Yekinni University of Ibadan, Ibadan, Nigeria 2 Proceedings of the 28th Annual National Congress of the Rural Sociological Association of Nigeria (RuSAN) GENERAL INFORMATION The Nigerian Rural Sociological Association (NRSA) was formed on January 7, 1981. Its inaugural congress was held from November 7 to 11, 1983 with the theme “Agriculture and Social Development in Nigeria”. NRSA is a broad-based professional association with membership cutting across universities, agricultural research institutes and other agricultural/rural development agencies both from the public and private sectors. Membership is open to all professionals who are interested in advancing the development of the rural folks. This volume is the proceeding of the 28th Annual National Congress held at Obafemi Awolowo University, Ile-Ife between 7th and 11 th October 2019. The plenary papers contained herein were peer reviewed before publication. The association gratefully acknowledges the moral and financial contributions of many organisations and individuals to the success of the congress. Conversation around this subject has, however, been superficial, lacking in both historical and empirical depth. The aim of this study, therefore, is to investigate the origin, methods and motivations of censorship in Nigeria with a view to deepening the understanding of this phenomenon. Quantitative and qualitative data were collected offline and online using document analysis and interviews were analysed by simple percentages and the constant comparative method. Findings indicate that book censorship began in 1805, over two centuries ago. Eleven methods, including, burning, banning and bombing have been employed and three major motivations (political, religious and socio-cultural) were identified.

This is because insecurity and its various multifaceted manifestations like bombings, kidnapping/hostage taking, destruction of life and property, creation of fear among others has become a hydra headed monster which security agents in Nigeria appear incapable of addressing. The study revealed that the insecurity challenge is detrimental to general well being of the people with its resultant effects in the area low quality of life, population displacement and even death, the destruction of business, properties and equipments, relocation and closing down of businesses. The study suggests that the Nigerian government and her security agencies should be pro-active in their responses, improve their intelligence gathering techniques and create more employment opportunities for the unemployed and equip and motivate her security forces better. The grievance theory will serve as our framework of analysis while documentary methods of analysis and content analysis will be used to generate and analyze data.

[email protected] Abstract More scholars and researchers on contemporary political analysis seem to be resolved on the consensus that Information and Communication Technologies (ICTs) has drastically changed the process of democratic governance in the world for the better, consequently, countries which have totally embraced and implemented the e-governance technology platform have not only ensured sustainable development, they have also directly ensured effective and efficient service delivery which invariably enhances citizens’ participation in all spheres of government. In view of this, recent scholars are alarmed by the fact that a country like Nigeria has for decades since independence, continued to score very poorly on the global e-Government Development Index (EGDI), amides her fast growing and most lucrative telecommunications, and Information & Communications Technology (ICT) market in Africa - her vast wealth in both human and material resources notwithstanding. As a Reconstructionist study, the paper adopts the traditional methods of critical and rational analysis of ideas and arguments in philosophy with a view to offer conceptual and contextual analysis of various literature, texts, and library materials addressing the subject matter of e- governance. The study identifies the cancerous nature of corruption inherent among the elite class as one of the major factors militating against the full implementation of the e-governance platform, since it adoption will largely check the excesses known to exist among government officials.

    In Defence of the Homeland: Unclogging the Legal Regime Governing Counterterrorism in Nigeria through Paradigms from the United States Olusola Babatunde Adegbite* Abstract Terrorism is perhaps the greatest global security challenge post-World War II and, like several countries, Nigeria is also grappling with this scourge. The remarkable thing is that following pressure from the United States (US) and Western nations, Nigeria took a major step towards counterterrorism with the enactment of the Terrorism (Prevention) Act, 2011. The Act was later replaced by the Terrorism Prevention (Amendment) Act, 2013. Certainly, so far, this legislation remains the nation’s boldest effort in combatting terrorism. However, the Nigerian counterterrorism legal regime still falls short in some material respect, given the absence of a robust strategy and complementary institutional support system. This is not the same case in a country such as the US, where the principal counterterrorism legislation, the Patriot Act, is well complemented by the US National Counterterrorism Strategy and the Department of Homeland Security. Against this background, this Article examines the legal regime governing coun- terterrorism in Nigeria and the US, with the view of highlighting areas where Nigeria could gain useful insights from the US experience. The expectation is that given the robustness of the US counterterrorism regime, the experience to be gained cannot but further enrich the existing counterterrorism legal regime in Nigeria. This article seeks to understand how the Cameroon print media has contributed to informing and educating citizens of Cameroon about the ongoing cross border conflicts. The Post Newspaper and Cameroon Tribune from July 2014 to December 2014 were content analyzed to examine the level of prominence, the angle and proximity of the stories covered on the said cross border conflicts. Findings reveal that the coverage of these conflicts by Cameroon Tribune and the Post Newspaper focused on the Cameroon Government’s intervention in the cross border conflict (27.0%) and on the perpetrators of the conflict (21.4%). This is indicative of more military focused and immediate action reporting than on the widespread and more englobing humanitarian cost of conflicts. Furthermore, the paper posits that national development has altogether, only truly manifested in the inscrutable imaginations of Nigeria’s national development planners. The general objective of the study was to examine the relationship between democracy and sustainable national development in Nigeria and consequently reimagine the nexus. The specific objectives were to: (i) examine the extent to which there is politics without progress in Nigeria (ii) verify the extent to which there is democracy without development in Nigeria and (iii) recommend ways of making Nigeria’s democracy, invariably lead to sustainable national development. The theoretical framework for the study is the political economy framework. The research methodology is the critical mode of research. We argue in the study that the underpinnings of Nigeria’s brand of democracy, fully shows the tendencies of democratic capitalism, otherwise known as capitalist democracy. Findings of the study highly support the thesis that there is politics without progress in Nigeria. Furthermore, our findings justify the viewpoint that critically, there is democracy without development in Nigeria. Democracy, it is imagined in the study, must lead to the creation of new Nigerians and the core of the brand of democracy that would link democracy with development in Nigeria, has to be essentially deliberative.
