Comunicado 041/2020 COPPPAL Distingue Con La Medalla Al Mérito A Comunicado 041/2020 COPPPAL distingue con la Medalla al Mérito a Evelyn Wever-Croes, Pompeyo Márquez y Liber Seregni Ciudad de México, 9 de diciembre de 2020.- La Conferencia Permanente de Partidos Políticos de América Latina y el Caribe (COPPPAL), aprobó durante su XXXVIII Reunión Plenaria, otorgar la Medalla al Mérito en 2021 a la Primera Ministra de Aruba, Evelyn Wever- Croes, a Pompeyo Márquez del Movimiento al Socialismo de Venezuela y al General Líber Seregni Mosquera, fundador del Frente Amplio de Uruguay El presidente de la COPPPAL, Alejandro Moreno Cárdenas, informó que la Medalla al Mérito reconoce el trabajo comprometido que mujeres y hombres de América Latina y el Caribe, han desarrollado para implementar los principios de la COPPPAL en nuestra Patria Grande, en esta ocasión en la lucha contra toda forma de coloniaje y en favor de la democracia, a partir del fortalecimiento del sistema de partidos políticos en la región. Moreno Cárdenas dijo que la COPPPAL reconoce con la presea al Mérito a Evelyn Wever- Croes, Primera Ministra de Aruba y líder del Movimiento Electoral del Pueblo (MEP), quien se ha destacado por su incansable lucha por la plena descolonización de todos los pueblos de la región del Caribe, principalmente Aruba, Curazao, San Martín, Bonaire, Statia y Saba. “Hoy reconocemos a una mujer valiente que de manera firme, determinante lucha contra los abusos que el Reino de los Países Bajos (Holanda) comete en estos territorios, una lucha que la COPPPAL apoya con determinación porque consideramos que en pleno siglo XXI, cualquier tipo de colonialismo, es una vergüenza para la humanidad, una afrenta para nuestra región, por lo que continuaremos denunciando de manera enérgica y en todos los organismos internacionales, los nuevos intentos holandeses para regresar a formas antiguas de dominación”, señaló. Indicó que la presea a Evelyn Wever-Croes, tiene un simbolismo especial porque su labor se enmarca en la lucha permanente de los partidos progresistas latinoamericanos y caribeños integrantes de la COPPPAL para que Puerto Rico tenga derechos plenos a su libre autodeterminación, principio básico del derecho internacional, así como en el reconocimiento a la legítima e imprescriptible soberanía Argentina sobre las Islas Malvinas, Georgia del Sur, Sándwich del sur y los espacios marítimos circundantes, al tiempo que “ratificamos nuestro rechazo a la permanente actitud colonialista y militarista del Reino Unido en esos territorios que por derecho pertenecen al pueblo argentino”. (52 55) 56 83 46 03, 56 83 46 53, E-mail [email protected] El dirigente de la COPPPAL se congratuló también del reconocimiento de la presea post mortem a Liber Seregni, el llamado General de la Paz, fundador del Frente Amplio Uruguayo, un hombre de profunda convicción democrática, que creía en el diálogo y la concertación como herramientas para avanzar y trascender en la política. “En la COPPPAL reconocemos el talento del General Seregni, político de convicciones, inquebrantable, un verdadero líder, al que ni la cárcel pudo robar sus sueños de un Uruguay libre, democrático e igualitario; un hombre que abrazó las causas de la COPPPAL porque al igual que nuestra Conferencia, no imaginaba forma alguna de democracia sin los partidos políticos, como organizaciones al servicio del pueblo. El líder latinoamericano saludó que la presea al Mérito 2021, distinga también a un venezolano de profundo amor por América Latina y el Caribe, Pompeyo Márquez quien hace 41 años y en representación del Movimiento al Socialismo (MAS) de Venezuela acudió a Oaxaca para firmar la Primera Declaración de Oaxaca que dio vida a la COPPPAL. After establishing fraternal linkages and cooperation with the Permanent Conference of Political Parties in Latin America and the Caribbean (COPPPAL) in 2008, ICAPP has also been undertaking efforts to reach out to the political parties in other continents, and successfully helped political parties in Africa establish the Council of African Political Parties (CAPP) in 2013.

    Council Meeting of the Socialist International New York, 8-9 October 1990 REPORT OF THE SECRETARY GENERAL 2 Since our last meeting in Cairo the activities of our International have reflected our ongoing global commitments in line with the decisions of our Council and the initiatives and responses that the changing international realities have called for from our organisation. May I first of all mention here our appreciation to all those who have assisted us in organising this first Council meeting in the United States, implementing an idea which has existed within our International for some time. Looking back over our preoccupations and efforts during recent months, I would like to mention some of the areas in which we have been active since Cairo. Our active involvement in central and eastern Europe and close contacts with social democratic forces there, through consultations, missions, delegations and observation of elections, which I reported on at previous meetings, have continued. I should mention for instance the mission which we organised to Bulgaria in June on the occasion of the elections there and the very recent mission to the Baltic republics, in accordance with the decision of the SI Council in Cairo. In Bulgaria, the Social Democratic Party, within the main opposition Union of Democratic Forces, obtained good results and a sizeable representation in parliament. While the 18-month transition period of constitutional change is in progress, the balance of political forces continues to evolve and in a by-election last week the Social Democrats made further parliamentary gains. With regard to the mission to the Baltic republics, a group of eight SI representatives, including myself, travelled to Vilnius, Riga and Tallin from 8 to 10 October.

In 1990, as the bipolar world order finally unravelled, US political scientist Joseph S. Nye wrote: “Just as farmers and meteorologists try to forecast storms, so do leaders and analysts try to understand the dynamics of major changes in the distribution of power among nations.” Today, the world finds itself in a phase of major upheaval once again. The COVID-19 pandemic has accentuated and expedited certain geopolitical developments that have been brewing for some time and are associated with a fundamental shift in the inter- national order. The rise of the People’s Republic of China to become a great power is not the only expression of this change, but it is perhaps the most obvious. These changes have not blown in like a sudden storm, instead, they reflect the slow tectonic shifts of the earth’s crust – and these shifts create tensions. But what does this mean for Germany? And what course should the European Union set for its foreign policy to ensure it is not at the mercy of these changes but rather to actively shape them? It is clear that Europe must assume greater responsibility in the international arena – and it is high time for Germany to play a stronger role. However, increased commitment and independence do not mean that relations with the US would decline in importance. Germany and Europe need to maintain a close alliance with the United States if they are to successfully defend their interests.

When the blind forces of the market, backed up b5' the sterile ideologies of misguided monetarists, were keeping the developing countries in penury and millions of working people in the developed countries in hopeless unemployment, our congress declared that economics must always haye a human face.

This Article argues that inter- national human rights obligations are crystallizing with respect to a further category of nonstate actor, political parties, albeit only in relation to political participation rights. After briefly examining the largely pro- cedural nature and scope of those rights under international law, this Article surveys existing international and transnational sources of obli- gations of political parties, including both those in power and in opposi- tion. In an effort to buttress these sources and encourage their proliferation, this Article then considers rationales for such obligations, building in part upon the rationales for human rights obligations of businesses and armed groups. Finally, the Article offers some thoughts on possible means of implementing political parties’ emerging international obligations in respect of political participation rights. INTRODUCTION States have traditionally stood alone as subjects of international law. Modern practice and scholarship have extended international legal personal- ity or status, in varying degrees, to international organizations, individuals, armed groups, and businesses.1 Political parties have not figured in this expansionary process, yet they are natural bearers of direct international ob- ligations corresponding to political participation rights—essentially, the rights to vote and to stand in free, periodic elections—as enshrined in all major international human rights instruments, and as discussed further in * LL.B., B.C.L.
