The purpose of a Village Design Statement (VDS) is to enable local people to have a say in how they wish their village to develop so that it does not lose its essential characteristics. The Terling and Fairstead Village Design Statement describes the particular character of our Parish and makes recommendations (guidelines) to influence future planning and development. It has been drawn up by representatives of the Parish in full consultation with the residents, businesses and the local planning authorities. The VDS is no paper exercise. Braintree District Council (BDC) formally approves the guidelines in a VDS and uses them in the determination of planning applications. This means that private and public planners and developers, builders, landowners, employers, architects and homeowners need to view it so that they can make informed decisions about how their plans affect the village character and environment.

    Flooding Emergency Response Plan – April 2014 Essex has experienced the longest sustained period of wet weather for many years and the County Council has released an additional £1m of emergency revenue funding to deal with highways related flooding. In mid-February 2014, each of the 12 districts in Essex were invited to put forward their top 5 flooding sites for their respective administrative areas, together with any background information. Some of the sites were already well known to Essex Highways due to regular flooding events after prolonged and heavy periods of rainfall. Other sites were not so well known and detailed investigation was therefore required at an early stage. In addition to the top flooding sites listed below, further known flooding defects have been attended to between mid-February and the end of April 2014. These have mainly consisted of blocked gullies, associated pipework and culverts. Some of these have been resolved with no further action required and some requiring a repair. The work is ongoing. A number of longer-term Capital schemes have been identified that will take longer to programme and deliver. (EECOS) and Basildon District Council for the administration of the Local Wildlife Site (LoWS) network. 1.2 The main aspects of the study involved monitoring existing LoWS, assessing potential new Sites and mapping UK Biodiversity Action Plan Priority Habitats. 1.3 In 2009, three LoWS were added to the network, three were extended and two were reduced, increasing the number to 54 and their overall extent to 1068.4 hectares. The reasons for reduction of area were adverse management in one case and more accurate mapping in the other. 1.4 A more detailed condition assessment was used, which suggested that 31 Sites (57%) were considered to be in favourable condition, of which 18 (33% of the total number of Sites) were considered to be maintained and 13 (24%) were thought to be declining, in relation to the features for which they are selected.

The term should be viewed in a national context, with “Local” referring to county level significance. Rationale It is hoped that this identification of Local Wildlife Sites is not seen as a hindrance to the livelihood of those landowners affected, or an attempt to blindly influence the management of such sites. It is an attempt to describe the wildlife resource we have in the county as a whole, which has been preserved thus far as a result of the management by landowners. The Essex Wildlife Trust and the Local and Unitary Authorities of Essex hope to be able to help landowners retain and enhance this biodiversity for the future. In recent years, the existence of a Local Wildlife Site on a farm has been seen as an advantage when applying for grant-aid from agri-environment schemes, with such grants favouring areas with a proven nature conservation interest. Public Access Identification as a Local Wildlife Site within this report does not confer any right of public access to the site, above and beyond any Public Rights of Way that may exist. The vast majority of the Sites in the county are in private ownership and this should be respected at all times.
