survey Sri Lanka 2011 Colombo, Sri Lanka EXECUTIVE SUMMARY Sri Lanka is a multi‐ethnic, multi‐religious society with four major religions: Buddhism, Hinduism, Islam, and Roman Catholicism. As the country emerges from decades of war, new ethno‐religious dynamics are emerging which have implications for peace and coexistence between communities. This survey is meant to help uncover some of those dynamics, especially as they relate to Sri Lanka’s Muslims. In Sri Lanka, ethnicity and religion are intertwined. Buddhists are Sinhalese; Hindus are Tamils; Muslims comprise a separate ethnic category and are still referred to as ‘Moors’, especially among older Sri Lankans. While Muslims’ mother‐tongue is Tamil, they are not Tamils. Christians are either Sinhalese or Tamil, and the overwhelming majority is Roman Catholic. The concerns of Sri Lanka’s Muslim community have largely been left out of the “national question” due to the dominance of the Sinhalese‐Tamil political and social conflict. However, the growing demographic strength of the Muslim community is likely to interfere with this binary narrative about peace, conflict, and coexistence, and in the future, lead to a multiplicity of national questions. The Muslim community’s size in relation to other communities’ will be brought into sharper relief in late 2012 with the conclusion of the first all‐island household census since 1981. Within this complex and evolving landscape, The Asia Foundation conducted the Vulnerable Populations in Sri Lanka Survey in late 2011 to gain a more grounded understanding of people’s perceptions of religious beliefs and practices, influence of religious leaders, inter‐religious relations, and the extent to which it contributes to tension and violence particularly as it relates to Sri Lanka’s Muslim population.

Monaragala is located in South Eastern part of Sri Lanka and it is one which of two districts located in Uva Province, with 5639 2 KM terrain extension. In Monaragala, Sinhalese are the dominant group which comprises 94.5% of the total population, Tamils 3.3% and the Muslims 2.17%. Monaragala is a predominantly Buddhist district. However, the other religions such as Islam, Hinduism and Christianity are also being practiced. The members of all communities lived in peace and harmony with social integration with one another. The main objective of this paper is to explore the Muslim relationship with the Sinhalese through the history of Monaragala district. In order to carry out this research there has been used the folktales and utterances prevailed among the native public and also used published and unpublished sources.     Greater Kandy Water Treatment Plant Central Province, Sri Lanka 1. Background Information Greater Kandy Water treatment Plant (GKWTP) (Figure 1) is located at Pahalakondadeniya, Katugastota in Kandy - North region of the Central province. This treatment plant is operated under the National Water Supply and Drainage Board (NWSDB) of Sri Lanka. The catchment area of this water supply system includes the highly urbanized area in Kandy city. The raw water intake of GKWTP is near the solid waste dumping site of the Kandy city at Thekkawatta, which is downstream of the intake of GKWTP. Figure 1 Greater Kandy Water Treatment Plant The treatment process of GKWTP consists of aeration, coagulation, flocculation, sedimentation, filtration and disinfection. GKWTP produces potable water adhering to SLS 614:1983 (Part I and II, drinking water quality standard). The distribution network of the GKWTP is about 293 km long and consists of pipes of varying diameters from 200 mm to 1200 mm.     THE PROJECT FOR FORMULATION OF GREATER KANDY URBAN PLAN Final Report: Vol.2 Main Text CHAPTER 6 SECTORAL SITUATIONAL ANALYSIS 6.1 Transport 6.1.1 General Transport, specifically traffic congestion, is one of the major urban issues in Kandy. There are many factors that aggravate traffic congestion, including (i) the concentration of public facilities in the city centre which generates much traffic, (ii) a limited road network in the mountainous area, (iii) traffic congestion in the town centre mixed with through-traffic on the trunk roads to Kandy and daily traffic inside the city, (iv) traffic bottlenecks at bridges, (v) limited areas designated for parking in the city, and (vi) inappropriate traffic management. Various organisations such as Road Development Authority, Kandy Municipality Council, and Strategic Cities Development Project have conducted studies and implemented projects for the transport sector until recently. In this section, past and present transport plans and projects will be reviewed, and based on lessons learned and experiences, the transport sector’s development orientation that will be in conjunction with regional and city levels will be proposed. 6.1.2 Travel Behaviour in the Heritage Area, Kandy Based on the results of the interview survey, travel behaviour of 2,000 households in the Heritage Area is analysed, and this includes trip purpose, traffic distribution, and travel modes. (1) Trip Purpose The survey results show that the trip purpose of the largest share of respondents is commuting to place of work and business (66%). Meanwhile, some respondents commute to do shopping (14%), go to school (7%), and conduct or attend to business (7%).

Accordingly, since settling down in the island more than1200 years ago, the Muslims established very cordial ties with the Buddhist people in Sri Lanka. The relationship between them may be cited as a unique example of ethnic harmony in multi-religious societies. Evidently, this is a longstanding relationship formed over a very long period of time and developed and preserved with trust and good understanding between these two communities. As such, it has stood the test of time and has been able to withstand the numerous attempts made by various colonial powers and chauvinistic racist elements to destroy it.

    SRI LANKA (CEYLON) AND THE MUSLIM COMMUNITY K.M.H.Kalldeen Dean, Fuculty of Arts & Culture "Sri Lanka (Ceylon) is an island in the Indian Ocean, 25,481 square miles in area, lying between the parallels 5'55' and 9'51' North latitude and the meridians of 79f43' and 81*53' East Longitude. The island is pearshaped, 270 miles from north to south and 140 miles from east to west, and is separated from the southern extremity of the Indian peninsula by the Gulf of Mannar and Ffclk Straight the width of the interven­ ing sea at the narrowest point being about twenty two miles" (1) According to the census of Sri Lanka in 1981, the total population was 148,60,001. Among them, the Buddhists were 102,92,586, the Hindus were 22,95,853, the Muslims were 11,34,556 and others were 15,263. The Muslims constituted 7.5 percent of the total population. The country is divided into nine provinces and twenty- five districts. The Mus­ lims are scattered in all the districts of the island. But, there is a concentration of Muslim population in the eastern province. The Buddhists are the Hindus migrated from India, and settled in the island 25,000 years ago. In the same period, the Arabs and the Persians maintained close trade relations with Southeast Asia. The geographical position of Sri Lanka facilitated their trade activities with southeastern countries for several centuries. The Island of Sri Lanka was known among the Greeks, Romans, Persians and Arabs with several names. The Greeks and the Romans named the island "Taprobane".
