Weekly Updates for week ending October 3, 2019

POLICE DEPARTMENT: CALLS FOR SERVICE: This week the Manitou Springs Police Department (MSPD) handled 235 Calls for Service resulting in 27 case reports. The most frequent call types were 40 Traffic Stops and 17 Citizen Contacts. Our officers assisted the El Paso County Sheriff’s Office outside of Manitou Springs on 10 Calls for Service. MSPD Officers made checks at the Incline 1 times this week and conducted 12.75 Hours foot Patrol in the Downtown Area.

NOTABLE CASES: •CONTROLLED SUBSTANCE - Amphetamine, Possession

Comments: On September 26, at approximately 0009 hours, MSPD conducted a traffic stop with a vehicle. The driver of the vehicle was asked to step out of the vehicle where, upon further investigation, methamphetamine, amongst other items were located in the vehicle. The driver was placed into custody and transported to MSPD where EPSO assisted in identifying the driver with a finger print reader. The driver was properly identified and transported to CJC on multiple charges.

•TRAFFIC ACCIDENT - Traffic Accident, Vehicle Damage

Comments: On 9-26-19 the Manitou Springs Police Department responded to a non-injury traffic accident in the downtown area. A Metro bus clipped a mirror on a parked vehicle, the vehicle was found to be parked 2 feet 8 inches from the curb and was found at fault. Case status is closed.

•DUI - Drugs

Comments: During a traffic stop, officers came to believe a party may have been operating a motor vehicle while under the influence of marijuana. Following voluntary roadside testing, this party was placed under arrest and a chemical sample was collected.

DOMESTIC PROBLEM - Family Offense, Other

Comments: On September 27, 2019, at approximately 1844 hours, MSPD responded to a disturbance in the 0 Hundred Block of Fountain Place. Upon further investigation it was determined the male half was having medical issues.

•DUI - Alcohol

Comments: On October 2, 2019, at approximately 2027 hours, MSPD conducted a traffic stop with a vehicle weaving through the 200-300 Hundred Block of Manitou Avenue. Upon further investigation the driver was placed into custody for DUI. FIRE DEPARTMENT:

This week the Manitou Springs Fire Department (MSFD) handled 22 Incident Reponses. There were 17 Medical related incidents and 5 Fire/Hazmat/Other related incidents. The MSFD responded to calls to the Incline 1 times this week. The Fire Department offered 12 Training Hours with 1164 Volunteer Participation Hours. This week’s training conisisted of Vaping, SCBA, Hose, RIT, Safety, and Wildand. The department is gearing up for the Coffin Races and the upcoming holiday season. With the unseasonably warm weather the wildland remains high. Chief Forsett released a memo stating Manitou Springs is now under a Stage 1 Fire Restrictions. This means no open fires (see here for full details and exceptions) and no smoking outside unless along Manitou Avenue.

PUBLIC SERVICES DEPARTMENT (PSD):

PROJECT of the WEEK The storm water department hosted creek clean-up week as they patrolled up and down Manitou’s creeks picking up debris and freeing water flow by removing limbs from a recent wind storm that hit our area. The clean-up was accomplished with the help of 40+ 5th graders from right here in Manitou. This goes to show you, you’re never too young to start caring about your community. The actions of the department enhances the environment of our city for thousands of visitors who visit every day. Their efforts and can-do attitude reflect great credit on the Public Works Department and the City of Manitou Springs. (Photo below). POOL AND FITNESS CENTER: This week has been quite productive for the facility. Staff has been working diligently on the detail cleaning around the facility. The women's showers are finally done, the curing process took properly this time and patrons are happy that the showers are open! The adult spa boiler continues to be serviced and everyone is (not-so) patiently waiting for the Adult Spa to be available again. Parkeys is scheduled for maintenance next week.

The pool hosted the annual Puppy Pool Party last Sunday, raising over $300 – matching last year’s event. Staff decided to host an encore to the event, giving us an opportunity to increase attendance and encourage others to join the fun! The Encore Puppy Pool Party is scheduled for this Saturday – October 6th from 11 am – 2 pm.

(photos: Puppy Pool party, swim lessons) SWIM TEAMS AND SCHOOLS (On-going): The Babysitting class continues to run steady and the students are enjoying themselves. The Colorado Torpedoes Swim Team is running smoothly and the District 14 P.E classes continue to show improvement!

The Manitou Springs Girls Swim Team is about to start with our very own Whitney Houchin as their new coach! Congratulations Whitney!

STAFF NEWS: A Manitou Springs staff member, Lifeguard Supervisor Whitney Houchin was selected as the new high school swim coach! Pool Director TiAna Pauley is scheduled to take a proposal/grant training class. This training class will enable TiAna to enhance her skills in creating proposals and grant requests.

Job positions are still open for the Aquatics Supervisor and Facility Coordinator – staff has received a few internal applicants. We look forward to filling this position in the near future.

STAFF HIGHLIGHTS:  Kim spent a significant amount of time on budget preparation.  Kim and Michelle met with staff on the Parking Management Evaluation and related projects.  Zoning compliance: Dylan prepared warning letters for several illegal short-term rental listings and a property owner performing exterior alterations without historic district review.  Environmental Resolution: Senior Planner Karen Berchtold and Aaron Schultz, Environmental Resolution coordinator, met with recycling specialist Alicia Archibald to discuss the City’s plastics reduction campaign.

DEVELOPMENT ACTIVITY: Michelle and Kim conducted pre-application meetings with three property owners.

CODE ENFORCEMENT: Code Enforcement Officer Cy Cushenberry currently has 64 open cases. 23 cases were resolved last week. A graph depicting the year-to-date activity is presented below. PLAN MANITOU: Karen prepared the 2019 Plan Manitou Progress Report for Oct. 8 City Council Work Session.

TRANSPORTATION:  Ruxton Avenue Functionality Study: Planning staff is managing this project, which resumes in October. Kim and Karen met with the consultant team to review a revised scope and schedule meeting dates. o Community Meeting #1: Nov. 7; o Community Meeting #2: Dec. 5.  Manitou Ave Park to Serpentine Project (MAPS) and Creek Walk trail: Kim communicated with the MAPS design team to coordinate with Creek Walk trail project.

GIS activity: Dylan prepared an aerial map of Memorial Park and vicinity for TPB discussion.

PARKING (SP+): From Thursday, September 26 to Wednesday, October 2, the parking department issued 211 parking citations totaling $10,460.00. Of those citations the biggest violators (behind the Expired On-Street Meters) were:  Expired Lot Meter . 41 citations . Totaling $635.00  RPP . 80 citations . Totaling $5,630.00.  Expired Registration . 16 citations . Totaling $1,600.00 Parking Enforcement Officer (PEO) staff answered on complaint outside of the RPP and downtown area along Sandra Lane and paced cones for Team Rubicon for this coming weekend. PEO Staff has also been preparing for Hiawatha Clean up and tree planting cones for the weekend of October 12th.

On Friday, October 4, Event Coordinator Meghan Weiss, GIS Tech Lynn Johnson, and Parking Manager Kevin Stevenson met with Jenna Gallas and Leslie Lewis of the Chamber of Commerce. The group walked along the Coffin parade / racecourse on Manitou Avenue and made notations of any street fixes that need to happen prior to the event to ensure the safety of racers and participants. Colorado 2019 Digital Government Summit: Meghan attended the Colorado 2019 Digital Government Summit in Denver on Tuesday, 10/1, and learned tons including all about the state’s new myColorado app, the importance of building purposeful culture within the City staff in order to best serve our community, and the future of technology in government. Moving into the next decade governments need to be prepared to work with 3rd party services and vendors to best serve their communities and Manitou is already on that path by outsourcing to CivicPlus to ensure our website is as user- friendly as possible.

ERIG Meeting: The Event Review and Impact Group met Thursday, 10/3, and debriefed the Pikes Peak Marathon with the marathon organizers, the Homecoming Parade, and the Manitou Community Market. Next the ERIG group discussed plans for discussed the upcoming events including the Coffin Races, the Boo Bash, and the Christmas Parade (scheduled for Dec 6). This ERIG meeting had representatives from the Metro board, Mountain Metro Transit and Midwest Barricade.

Parks Lead Chris Hogan updated Meghan regarding the water line repairs in Memorial Park and 7 Minute which will help in future event seasons to keep the turf looking great- thanks Chris!

We are super glad to have Brian aboard!

With Brian now on site, we said farewell to Interim Chief of Police Joe Breister. Joe – we thank you for all your work. We will miss your humor and you’ll routinely stop by in the future just to say hi!

CITY CLERK: Manitou Springs hired Judy Morgan as the new City Clerk for the City of Manitou Springs. Judy has 15 years of city administration experience, holds numerous qualifications, and is well versed in all official federal, state, and local regulations. We are excited to have her wealth of knowledge on the team and look forward to her joining city staff here in Manitou Springs.

Judy will join city staff November 1st, allowing her time to relocate from Dewey- Humboldt, Arizona. Acting City Clerk Judy Egbert has agreed to stay on-board until the new City Clerk takes over the position. Judy Egbert stepped in the City Clerk role upon the previous City Clerk (Donna Kast) vacating the position in July of this year.

BUDGET CRUNCH: Interim City Administrator Denise Howell and Deputy City Administrator Roy Chaney have been working both individually and as a group with all departments, finalizing the presentation of the City’s 2020 Budget. This Saturday they will be presenting the 2020 budget to City Council with Finance Dept Director Rebecca Davis and Finance Deputy Director Nicole Ortega. Throughout the day various Department Heads will be on-site for their portion of their departmental budget presentation. The same presentation will be shown at all-staff meetings next week, and to the public in the following weeks. All city staff – keep an eye-out for your calendar invite to the budget presentation!

3 Laura Neumann, Project Manager, reports that the two walk- throughs for abatement are finished. Bids expected within a week (from 5/7). The building should be cleaned from the racoon mess as well as the kitchen equipment all moved before the abatement.

The Project Manager plans to work with the Health Department to ensure it is safe for our employees to work in that area in advance of the abatement. The folks from Advanced Environmental Consulting believes it is—but won’t be-- during the ceiling tile, rug, partial walls, linoleum abatement process when substances will be disturbed. 7/ 23/19 Re-presenting the findings from the Hiawatha Gardens Community Engagemen process.
