The 2011 International Conference on Cultural Diplomacy in the EU "Crisis, Conflict, and Culture: The Role of Cultural Diplomacy in the European Project" (Brussels, International Conference, December 6th - 9th, 2011) Bringing Cultures Together Through the Arts to Facilitate Cultural Diplomacy in the Context of the European Project Dr. Gregory Weeks,1 International Relations Department, Webster University Dr. Stefan Stoev,2 Chairman and Founder of the IDEA Society3 Culture is central to international relations. As the carrier of culture, the arts have an important role to play in this regard, and they must be given their proper due as part of the diplomatic process. In times when Europe’s economy is under pressure, cultural diplomacy takes on increased importance for inter- European as well as worldwide understanding and cooperation. History has shown over centuries that the arts can be instrumentalized as an effective tool of "soft" power. U.S. Secretary of States Hillary Rodham Clinton has referred to this as "smart power."4 The arts wield a strong influence. They can inspire or degrade cultures, enable interaction among communities, tear people apart or bring them together. They are a strong asset for opening a difficult dialogue. Through the arts, people can approach sensitive topics in an open and respectful way and breach difficult subjects as well as address political agendas on sensitive topics, for which it is sometimes difficult to find the right words. The Arts have never been intended to solve political problems, but they can be a beautiful facilitator of cultural diplomacy. The fact is that art can not only be a manifestation of beauty and humanity but also a representation of politics and culture. -

Safra Plaza 36 Battery Place, New York, NY 10280 646.437.4202 www.mjhnyc.org FOR IMMEDIATE RELEASE Contact: Lisa Safier / 646.437.4336 / [email protected] December 6, 2016 Holocaust Organizations, Scholars and Educators Sound Alarm on Surge in Hate Crimes Issue Call to Action to Lawmakers and Citizens (New York, NY) – In a powerful statement issued by an array of Holocaust institutions, scholars and educators from around the world, an alarm is being sounded on the rise of groups that promote intolerance and promote hate speech. These 90 institutions and 71 individuals call on lawmakers to condemn white nationalist groups and ask citizens to be vigilant. The statement is as follows: Recent months have seen a surge in unabashed racism and hate speech – including blatant antisemitism and attacks on Hispanics, Muslims, African-Americans, women, the LGBTQ community, as well as other targeted groups. Journalists have been threatened. Places of worship, schools and playgrounds have been defaced with Nazi symbols intended to intimidate and arouse fear. White supremacist groups have become self- congratulatory and emboldened. As Holocaust scholars, educators and institutions, we are alarmed by these trends. History teaches us that intolerance, unchecked, leads to persecution and violence. We denounce racism and the politics of fear that fuels it. We stand in solidarity with all vulnerable groups. We take Elie Wiesel’s words to heart: “I swore never to be silent whenever and wherever human beings endure suffering and humiliation." Therefore, we call upon all elected officials as well as all civic and religious leaders to forcefully and explicitly condemn the rise in hate speech and any attacks on our democratic principles. -
Post-War Immigrants in Austria
PANEL 1: Memory and identity Melanie Dejnega (University of Bielefeld, Germany) Post-war immigrants in Austria: identity and belonging in life story interviews By the end of the Second World War, more than one million refugees came to Austria, of which about half a million stayed. Their background and wartime experiences were as varying as could be. Some of them were survivors of the Holocaust or of forced labor, others were members of German speaking minorities having been expelled from South-Eastern and Eastern Europe. However, all of them share the experience of integration into Austrian postwar-society. The situation they faced in Austria was difficult, particularly for those, who did not speak German. These “first immigrants of the Second Republic” who are still alive have been living in Austria for more than sixty years so far. In my paper I will analyze several life story interviews conducted with representatives of this group: I will focus on the constructions of identity and senses of belonging as they are reflected in narratives of the life story by introducing and applying a narratological method. Hence my paper elucidates not only concepts of identity and belonging of post-war immigrants in Austria, but also evaluates, to which extent narratological methods can contribute to analyze life story interviews. Melanie Dejnega, Mag. studied History, Sociology and Spanish at the University of Vienna, Humboldt University and Freie Universität Berlin; Master Thesis (2008) about the impacts of compensation policy on narratives in life-story interviews with survivors of Mauthausen Concentration Camp . “BALLAST EXISTENCES”: THE DISABLED, JEWS AND NAZI GENOCIDE by Jill Mitchell Nielsen B.A., University of British Columbia, 2003 A THESIS SUBMITTED IN PARTIAL FULFILMENT OF THE REQUIREMENTS FOR THE DEGREE OF MASTER OF ARTS in The College of Graduate Studies (Interdisciplinary Studies) (Political Science/History) THE UNIVERSITY OF BRITISH COLUMBIA (Okanagan) December 2012 © Jill Mitchell Nielsen, 2012 Abstract This thesis examines the social construction of disability in the Third Reich and the interrelationship between Nazi euthanasia and the Holocaust through a comparative analysis of the historiography and using key theories from the field of disability studies. I argue that constructions of disability form an essential part of the creation of a Nazi philosophy that sought to alter fundamentally and irrevocably the biological and racial makeup of Europe. The bio-racial philosophy of the Third Reich had its origins in the eugenics of the late nineteenth and early twentieth century and the early development of racial hygiene precepts. Eugenics and racial hygiene were radicalized under Nazi rule to create a philosophy that was hyper- concerned with the blood purity of the German Volk. This ideology was implemented first with a program of euthanasia (Aktion T4). The genocide of the disabled was, in many ways, prototypical to the development of the Final Solution. A comparative analysis shows that there were overlapping phases in the genocide of the disabled and the Holocaust, particularly with respect to the killing of the Jewish mentally ill, the targeting of mentally ill patients in the East, Aktion 14f13 and the construction of the death camps, particularly during Aktion Reinhardt. -

The extensive literature available about the Holocaust grows daily, and it seems to be nearly limitless in scope. The books that will be discussed in the following review are merely a microcosm of this literature, but unfortunately, they, like much of the other literature on the Holocaust, differ greatly in quality and focus. In a sense, this is an essay about the general themes and overarching concepts of Holocaust research as exemplified by the seven books reviewed here. As a result of the sheer volume of literature on the Holocaust, its antecedents, and the crimes it entailed, it is nearly impossible to claim that one knows all of the literature. -

MESSAGE FROM THE LASA PRESIDENT We come together in San Juan to commemorate LASA’s past, to debate the cutting- edge issues that are shaping the field in the present, and to work collectively in building the future of Latin/o-a American Studies. LASA2006 marks our Association’s 40th anniversary and this Congress will carry on LASA’s finest traditions of promoting scholarly debate and collegial collaboration across the Americas. We also hope this XXVI International Congress in Puerto Rico will continue to point the way toward LASA’s future as a more thoroughly transnational association which will reflect the spirit of our new Mission Statement: “LASA fosters intellectual discussion, research, and teaching on Latin America, the Caribbean, and its peoples throughout the Americas, promotes the interests of its diverse membership, and encourages civic engagement through network building and public debate.” LASA2006 is an invitation to all of us to engage in scholarly and pedagogical interdisciplinary debates across all sorts of borders which would further that mission. The Congress theme, “Decentering Latin American Studies,” will advance the transnationalization of the field by exploring how the study of Latin America, the Caribbean and its peoples is practiced within the United States, in Latin America and the Caribbean, and in other regions of the world. The Congress program builds on the wide variety of approaches and epistemologies that emerge from multiple positionalities and diverse geopolitical locations in collectively re-imagining Latin American studies for the 21st century. These institutions and individuals cite the recent examples of hatred, xenophobia, and racism spreading across the nation and ask the public to call Congressional and Senate offices. The statement is as follows: The undersigned Holocaust remembrance organizations, educators, and historians ask you to speak out and take action against hatred. We are alarmed by reports that the President plans to defund the US State Department’s Office to Monitor and Combat Anti-Semitism, an office that tracks and counteracts anti-Semitism abroad. Ira Forman, the most recent Special Envoy in charge of that office, was our voice to a world in the throes of xenophobia and racism. He recently wrote, “Anti-Semitism is not only a Jewish problem; Jew-hatred — like other forms of religious and ethnic prejudice — is a threat to the very foundations of liberal democracies.” We urge the US government to maintain and strengthen the State Department’s Office to Monitor and Combat Anti-Semitism and to create a new office to address this urgent issue domestically.
