(i) Sangathan means the KendriyaVidyalaya Sangathan, an autonomous body (registered as a Society under the Societies Registration Act, XXI of 1860) set up by the Ministry of Human Resource Development, Government of India, to establish, administer and manage the Kendriya Vidyalayas. (ii) Board means the Board of Governors of the Kendriya Vidyalaya Sangathan. (iii) a) Chairman means the Chairman of the Kendriya Vidyalaya Sangathan and its Board of Governors. b) Joint Chairman means the Joint Chairman of the Kendriya Vidyalaya Sangathan and its Board of Governors. C) Deputy Chairman means the Deputy Chairman of the Kendriya Vidyalaya Sangathan and its board of Governors. (iv) Vice- Chairman means an officer of the Ministry of Human Resource Development, notified by the Government of India to be Vice- Chairman. He shall be the Chairman of the four Standing Committees of the Board of Governors VIZ. The Finance Committee, Academic Advisory Committee , Works Committee and Administration and Establishment Committee. (v) a) Commissioner means the Commissioner of the Kendriya Vidyalaya Sangathan, appointed by the Government of India under Rule 11 of the Memorandum of Association of KVS. b) Additional Commissioner means the Additional Commissioners of the Kendriya Vidyalaya Sangathan. Additional Commissioner (Admn.) will be the Ex- officio Secretary of the Board and the Sangathan. Additional Commissioner (Academics) will be the ex- officio Secretary of the Academic Advisory Committee. c) Joint Commissioner means the Joint Commissioners of the Sangathan. Joint Commissioner(Finance) will be the ex- officio Secretary of the Finance Committee and the Works Committee. d) Deputy Commissioner means the Deputy Commissioners of the Sangathan at Headquarters and Regional Offices /ZIETs. e) Assistant Commissioner means Assistant Commissioners appointed at Headquarters and Regional offices of the Sangathan. (vi) Region means a region as notified by the Commissioner, comprising Kendriya Vidyalayas in a specified area of the country and placed under the charge of a Deputy Commissioner. 9 (vii) Vidyalaya means a Kendriya Vidyalaya set up under the scheme of Kendriya Vidyalayas. (viii) Vidyalaya Management Committee means a Committee appointed by the Sangathan for a Vidyalaya to look after the general management of the affairs of that Kendriya Vidyalaya. (ix) Executive Committee means the Executive Committee of the Vidyalaya Management Committee. (x) Principal means the Principal of a Kendriya Vidyalaya who shall be responsible for its running. (xi) Central Board means the Central Board of Secondary Education, Delhi (xii) Rules mean all rules enacted by the Kendriya Vidyalaya Sangathan including Government of India Rules, which have been mutatis mutandis adopted by the Sangathan. st st (xiii) Academic year means a period of 12 months beginning from the 1P P of April to 31P P March of the following year. (xiv) Unless the context otherwise indicates: a) Words importing the singular number shall include the plural number and vice versa. b) Words importing the masculine gender shall include the feminine gender. 10 CHAPTER II THE ORGANISATIONAL SET ‐UP OF THE SANGATHAN Article 2. It will affect the students‘thinking and intellectual development. In the absence of the school library, there will be no possibility to develop children‘s ability to learn beyond classroom learning. The school functions without proper school library create an information illiterate society. The precious spare time of Teachers at school will be wasted if the school does not have a library. Lack of the library in school hinders lifelong liking and longing for new knowledge.

PREFACE The Scheme for the establishment of Central Schools was approved by the Government of India in 1962 and its implementation was started by the Ministry of Education in 1963, when 20 of the Regimental Schools, run by the Ministry of Defence, were taken over and converted into Central Schools. For the smooth administration of these Central Schools, it be­ came necessary to provide some Rules, Regulations, Instructions etc. There­ fore, it was decided that, to begin with, as a guide, provisions of the Delhi Education Code be followed in Central Schools (Kendriya Vidyalayas) and accordingly orders, instructions, and directions to Kendriya Vidyalayas had been issued from time to time on various matters connected with the administration of Kendriya Vidyalayas based largely on the provisions of the Delhi Education Code. It recommends that the Government should develop a scheme to provide uninterrupted education to the wards of transferable Central Government employees. Consequently, Central School Organization was started as a unit of the Ministry of Education (now Ministry of Human Resource Development) of the Govt. of India. Initially, 20 Regimental Schools, then functioning at places having large concentration of defence personnel, were taken over as Central Schools during the academic year 1963-64. The Kendriya Vidyalaya Sangathan was registered as a society under the Society Registration Act. (XXI of 1860) on 15th December, 1965. The primary aim of the Sangathan is to provide, establish, endow, maintain, control and manage the Central Schools (Kendriya Vidyalayas) located all over India and abroad. The Govt. of India wholly finances the Sangathan. It runs approximately 1183 Kendriya Vidyalayas including three abroad, five Zonal Institutes of Education and Training and twenty five Regional Offices spread across the country. Kendriya Vidyalaya Sangathan invites online applications from Indian citizens for recruitment of the Officers cadre, Librarian and Non-Teaching Posts in Kendriya Vidyalaya Sangathan and the recruitment examination will be conducted through Computer Based Test/Examination. Suggestions have been given to make the services more beneficial in the library users of library all over India. Introduction: The government of India and various other states for the improvement of Kendriya Vidyalaya education can bring in desired results provided the school has full complement of library resources, personnel and necessary infrastructure. So far the Kendriya Vidyalaya library has not been given its rightful place in the scheme of things. Nevertheless, it can play a very important role and help the school in achieving the educational objectives. If we recognize the value and importance of informal system of education, then library method of self-education is get its due place. Kendriya Vidyalaya library provides information, inculcates ideas, and develops knowledge that is so essential to functioning successfully in today‟s information and knowledge based society. It is fundamental to Kendriya Vidyalaya library to equip students with lifelong learning skills and develop in them creative thinking and imagination, and enabling them to live as ideal and responsible citizens.
