If the traditional war weapons are the gun, the rifle, the plane and the rest of the well-known instruments, the weapon of arts, culture, and the rest of the elements of soft power are no less effective than weapons with gunpowder… And the ongoing war on terrorism has a first battleground which is the reason and the conscience.. So art comes here at the forefront of priorities ..Enlightening the dark minds and resurrecting the humanitarian feelings in the cold hearts are missions for the arts by excellence ..Hence, comes the importance of art events including film festivals at this particular time…

Therefore, this edition of Luxor African Film Festival, that is continuing its success year after year, has a great importance since it is coming amid this atmosphere that besets many world countries including our continent in particular.

This magnificent gathering of artists and film lovers from all across our African continent represents a message of love against hate, extremism and envy

A message that conveys the values ​​of goodness, justice and beauty against forces of evil, ugliness and shedding of innocent blood ..In brief, One can say that Luxor African Film Festival is an assembly of goodwill creators, the sons and daughters of this great continent, who raises the flags of enlightenment and who upholds the noble human values ​that defined the human journey through thousands of years as tutored by all religions.

We will not exaggerate, if we say that this group of African film creators is in the forefront of the war on terroris m , violence and extremism that is hitting Libya, Egypt, Tunisia, Somalia, Nigeria, Mali, Central African, other locations of our beloved continent and the whole world...There is no doubt that bringing them together on the ancient land of Luxor, the land of wisdom, science and knowledge, will give a strong impetus to this great film event whose flag will fly in the art winds along with the shout of all artists to all the word saying that all blood is sacred.

2 Here is the city of Luxor, the capital of the African pharaohs, festoons for the fourth consecutive time, to receive its distinguished film-making guests who came from our beloved continent and from all over the world.

In each edition of the festival, the city of Luxor is awaiting this warm meeting that receives brothers and admirers on its land for them to compete, discuss, debate and acquaint and so their thoughts and hearts shake before their hands carrying Africa’s concerns and anxieties, dreams and hopes. The most wonderful thing about this cinematic ceremony is meeting itself, since we, Africans, are in need now and more than ever to meet each other after a long separation... We need to listen to each other after that we have listened to strangers for a long time. We need to look after our African continent rather than looking to other land while getting inspiration by the wisdom and knowledge of our heritage and our beliefs. We need to exchange information and share capabilities and to memorize the chronicles of our historical leaders to learn from their exploits, courage, heroism and redemption. We must join hands to cultivate the seeds of our lands and to harvest our own the fruits... it is time that the world hear the word “Africa” from the voices of our children.

We, the sons of Africa, are more capable of solving our problems, more competent to rebuild our homelands... It is time for us to reunite our efforts to have our beloved Africa free and prosperous.

These good wishes are embodied in their finest forms in the meeting of the brothers and lovers of the seventh art on the land of Egypt every year on this same date ... and after the festival close its curtains, they go back to their own home with many happy memories,

Egypt returned to Africa … and Africa returned to the arms of Egypt, after years of isolation and seasons of peregrination due to political differences across the artificial borders. Egypt returned to Africa and so the heart returned to the body… Egypt returned across several bridges of communication, perhaps the most important one Luxor African Film Festival (LAFF) that takes its first steps on the land of love and brotherhood, to reach its peak in the fourth edition. Since its first edition, LAFF continues his success, and moves from one phase to the other, until he reached an international status, in terms of the quality of selected films, the multiplicity of events and workshops related to the film industry, the value and stature of guests, as well as the publications and the diversity of seminars…

This is the soft power of Egypt that is setting out like rapid horses filling the space of Egyptian, African and World Cinema with great joy…

Despite the painful sorrows of Egypt, we only have one choice which is to work together as one hand for the safety of Egypt and humanity since the whole world is in a state of war against the snakes of barbaric terrorism... 4 It is a great pleasure for us to have you here, on this dear part of our homeland to participate in the activities of Luxor African Film Festival. This participation has many connotations; first for Egypt that will remain as always a minaret of civilization and arts; second, Whatever setbacks and machinations that Egypt has passed through, it shall, God-willing, pass the obstacles to safety. I’m talking to you today with all hopes that tourism is recovering as milestone in the country’s development in order for us to achieve economic targets to sustainable quality. Egypt’s Ministry of Tourism and Tourism Authority are both continuing their efforts to support festivals and touristic events that will promote tourism as an Egyptian product in order to maximize the feedback of these events to improve the image of Egypt as a destination. In that sense, the touristic sector in the government have paid more attention to Luxor African Film Festival in its fourth edition. 5 I would like first of all to express my pleasure about having the Luxor African Film Festival which is today on its fourth edition. The festival has reached a great part of its goals in communicating with the youth of the mother continent Africa.

Five years where the Luxor African Film Festival has instilled the seeds of Africa cinema that it brought from all the parts of our beloved continent to plant them in the great land of Egypt, on the banks of the historic city of Luxor, the matrix of the Pharaonic renewable energy, returning the glitter to the relationship between Egypt and the mother continent. Five years made the term “African Cinema” becoming an Egyptian slang that gathers filmmakers and film fans from all African countries...

Here is the respected Sheikh of Luxor Mosque speaks in the Friday sermon about the importance of African cinema and also thanking the festival’s team for its role in culture and tourism...

Five years, during which all the lovers of the seventh art in Africa and the whole world are watching from year to year this African warm ceremony that united the people of the creative continent in arts, heritage and life...

Five years, during which the festival’s team make strenuous efforts to establish the value of the cinema in the hearts of all the people of the north and south of the continent and to strengthen the position of African cinema in international festivals...

Five years, during which stars of of African cinema likes of Haile Gerima, Souleymane Cissé, Abderrahmane Sissako, Shadi Abdel Salam, Merzak Allouache, Yussra, Naky Sy Savané, Mahmoud Hamida, Moussa Touré, are now known to common people across African streets…

7 Luxor African Film Festival 4th Edition, March 2015.

• Luxor African Film Festival is organized by Independent Shabab Foundation which is a nonprofit organization. The festival is organized under the auspices of the Egyptian Ministry of Culture and other official organizations. • Luxor African Film Festival is an annual event organized in the city of Luxor in the Arab Republic of Egypt. The festival 4th edition will take place between 16 and 21 of March 2015. • At Luxor African Film Festival will be screened long and short films produced in African countries, films directed by African filmmakers, concerned African issues and produced last year. • Luxor African Film Festival is divided into 4 competitions: Long Narratives, Long Documentaries, Short Films (Narratives and Documentaries) and The International Competition of Freedom movies as well as other special sections. • Festival’s opening film is out of competition. • Each competition has its own international jury consisting of 5 members. • In The Long Narratives Competition, the jury will grant following prizes: • Grand Nile Prize for the best Long Narrative Film ($3000 and The Golden Mask of Tutankhamen) • Jury Prize for Long Narrative Film ($2000 and The Silver Mask of T Tutankhamen) • The Prize for The Best Artistic Contribution in a Long Narrative Film LAFF (Certificate of Appreciation and The Bronze Mask of Tutankhamen) • In The Long Documentaries Competition, the jury will grant following Regulations prizes: • Grand Nile Prize for the best Long Documentary Film ($3000 and The Golden Mask of Tutankhamen) • Jury Prize for Long Documentary Film ($2000 and The Silver Mask of Tutankhamen) • The Prize for The Best Artistic Contribution in a Long Documentary Film (Certificate of Appreciation and The Bronze Mask of Tutankhamen) • In The Short Films Competition, the jury will grant following prizes: • Grand Nile Award for the best Short Narrative Film ($2000 and The Golden Mask of Tutankhamen) • Grand Nile Award for the best Short Documentary Film ($2000 and The Golden Mask of Tutankhamen) • ISF will grant the Prize for The Best Artistic Achievement to an actor in short movie ($1000 and The Silver Mask of Tutankhamen) • In The International Competition of Freedom movies, the jury will grant The Al-Husseini Abou-Deif Prize for the best freedom film ($ 2000 and The Golden Mask of Tutankhamen), in collaboration with ARTWATCH Africa, as well as Certificates of Appreciation for the second and the third place. • It is prohibited to divide any prize as well as to add it to any other. • Film submissions to the Festival are possible from September 1st till mid- December every year. The deadline for delivering copies of the films to the festival’s headquarters is set for the end of January of every year.

8 As a continuation of the efforts of the organization in the dissemination of culture and independent arts in Egypt, as well as working on the reach of the cultural and artistic support to those who deserve it, especially in disadvantaged and marginalized places, and working on the deployment of thought and proper awareness by fighting false consciousness, ignorance and extremism, and on the international level to support cultural and cinematic relations between Egypt and African countries and the return of the Egyptian role in the mother continent, iShabab organized from January to May 2014 The Independent Arts Season that included (Theatre- Cinema - Art Exhibition- Musical Performances- Artistic Workshops - Support to films and plays) for a period of four months and with the participation of more than 1,000 independent artists from young and middle generation in the governorates (Cairo / Giza / Alexandria / Luxor).

In March 2014, the third edition of Luxor African Film Festival was held with the participation of 46 African countries and with the screening of (126) films and the organization of (7) workshop with the participation of 120 guests from Africa, Europe, and the most important African festivals in the world. Moreover, 27 cooperation protocols were signed with different Independent entities from 22 countries. Shabab A partnership protocol of cooperation and support with FESPACO festival Foundation for holding workshops by artists to train filmmakers in Burkina Faso, which also resulted to of Egyptian cinema at FESPACO 2015 as a guest of honor in 2014 for the first time in Egypt’s history, as well as honoring Burkina Faso at the fourth edition of Luxor African Film Festival 2015. Protocol of cooperation and training with East African Film Network (EAFN), which includes 5 countries from East Africa in order to send cinema professors from Egypt to these African countries, as well as inviting students to attend workshops at Luxor African Film Festival and also nominating films from these countries for festivals.

Nawafez Project for Cinema Clubs was also launched across all Egyptian governorates with the support of the Ministry of Youth, and Sports. The Egyptian Film Syndicate and the collaboration of Nile Cinema with the participation of Egyptian artists, stars and and critics. The project aims to make cinema reach all Egyptian streets and alleys and in particular disadvantaged provinces. The beginning was Aswan Governorate with the presence of the project chair-woman, the Egyptian star Laila Eloui and project manager director Azza Elhosseiny and Dr. Amal Gamal, Undersecretary of the Ministry of Youth and Sports. Activities were also followed in Cairo and Giza recently (In the neighberhoods of Imbaba, Bulaq Al-Dakror- Rod al-Farag - Bulaq Aboul-Ela) and from there to Fayoum, Beni Suef and other provinces of Upper-Egypt.

Idrissa Oouédraogo was born in 1954 in BANFORA in Burkina Faso. He holds a Diploma in General Studies from the African Institute of Film in Ouagadougou. He lived for a while in Kiev in the USSR. He holds the Diploma of profound studies, option cinema from Paris I Sorbonne. He worked in the Department of Cinematographic Production in Burkina Faso in 1981. He graduated from the High Institute of Cinema (IDHEC) in Paris in 1985. He directed several short documentaries before starting his career in long features. We find in his work the perfect balance between the documentary genuineness and the fiction. He won the Grand Prize of FESPACO for his first short film “Poko”. A lot of films came after such as “The Platters” (1983), “Lara Naba Funeral”(1984), “Ouagadougou, Ouaga two wheels” (1985), “Issa the weaver”(1985). His first feature film “The Choice” was released in 1986. Then “Grandmother” (1988) won the Critic Prize at Cannes International Film Festival in 1989, “The law” won the Jury Grand Prize at Cannes International Film Festival in 1990 and the FESPACO Grand Prize in 1991, “Karim and Sala”(1991), “Samba Traore”(1992), “The Heart’s scream” (1994), “Kini and Adams”(1997), “The Gods Anger”(2003). He participated in the collective film made on the 11-09-2001 terrorist attack in New York. Ouedraogao made several television series for African televisions. He directed for La Comédie Française “The Tragedy of King Christophe” by Aime Cesaire. He served as juror in a lot of international festivals such as Venise, Tokyo, Amiens, and the Museum of Man in Paris. He has lectured in several universities around the world such as Ouagadougou University in Burkina Faso, Harvard University and New York University in USA, Nanterre University and Museum of Man in France. He is a Commander of the National Order of Burkina Faso and honored the Chevalier in the Order of Arts and letters from France.

In his tribute, LAFF’s 4th edition will show his film Kini & Adams (1997) Synopsis Kini and Adams are two friends leaving in a Zimbabwe village who dream of repairing an old broken car, and moving to the city and starting life over.

12 TRIBUTE Khaled Youssef

Khaled youssef was born in a village in the Delta called Kafr Shokr. He graduated from the Faculty of Engineering, Department of Electrical Engineering and Electronics in 1990. Being active in the Student Union his introduction to the intellectual and creative key persons such as Youssef Chahine- you noticed his talent- was easy. Chahine gave him the great opportunity to participate in his short film “Al Kahera Menawar beahlaha”, Cairo is illuminated by its people. In 1992 he started his career as Chahine’s assistant on several films such as “The Immigrant” in which he participated in the scriptwriting. He made an important step in his career when he was appointed executive director for the films “The Destiny”, “”The Other” and “Alexandria- New York”. In 2000 Khaled Youssef directed and wrote his first film “The Storm” which participated in festivals around the Globe such as San Francisco film Festival and won the Silver Pyramid and best Arabic film at the Cairo International Film Festival. It won as well best first film at the National Egyptian film Festival. “Anta Omri”, You are my Sweet Heart (2004) won the best actress award at Cairo International Film Festival. “Ouija” and “Justified Betrayal”(2005-2006) were highly acclaimed by the public. In 2007 Khaled Youssef co directed “Chaos” with Chahine. The film was selected in the official competition at Venice International Film Festival. In 2007 his controversial film “Hein Mayssara”, LET it be, met a huge success and won several awards from the National Egyptian Film Festival such as best film , best director, best décor and best actor. “Leader Omar Harb”(2008) was awarded best director from the National Egyptian Film Festival. In 2009 Khaled Youssef became one of the most important names in cinema in Egypt and the Arab world. His 9th film “Shehata shop”, was also controversial by its problematic theme. In 2010 Khaled Youssef pointed out his opinion about the impact of the new technology of communication on our values in this part of the world: the Arab world. His trilogy “Chaos”, “Let it be” and “Shehata shop” contributed significantly in depicting the deteriorated situation in Egypt: poverty, injustice, oppression… which predicted that a revolution is on the way. According to a poll in Dubai International Film Festival (2013) Khaled Youssef’s films “Chaos” and “Let it be” were classified among the 100 best Arabic films. In 2012 Khaled Youssef was the Cinema Committee president at the Supreme Council of Culture. He was part of Egypt’s 50 member Constitution Committee 2013.

Laila Elwi

Born in in Cairo 1962, Laila Elwi in an iconic Egyptian actress. She is of mixed blood. Her father is Egyptian and her mother is Greek. She graduated from Faculty of commerce, Ain Shams University. She started her career at a young age. When she was a seven-year- old, she participated in radio and television programs with prominent figures and voices such as “Abal Fadila”, “Fatafit assokar”... and at the age of fifteen she appeared onstage for the first time introduced by Nour ElSherif , in a play by Galal El Sharkawy, prominent Egyptian director, called “Taman Sittat” (8 Women). She has been chosen by Ahmed Sarwat to take part in his film “For the sake of Life”(1975). But her reall take off in cinema was with Farid Shawki in “The miserables” in 1977. Despite being offered important parts because of her great beauty she always tried to diversify her roles to prove her talent in more than 70 films of different genres such as in “The destiny”(1997) by Youssef Chahin, “I love cinema”(2004), “The baby doll night”(2008), “Girls Love” (2004), “Traffic signal”, “The female”(1986), “Execution of a dead”(1985), “Wanted dead or alive”(1984), “Husband on call”(1985), “ Out and didn’t come back”(1985)...

She charmed the Egyptian and Arab viewers by her lead roles in several television series amongst “The twins”, “A girl from shobra”, “Morning light”, “The Family”, “Stories we live”, “Critical Moments” and “Shams”.

She has been honored at Egyptian and international festivals with prestigious awards for most of her roles. A lifetime achievement award during the opening of the 34th Cairo international film Festival. Best actress award for her role in “Alhagama” and best second role in “The kidnapped” from The Cinema Catholic Center. Best actress for “The Revolving stone” . She served as Jury member on several international Film Festivals in Europe such as Mons International Film Festival in Belgium, Sao Paolo International Film Festival, Sotchi international Film Festival, Valencia International Film Festival in Spain. And in the Arab world she was in the Jury committee of The National Film Festival, Alexandria Film Festival, Dubai International Film Festival, Abu Dhabi Environmental film Festival and on the last Cairo International Film Festival edition 2015.

In her tribute, LAFF’s 4th edition will show her film The Seven Colors of Heaven (2007) Synopsis Hanan lives in isolation and loneliness until she meets Bakr the sensitive and romantic artist and so their lives are purified from many psychological problems…

Naguib Sawiris is Chairman of the Board of Weather Investments II S.à r.l, La Mancha Resources Inc.’s parent company and is also the Executive Chairman of Orascom Telecom Media and Technology Holding S.A.E. (OTMT)

He founded Orascom Telecom Holding (OTH) and led it to become the leading regional telecom player until the much publicized merger deal with Vimpelcom Ltd, creating the world’s sixth largest mobile telecommunications provider in April 2011.

As part of the merger deal, Mr. Sawiris has spun off Orascom Telecom’s non-gsm operations and Egyptian-based telecom assets into OTMT of which he is currently Executive Chairman.

At international and regional levels, Mr. Sawiris serves on a number of Boards, Committees and Councils including the Advisory Committee to the NYSE Board of Directors, the Supreme Council for Sciences and Technology in Egypt, and the Arab Thought Foundation.

On the wake of the Egyptian revolution of January 2011, Mr. Sawiris, an avid advocate of democracy and pluralism, has called for the foundation of the Free Egyptians Party (Al Masreyeen Al Ahrrar), the first and most dynamic liberal party to form in Egypt after the revolution.

Mr. Sawiris is also the recipient of numerous honorary degrees, industry awards and civic honors, including the “Legion d’honneur” (the highest award given by the French Republic) and the prestigious “Sitara-e-Quaid-e-Azam” award (for services rendered to the people of Pakistan in the field of telecommunication, investments and social sector work)

Abderrahmane Sissako Born 1961 in Mauritania, Abderrahmane Sissako grew up in Mali before studying film at VGIK (National Institute of Cinema of Moscow). His graduation film, “The Game” (1989), is screened at “the International Critics’ Week “in 1991. In 1993, he directs Mauritania, France the medium-length film “October”, screened at the Festival de Cannes in the selection “Un Certain Regard”. It is with “Life on Earth”, selected by the “Directors’ Fortnight” in 1998 and “Waiting for Happiness”, selected by “Un Timbuktu Certain Regard” in 2002 and awarded “the Runtime: 97 Minutes International Critics’ Week Prize”, that he truly distinguishes himself as one of the most Director: Abderrahmane Sissako important filmmakers of his African continent. 2014 “Bamako”, his latest film, was selected by Cannes, Out of Competition, in 2006.

Born 1958 in Khartoum, he graduated from the Egyptian High Film Institute. Hamed first Jury of began his career as an assistant director to Saad Arafa, Mohamed Khan, Sherif Arafa and Raafat ElMihi in films like Written Long Narrative Promise, The Fest, Play with the Big Boys and O Pudding. He made his debut with the 1989 comedy Love in the Refrigerator. Nine COMPETITION years later, he directed Mohamed Heneidy in the smash comedy An Upper-Egyptian in the AUC.” Hamed’s films also include Hammam in Amsterdam, Short and T-Shirt and a Cap and The President’s Cook.

Yemane Demissie Filmmaker - Ethiopia

Award-winning independent filmmaker who, in 2009, directed, produced and edited Dead Weight, a long narrative, and Twilight Revelations: Episodes in the Life and Times of Emperor Haile Selassie, a long documentary. After Tumult, his first long narrative that was screened at over 40 international film festivals, he edited and co-produced the 2013 Asni, a long documentary about Asnaketch Worku, the preeminent actor and singer who dominated the Ethiopian stage and airwaves between the mid 1950s and early 2000s. Demissie is currently in postproduction of The Quantum Leapers: Ethiopia 1930-1975, a social history documentary series on the Emperor Haile Selassie era. He is also developing …And Then the Rains Return, a narrative feature set in Ethiopia during the 1918 influenza pandemic. Demissie is also an associate professor at New York University where he teaches narrative and documentary production, screenwriting and directing. Berlin Film Festival in 1992.

Born 1933 in Aboisso, he is considered as one of the fathers of the Ivorian cinema. After he received a diploma certificate in film directing from Cinecours in 2008, Karakezi attended Maisha Film Lab for screenwriting. He then directed his short film The Pardon, which won the Golden Impala Award at the Amakula Festival in Jury of Uganda and won the Best Short Award at the Silicon Valley African Festival. It was also screened at the Kenya, Zanzibar, Short Films Durban, and Images That Matter Short Film Festival in Ethiopia. In 2010, he attended Berlinale Talent Campus and COMPETITION developed the script Imbabazi: The Pardon with Columbia University and Maisha Film Lab. It won Best Film at Luxor African Film Festival 2014.

Al-Husseini Abu Deif, a journalist and video cameraman for the privately-owned Al Fagr (Dawn) newspaper, was shot and killed at close range while filming protests outside the presidential palace on December 5 , 2012.

98 Selection Committee When this encounter is renewed every year, I say to myself and to the others that I am a lucky, because I win a rich meal on the table of African cinema, a meal which is only won by me and my colleagues in the selection committee. Despite the hard work that we do in watching very carefully without any exception all of the films that are sent to the festival, and despite the weary sense of ethical and professional responsibility to choose the best of these films to be shown in the festival sections ... despite all of this, I feel good in watching those films that takes me to magical trips to many African countries, where I wonder in cities, villages and alleys flowing with hope and life. There, I meet faces dyed with the color of our beloved continent, smelling its scent and feeling its spirits moving inside my veins which drive to live rich experience full of ideas and philosophies, struggles and pains, dreams and drama related to our continent rich, with its ethnicities, languages ​​ unique culture and the diversity of climate, geography and natural resources. In every shot of these films, and at every stop of this cinematic journey, I live the African dreams and concerns and I am increasingly convinced that Africans are creative and creators who deserves a better life. I also feel we are approaching more and more from our self-determination of our continent by our hands not by the hands of strangers. Gezaw Tesfaye is an Ethiopian-born aspiring Director of Photography. With over a decade of experience as a professional Photographer and Graphic Designer, he brings a keen artistic eye and primed visual aesthetics to his budding passion. Though a newcomer to film, Gezaw has not wasted any time immersing himself in the camera & lighting department of various film projects, quickly gaining experience as a Grip, Gaffer, Camera Operator, and Director of Photography. ! ! Since transitioning to film in 2012, Gezaw has hit the ground running. He has worked on 3 commercials, 2 music videos, and 3 documentaries in addition to 5 short films as a DP. Daniel E. williams From Howard 1991 He received his Bachelor of Arts in University and continued directly into the graduate film program under his mentor Haile Gerima . As a student , Williams was honored with a number of awards from such notable organizations as Eastman Kodak , Paramount studios , and the District of Columbia Commission on the Arts and Humanities . His short film Woman and Man received a Community Appreciation award from the National Black Programming Consortium and was from The Black 1998 named Best Experimental Short in he won Best of Show , 2000 Filmmakers Hall of Fame . In at the Washington , DC Rosebud Film and Video Festival for his film A Thousand Days a Year , in which he also served as cinematographer . An earlier version of Williams’ first feature Cigarettes for Breakfast was an official selection 12th American Black Film Festival and the 2008 of the Annual Urban World Film Festival . His most recent short film Hacked is currently being prepped for the festival circuit . The College of Fine Arts in Luxor in collaboration with both the Luxor Social Dialogue African Festival and the Goethe Institute in Cairo and StreetGriot Medienpädagogik Berlin, designed a series of workshops in the field of Via Video Art video art as a creative new space for expression and communication with Fine Arts.

The project included four workshops from August 2014 to March 2015 with an outcome to be shown during Luxor African Film Festival on March 20, 2015.

The project aims to social dialogue by introducing video art closer to Egyptian short films as a means of monitoring community within the activities of the festival and to create vides through the monitoring of social stories and anecdotes within the Luxor. The participants were students from Berlin and Luxor who were trained to make photography and to build a story through formulation of social issues within the visual culture of Berlin, Luxor, Germany and Egypt.

108 ETISAL/STEP African Film Fund 2014-2015 Connecting Africa to the rest of the World

Even though the African youth are the fresh blood of the film industry, ETISAL they don’t have a place to grow FILM FUND and to feature their ideas. There are several challenges that face those young filmmakers. Some of the major problems facing these talented youth are the lack of fund to support them in producing their creative and innovative ideas. Most of the attendees in ETISAL /LAFF 2014 agreed upon OBSTACLES facing the short film productions in Africa are : limited market, limited audience, limited support from the governments or even no support at all in some countries, limited distribution in some countries for independent filmmakers, lack of facilities in some African to produce even a short movie with basic equipment. Those filmmakers, although they participate easily in festivals, they are facing obstacles to find producers,TV channels, production houses… etc.

ETISAL tries to contribute in solving those problems: last year we supported the production of 6 shorts from Egypt, Togo, Ethiopia, Ivory Coast and Rwanda. These films will be screened in the 4th edition of Luxor African Film Festival, March 2015. Those films were:

110 STEP Program 2015 Space to establish partnership

In the context of Luxor African Film Festival and its role to support STEP PROGRAM filmmakers of the continent, we have announced the form of support in the fourth edition: STEP, supporting feature films for filmmakers creating their first or second feature. STEP Program will be in the form of a sum from 5000 to 8000 Dollars in the stage of script development or pre-production. Final projects will be selected at the closing ceremony of the fourth edition of LAFF led by specialist Isabelle Fauvel from Film Initiative in France.

Candidate projects are:

It is not true that we only saw and sensed love in the faithful demonstration around his body when thousands went to witness the moments of separation, love has always been inherent in our star warm feelings throughout his career until his farewell at dawn. Why he choose dawn? I imagine it is his desire to embrace the virginity of life even if he didn’t precept, always through many details and special experiences I find that the will of the deceased embodied in us and carry out their wishes, even it is not registered. Was Khalid’s desire to move from Aswan to reach Cairo to say goodbye after dawn prayers. Do they feel after leaving? Often I asked this when I lose a dear one? I am convinced that they remain in contact, but by other means they send codes to communicate with us. He is an artist of sparkles and I imagine he would continue to send them from the other world. Khaled Saleh is the brightest of his generation, since the end of the nineties he was the intimacy and will remain also the title with the passage of time. He is one of those who God gives an exceptional talent with a creative message that he sends to people to live after us, he has achieved his mission until the final scene. Khaled Saleh died to live on the screen, and when we remember one of his works we find that he is born once again.

This Year, LAFF presents an Arabic translation of the important book the renowned FESPACO in Burkina Faso that gave to Egypt a special tribute as guest of honor in its 2015 edition. The author retraces the history of FESPACO and how its has crossed several political regimes which have never spared their commitment to the event. FESPACO is undoubtedly a matter of State, a showcase political. But the history of FESPACO has not only part linked with Burkina Faso and the history of the country. It has also with the cinemas of Africa. More than the other film festivals on the continent - the Journées cinématographiques de Carthage (JCC) in Tunisia or the international film Festival of Marrakech in Morocco to name these festival, FESPACO has ceased to confirm its singularity, as well as its Pan-African character, becoming a must- see media space for professionals and international partners of the 7th Art in Africa.

FESPACO offers, in fact, to many festival-goers and African professionals in particular, the pleasure of family and popular atmosphere combined with that of the discovery of missing African images on their own territory and abroad. This Singularity makes Ouagadougou a space conducive to meetings with the donors of the 7th African Art and always passionate debates, between the different generations of filmmakers, on the future of African cinema - discussions that sometimes crystallize around the Pan-African Federation of filmmakers (FEPACI) and more often on the Organization ofthe Fespaco itself. Despite 10 recurrent recriminations of rare African professionals are those who renounce definitively to attend the festival. FESPACO is a favorable media space for Burkina Faso and for those who participate.

115 Re - Issue of : “Chronology of Egyptian cinema” by Ali Abo Shady Translated to French by : Abla Abdel Hafiz Salem

The idea of the book is suggested by Dr. Magda Wassef , Director of the Film Department of the Arab World Institute in Paris, to write a chronological aimed for following the most important events in the history of cinema in Egypt since the first projection of motion picture in Egypt in Toussoun Bourse in Alexandria , November 5, 1896 until 1995 ,as part of celebrations of the Institute on the occasion of hundred years of cinema in Egypt , it was agreed to observe facts and events objectively and without critical comments as programs used in similar form in the history of cinema in the world, while avoiding details that do not interest the French reader , since the book will be published - in French - among dozens of specialized studies that will be included in the Memorial book , which will be released on this occasion.

I encountered many difficulties due to the scattering articles in dozens of sources, in addition to the contradiction of certain information in various sources and the lack of scientific information and it was necessary to check the information to adhere to the scientific method..... The book ends up trying diligently to observe and document the main facts and the most important and variables events in the history of cinema in Egypt , movies , theaters, filmmakers and awards to provide a comprehensive overview on the most important facts that are happened every year in film studies centers and researchers in their fields .

For certain circumstances, the research is not published, I decided to publish it as part of the celebration of the centenary of Egyptian cinema by the Supreme Council of Culture after revising and adding information interesting the Arab reader with complete objectivity, but I could not avoid expressing some estimates for some works that - emotionally - I could not ignore my admiration.

The first edition was published by the Supreme Council of Culture in 1997 entitled “Chronology of Egyptian Cinema in hundred years from 1896 to 1995 “ it was translated into English in 1999 , the second edition was published by Damascus Film Festival in 2001 entitled “Chronology of Egyptian Cinema in the twentieth century “ by adding the years 1996/2000 , the third edition, entitled “Chronicle of Egyptian cinema 1896-2002 “ by adding another two years , then the third edition , translated into French and published by the third session the African Film Festival in Luxor - 2014 The book is one of the most important references for researchers and specialized professionals, critics and movie lovers in Egypt and the Arab world.

African Painting exhibition in Luxor AFRICAN PAINTING Harvesting seven years of Luxor exhibition featuring paintings by artists EXHIBITION of the African continent, and with the support of the Cultural Development Fund, headed by Mohamed Abou-Saada and under the supervision of Dr. Ibrahim Ghazala who selected by a selection of different paintings. In the context of re-building cultural bridges to connect Egypt to the deep end of Africa, the Cultural Development Fund through the Luxor International Symposium are hosting artists from all African countries to participate in the activities of this event which has been regularly held on an annual basis for seven years. This exhibition will offer works by artists who have participated in previous editions, especially because we have dedicated our fourth edition to African continent. It’s a good sign that different arts interact altogether to enrich the artistic experience and so the Cultural Development Fund is pleased to participate in this important event: Luxor African Film Festival.

120 Competition and exhibition “Faces and Masks”

Luxor African Film Festival continues its quest for excellence, supporting the young creative talents from the African continent. Since its first edition in March 2012 the Associated Activities section provided a unique platform for young artists in various creative fields, including The Fine Arts to showcase their talent. The turnout in the exhibitions and workshops and the interaction it generated amongst the festival guests and the public exceeded all LUXOR FACES expectations. EXHIBITION Luxor African Film Festival board collaborates every year with a carefully selected panel of artists who have expertise in organizing artistic and cultural thematic events. We thrive to bring a real platform for exchange between artists where they could express their contemporary creative visions and provide the suitable professional spaces for them to expose their valuable creations.

In this year’s edition we are honored to invite artists to participate in the competition and exhibition “Faces and Masks”, exploring the liturgical symbols and totems as an integral part of African heritage. The exhibition invites the artists to draw their inspiration from their ancestral culture, deeply rooted in time and space. It is an opportunity to reflect on the great beliefs, customs and stories deeply enshrined in myths and legends.

Luxor African Film Festival offers the possibility to participate in various avenues of Fine Arts such as painting, sculpture, photography, ceramics and also comics, photography, installations, media arts and performance.

Each artist will have the leisure to present his artistic vision using the medium and technique of his choice -traditional or alternative- in order to create a different artistic atmosphere free from constraints. We hope this exhibition will be a real addition to the public and an opportunity for the visitors to stimulate their curiosity and enrich their imagination.

121 In an attempt to shed the lights on the artists of the South and their distinctive creativity, LAFF presents this year an exhibition by caricature artist Mahmoud Thabet at Luxor Culture Palace from 16-21 March 2015

As LAFF believes in the role that film criticism plays in developing the film industry especially in our African continent which lacks the presence of well CARICATURE established cinema production and journalism in many of its countries, the FROM LUXOR festival launched this year a film criticism roundtable, gathering a number of African film critics who represent different countries, zones and

Mahmoud Thabet Born in Luxor, he earned an Bachelor of Arts and Education in 1979. Thabet published his cartoons in a range of local newspapers and magazines, including Luxor Newspaper Luxor, Luxor Today, Wafd of Luxor, Thebe Magazine, Luxor and El-Nass. Also, his cartoons were published in Egyptian newspapers such as Al-Ahram and Al-Akhbar as well as Caricature Magazine in 1990. He participated in several art exhibitions including Caricature in Teachers Syndicate teachers in 1990. He also created a scaled replica of the Temple of Luxor in 2007.

123 Luxor African Film Festival launches a new program for the development of the local audience at Luxor Governorate

This program aims to develop the local community in Upper-Egypt starting by Luxor Governorate, which receives the festival... this audience who AUDIENCE grew up and was raised to be primarily interested in trade and tourism rather than artistic and cultural, given the absence of infrastructure to DEVELOPMENT provide cultural products and the lack of cinemas.

This program tries to study the local audience through questionnaires to stimulate dialogue about cinema and debate about the new trends in cinema in addition to the recognition of African cinema, through various screenings for adults and children, targeting families, schools, universities, civil associations and youth centers to reach audience and determine its wishes.

In this context, the plan ranges between 3 to 5 years in the first phase based on the study of the target groups. This will be followed by the implementation in cooperation with Luxor governorate and institutions that benefit from this program.

Entities involved and target groups in Luxor: * Cinemas / Cine Clubs / Clubs / most important current and potential part- ners / local government authorities and the existing cultural centers halls. * Schools / Colleges / Youth Clubs/ Ministry of Education. * Cultural Centers / Professional / Transport / Nutritional Support. Will be provided a model program before the start of the festival in order to attract interest among schools and students and hence spreading the word among colleagues and families etc ... Quality films will be chosen in addi- tion of the implementation of systems and logistics during the festival.

Discussions and workshops with filmmakers during presentation of films in the proposed locations

Filmmakers, critics and specialists will be invited to talk about their works to the attendees to enrich their experience. If not, spokespersons will hold the discussion to inspire students. This would educate new generations of viewers and perhaps filmmakers who would contribute to the the film industry.

124 The Egyptian Cinematic Syndicate includes all the working professionals in the fields of film directing, scriptwriting, photography, production management, editing in both cinema and TV. The Syndicate was established in the early 1940s as a labor union including all working professionals in cinema and TV. Following the Law 35 of the year 1978, it became a profession syndicate. The Egyptian Cinematic Syndicate aims to: 1) The rise of cinema and TV 2) Maintaining human and Arab specially Egyptian and Arab heritage in arts according to world progression that gathers classic and contemporary creativity. 3) Collaborating with different entities in planning and execution of development of arts starting from education systems 4) Cooperating with the concerned authorities to join the international conferences and competitions inside and outside of the country 5) Strengthening relations with the international, Arab and African unions and setting collaborations between film professionals coming from different countries to support artistic creativity and world peace 6) Supporting the regional and international distribution and broadcast of works by the members of the syndicate while evolving the artistic and scientific levels of members and also support their nominations for national awards. 7) Providing economic and financial support to Syndicate members in case of disability, deceit while maintaining health insurance against job accidents. 8) Providing employment for members and support cooperation and fellowship 9) Supporting the rights of members in public performance on the regional and international scenes.
