December 1, 1943 INTRODUCTION From its very beginning as an established Corps in 1898 the Hospital Corps of the United States Navy has been devoted to humanitarian service. It has administered first aid and nursing care to the sick and injured of the Navy and Marine Corps during three of the Nation’s wars, and through the many years of intervening peace. For more than a century prior to its organization by act of Congress* the pioneers of the Hospital Corps—the Hospital Mates, the Hospital Stewards, the Surgeon’s Stewards, the Apothecaries, the Nurses and the Bay men—served faithfully and energetically in the Medical Department of the Navy. On numerous occasions of the past members of the Hospital Corps have been assigned to civilian areas for first-aid and relief work in times of disaster. -

His marketing insight has proven most beneficial as the Naval Postgraduate School expands our reach into the market of potential students. • Admiral Stanley R. Arthur, USN (Ret) served for more than 38 years as an officer in the US Navy. Upon retirement from the Navy in 1995, Arthur entered the private sector and served as Vice President for Naval Systems with Loral Corporation and then as Vice President for Washington Operations with Lockheed Martin Corporation’s Electronics Sector. In 1999 he became President of Lockheed Martin Missiles and Fire Control in Orlando, Florida. He retired from Lockheed Martin in 2005. He is presently a private consultant. • Vice Admiral Lyle G. Bien, USN (Ret) is currently a defense industry consultant in the related fields of Space and Communications. He previously served in the US Navy as a Naval Flight Officer, serving aboard multiple aircraft carriers; commanded an F-14 Fighter Squadron, 2 Carrier Airwings; a Carrier Battle Group; and the Naval Space Command. -

National Defense 2. Security Operations 3. Deterrence 4. National Development The Navy's Roles The modern Navy has expanded its roles beyond the initial mandate to protect the country's shores. These roles include: 1. The Navy shall defend the territory from external aggression. 2. The Navy shall continue its role of securing the Philippine maritime areas from all forms of intrusions and encroachment, piracy and drug trafficking. 3. The Navy shall assist other government agencies in protecting our marine resources and environment. 4. The Navy shall continue to assist in the conduct of rescue and relief operations not only during accidents _________________________________________1 at sea but even during natural calamities in land such as earthquakes, volcanic eruptions and floods. 5. The Navy shall continue assisting in national socio- economic development. 6. The Navy, as it acquires new and more potent assets, will be an effective instrument of government in fulfilling various security-related international commitments. History The Philippines had long been a seafaring nation. Early Filipino inhabitants came from across the seas - from Ancient China, Borneo and Malay Peninsula. For centuries, seafaring natives living along the coastal areas of the country have sailed across the uncharted waters of the surrounding seas in their frail little boats. The Filipino seafarers engaged in a very active trade and made regular voyages to neighboring countries in Southeast Asia and the Far East. -

Vice Admiral William Moran, a Native of New York, Graduated with A
Vice Admiral William Moran, a native of New York, graduated with a bachelor of science degree from the United States Naval Academy in 1981 and a master's degree from the National War College in 2006. He assumed duties as the Navy’s 57th chief of naval personnel, Aug. 2, 2013. Serving concurrently as the deputy chief of naval operations (Manpower, Personnel, Training and Education) (N1), he is responsible for the planning and programming of all manpower, personnel, training and education resources for the U.S. Navy. He manages an annual operating budget of $29 billion and leads more than 26,000 employees engaged in the recruiting, personnel management, training and development of Navy personnel. His responsibilities include overseeing Navy Recruiting Command, Navy Personnel Command, and Naval Education and Training Command. A P-3 pilot with operational tours spanning both coasts, he commanded Patrol Squadron 46, Patrol and Reconnaissance Wing Two, and served extensively as an instructor pilot in multiple operational tours and two tours with Patrol Squadron 30. Additional operational tour include staff member for commander, Carrier Group Six aboard USS Forrestal (CVA 59). Ashore, he served as assistant Washington placement officer and assistant flag officer detailer in the Bureau of Naval Personnel; executive assistant to Commander, U.S. Pacific Command; deputy director, Navy staff; and, executive assistant to the Chief of Naval Operations. As a flag officer, he served as commander, Patrol and Reconnaissance Group and Director, Air Warfare (N98) on the staff of the chief of naval operations. He is entitled to wear the Defense Superior Service Medal, Legion of Merit (five awards), and other various personal, unit and service awards. -

Celebrating Navy Women: Perseverance & Achievements omen have profoundly impacted our Navy for more than a century, since being Wallowed to join in 1917. To honor those pioneers who have led the way, along with the more than 60,000 women who serve today, Chief of Naval Operations Adm. Mike Gilday and Mrs. Linda Gilday, in coordination with Navy History and Heritage Command, created a display in CNO’s residence, Tingey House, as well as this e-book, which is organized into the following groupings: WWII era and prior; a selection of women ‘firsts’ in the Navy; and some photos of today’s Sailors. Where additional information is available, the photos are hyperlinked to articles, videos, and oral histories (click the photo to access the files). While we know this is a small representation of the women who serve today and the millions who have served, it is our hope it sparks conversation that honors women who wear the cloth of this nation. As a Navy, we celebrate the many accomplishments that women have achieved through hard work, grit and determination. Chief Yeoman (F) Loretta Perfectus Walsh After enlisting on March 17, 1917, Chief Walsh became not only the woman to serve in the Navy and its first female Chief Petty Officer, but also the first woman to serve in a non-nursing capacity in any branch of the armed forces. She served as a Yeoman (F) in the U.S. Naval Reserve during WWI. The first enlisted women in the Navy. Recruited to serve for the duration of WWI in order to free up male personnel for duty at sea, nearly 11,000 women were in uniform by Armistice Day (November 11, 1918). -

(Retired) http://hdl.handle.net/10945/6623 Vice Admiral Lee Gunn, USN (Retired) The CNA Corporation Vice Admiral Lee Gunn was named President of the Institute for Public Research at CNA Corporation (CNAC) on October 1st, 2003. Admiral Gunn came to CNAC after serving in the U.S. Navy for thirty-five years. For the last three years of his career, he served as the Inspector General of the Department of the Navy. Together with his Marine Deputy, he was responsible for the Department’s overall inspection program and its assessments of readiness, training, and quality of service. In one of his several initiatives, Admiral Gunn instituted the Navy’s Operational Cost Management training and evaluation program, and reconfigured Navy’s major command management inspection process to teach and evaluate cost management. Serving in the Surface Navy in a variety of theaters, Admiral Gunn rose through the cruiser/destroyer force to command of the Navy’s anti-submarine warfare tactical, test, and evaluation Destroyer squadron. He later commanded Amphibious Group Three, consisting of 19 ships, 12 other, separate commands, and 16,000 Sailors and Marines. As Commander of PHIBGRU THREE he served (in addition to many other duties) as the Combined Naval Forces Commander, and Deputy Task Force Commander of Combined Task Force (TF) United Shield. TF United Shield conducted the final withdrawal of United Nations peacekeeping forces from Somalia in February and March of 1995. -

Cohn 2007 Abstract Contemporary militaries depend on volunteer soldiers capable of dealing with advanced technology and complex missions. An important factor in the successful recruiting, retention, and employment of quality personnel is the set of personnel policies which a military has in place. It might be assumed that military policies on personnel derive solely from the functional necessities of the organization’s mission, given that the stakes of military effectiveness are generally very high. Unless the survival of the state is in jeopardy, however, it will seek to limit defense costs, which may entail cutting into effectiveness. How a state chooses to make the tradeoffs between effectiveness and economy will be subject to influences other than military necessity.
