ADJUDICATION OF A CONTRACT FOR THE SUPPLY AND INSTALLATION

OF NEW COOLING UNITS FOR THE PS AIR-CONDITIONING PLANT

The present adjudication concerns the supply, installation, testing and commissioning of new cooling units and the dismantling of the existing units in the PS iced water production plant.

A call for tenders was sent out on 29 August 1973 to 38 firms in 11 Member States. CERN had received 3 tenders by the closing date, 21 September 1973.

The Finance Committee is invited to authorize the negotiation of a contract for the supply of the above-mentioned equipment with APPELSA, which submitted the lowest tender at a fixed maximum price of 898 500 Swiss francs, not subject to revision.

ADJUDICATION OF A CONTRACT FOR THE SUPPLY AND INSTALLATION

OF NEW COOLING UNITS FOR THE PS AIR-CONDITIONING PLANT

INTRODUCTION

1. This adjudication, referred to under item I-1260/SB in document CERN/FC/1599, concerns the supply, installation, testing and commissioning of new cooling units and the dismantling of the existing units in the PS iced water production plant.

2. In drawing up the tendering documents and assessing the replies received, CERN followed the procedure described in document CERN/FC/1364 concerning the technical auditing of contracts of this size .

DESCRIPTION OF THE INSTALLATIONS

3. The old iced water production plant, which has been in service for fourteen years, serves the air-conditioning system of the proton synchrotron (PS) and its injector ("linac"). It consists of four piston-type compressors with a total cooling power of 1 600 000 kcal/h.

The new plant will serve the aforementioned systems, several autonomous installations and the new linac. It will thus have a higher cooling capacity and greater operational flexibility and will be capable of taking a heavier but very variable thermal load.

The new plant will be fitted with three main centrifugal compressors and an auxiliary piston-type set. The contract also includes the supply of the two-speed iced water pumps, the connecting pipes for the iced water and cooling water circuits with stop-cocks and regulating valves, the outgassing and expansion vessels, and the complete electrical installation comprising the regulating, control, monitoring and power circuits and cubicles.

4. One special problem in carrying out this project is raised by the fact that the new installation must be fitted in the place occupied by the existing one in successive stages, since the production of iced water must not be interrupted while the PS is running.

CALL FOR TENDERS

5. A call for tenders was sent out on 29 August 1973 to 38 firms in 11 Member States (cf. Letter to members of the Finance Committee, dated 30 August 1973). The closing date for the receipt of tenders was set at 21 September 1973.

6. Manufacturers were asked to submit bids for two variants:

- the first (A) for centrifugal sets with a unit cooling capacity of 900 000 kcal/h;

- the second (B) with a cooling capacity of 1 100 000 kcal/h.

They were also asked to give a price breakdown for the supply and installation in situ of the various components of the new plant in order to facilitate the checking of the tenders received and the assessment of the effect of any minor modifications.

7. CERN had received three bids by 27 September 1973, the date on which the tenders were opened; 17 firms had declined to tender and 18 had not replied. The list of firms consulted and their replies to the call for tenders are set out in Table I.

ANALYSIS OF THE TENDERS

8. The names of the bidders and the prices and conditions found at the opening date are shown in Table II.

9. Among the tenders received, those submitted by Appelsa and Sulzer satisfied all the conditions of the specification except for a few minor points.

10. Pictet-Linde's bid was corrected, taking into account a more realistic exchange rate and an additional amount of 33 500 Swiss francs for piping, in accordance with their letter of 8 October 1973. It should also be pointed out that the cooling capacities quoted in the tender are excessive in both variants and would increase operating costs.

11. After these corrections and a few minor adjustments had been made, all 3 tenders were found to be technically equivalent and to satisfy the specifications. The bids of these firms after the corrections and adjustments are shown in Table III.

12. The firms agreed to respect the delivery schedule required by CERN.

13. The three Westinghouse centrifugal sets offered by Appelsa in variant B represent about 50% of the total tender price. Three identical sets are already in operation in another CERN installation. This would allow savings on spare parts, maintenance costs, etc.

14. It is proposed to award the contract to Appelsa, whose tender of 898 500 Swiss francs is the lowest.

RECOMMENDATION

15. The Finance Committee is invited to authorize the negotiation of a contract with Appelsa for the supply, installation, testing and commissioning of new cooling units at a fixed maximum price of 898 500 Swiss francs, not subject to revision.
