National Archives and Records Administration Washington, DC 2003 INTRODUCTION On the 132 rolls of this microfilm publication, M1928, are reproduced reports on businesses with German affiliations and information on the organization and operations of the German External Assets Branch of the United States Element, Allied Commission for Austria (USACA) Section, 1945–1950. These records are part of the Records of United States Occupation Headquarters, World War II, Record Group (RG) 260. Background The U.S. Allied Commission for Austria (USACA) Section was responsible for civil affairs and military government administration in the American section (U.S. Zone) of occupied Austria, including the U.S. sector of Vienna. USACA Section constituted the U.S. Element of the Allied Commission for Austria. The four-power occupation administration was established by a U.S., British, French, and Soviet agreement signed July 4, 1945. It was organized concurrently with the establishment of Headquarters, United States Forces Austria (HQ USFA) on July 5, 1945, as a component of the U.S. Forces, European Theater (USFET). The single position of USFA Commanding General and U.S. High Commissioner for Austria was held by Gen. Mark Clark from July 5, 1945, to May 16, 1947, and by Lt. Gen. Geoffrey Keyes from May 17, 1947, to September 19, 1950. USACA Section was abolished following transfer of the U.S. occupation government from military to civilian authority. -

Alfred Teves in Frankfurt 1926 Der Adler Standard hatte als erstes Auto auf dem europäischen Kontinent ein hydraulisches Bremssystem (Ate- Lockheed Bremse) 1928 Erster Ate- Haushaltskühlschrank. Der erste Haushaltskühlschrank glich dem amerika- nischen „Frigidaire“. Ein Elektromotor trieb über einen Keilriemen einen Einzylinder- Hubkolbenkompressor an, dessen Kurbel- welle gegen die Riemenscheibe mit einer Stopfbuchse abgedichtet wurde. Die Luftkühlung des Kondensators durch einen Ventilator machte einen Wasseranschluss überflüssig; Kältemittel war Methylchlorid CH3Cl. Eine Besonderheit war der mit einem Thermostat verbundene Wählschalter, der eine einmal eingestellte Temperatur selbsttätig einhielt. Teves riskierte damit nach eigener Aussage als erster in Europa, automatische Kühlschränke zu bauen, ein Feld welches bis dahin von den amerikanischen Importen beherrscht wurde. 1929 Entwicklung ganzer Kühlmöbelprogramme für jeweilige Einsatzbereiche, angefangen vom Haushalt, bei dem der Konkurrenzdruck außerordentlich hoch war, über Einzelhandel/Gewerbe, Land- und Milchwirtschaft, Konditoreien einschließlich Speiseeisbereitung, Fleischereien/Wurstfabriken, Gaststätten Hotels und Großküchen, Industrie/ Wissenschaft und Gesundheitswesen. 1930 Handbuch über Ate- Kühlschränke und Kühlanlagen. A call for tenders was sent out on 29 August 1973 to 38 firms in 11 Member States. CERN had received 3 tenders by the closing date, 21 September 1973. The Finance Committee is invited to authorize the negotiation of a contract for the supply of the above-mentioned equipment with APPELSA, which submitted the lowest tender at a fixed maximum price of 898 500 Swiss francs, not subject to revision. 0/73/191/5/e CERN/FC/1651 ADJUDICATION OF A CONTRACT FOR THE SUPPLY AND INSTALLATION OF NEW COOLING UNITS FOR THE PS AIR-CONDITIONING PLANT INTRODUCTION 1. This adjudication, referred to under item I-1260/SB in document CERN/FC/1599, concerns the supply, installation, testing and commissioning of new cooling units and the dismantling of the existing units in the PS iced water production plant. 2. In drawing up the tendering documents and assessing the replies received, CERN followed the procedure described in document CERN/FC/1364 concerning the technical auditing of contracts of this size . DESCRIPTION OF THE INSTALLATIONS 3. The old iced water production plant, which has been in service for fourteen years, serves the air-conditioning system of the proton synchrotron (PS) and its injector ("linac"). -

Foreword In a matter of months, Congress will be asked to ratify or reject what is likely to be the final round of debate over the proposed North American Free Trade Agreement (NAFTA). One side in this debate argues that a NAFTA will mean increased prosperity for the United States and Mexico. Others hold that it would lead to ruthless economic competition based on low wages, and hence to stagnant productivity on both sides of the border. The most dismal predictions see a wholesale movement of U.S. manufacturing to Mexico. In this report, requested by the House Committee on Education and Labor and the Senate Committee on Labor and Human Resources, OTA finds little likelihood that a NAFTA, by itself, will lead to the most dismal scenarios. But OTA’s analysis also indicates that market forces alone are not likely to produce the social and economic rewards the heads of both states have promised from a free trade agreement. For both countries, the key to success in managing the social and economic transformations of the coming decades lies with the institutions that frame public and private choices---decisions made by employers, by workers, by government officials. In the United States, that framework still reflects the mass production era of the first half of the century, when labor and management hammered out an uneasy accommodation and the Federal Government in the New Deal years took on greater responsibilities for managing the macroeconomy and providing a safety net for laid off workers and their families. -

OIL IN GERMANY HENRY LUDMER, University of Toledo, Toledo, Ohio The subject "Oil in Germany" was and is of great importance to us because it was and still is a very essential part of Germany's war potential as well as of her peacetime economy. World War I revealed the importance of oil to military operations. Lord Curzon made the long-remembered statement that the Allies floated to victory on a sea of oil. Marshal Foch added that in war a drop of gasoline is worth a drop of blood. World War II clearly demonstrated the absolute necessity of oil in war. Not only did the want of it, the need of it, breed the force which attempted to obtain it, but it also played a leading part in the strategy of the victorious side. It is smarter to ground planes and put out of commission tanks by destroying their oil depots than to risk more men and machines by fighting them. Therefore all information concerning the natural and synthetic oil of Germany was classified information and hard to get. Some of the data presented in this study could not be checked or rechecked because of lack of information from the Russian sector of Germany. First, the geographic location of Germany's natural and synthetic oil, petroleum refineries, oil centers, firms, etc., will be described. Then an oil estimate will be made and finally the elimination of Germany's production of synthetic gasoline and oil will be discussed. I Automotive industry AUTOMOTIVE INDUSTRY THE AEROSPACE INDUSTRY I www.sario.sk 1 I Automotive industry Automotive industry in Slovakia Automobile industry is a key industrial and economic sector in many of the Central and Eastern European countries. The auto industry has been an important source of foreign direct investment for this region for the past 20 years. Car producers have sought to take advantage of well-educated and highly productive labour force with relatively low wages and advanced infrastructure base that closely links these economies to the core of Europe as well as Slovakia‘s strategic position for export to the East. Slovakia has become an important global automotive center, producing the highest number of cars per capita in the world, especially thanks to the presence of three world-known car manufacturers: Volkswagen (Bratislava); PSA Peugeot Citroën (Trnava) and KIA Motors (Žilina) as well as the major global automotive suppliers. The development of the automotive industry in Slovakia and integration into the important global automotive centres began in the early 1990s when the German company Volkswagen AG decided to start the car production near Bratislava. This important milestone helped to develop the economy after the end of markets of the former “Eastern Bloc” and the shutdown of armaments production in Slovakia. The creation of a supply chain started hand in hand with the arrival of Volkswagen, and thus further investments into the automotive industry rose in the supply sector. Slovakia had started a new path of development of industrial production, above all in the sectors of automotive and engineering. -

From almost literally nothing, they have pro- gressed in that time to the production in quantity of one of the world's fastest strike fighters and to the design of modern aircraft of their own. By 1945 most of the factories had been destroyed by air and ground attacks and what had not been destroyed was then system- atically dismantled and taken away. Skilled personnel were dis- persed, either being taken to other countries or driven by necessity into other industries. Then came an interval of ten years' enforced idleness during which no aircraft development was allowed. The workers who remained in Germany were perforce absorbed into other work, so that while aircraft technology and design were moving ahead faster than ever in other countries, German knowledge and skill lay virtually dormant. When sovereignty, and with it permission to make aircraft, were granted again in 1955, the companies had to start from scratch, the only ready-made resources being the former skill and knowledge they could attract back to aircraft-making from abroad and from other industries.
