Our article seeks to address this gap in the scholarly discussion by exploring the diffusion of PB across LGs in Estonia, where it is a rather new phenomenon. Our qualitative study demonstrates that the diffusion of PB in Estonia has so far been driven by the interaction of two mechanisms: learning and imitation. We also find that an epistemic go-between, information-technological solutions, and the characteristics of the initial adopter played a significant role in shaping the diffusion process. Keywords participatory budgeting, local governments, policy diffusion, citizen participation Introduction Participatory budgeting (PB)—a process of citizens’ involvement in the bud- getary process—was pioneered in the Brazilian city of Porto Alegre at the end of the 1980s and has, by now, been widely applied all over the world, numbering at least 1,500 cases (Baiocchi and Ganuza 2014).1 It has often 1Tallinn University of Technology, Tallinn, Estonia Corresponding Author: Ringa Raudla, Tallinn University of Technology, Akadeemia 3, Tallinn 12618, Estonia.

  • Haldusüksused Ja Nende Lühendid Administrative Units of Estonia and Their Abbreviations (1866–2017)
Eesti Keele Instituut Institute of the Estonian Language KNAB: Kohanimeandmebaas / Place Names Database 30.10.2017 (03.05.1995) EESTI HALDUSÜKSUSED JA NENDE LÜHENDID ADMINISTRATIVE UNITS OF ESTONIA AND THEIR ABBREVIATIONS (1866–2017) Loetelus on Eesti haldusüksused ajavahemikus 1866–2017, seejuures 1950–1970 on arvesse võetud ainult linnad ja alevid. Valdade (1970–1989~91 ka külanõukogude) nimed on antud ilma liigisõnata. Praegused haldusüksuste nimed on poolpaksus kirjas , kihelkonnanimed on *tärniga. Teises tulbas on osutatud, millisesse kihelkonda kuulus omaaegne mõisavald ning millises maakonnas oli/on üksus 1922., 1939. ja 2017. a. Kolmandas tulbas on kohanimeandmebaasis kasutatav lühend. Märkuste lahtris on toodud viited haldusüksuse loomise, ümbernimetamise või likvideerimise kohta (allikaks Uuet 2002, Ajalooarhiivi andmebaas ja KNABi jaoks kogutud andmed). Mõne enne 1890ndaid olnud valla liitmise aeg ei ole teada, sel juhul on märkuses vaid XIX saj (vahel on tegu olnud pooliseseisva vallaga). Valdade tinglikuks algusajaks on 1866, kuid enamik valdu oli teises staatuses olemas juba varem. Tingmärgid: > liidetud millegagi, < lahutatud millestki, ^ ümber nimetatud v endise nimega. Lühend krkv = kirikuvald. Üksuste omavahelisi piirimuutusi ei kajastata. Põhitabeli järel on lühendite, samuti omaaegsete saksa- ja venekeelsete nimede register. Haldusüksused, mille lühendeid pole antud, kirjutatakse kohanimeandmebaasis täielikult välja, lisades sünonüüminumbri vastavalt tabelile, kui see on antud (nt Atla2, Jõgisoo1 ). The list contains names of administrative units of Estonia from the period 1866–2017, from 1950 through 1970 only urban municipalities are included. The names of rural municipalities are written without a generic term ( "vald" ). The names of current administrative units are in bold , the names of ecclesiastical parishes are marked with an *asterisk. The second column refers to the parish the unit belonged to before 1917 and the counties that the unit belonged to in 1922, 1939 and 2017.

EST 17 KAASIKU ORGANIC FARM TARTU 08.07 - 15.07 AGRI 4 VOLS Learning by doing at eco-farms in the beautiful Estonian countryside Project For years EstYES has been cooperating with farms all over Estonia for solidarity, respect and practical support to local people who work in agricultural sector keeping traditional life style and developing new eco-farming despite of all difficulties. Kaasiku Organic Farm is one of such projects. This is an organic farm promoting sustainable lifestyle, and this camp is proposed for volunteers who appreciate and share its values, want to learn more about it and to help hard working people. The major crops grown are apples, strawberries and raspberries, in smaller amounts different salads and radish. In the farm, near to strawberry field also local beekeeper holds its honey bees to collect nectar and pollen from organically grown cultures and from organic hayfield. More on FB-site: https://www.facebook.com/KaasikuMahetalu/ Work The main task for volunteers will be to weed and picking berries by hand, also to harvest vegetables and salads. Additionally to weeding and harvesting task, volunteers will clean the vegetables and make them together with other farm’s products (frozen berries and juices) ready for consumers in different organic shops around the country. • On a Legend in the Estonian Folk Tale Anthology by Friedrich Reinhold Kreutzwald
LANDSCAPE WITH A WHINING SHINBONE: ON A LEGEND IN THE ESTONIAN FOLK TALE ANTHOLOGY BY FRIEDRICH REINHOLD KREUTZWALD Mare Kalda Abstract: The article is a diachronic analysis of a legend in the folk tale anthol- ogy by Friedrich Reinhold Kreutzwald, Eesti rahva ennemuistsed jutud (‘Ancient Estonian Folk Tales’, first edition published in 1866). The compiler of the an- thology gave the tale the title “The Whining Shinbone” (in Estonian Vinguv jalaluu). The legend is about a corpse left behind in a valley after an ancient war, and which began to make itself known at nights as a whining bone, until some brave man gave it a proper burial and the dead soul eventually found peace. Almost as a reward, the man in question later came upon an enormous fortune. Intertextual analysis of all the times the legend has been textualised reveals the extent to which a published version of the legend has influenced (and still influences) the oral spread of the tale. The features of this influence can be observed while comparing the published texts and tales recorded from memory or oral lore. Key words: intertextuality and intratextuality, legend textualisation, locali- sation of legend, published legend, the influence of published texts on oral tra- dition, thick and sparse text corpus THE AUTHOR OF EPICS AND ANCIENT TALES FROM THE “FOLK MOUTH” In 1866, the anthology of Estonian folk tales entitled Eestirahva ennemuistsed jutud (‘Ancient Estonian Folk Tales’) and compiled by Friedrich Reinhold Kreutz- wald (1803–1882) was published by the Finnish Literary Society in Helsinki. This article is essentially a description of the fate of one legend included in the folk tale anthology, or more precisely, of how the legend of the whining shin- bone has been repeatedly published in folk tale anthologies, also considering the instances of how the published legend has been retold in oral lore and the different instances of how an independent variant of the legend has been re- textualised in oral lore.
