NEWS HEADLINES DETAILS Revival of NCC IN view of current security situation, government has decided to impart military training to programme students and in this regard a letter has also been written to provincial governments to revive in Pak Observer, Novermber 21, 2016 colleges National Cadet Corps (NCC) programme — a form of basic civil defence training which was imparted to students in the past but was disbanded by former President Parvez Musharraf back in 2002. Given the challenges Pakistan is beset with not only on the security fronts but also natural disasters which have become more frequent over the past decade or so, we understand that imparting necessary military training to youth is a step in the right direction to cope with emergency situations. We have a large youth population than several other countries and if we properly train them in civil defence, it would be handy in many unforeseen situations. In several other countries also, such models exist where students are trained in self-defence, especially in Israel where people above the age of eighteen are required to enlist in defence forces. In the past, the NCC in our colleges was treated as an optional subject, which would fetch students’ 20 extra marks in their annual examinations. Under this, the students were supposed to be trained in first aid, basic weapons training and emergency response techniques. However, the NCC fell short of its objectives, which finally led to its abandonment. Now as the government is all set to revive it, training should be regulated in such a manner that it equips youth with more beneficial techniques. Be it evacuation of people from any manmade or natural disaster, provision of first aid to injured, college students should be trained in such a way that they could accomplish their task independently and successfully. In addition, there is also need to maintain a complete database of these trained youth so that they could immediately be approached in time of need. They may be registered with director general of civil defence — structure of which also needs to be strengthened with provision of more resources, modern tools and equipment. Measles ‘leading cause of : Despite a 79 percent worldwide decrease in measles deaths between 2000 and death’ among young 2015, nearly 400 children still die from the disease every day, leading health organisations said in children globally a report released from Geneva. The Nation, Novermber 20, 2016 "Making measles history is not mission impossible," said Robin Nandy, UNICEF Immunisation Chief. "We have the tools and the knowledge to do it; what we lack is the political will to reach every single child, no matter how far. Without this commitment, children will continue to die from a disease that is easy and cheap to prevent." Mass measles vaccination campaigns and a global increase in routine measles vaccination coverage saved an estimated 20.3 million young lives between 2000 and 2015, according to UNICEF, WHO, Gavi, the Vaccine Alliance and the Centers for Disease Control and Prevention (CDC). But progress has been uneven. In 2015, about 20 million infants missed their measles shots and an estimated 134,000 children died from the disease. The Democratic Republic of the Congo, Ethiopia, India, Indonesia, Nigeria and Pakistan account for half of the unvaccinated infants and 75 percent of the measles deaths. "It is not acceptable that millions of children miss their vaccines every year. We have a safe and highly effective vaccine to stop the spread of measles and save lives," said Dr Jean-Marie Okwo- Bele, Director of WHO's Department of Immunization, Vaccines and Biologicals. "This year, the Region of the Americas was declared free of measles - proof that elimination is possible. Now, we must stop measles in the rest of the world. It starts with vaccination." "Measles is a key indicator of the strength of a country's immunisation systems and, all too often, it ends up being the canary in the coalmine with outbreaks acting as the first warning of deeper problems," said Dr Seth Berkley, CEO of Gavi, the Vaccine Alliance. "To address one of the world's most deadly vaccine-preventable childhood killers we need strong commitments from countries and partners to boost routine immunisation coverage and to strengthen surveillance systems." Measles, a highly contagious viral disease that spreads through direct contact and through the air, is one of the leading causes of death among young children globally. It can be prevented with 2 doses of a safe and effective vaccine. Measles outbreaks in numerous countries - caused by gaps in routine immunisation and in mass vaccination campaigns - continue to be a serious challenge. In 2015, large outbreaks were reported in Egypt, Ethiopia, Germany, Kyrgyzstan and Mongolia. The outbreaks in Germany and Mongolia affected older persons, highlighting the need to vaccinate adolescents and young adults who have no protection against measles. Measles also tends to flare up in countries in conflict or humanitarian emergencies due to the challenges of vaccinating every child. Last year, outbreaks were reported in Nigeria, Somalia and South Sudan. Measles elimination in four of six World Health Organisation (WHO) regions is the global target at the midpoint of the Global Vaccine Action Plan implementation. "The world has missed this target, but we can achieve measles elimination as we have seen in the Region of the Americas," said Dr Rebecca Martin, director of CDC's Center for Global Health. "As the African adage goes, 'it takes a village to raise a child' and it takes the same local and global villages to protect children against measles. We can eliminate measles from countries and everyone needs to play a role. This year's report shows that the 2015 WHO regional measles elimination goals were not met because not every child has been reached - gaps exist. We need to close these gaps, ensure that commitments for adequate human and financial resources are

kept and used well to reach every child, detect and respond to every case of measles, and prevent further spread. These efforts will protect all children so that they can become the next generation of leaders. This will also ensure that every country has a strong safety net to stop disease threats where they occur and protect the world from global health threats." 20% of Pakistan's land ISLAMABAD/CHAKWAL: Around 16 million hectares of land, which amounts to 20 percent of affected by erosion the total area of Pakistan, is affected directly or indirectly by soil erosion. Daily Times, Novermber 19, 2016 Out of the total eroded area, 11.2 million hectares are affected by water only. A huge amount of rainwater is lost annually due to run-off in the Potohar region. This occurs due to various reasons, including high intensity and short spell of rainfalls and lack of awareness among professionals and farmers about watershed management and rainwater harvesting techniques. This loss of water also leads to loss of fertile soil, which increases flood severity in lowland areas and results in silting in dams, rivers and ponds, thereby decreasing their storage capacity. To prevent the aforementioned problems, the United Nations Educational, Scientific and Cultural Organisation (UNESCO) Islamabad is carrying out a 'Community Based Training Programme on Watershed Management for Flood and Drought Control'. This programme has been launched under phase two of 'Strategic Strengthening of Flood Warning and Management Capacity of Pakistan' and intends to impart techniques related to agriculture extension, soil conservation and water management to farmers and relevant government and semi-government professionals, NGOs and academia in Chakwal. The programme also aims at developing flood forecasting and early warning systems for effective coordination and management during floods. On the first day of the training session, experts gave a brief history of floods in Pakistan. They also discussed the eco-hydrology approach for addressing floods and droughts and rainwater harvesting techniques and drip irrigation system. The training session also included a field visit to Barani Agricultural Research Institute (BARI) and the Soil and Water Conservation Research Institute (SAWCRI) for the participants to learn water saving techniques. Climate change adaptation ISLAMABAD: The adaptation to climate change is of crucial importance to the whole South crucial to whole South Asian region, home to over a billion people, where many people are living below the poverty line. Asia region: Zahid This was stated by Federal Minister for Climate Change Zahid Hamid in a side event, organized Pak Observer, Novermber 19, 2016 on the theme ‘Adaptation to Climate Change: National and Sub-national Coherence, Coordination and Cooperation at Regional Level.’ The event organised by Government of Pakistan, South Asia Cooperation Environment Programme, and Network of Regional Governments for Sustainable Development was chaired by the Federal Minister for Climate Change Zahid Hamid, a press release issued here said. He said that apart from its dense population, the South Asian region is also one of the most ecologically diverse areas of the world. It has faced a multitude of climate-induced disasters ranging from glacial melt, sea level rise, drought, cyclones and shifts in rain patterns, especially the monsoon rains. These disasters are not only serious threats to food and water security but they also displace the residents, creating the problem of climate refugees. ‘The adverse effects of climate change are of immense concern to Pakistan. Pakistan contributes less than 1% to total annual global greenhouse gas emissions. Yet, it is ranked amongst the top ten countries most vulnerable to climate change’, the minister informed the participants. He highlighted that Pakistan today faced several major risks related to climate change, including glacial melt, variable monsoons, recurrent floods, sea-water intrusion, higher average temperatures and higher frequency of droughts. Millions of people are affected and colossal damage is caused on recurring basis. ‘These threats pose major survival concerns for Pakistan, particularly in relation to the country’s water security, food security and energy security and have enormous adverse consequences for all socio-economic sectors,’ he said.—APP 40 more dengue cases ISLAMABAD: The dengue fever outbreak in Rawalpindi has risen to a dramatic level as 40 more reported in Rawalpindi patients were reported to have been admitted in various hospitals within the last 24 hours. The toll of patients affected by the bite of Aedes mosquito carrying the deadly disease has reached to an unprecedented figure of 3600 cases for 2016. The 22nd Conference of the Parties (COP-22) began on Nov 7 and will end on Nov 18, 2016 in Marrakech, Morocco.The COP to the United Nations Framework Convention on Climate Change (UNFCCC) is the first such meeting since the historic adoption of the Paris Agreement at COP-21 in December 2015. Exchange alumni call for ISLAMABAD: Pakistan-US Alumni Network (PUAN) launched a three-day international climate coherent efforts to change conference ‘Changing Minds for Climate Change’ in Islamabad. More than 250 alumni of US government-sponsored exchange programmes from across Pakistan and South, Central and mitigate effects of climate East Asia gathered in Islamabad for the event, which was jointly sponsored by the US Embassy change in Islamabad, United States Educational Foundation in Pakistan and PUAN. American Ambassador David Hale addressed the conference participants: “No one country can tackle climate change alone, we must all work together. Governments and scientists, businesspeople and civil society must harness every aspect of a nation’s resources to address this global crisis,” he said. The United States, along with partner nations around the world including Pakistan, is working to reach common ground on the climate agenda. Notably, Pakistan has recently made great progress on the path to adopting the Paris Agreement. Pakistan has also agreed to an amendment to curb greenhouse gases (hydrofluorocarbons/HFCs). What’s more, the United States and Pakistan are working together to encourage private sector investment in new clean energy generation (such as wind, solar, and hydro) through technical assistance, grants for transmission infrastructure, and financing. Through USAID, the Department of Energy, and our national laboratories, the Clean Energy Partnership now includes technical assistance for energy efficiency in support of Pakistan’s climate goals. Finally, the U.S. Government and Pakistan have been working to support the Centre for Advanced Studies in Energy at National University of Science and Technology (NUST) in Islamabad, and its satellite centre at University of Engineering and Technology in Peshawar, together with Arizona State University, with a focus on renewable and alternative sources of energy. The United States invests approximately Rs419 crore annually in exchange programs for Pakistani citizens and sends more than 1,300 Pakistanis to the United States each year to participate in academic and professional exchange programs. PUAN is the alumni network of these students and professionals who have participated in US government-sponsored exchange programs. With more than 19,000 alumni across Pakistan, PUAN is one of the largest alumni networks in the world. Earthquake tremors jolt ISLAMABAD: Earthquake tremors jolted upper parts of Pakistan on Tuesday, triggering fear and upper parts of Pakistan panic among the masses. Geo News, Novermber 15, 2016 According to details, the tremors were felt in Kohat, Abbottabad, Shangla, Dir Bala, Lower Dir, Peshawar, Rawalpindi, Islamabad and other parts of Pakistan. The authorities measured the earthquake at 5.4 magnitude on the Richter scale while its epicentre was in Afghanistan’s Hindukush region. The depth of the earthquake is said to be at 179km. The Hindu Kush area bordering Pakistan and Afghanistan is a seismically active area, with quakes often felt across the region. Just over a decade ago, a 7.6-magnitude quake in another part of northern Pakistan killed about 75,000 people.

The army has ruled the country for roughly half its 69-year history, and tension with civilian governments - including that of current Prime Minister Nawaz Sharif - often runs high. Contenders this year include Lieutenant General Javed Iqbal Ramday, Lieutenant General Zubair Hayat, Lieutenant General Ishfaq and Lieutenant General Qamar Javed Bajwa, three of the prime minister's aides told Reuters in September. And, according to Ghani, the notification was issued based on the findings of the country’s intelligence agencies which had been asked by Nacta to verify facts about them. With the fresh entries, the ‘list of banned outfits’ has grown to 63. Moreover, another two organisations, Ghulaman-e-Sahaba (GeS) and Maymar Trust (MT), have been under observation (11th Schedule) for six months. The GeS was put on the ‘observation list’ on June 30, 2016, while the MT was listed two months later on August 31, 2016 by the interior ministry. Similarly, Jamaatud Dawa has been on the same list since Jan 17, 2007, though no timeframe has been given by the ministry for the observation of the charity which, India alleges, is a front for the Lashkar-e-Taiba militant group. Ghani said the provincial governments would start sealing the offices of the newly proscribed groups from today (Monday) and their bank accounts would also be frozen. “There is a standard procedure which takes it course when an organisation is banned due to its unlawful activities in the country. Under this procedure, the bank accounts of the outfit are frozen,” he said. Moreover, the literature associated with the group is confiscated. He said the proscribed groups would not be allowed to resurface or re- emerge under different names. “We have also placed the names of persons affiliated with these organisations under the category of ‘proscribed persons’ besides outlawing the organisations for which they work. Since the individuals working for these groups have also been banned, so there is no question that these outfits would rebrand themselves and re-emerge,” he added. Jamaatul Ahrar, a militant group, broke away from the TTP after a split in the terror conglomerate in August 2014. It has carried out several terror attacks, including on military, law enforcement agencies, government buildings, lawyers, and religious and ethnic minorities. The group claims that it had masterminded and carried out the August 8 attack on the Sandeman Provincial Hospital, commonly known as Civil Hospital, which killed over 70 people, mostly lawyers. In August this year, the US State Department designated the JuA as a specially designated global terrorist group. The Lashkar-e-Jhangvi Al Alimi, a faction of sectarian terror group LeJ, has been blamed by the Balochistan home minister for the November 12 suicide bombing at the shrine of Sufi saint Shah Noorani in Khuzdar district. Interestingly, the Islamic State, aka Da’ish, claimed responsibility for the blast that killed more than 50 devotees. The PM’s counsel held the National Assembly speaker is competent enough to decide references filed against the parliamentarians and his powers of deciding such references cannot be challenged in courts. The counsel also questioned the locus standi of Justice and Democratic Party in becoming party against the prime minister as neither did it contest elections nor it was his rival in the constituency from where he was elected as parliamentarian. He stated the PM's rivals can approach the Election Tribunal against his client. The PM through his written reply reiterated that Hassan Nawaz, Hussain Nawaz and Maryam were "not" dependent on him. Therefore, the PM’s counsel prayed the court to dismiss the petition seeking his client's disqualification. The court was informed that the PM, the National Assembly, and the Ministry for Law and Parliamentary Affairs had submitted their replies, except Election Commission of Pakistan which had yet to submit its reply. At this, LHC Chief Justice Syed Mansoor Ali Shah issued notice to the ECP and sought reply by the next hearing on December 1. Justice Aamer Raza Khan as chairman of inquiry committee which is probing Newsgate scandal. The LHC dismissed the petition filed by PAT leader Khuram Nawaz Gandapur. In the petition, Gandapur had submitted that Aamer Raza Khan enjoyed good personal relations with the PML-N leadership. He had said the former judge also served as chairman of the Punjab Healthcare Commission in the past. Expressing his reservations, he said the inquiry could not be held in a fair and transparent manner with retired Justice Khan as head of the committee. The petitioner said the appointment of the retired justice was in violation of Article 5 of the Constitution and prayed to the court to set aside the appointment. He alleged that the former judge's daughter is serving at a medical college owned by the Sharif family. He further said that the ruling party had also put forward the name of Justice Khan as caretaker chief minister before the 2013 polls, suggesting that the person has deep relations with the rulers. During the week, the LHC also restored a petition of a lawyer who sought registration of a high- treason case against former president Asif Ali Zardari for speaking against Pak-Army. Chief Justice Syed Mansoor Ali Shah had previously dismissed the petition of Advocate Aftab Ahmad Virk for non-prosecution. The lawyer had filed an application for restoration of his petition contending that he failed to appear before the court on the last hearing due to unavoidable commitment. He requested the chief justice to restore the petition and decide it on merit. The CJ allowed the request and issued notices to the government respondents asking the petitioner-lawyer to come up on Nov 25 with arguments in support of maintainability of the main petition. Advocate Virk submitted in his petition the former president, in a speech on June, 6, 2015, used derogatory language against Pakistan army. He said the army was busy in Zarb-i-Azb and a negative statement, at this crucial moment especially, was not good. He said that the former president had committed treason by attacking army in his speech. He prayed to the court to try Zardari under Article 6 of the Constitution. Moreover, the LHC dismissed a petition seeking reinstatement of special courts established under Protection of Pakistan Act (POPA). Justice Shams Mahmood Mirza observed that matter raised in the petition was a policy matter. The petition was not maintainable, he added. Advocate Ghazi Ilamuddin had filed the petition saying the federal government promulgated the Protection of Pakistan Act in 2014 to curb terrorism in the country. He said special courts were also established for trial of the terrorists charged under the law. However, he said, the government did not extend the law after its two-year term expired in 2016, leading to the suspension of the special courts. The lawyer argued that the courts set up under POPA should be reestablished since the menace of terrorism was yet to be eradicated. During the week, the LHC directed a gang-rape suspect to ensure his appearance on next hearing of prosecution department’s appeal challenging bail granted to him following a ‘compromise’ with the victim party. The prosecution pleaded that a sessions court granted bail to suspect Adnan Sanaullah, a former office bearer of PML-N Youth Wing, after the victim girl tendered an affidavit in his favour. According to the prosecution, the affidavit filed by the girl was a result of pressure exerted on her family by the accused party. The girl, in her first statement recorded before a judicial magistrate, had maintained that Sanaullah was the prime suspect of the gang rape incident. The prosecution asked the court to declare the affidavit of the girl void and cancel the bail granted to the suspect. Justice Shahid Hamid Dar issued notice to the suspect for Nov 25 with direction to appear on the date without fail. The Race Course police had arrested prime suspect-Adnan Sanaullah and his accomplices Abdul Majid, Muhammad Umar, Ameer Ahmad, Haris, Bilawal, Imran Shahid and Qamar Zaman on charges of abducting a teenage girl and subjecting her to gang rape. Number of banned outfits ISLAMABAD - The number of proscribed organisations in the country surges to 63 following a surges to 63 ban imposed by the federal government on two extremist outfits- the Jamat-ul Ahrar (JuA) and The Nation, November 20, 2016 the Lashkar-e-Jhangvi al-Alami (LeJA). On November 11, the Ministry of Interior banned the JuA and LeJA, says an updated report on the website of the National Counter Terrorism Authority (NACTA). And the ban on the two outfits has been imposed on the recommendations of the NACTA. According to the list of proscribed organisations, available on the official website of the NACTA, the last militant organisation banned by the federal government was the Islamic State (IS) or Daish that was banned on July 15, 2015. Prior to this, the government had banned 14 different groups simultaneously on March 15, 2013. Earlier, the list of proscribed organizations stood at 61.The number of “Under Observation Extremists/Militant Organizations” under the Second Schedule has also increased as it has placed two more suspected militant organisations, the Ghulaman-e-Sahaba (GS) and the Maymar Trust, on the list. Earlier, the list had only one organisation - the Jamaat -ul-Daawa (JuD)- under its observation since Jan 17, 2007. The GS was placed under observation on June 30, 2016, for a period of six months and the Maymar Trust on August 31, 2016 for the same period. Muhammad Amir Rana, a security analyst, said that the Maymar Trust was the new name of Al-Rashid Trust and the GS was the new name of the banned Sepha-e-Sahaba Pakistan (SSP), an organization that is involved in the sectarian killing in the country. The JuA is considered a splinter group of the banned Tehreek-e-Taliban Pakistan (TTP) and on August 3, the US State Department designated the JuA as “specially designated global terrorists (SDGTs).

"Following the United State's decision, the Ministry of Interior and the NACTA started completing formalities to enlist the JuA as a banned organisation under the relevant provisions of the Anti-Terrorism Act, 1997," a senior official of the ministry said. Pakistan's Foreign Affairs Ministry also maintains a list of banned terrorists' organisations, but this list is maintained in line with the description announced by the United Nations. According to the US State Department website, the JuA is a splinter group of the TTP based in the Afghanistan-Pakistan border region. "The group, founded by a former TTP leader in August 2014, has staged multiple attacks in the region targeting civilians, religious minorities, military personnel, and law enforcement, and was responsible for the killing of two Pakistani employees of the US Consulate in Peshawar in early March 2016," it reads. "In late March 2016, the JuA carried out a suicide assault at the Gulshan-e-Iqbal Park in Lahore that killed more than 70 people, nearly half of them women and children, and injured hundreds more. The Easter Sunday attack was the deadliest terror attack in Pakistan since December 2014," the US State Department announced while declaring the JuA a global terrorist outfit. Since December 2015, the JuA has claimed responsibility for over half of a dozen deadliest attacks on civilians, minorities, law enforcement agencies, etc in different areas of Pakistan. It has been named behind the Mardan district courts attack that claimed some 15 lives and the Quetta civil hospital bombing that claimed over 70 lives, most of them lawyers. In 2014, the JuA had declared its allegiance to Daish. However, in a statement issued in August 2016 by the JuA, it had quoted its leader, Umer Khalid Khorasani, negating the allegiance. The LeJA is a splinter group of banned the Lashkar-i-Jhangvi (LeJ) that is involved in sectarian violence across the country including Quetta and Karachi. The group claimed responsibility for attacking the Police Training Academy in Quetta on October 25 in which more than 60 cadets were killed. Responding a question of The Nation, Rana said that as these two organizations have neither any infrastructure nor bank accounts in Pakistan, and the banning decision would not affect. “The decision, however, would impact the movement of individuals of these organizations as they would come under heightened vigilance,” he said and added: “And secondly, the baning decision will help law enforcement agencies during trial/prosecution of individuals belonging to the two outfits." He also directed security officials to take all possible steps to arrest the terrorists involved in the attack. Prime Minister Nawaz Sharif expressed grief over the martyrdom of the FC personnel. “Law enforcement personnel laid down their lives in the line of noble duty and a great national cause,” he said in a statement issued by his office. Reiterating his government’s resolve to take the war on terror to its logical conclusion, he said such cowardly acts of terrorism could not deter the resolve of the nation. The Lashkar-e- Jhangvi Al Aalmi sectarian terrorist group claimed credit for what has become the fourth major attack targeting Frontier Corps Balochistan since June this year. The deadly attack came a day after the group was outlawed by the government. Elsewhere in the volatile province, eight suspected militants were arrested in separate raids. The FC arrested two suspected members of the banned Tehreek-e-Taliban Pakistan in an intelligence-driven operation in the industrial town of Hub in district. Separately, security forces arrested six suspected militants during a search operation in the Balnagor area of Kech district. “The militants belong to the Baloch Republican Army,” an FC spokesperson said. They have been shifted to an unidentified location for interrogation. Meanwhile, security forces seized a huge cache of weapons and explosives during a raid in the Killi Zareenabad area of Dasht. Acting on a tip-off, an FC contingent raided a house and recovered the haul of arms and explosives. A manhunt has been mounted for the terrorists who had stockpiled the arms. Global index records drop in ISLAMABAD: Pakistan recor-ded a substantial decrease in terrorist activities last year, with 45 terrorist activities in Pakistan per cent fewer attacks and 38pc fewer deaths reported in the year than in the previous year, according to the report of the ‘Global Terrorism Index (GTI) 2016’. This is the second during 2015 consecutive year in which Pakistan has seen reduction in terrorist activities. As a result, Pakistan had the lowest number of deaths from terrorism since 2008, said the report released on Thursday. The reduction in deaths from terrorism is in part explained by Zarb-i-Azb military operation being carried out by Pakistan Army. The operation focused on removing militant safe havens in North Waziristan. Pakistan continued to see decline in its levels of terrorism due to infighting within the largest active group, the Tehreek-i-Taliban Pakistan (TTP), as well as to the operations of the army in the Federally Administered Tribal Areas. Although the TTP reduced the number of attacks in Pakistan, it was still responsible for the most attacks, according to the report. In 2015 the group was responsible for 36pc of the deaths, totalling 240 people. This was down from 59pc of the deaths, totalling 544, in 2014, representing a sharp year-on-year reduction. Although the number of attacks declined, terrorist activities was spreading across the country. It moved from the border region with Afghanistan to many other parts of the country, especially the Punjab province in the east which is the most populated area of Pakistan. A total of 429 cities experienced terrorist attacks in 2015, up from 17 in 2000. This may create a much more difficult situation for the Pakistani government in the coming years. The Global Terrorism Index said that 76 countries improved their GTI scores compared to 53 countries where they worsened; the overall global GTI score declined by 6pc since the previous year as many moderately affected countries experienced record levels of terrorism. The year 2015 saw the total number of deaths decrease by 10pc, the first decline since 2010. The year 2015 appeared to be a plateau year for terrorism, reversing the steep increasing trend of the three prior years. As the number of deaths decreased by 10pc, after an 80pc increase in 2014, the number of countries suffering more than 250 deaths decreased by one, down to 16 countries. At least six countries saw very significant deterioration in their GTI scores in 2015, leading to large rank changes from the previous year. This accounted for the overall deterioration in the global GTI score of 6pc as these falls outweighed the substantial gains in Nigeria and Iraq. These countries included France, Turkey, Saudi Arabia, Kuwait, Tunisia and Burundi. The five countries at the top of the GTI — Iraq, Afghanistan, Nigeria, Pakistan and Syria — accounted for 72pc of all deaths from terrorism in 2015. This was despite the fact that Iraq, Nigeria and Pakistan all had at least a 30pc decline from 2014. Afghanistan, on the other hand, had an increase in deaths of 18pc. Except for Pakistan, in each of these countries there was a prominent group which was responsible for the majority of deaths. The global economic impact of terrorism in 2015 was broadly comparable to the previous year, costing the global economy $89.6 billion. This amount was only 1pc of the total global economic impact of violence which reached $13.6 trillion in 2015. Only in situations of intense terrorist activity like Iraq were the costs of terrorism very significant. The cost of terrorism to the Iraqi economy was equivalent to 17pc of its GDP in 2015. These were involved in several deadly terror attacks across the country. JUA has carried a number of attacks in Pakistan against military per-sonnel, law- enforcement agencies (LEAs), government buildings, politi-cians, religious minorities and lawyers. JUA claimed responsibility of the attack on lawyers in Quetta on Au-gust 8 this year which claimed 70 lives. LEJA had claimed responsibility of attacking Police Training Academy in Quetta on October 25 in which 61 cadets were killed. The Lashkar-e-Jhangvi Al-Almi was formed in early 2000 and it is claimed it is currently headed by Syed Safdar Shah alias Yousaf Mansoor Khurasani. There are reports that Safdar belongs to Karachi and hails from area of District Central. He was arrested in 2009 and was released in 2014. Its spokesman is named as Ali bin Safyan. After the differences with the leadership of banned Tehreek-e-Taliban Pakistan (TTP), Omar Khaild Khurasani, the commander of Mohmand Agency of FATA formed his own faction in July 2014 which is now known as Jamat-ul-Ahrar. Ahsanullah Ahsan is the spokesman of the deadly outfit. This year on August 3, the United States Department of State designated Jamaat-ul- Ahrar as Specially Designated Global Terror-ists. There are 63 groups that have been proscribed by Pakistan’s Ministry of Interior. There are three more organizations under observation namely Jamat-ud-Dawa (JuD), Ghulam-e-Sahaba (GS) and Maynard Trust. The JuD is under surveillance since January 17, 2007. On June 30 this year, GS was placed in the list for six months. Bodies of 10 Karachi airport KARACHI: A medical team, under the supervision of a judicial officer, will exhume the bodies of attackers to be exhumed for 10 attackers of Karachi airport attack case on Nov 22 for identification. The four-member medical team will collect samples for DNA tests to establish the identity of the killed assailants. DNA tests A judicial magistrate (Malir) had directed the health authorities to constitute a medical board Daily Dawn, November 19, 2016 since police moved court for the exhumation of the bodies for DNA testing. killed in the audacious gun-and-explosive attack. Three men are facing trial before an anti- terrorism court for allegedly providing logistic support, funds and weapons to the attackers. The CTD claimed to have arrested Ishaq, alias Bobby, and Mohammad Asim, alias Ahmed alias Capri, belonging to the banned Lashkar-i-Jhangvi, recently for their alleged involvement in many targeted killing cases, including the murder of renowned Qawwal Amjad Sabri and personnel of the army and police. A CTD official also said that Bobby’s brother-in-law Ehtesham and his friend Majid, with eight other militants, were killed by law enforcement personnel during the deadly airport attack. Meanwhile, the administrative judge of the anti- terrorism courts remanded on Friday both the suspected militants in police custody in three more cases, including the murder of seven policemen guarding polio workers. Police produced Ishaq Bobby and Asim Capri, who have already been in police custody in explosive and illicit weapon cases, before the court to seek their remand in more cases pertaining to the killing of seven policemen in in April this year, murder of two traffic policemen near Ayesha Manzil in May and a triple murder in last year. The administrative judge handed them over to police on physical remand till Nov 22. MPA gets bail in ‘anti-state’ CDs case An anti-terrorism court granted on Friday bail to a provincial lawmaker of the Muttahida Qaumi Movement in a case related to alleged distribution of CDs of ‘anti-state’ speeches. MPA Shiraz Waheed was arrested in August for allegedly circulating CDs, which contained speeches and statements to wage war or attempt or abet to wage war against the country, among the people in . The MPA through his lawyer moved the bail application. After hearing arguments from both sides, the ATC-II judge granted bail to him against a surety bond of Rs1 million. The case was registered under Sections 120-B (criminal conspiracy), 121 (waging or attempting to wage war or abetting waging of war against Pakistan), 123-A (condemnation of the creation of the state and advocacy of abolition of its sovereignty), 124-A (sedition) and 109 (abetment) of the Pakistan Penal Code read with Section 7 of the Anti-Terrorism Act, 1997 at the SITE Superhighway Industrial Area police station. MQM-London activists get bail A judicial magistrate granted on Friday bail to seven activists of the Muttahida Qaumi Movement-London in a case registered for rioting. Police arrested the suspects on Nov 16 near Jinnah Ground in Azizabad when they tried to engage in a scuffle with leaders and workers of the MQM-Pakistan when the latter attempted to visit Yadgar-i-Shuhada. They were sent to prison the following day. The court granted them bail against a surety bond of Rs10,000 each. IS commander gunned down RAWALPINDI - An alleged commander of Islamic State of Iraq and Syria (ISIS), a terrorist in Murree organisation, has been killed during a gun battle with Counter Terrorism Department (CTD) at The Nation, November 19, 2016 Saanj, a remote hilly area of Union Council Bann, New Murree, sources disclosed to The Nation yesterday. CTD also recovered a huge cache of arms and ammunition and explosives from the house of alleged Daesh Pakistan Commander Ahsan Satti. However, his brother Imran Satti managed to escape from the scene, the sources said. The fleeing terrorist is said to be Daesh commander of Islamabad, source said. A corporal of CTD namely Rizwan was also injured after in the operation. According to sources, a team of CTD Rawalpindi, headed by SP CTD Haroon Rashid, raided the house of Ahsan Satti. However, seeing the raiding party, the terrorists present in the house hurled a hand-grenade injuring a personnel of CTD. The CTD commandoes retaliated and killed Ihsan Satti, the sources said. Imran Satti, the brother of the Daesh commander, also opened indiscriminate firing but the commandoes remained unhurt. Imran Satti managed to flee from the scene while taking advantage of darkness. The dead body of the terrorist was taken into custody. Talking to media men, SP Haroon Rashid claimed he was unaware about the incident. LHC annuls condition over LAHORE (Dunya News): Lahore High Court (LHC) has annulled notification of Pakistan MBBS admissions in private Medical and Dental Council (PMDC) on Tuesday nullifying conditional admission in MBBS programme in private universities over MCAT-II.The court collectively heard three pleas that varsities challenged PMDC’s stance pertaining to admissions of students who had passed SAT-II and Dunya News November 15, 2016 MCAT-II.Reportedly, PMDC permitted MBBS admissions to students who had passed MCAT-II and SAT-II exams but another notification was issued later on halting admissions of SAT-II passed students in private universities.Counsels for the petitioners maintained in the court that no citizen could be subjected to discriminatory attitude. A new law could not be enacted on students who had fulfilled the legal requirements under the previous law, they added.The high court ordered PMDC to file a reply and adjourned hearing until November 29.
