INTRODUCTION The Association of Central Southern Motor Clubs has grown into one of the biggest, if not the biggest, Regional Association in the country Running championships covering most motor sporting disciplines, the ACSMC caters for the vast number of enthusiasts who are members of the many clubs currently working under its umbrella. The ACSMC continues to act as a focus for Central Southern based motor sport and clubs, providing a forum for their views and representing their interests within the MSA at Regional Committee level. Both the Rally and Speed Championships boast probably the highest number of contenders of any championship in the country, catering for the novice and expert competitor alike.

This year book is compiled to provide a source of reference for those starting in motor sport, those who already organise and compete on a regular basis, and those who earn their living through their endeavours in this, the most exciting form of sport in the world.

CONSTITUTION AND RULES

1. The Name of the Association shall be ‘The Association of Central Southern Motor Clubs, hereinafter called the Association’.

2. The Objects of the Association are the furtherance of Motor Sport, the representation of Member Clubs and the provision of facilities for liaison and mutual consultation on all matters of Motor Sport.

3. Membership of the Association is open to any Motor Club wishing to join and subject to their acceptance by the General Council of the Association. It is a condition of acceptance that a representative of the joining club be in attendance at the meeting to which their application is put before the Council for consideration.

4. The General Council of the Association shall consist of one voting representative from each of the current Member Clubs. Other representatives of those clubs may be present at Council Meetings. Members of the Executive shall only be entitled to vote if they are the voting representative of their club. The Chairman shall have a casting vote.

5. Officers a) The Association may, at its discretion, invite an appropriate person to act as President for a fixed term. b) The Officers of the Association shall be the Chairman, Vice Chairman, Secretary and Treasurer. c) The Executive shall comprise the Officers of the Association, the Secretaries of the various Association Championships, the Defence Land Agent Liaison Officer and the Forestry Liaison Officer. Any of these posts may be combined. The Officers of the Association may co-opt on to the Executive any individual it feels may contribute to the aims of the Association. Any such co- option must be ratified at the next Council Meeting

6. Elections a) The Officers of the Association and the Executive Committee shall be elected annually from representatives of the member Clubs at the Annual General Meeting. Nominations for any of the posts on the Executive should be submitted in writing to the Secretary of the Association 35 days prior to the meeting at which the election takes place. Nominations should be circulated to member Clubs at least 21 days before the meeting. Nominations are to be proposed by a Member Club and the nominee must signify his willingness to serve. b) In the absence of any such nominations, Clubs may nominate persons for election during the meeting. Should the nominee not be in attendance, then a written acceptance of the proposal must be produced at the time of nomination

7. Finance a) The financial year shall be from 1 January to the 31 December each year. b) The Treasurer shall produce an audited statement of the Association's finances at the first meeting after the end of the financial year. c) A joining fee of Five pounds shall be payable by all clubs on joining the Association or on re- election into the Association. The joining fee is additional to the annual levy. d) Member Clubs shall pay an annual levy to the Association. The amount of this levy shall be approved by the General Council meeting at which the Annual Statement of Accounts is presented and accepted. e) Any Club not paying the annual levy within three calendar months of the publication of the Minutes of the meeting at which the levy is determined shall be deemed to have resigned from the Association. f) Clubs joining the Association after the 31 October shall not be required to pay the levy for that year. g) Any Club applying for re-election to the Association shall be required to pay any outstanding payments due to the Association.

8. Meetings a) There shall be at least three ordinary meetings of the General Council in each year. One of these will be to resolve the sporting programme for the following year. b) Extraordinary Meetings of the Council may be held if: - Urgent Association business necessitates one. - Arranged by the General Council; or - Requested in writing by at least three Member Clubs. c) Clubs shall be given at least 21 days written notice of any Council meeting. d) The Executive shall also be empowered to hold meetings in order to deal with day-to-day matters not requiring full Council approval and to formulate Association policy. e) A quorum shall consist of representatives from at least 10% of the Member Clubs, this figure to be in addition to Members of the Executive present. No voting shall take place at a meeting at which there is not a quorum present.

9. Invitations The Executive may invite the attendance of any individual connected with Motor Sport to any Association meeting

Changes to the Rules and Constitution Any proposal put to the Council of the Association concerned with changes to the Rules and Constitution shall not be voted on at that meeting but shall be included in the Agenda for the following meeting of the Council. The wording of any such proposal shall be included in the notice sent to the Member Clubs informing them of the meeting.

11. Championships a) The Association may organise Championships for any aspect of Motor Sport within the jurisdiction of the MSA. b) The Secretary of any such Association Championship may also form a Championship Sub- Committee. c) Any decisions taken by such a Sub-Committee which may commit the Association to any expense or liability shall be put to the Executive for ratification. d) With the above exception the Championship Secretaries shall be free to organise their respective Championships within the accepted framework of that aspect of the sport.

GENERAL REGULATIONS FOR ACSMC CHAMPIONSHIPS

1. General 1.1 Qualifying Events: Any National B status Autocross, Autotest, Production Car Trial, Rally (including National A), Sprint or Hillclimb run under General Regulations of the MSA, and promoted by a paid-up Member Club of this Association, where that Club makes an application by inviting participation of the Association and/or Registered Championship Contenders, and where that Club abides by the Rules hereafter, and those appertaining to the Championship concerned, can be considered as a Qualifying Event. Acceptance of an event as a Championship qualifier will be confirmed by the Championship Secretary / Co-ordinator issuing a Championship Acceptance Number which must be quoted in the Regulations and all correspondence. 1.2 To comply with the normal MSA Regulations, the Association and/or registered members of the Association Championships, are to be invited by the organising club. The invitations to be sent to the appropriate Championship Secretary / Co-ordinator. Also a brief outline of the event (distance, start time, location of start, finish or venue) should accompany the invitation which should be sent not less than 12 weeks before the event. 1.3 On acceptance of an event into an Association Championship, a non-refundable event registration fee shall be paid to the Association before the beginning of the championship season or, for events accepted after the start of the championship season, within 14 days of the acceptance of the event into the championship. 1.4 For the time being event registration fees for ACSMC Championships have been waived. 1.5 The Association acceptance and any Association status given to an event will be void if the promoting club ceases to be a member of this Association before the date of the event, or fails to pay the relevant event registration fee by the due date. 1.6 The Championship Season will be 1st January to 31st December each year. 1.7 The proposed dates for championship events are given in the Association calendar. Clubs should propose their events and dates each year when this information is requested by the Championship Secretaries / Co- ordinators to complete the following season’s calendar (NOTE: The Association will not accept for championship status more than one event of like category on any one date). The publishing of dates in the Association calendar does not bind the organising club to take up the option to promote that event on that date or, invite the Association and / or registered members. Nor is the Association bound to accept these or any invitation to participate in an event. It should be noted that acceptance by the Association is for and on behalf of members of the Association. 1.8 Supplementary Regulations to have the words to the effect that the event is an “ACSMC ********* Championship Qualifying Event” or “***** Rally 2013Championship Qualifying Event” on the outside of the front cover. 1.9 Supplementary Regulations to be sent to ALL registered members of the appropriate championship at least six weeks before the event. Failure to compete in at least one of the first six championship events may result in registered contenders not receiving regulations for future events. (NOTE: A full list of names and addresses will be sent to the Secretary of the Meeting with the Association’s acceptance of an invitation for events. The list will not be sent until receipt of a satisfactory set of Supplementary Regulations. A final up-to-date list will be sent one month before the event). 1.10 Supplementary Regulations issued before 30 September to include a form for membership of the appropriate Association Championship. (Included in this Year Book). 1.11 Entry Forms to include a declaration that the Driver / Navigator is / is not a registered member of the Association Championship and their registration number. 1.12 Entry List to include an indication as to which Drivers / Navigators are registered championship contenders. 1.13 Appointment of Observers: An entry list (complete at the time of compilation) must be prepared showing names and registered numbers in Championship register and posted to the Championship Secretary / Co- ordinator to arrive without fail, five days before the event (i.e. Monday for a Saturday event). This list is to ensure the appointment of Observers. Three Association Championship contenders may be selected from the entries and, where applicable, from various classes, to act as Observers, and to return written reports to the Championship Secretary / Co- ordinator. 1.14 Late Entries : If an entry from a registered championship contender is received after the stated closing date for entries, any points he should receive will not count towards the championship. 1.15 Final instructions should be received by all competitors at least three days before the event and should be accompanied by a list of entrants as at the closing date. 1.16 Full Results (and final entry list) to be sent to the Championship Secretary / Co-ordinator immediately they are made final. 1.17 On the basis of the Observers’ Reports on qualifying events, the Championship Sub-Committee will advise the Championship Secretary / Co-ordinator as to whether similar events for the following year are to be

included in the list of acceptable events and where deficiencies and / or anomalies exist, the organising club are to be advised. 1.18 The Championship Sub-Committees shall be appointed by the Executive from nominations submitted by the Championship Secretary / Co-ordinator.

2. Registration 2.1 Any paid-up member of a Member Club of this Association may register for any or all Championships. 2.2 Applications are to be made on the appropriate form(s) (a separate application for each championship) and forwarded to the appropriate Championship Secretary / Co-ordinator enclosing such registration fee as shall be agreed by the Association. 2.3 Registration will be for one season (i.e. 1st January to 31st December). 2.4 Registration will only be accepted: a) if conditions 1.1 to 1.5 are fulfilled, and b) if received before 30 September of each year for that season. (Registrations for the following season will be accepted after 1st October). 2.5 The date after which points will count will be the date of receipt of the application form by the Championship Secretary / Co-ordinator. 2.6 Registration will become void if the registered contender’s club ceases to be a Member Club of the Association, or if the registered contender ceases to be a member of a Member Club. 2.7 Registered members must have in their possession when signing-on at an event, their current championship registration card as proof of their eligibility to enter. (NOTE: If the Association is invited and has accepted an invitation, then ALL members of the Member Clubs of the Association are eligible to enter. If the registered members of the Association Championships only are invited then only such members are eligible to enter. Information to this effect will be given in each events’ Supplementary Regulations under the list of invited clubs).

3. Competitors’ Code 3.1 To uphold the dignity of and to preserve by all possible means, motor sport in its varying forms. 3.2 To enjoy the sport whilst at all times observing all the recognised codes of good driving and courteous, thoughtful behaviour, especially going to and from motor sport venues, and whilst taking part in a rally. 3.3 To deprecate and boycott in future, if necessary, badly organised events. 3.4 To report to the Stewards (Association appointed Observers report to the Association) individuals (organisational or competitive) guilty of a breach of rules, regulations or the code you are trying to maintain. For the sake of the continuation of the sport, the irresponsible must be weeded out. 3.5 To give newcomers to motor sport, by your own precept and example, a sense of responsibility which the sport demands of all its participants. 3.6 To refuse to enter or help promote events promoted by unrecognised clubs. (This is forbidden under MSA General Regulations and the terms of a competition license). 3.7 To refuse all invitations to participate in rallies which are promoted during daylight hours (on grounds of safety) except where the competitive timed part of the event takes place off the public highway. 3.8 To submit via club delegates to the Association Council or direct to the Honorary Secretary any suggestions for the betterment and preservation of motor sport, which can be discussed at Association or MSA levels.

1. General Regulations.

2. Competitor Eligibility: 2.1 Entrants must be fully paid up valid membership card holding members of an ASWMC or ACSMC Registered Club, and in possession of a valid 2013 MSA Entrants Licence. 2.2 Drivers and Entrant/Drivers must be fully paid up valid membership card holding members of an ASWMC or ACSMC Registered Club, be registered for the Championship and be in possession of a valid Competition National B Licence, as a minimum. 2.3 A competitor shall not take time off school to participate in motor sport without the prior written approval of their school. If participation in the Championship requires absence from school, drivers in full time school education are required to have the approval of their head teacher and a letter stating such approval from his/her school in order to fulfil registration for the Champion ship.

3 Registration: 3.1 The registration fee for joining the Championship is £10. Juniors (as per N3.2.4 ) Free of Charge 3.2 Competitors must register for the Championship at least 8 weeks before the 1st round of the Championship of which they intend to compete to be entitled to receive supplementary regulations from the organisers of that event. 3.3 Competitors will receive a registration card as confirmation of their entry into the Championship. Registration in the Championship does not imply nor ensure acceptance of an entry into a nominated qualifying round of the Championship. 3.4 Entry into the Championship commences from the date of registration. Points will not be awarded retrospectively.

3.5 In presenting a car for scrutineering, competitors will be deemed to have accepted the conditions of entry and these regulations and agree that the car and personnel within their jurisdiction will comply with these regulations throughout the meeting. 3.6 The onus of responsibility for eligibility of their vehicles rests with the competitor.

5. SCORING: 5.1 Championship will be awarded to the driver where appropriate, who has scored the highest number of points in the qualifying events, according to the following table:

12 or over: Events Run – Best 8 rounds to count 10 or 11: Events Run – Best 7 rounds to count 8 or 9: Events Run – Best 6 rounds to count 6 or 7: Events Run – Best 5 rounds to count Less than 6: Events Run – All rounds to count 5.2 Championship points will be awarded as follows: Registered Contenders will be awarded points in of the classes defined at each event as follows: Fastest registered contender in class = 25 points. If there is only ONE competitor in a class as defined, 23 points will be awarded. The remaining contenders will have 0.1 deducted from the figure of 25 for each 0.1 of a second their time exceeds that of the fastest registered contender in their class. In addition points will also be awarded for the positions in each of the classes defined, according to the following table:

In addition, every competitor will be awarded three points for starting an event, and one further point for every successful timed run completed, to a maximum of two timed runs (excluding practice) and providing that these runs are carried out in the same vehicle, in which the competitor started the event.

5.3 TIES shall be resolved in accordance with Rule 18 of the ASWMC Championship Rules

5.4 Competitors MUST nominate the class in which they intend to claim Championship points on the Championship Registration Form.

Points may only be scored in a different class by notifying the Championship Co-Ordinator by phone, e-mail, or letter postmarked not later than the day prior to the event in which the change is to be become operative.

5.5 Championship Awards: the number of awards made in any championship shall be proportional to the number of contenders scoring points in that individual championship, to a maximum of 10 places, according to the following table: 1 to 3 contenders Scoring - First place only 4 to 7 contenders Scoring - First and Second place 8 to 15 contenders Scoring - First three places 16 to 25 contenders Scoring - First four places 26 to 35 contenders Scoring - First five places 36 to 45 contenders Scoring - First six places 46 to 55 contenders Scoring - First seven places 56 to 65 contenders Scoring - First eight places 66 to 75 contenders Scoring - First nine places Over 75 contenders Scoring - First ten places

5.6 The presentation of Championship Awards will be made annually at a suitable time and venue decided by the Council.

5.7 Championship Trophies: The Association shall be responsible for the custody of all perpetual trophies. Trophies must be returned to the Championship Secretary, not later than 1st December, or at any other such time, as he/she shall require, for suitable engraving. Replicas or any other awards shall become the property of the winners. All trophies loaned to the Association shall remain the property of the donor. Trophies to be loaned in perpetuity, but if no longer awarded or the ASWMC disbanded, shall be returned to the donors. The Association shall be responsible for keeping a schedule, which shall be published in the yearbook.

6. JUDICIAL 6.1 Appeals against points scoring will be dealt with on accordance with C6.5. 6.2 Judicial procedures will be in accordance with C of the 2013 MSA Year book. 6.3 All other relevant GR’s of the MSA will apply.

7. TECHNICAL REGULATIONS: 7.1 The Southern Counties Autocross Championship shall be open to members of member clubs of the following Regional Associations: ASWMC, ACSMC, ASEMC, AEMC and AWMMC. It shall consist of a maximum of 16 events, which should be run with a minimum interval of two weeks if possible. 7.2 All events shall be run as specified in the SR’s for the event. Except in the case of force majeure at least two timed runs should be allowed.

7.3 CLASSES.

A1: Economy Production Saloons up to 1600cc A2: Economy Production Saloons over 1600cc B: Production Based Cars up to 1400cc C: Production Based Cars over 1400 cc up to 1650cc D: Production Based Cars over 1650cc E1: Specials & Non Production Four Wheel Drive Saloons E2: Production based Four Wheel Drive Saloons F:Juniors (Age 14 to 17) – All classes up to 1400cc

Note: Diesel engined cars are eligible to compete in all classes but will NOT be subjected to a 40% capacity loading if fitted with forced induction. Petrol engined cars fitted with forced induction WILL have a 40% capacity loading applied. All motorcycle-engined cars are eligible but will be classified as Specials and must comply with MSA Technical Regulations appropriate to Autocross. 7.4 All vehicles MUST comply with Technical Regulations Section J, N4.1 to N4.19 and N4.21 to N4.21.14. Classes A1 & A2 cars MUST comply with the current version of N4.9.3.

1. Title & Jurisdiction The Southern Autotest Championship is organised and administered by the Association of Central Southern Motor Clubs (ACSMC) and the Association of South Eastern Motor Clubs (ASEMC), in accordance with the General Championship Prescriptions of The Motor Sports Association (the MSA), the General Rules of the ACSMC and these championship regulations. 2. Officials In addition to the Championship Secretary each regional association has a representative to look after their Association’s interests. Competitor Eligibility Any paid-up member of a Member Club of the ACSMC or ASEMC in possession of a valid club membership card, may register for this Championship. All entrants must have an MSA licence of at least Clubman status. 4. Registration Competitors may register for the championship on the appropriate registration form or will be automatically registered at their first championship round There is no registration fee. Sole proof of registration is a Championship Registration Card which organisers are obliged to check at qualifying events. 5. Points Scoring Points will be awarded based on the performance of championship eligible contenders only in the championship classes. In the case of Clubman status events only those drivers with a MSA competition licence will be considered. Points for all events will be awarded as follows: 1st - 10 points 2nd - 8 points 3rd - 7 points 4th - 6 points 15 www.acsmc.com

5th - 5 points 6th - 4 points 7th - 3 points 8th - 2 points 9th onwards - 1 point In addition all competitors will receive 1 point for starting and 1 point for finishing A championship entrant entering more than one car per event may only qualify for points with one car which must be nominated to the championship secretary prior to the event. As a substitute for one event score any Championship contender who, during the season, acts as an official (including marshalling) on any of the Autotest championships qualifying rounds, may claim 7 points. Registered contenders will receive a form to be used to claim these points which must be signed by a senior named official of the event and returned to the Championship Secretary within 14 days of the event.The Championship will consist of no more than 16 events, of which a contender’s best 6 scores will count. If there are only 8 or 9 rounds run the number of events to count will be 5. If there are 6 or 7 rounds the number of events to count will be 4. If there are 5 or less rounds the number of events to count will be 2 less than the total. Events may be on metalled or grass surfaces. Ties will be resolved in the following manner: 1. Most championship events contested 2. Most class wins 3. Most points scored in all events in the championship If these fail to resolve the tie, the Championship shall be shared. 6. Classes A) Saloons, engine over driven wheels, overall length less than 11ft (3.4 m), up to and including 1100cc B) Saloons, engine over driven wheels, overall length less than 11ft (3.4M), over 1100cc C) Saloons, overall length 11ft (3.4M) or over D1) Road going saloons and series production sports cars, overall length less than 12ft 6in (3.8M) D2) Road going saloons and series production cars, overall length 12ft 6in (3.8M) or over. E) Sports and Sports Kit Cars (including cabriolets running with the hood down) F) Specials All lengths refer to the overall length, which will be determined by reference to www.parker.co.uk or the Parkers Guide for the year concerned or, if not quoted, by the manufacturers specification. Road going cars will be taxed and have a MOT, if required. It is intended for cars normally used on the road and is not for full lightweight autotest cars. The championship retains the right not to accept vehicles in this class. Cars in this class may have an alternative, easier route to follow on the tests. For classes A,B,C,E and F competitors may use tyres from list 1B. 7. Awards The overall champion is the contender who has gained the most points from the number of qualifying events in any one of the championship classes. A Newcomer is a driver under 25 years old on 1 Jan 2013and in the first year of their registered Autotest championship. Additional awards may be announced during the season. No person may win more than one award other than the Novice or Newcomer award. To win an award a competitor must score on at least 3 rounds in the championship. To win a class award a competitor must score on at least 3 rounds in the championship in the same championship class.

1. The point scoring system will be as follows: Starting in a championship event 1 point Finishing in a championship event 1 point Entering a cancelled event 1 point 1st in class (subject to 6 starters) 6 points 2nd in class 5 points 3rd to 6th in class 4 - 1 points The scale of points will be reduced in the event of less than 6 starters in a class e.g. 1st in a class of 5 = 5 points.

2. Points. The best 8 scores of registered contenders will count towards the championship. In the case of less than 10 scoring events, scores will be taken from the number of events, less 2, to a minimum of 8 (e.g. 8 events = 6 scores); then less 1 to a minimum of 4 events. A “scoring event” is one for which a result is declared.

To be eligible to score points in the Championship a competitor must hold an MSA Competition Licence (minimum “Non-race Clubman”).

A competitor’s points for an event will be awarded in the class in which they appear in the final results, if the ACSMC suggested Class Structure is used. If an event runs with a class structure which is different to ACSMC Classes (listed below) the Co-ordinator will rework the results to achieve a “best fit” with the ACSMC Classes. Points will then be awarded from the reworked results.

As a substitute for one event score, on any ACSMC Car Trial Championship qualifying round during the season, any registered championship contender who acts as Clerk of the Course or Event Secretary will receive 6 points, and acting in any other official capacity (including marshalling) will receive 5 points. Points for officiating must be claimed by contacting the Co-ordinator up to one week after the event. All contenders are encouraged to officiate at least once in a championship year.

3. Awards (in order of precedence) : Champion (highest points overall) - The Mid-Surrey Piston + An award 1st in class (subject to 2 points scorers) - An award 2nd in class (subject to 5 points scorers) - An award Best Clubman - The Up and Over Trophy + An award Best Lady - The Hazell Memorial Trophy + An award Young Driver (under 25) - The Sky-Speed Trophy + An award No contender may win more than one award. Named trophies to be held for eleven months. Points for overall awards may be scored in more than one class. Award winners must have starter or officiating points from at least 4 scoring events, or 50% of scoring events, whichever is the lower number.

In the event of a tie the winner will be the driver scoring the highest number of first in class, then second and so on until the tie is resolved.

4. It is recommended that an event should have a minimum of 18 observed sections attempted by each competitor. Half points will be awarded for finishing position if there are enough sections to declare a result, but less than 10.

5. Classes will be as follows: Classes 1 – 4 will be as per the BTRDA Car Trials Championship's suggestions Class 1 – Two wheel drive production cars first registered on or after 1st January 1998, taxed, carrying no ballast, driven to venue, max 10kg sumpguard, no modifications. Class 2 – Front wheel drive production cars not eligible for class 1. Class 3 – Rear wheel drive production cars not eligible for class 1. Class 4 – Production cars modified beyond Regulation T11 and modified up to the limits specified in T10 (classes 1 - 6) Front engined Kit Cars to approved MSA specification. Front engined Kit Cars modified beyond Regulation T11 and modified up to the limits specified in T10 Class 7( c ) (ACTC approved specification). (Should the BTRDA Car Trials Championship's suggested classes change for 2013 then the above classes will change to remain consistent with them.) Class 8 – Two wheel drive cars not eligible for classes 1-4. 'Fiddle' brakes may not be fitted. This class might not be included in the Index of Performance for overall positions on an event.

6. Tyre Pressures. Event regulations will notify competitors of tyre pressures.

Suggested tyre pressures are: Classes 1 – 4 as per MSA/BTRDA Championships

Note 1 : In classes 1 – 4 any car fitted with a torque biasing differential or any other form of mechanical traction control as catalogued for that car when operational, will have tyre pressures set at least 4psi above the relevant class pressure. Note 2 : Cars with an overall length of 166 inches and over in classes 1 & 2 may reduce tyre pressures by not more than 4 psi, subject to an absolute minimum pressure of 10psi. Class 8 front wheel drive – 16 psi ,front engine, rear wheel drive – 18psi ,rear engine, rear wheel drive – 24psi Note 3 : In class 8 any car fitted with a torque biasing differential or any other form of traction control when operational, will have tyre pressures set at least 4psi above the relevant class pressure.

7. Where a Car Trial is run with dual permit National B and Clubmans status, ACSMC competitors will need to enter the National B part of the event to score Championship points. Please note that in National B permit events passengers will need to be fully paid up members of an ACSMC Club.

REGULATIONS

1 Announcement and Qualifying 1.1 The ACSMC will promote a stage rally championship in 2013 as follows: Hamilton Classic Ltd 2013 ACSMC Tarmac Rally Championship comprising a maximum of 10 sealed surface rallies with the best scores from 2 less than the total number of actual rounds held or a maximum of 8 rounds (whichever is lower) to count towards the awards. 1.2 The events shown on the preliminary calendar above only become qualifying rounds upon publication of the supplementary regulations. Any event which fails to produce said supplementary regulations shall be considered void of championship status and may be replaced with a reserve event. 1.3 Round 9: Either or both events may be contested with the bst championship result from either (not both) to count for the Championship. If only 1 event takes place then the points scored at that event will count for the Championship.

2. Eligibility & Registration 2.1 The Championship is open to all fully paid-up members of ACSMC affiliated clubs. 2.2 Contenders may register as either individuals or as a ‘crew’. 2.3 Each contender can compete in any class during the season. 2.4 Contenders can only win one award. 2.5 Contenders can only score in 2 rounds less than the total held or a maximum of 8 rounds (whichever is lower) irrelevant of which class they are in. 2.6 Points scored in all classes up to a maximum of 2 less than the total events held or a maximum of 8 rounds (whichever is the lower) will count towards the competitors overall score in the Championship. 2.7 Should a competitor score points in more than 2 less than the total number of rounds held or a maximum of 8 rounds (whichever is the lower), either the lowest scores will be dropped (irrelevant of class) or the last points scored in the case of maximum or identical scores. 2.8 Registrations for the Stage Rally Championship will close on 31 July 2013.

3. Classes 3.1 The organisers of all championship events are requested to use the class structures (including qualifications) appropriate to their type of event. However, should an event run with classes other than those defined below, then the results of championship contenders will be re-calculated. 3.2 All Rally 2013 Championships will be divided into five capacity classes:

Class A - Up to 1400cc Class B - 1401cc to 1600cc Class C - 1601 cc to 2000cc Class D - Over 2000cc Class E - All 4 wheel-drive cars 3.3 Cars having more than two valves per cylinder will run in the class relevant to their actual capacity. Cars with forced induction will be subject to a multiplication factor increase of 70% and will be entered into the class appropriate to the calculated capacity. 3.4 The Organisers reserve the right to reclassify any competitor or vehicle into a different class.

4 Scoring. 4.1 Points will be allocated as follows and will be awarded separately to Drivers and Co-drivers per event: 1st placed championship registered driver/co-driver in each class - 20 points

2nd placed championship registered driver/co-driver in each class - 17 points

3rd placed championship registered driver/co-driver in each class - 15 points

4th placed championship registered driver/co-driver in each class - 14 points

Subsequent positions reduced by one point per placing

Starting an event and subsequent retirement - 1 point 4.2 Joker Points: All Contenders will be eligible for double points for 2 events per year. JOKER rounds must be advised to the Championship Co-Ordinator at least 7 days before the nominated event. If the nominated event does not take place then the Contender can nominate a future event to take its place. 4.3 Championship organisers will establish championship results based upon official event results if appropriate. 4.4 Bonus Points: All competitors can officiate in some capacity on a round of any ACSMC event to be eligible to receive 10 bonus points on the basis of one claim per Championship. These may be claimed by returning the relevant form, duly signed by a named official of the event, to the Championship Co-Ordinator within seven days of the event. Bonus points will count towards contenders final total irrespective of the number of rounds

contested. No award will be made to contenders whose only points have come from officiating on an event. Bonus points will not be taken into account when settling ties.

5 Awards Awards will be presented as follows: 5.1 Rally 2013 – Tarmac Rally Championship 1st Driver Nick Hood Memorial Trophy & a perpetual award 1st Co-Driver ACSMC Clubman Shield & a perpetual award 5.2 Class Awards 1st Driver in each Class (subject to a minimum of 4 in the class) 1 perpetual award 1st Co-Driver in each Class (subject to a minimum of 4 in the class) 1 perpetual award 2nd Driver in each Class (subject to a min of 8 in the class) 1 perpetual award 2nd Co-Driver in each Class (subject to a min of 8 in the class) 1 perpetual award 3rd Driver in each Class (subject to a min of 12 in the class) 1 perpetual award 3rd Co-Driver in each Class (subject to a min of 12 in the class) 1 perpetual award 2 Valves per Cylinder Award 1st Driver in a car with 2 valves per cylinder 1 perpetual award 1st Co-Driver in a car with 2 valves per cylinder 1 perpetual award Novice Award A Novice Award will be awarded to a Driver holding an MSA Competition Licence for the first time in 2013. 5.3 No contender may win more than one award per Championship. 5.4 All named awards remain the property of the ACSMC and must be returned to the Championship Co- Ordinator by 31 December 2013. 5.5 The Championship organisers reserve the right to amalgamate or redefine classes for award purposes should the minimum numbers not be met, and to present further awards.

6 Ties 6.1 In the event of a tie for any championship award, the following system will be used to resolve it: i) The winner will be the contender with the most maximum point scores, then second place scores, then third place scores, etc. ii) If the tie is still unresolved, the winner will be the contender who has scored this total on the least number of events. iii) If the tie remains unresolved, then the winner will be the contender who scored the greater score on the first round, or second round etc. until the tie is resolved. 6.2 If the tie remains unresolved, the matter will be referred to the Panel of Stewards for consideration of a suitable system of resolution. 6.3 Bonus points will NOT be counted when resolving ties.

8 Correspondence 8.1 All correspondence regarding the Championships must be sent to the Championship Co-Ordinator of their Championship and not to any other individual or Championship sponsor.

9 Results & Publicity 9.1 Regular updates of championship points will be on display at events throughout the season and regular emails sent to all registered contenders who supply an email address. 9.2 Bulletins will be issued during the year, and full results will be sent to all registered contenders after the final round of each Championship. 9.3 Subject to the Protest and Appeal procedure as defined in the MSA 2013 Year Book, results will become final within 7 days after the postage date of provisional results. 9.4 Championship bulletins and interim results will be available on www.acsmc.com

10 Other Events 10.1 In accordance with the current MSA regulations, all member clubs of the Associations may be invited to other events of National B status, which are not necessarily part of the Rally 2013 Hamilton Classic Ltd Championships.

11 Fuel 11.1 In accordance with MSA GR C(b)19 the Championship has applied for and been granted permission for the event to use fuel conforming to FIA, Appendix J, Article 252, Art 9, and confirm that cars using up to and including this fuel specification are not required to display 3” Dayglo discs.

1. TITLE AND JURISDICTION The 2013 ACSMC Sprint Championship, the 2013 ACSMC Sprint Challenge & the 2013 ACSMC Hillclimb Championship are organised and administered by the Association 0f Central Southern Motor Clubs in accordance with the General Regulations of the Royal Automobile Club Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA) and these Championship Regulations.

2013 ACSMC Sprint Championship - MSA Championship Permit No. : CHS2013/S088(E) 2013 ACSMC Sprint Challenge - MSA Championship Permit No. : CHS2013/S089(E) 2013 ACSMC Hillclimb Championship - MSA Championship Permit No. : CHS2013/S090(E) In these regulations the word “championship” relates to The Sprint Championship, Sprint Challenge and The Hillclimb Championship unless they are specifically referred to. 2. 3. COMPETITOR ELIGIBILITY 3.1 Entrants must be fully paid up valid membership card holding members of a club affiliated with the ACSMC and in possession of a valid 2013 MSA Entrants Licences. 3.2 Drivers and Entrant/Drivers must be fully paid up valid membership card holding members of a club affiliated with the ACSMC, to be registered for the Championship and be in possession of valid Competition Licence (minimum Non Race National B). A competitor shall not take time off school to participate in motor sport without the prior approval of their school. If participation in the championship requires, drivers in full time education are required to have the approval of their head teacher and a letter stating such approval from his/her school in order to fulfil registration for the championship. 3.3 All necessary documentation must be presented for checking at all rounds when signing-on.

4. REGISTRATION 4.1 Drivers must register as competitors for the appropriate Championship by returning the Registration Form (completed in full) with the correct registration fee to the Championship Registrations Secretary. Such registration will only be complete when written acceptance, in the form of a registration card has been issued by the Championship Registrations Secretary. Incomplete or unsigned forms will be rejected and dishonoured cheques will result in removal of the contender from the Championship and a report being made to the Championship Stewards. 4.3 Accepted registrations will apply only in respect of one competitor in a specified car. However, dual registrations are allowable for the same car. Should the competitor wish to change class during the series, then points accumulated for the previous car will be not be accumulated for the new car. In the event of damage or non-availability due to mechanical fault of the contender's specified registered car at any championship round, a substitute car may be used provided it is in the same class and is a permanent replacement for the rest of that championship. Substitute cars entered in any other class will not gain championship points for the contender. The registered car entered in the regulations for the event will be the only car able to gain championship points. The competitor must inform the championship co-ordinators of any change to cars or class in writing. 4.4 Registrations will not be accepted for either championship after September 1st 2013. 4.5 The registration fee for the : 2013 ACSMC Sprint Championship is £ 15.00. (This includes automatic entry to the Sprint Challenge) 2013 ACSMC Hillclimb Championship is £ 10.00. Fees to be submitted with the completed registration form. Cheques should be payable to the ACSMC. 4.5 It is a condition of acceptance for The 2013 ACSMC Championships that all registered contenders MUST display sponsors’ advertising material as supplied by the Championship Co-ordinator.

5. CHAMPIONSHIP ROUNDS

5.1 The 2013 ACSMC Sprint Championship will be run at National B status, dates and events as listed in the Championship Calendar above with the best 8 scores to count. The organisers reserve the right to substitute nominated events in the case of Force Majeure. If the number of rounds held falls to below 8 scoring rounds, then the score will be decided from two less than the number of actual rounds held. The minimum number of rounds for the championship will be 6.

5.2 The 2013 ACSMC Sprint Challenge will also be run at National B status, dates and events as listed in the Championship Calendar above with all the scores to count. The organisers reserve the right to substitute nominated events in the case of Force Majeure.

5.3 The 2013 ACSMC Hillclimb Championship will be run at National B status, dates and events as listed in the Championship Calendar above with the best 8 scores to count. The organisers reserve the right to substitute nominated events in the case of Force Majeure. If the number of rounds held falls to below 8 scoring rounds, then the score will be decided from two less than the number of actual rounds held. The minimum number of rounds for the championship will be 6.

Contenders will be notified of these additions by ACSMC Council Meeting minutes, and the ACSMC web site – www.acsmc.com .

6. POINTS SCORING 6.1 Base points will be awarded to contenders listed as classified finishers in the final results of each event as follows: 1st contender in Class -10 points, 2nd contender in Class -9 points, 3rd contender in Class -8 points etc., reducing by 1 point until 9th contender in Class - 2 points. All other starters - 1 point.

(A starter will be defined as a competitor who has attempted the first practice run of the event).

For the Sprint Championship & Hillclimb Championship: Each registered contender will also be awarded an additional 0.1 (zero decimal one) point for every ACSMC Contender beaten in his / her Class. Class points will be awarded relative to ACSMC contenders ONLY.

For the Sprint Challenge: Each registered contender will also be awarded an additional 0.1 (zero decimal one) point for every other competitor beaten in his / her Class, up to a maximum of 0.5.

For each of the Sprint Championship and Hillclimb Championship, contenders will also be able to pre-nominate an additional event to act as a “Joker”, which will also score double base points. This event MUST be nominated on the Championship Registration Form provided, and MUST be an event which will be held AFTER the date of registration. NO changes to this nominated event will be accepted whatsoever unless the event is cancelled by the organisers or exceptional circumstances prevail. Note that the Joker concept does not apply to the Sprint Challenge, nor any of its events. The 2013 ACSMC Hillclimb Championship will also have a Top Six Challenge with points awarded as follows Fastest Overall - 6 points 3rd Fastest - 4 points 2nd Fastest - 5 points and so on down to 6th - 1 point

6.2 Ties: In the event of a tie for a championship or class award, this will be determined in favour of the contender who has scored the most 1st in class and then 2nd in class, etc. If the tie is still not resolved, it will be decided in favour of the first contender to score points, and then by lowest capacity vehicle. In the event of a tie for the Top Six Challenge, this will be determined in favour of the contender who has scored the most 1st overall placings and then 2nd overall placings etc. 6.3 Bonus Points: Five bonus points will be awarded for each event that a competitor has acted as an official or marshal on any event run as a part of an ACSMC championship or at the discretion of the ACSMC Speed Co-ordinator. The maximum point score that can be assigned to each of the Sprint Championship, Challenge or Hillclimb Championship is 10. E.G. A Sprint competitor can gain bonus points on up to 4 events (20 bonus points).These can then be assigned equally to the Sprint Challenge and Sprint Championship. Bonus points may be claimed by returning the signed claim form to the Championship Co-ordinator within seven days of the event, nominating which Championships the points should be assigned. This score will NOT count as a scoring round, nor will it be considered as a points scoring round in the tie deciding method. Bonus points may not be claimed on an event where the contender has signed-on as a competitor. No awards will be presented to contenders whose only points have come from this bonus scheme. 6.4 Where individual events run to different class structures than those of the championship the results will be adjusted and scored according to the contender’s registered class. 6.5 The championship results will be maintained by the Championship Co-ordinator. 6.6 Periodic notification of intermediate and final markings will be sent to all contenders in the championships via e-mail or normal mail. This information will also be available on the ACSMC web site www.acsmc.com . 6.7 The championship results will be declared as provisional by the Championship Co-ordinator at the end of the championship by written notification to all contenders. Results will be declared final within 7 days of the date of publication subject to no written protests having been received. If any protests are received, these will dealt with accordingly, and should these have an affect upon the overall results, new provisional results will be issued followed by a further 7 day period for protest, as (C) Judicial 6.5 of the 2013 MSA Yearbook.

7. AWARDS

7.1 THE F.D.M.C. PRODUCTION CUP. This trophy, which has been presented by Farnborough District Motor Club, will be given to the person with the most points scored driving a car that meets the ‘Road Going Standard Production Cars’ for 2 wheel drive- classes A1 and A2.

7.2 2013 ACSMC Sprint Championship All championship awards will be provided by the ACSMC and the championship sponsors. To be eligible, a competitor must have competed in at least 3 events. Awards for the Championship in the form of trophies will be presented as follows: 1st Overall - The ACSMC Rose Bowl and an Award 2nd Overall - An Award Class Awards - 1st An Award Classes of 8 or more contenders - 1st & 2nd An Award Classes of 12 or more contenders - 1st, 2nd & 3rd An Award Overall Best Novice - 1st An Award

7.3 2013 ACSMC Sprint Challenge: To be eligible, a competitor must have competed in at least 3 events. Awards in the form of trophies will be presented as follows: Class Awards - 1st An Award

7.4 2013 ACSMC Hillclimb Championship: To be eligible, a competitor must have competed in at least 3 events. Awards for the Championship in the form of trophies will be presented as follows: 1st Overall - An Award Classes of less than 8 contenders - 1st An Award Classes of 8 or more contenders - 1st & 2nd An Award Classes of 12 or more contenders - 1st, 2nd & 3rd An Award Overall Best Novice - 1st An Award Top Six Challenge Winner - An Award 7.5 A novice will be defined as a competitor in his / her first full season of competition and has not won a 1st in Class Award or better on a Sprint or Hillclimb event or Championship. 7.6 Other awards may be presented at the discretion of the organisers and sponsors. Details will be supplied as and when appropriate. For both main Championships, no contender, other than Best Novice may win more than one award (Overall or First in Class). 7.7 Entertainment Tax Liability: The ACSMC accepts no responsibility for any taxes payable. 7.8 The Championships Awards Presentation will be held in Jan/Feb/March 2014. The location, date and time will be notified to all award winners by personal invitation and to all contenders via the ACSMC website.

8 JUDICIAL: Judicial procedures for both individual rounds and each overall championship will be in accordance with Section (C) Judicial of the 2013 MSA Yearbook. 9. 2013 CATEGORIES AND CLASSES For the purposes of marking, vehicles will be divided into the following categories (see S.10.10 of the 2013 MSA year book) and classes: A Road Going Series Production Cars (S.10.10.1) & Road Going Specialist Production Cars (S.10.10.2) - Excluding cars in Appendix 1 1. ‘Standard Cars’ Up to 1600cc. – 2wd only, list 1Atyres 2. ‘Standard Cars’ Over 1600cc to 2000cc. – 2wd, list 1A tyres (See Appendix 2 for specification of ‘Standard’) 3. Up to 1400cc - 2wd only, list 1A or 1B tyres 4. Over 1400cc to 2000cc – 2wd only, list 1A or 1B tyres 5. Over 2000cc - 2wd only, list 1A or 1B tyres 6. 4wd – all engine capacities, list 1A or 1B tyres - Road Going Kit Type and Replica Cars (Examples are included in Appendix 1) 7. Appendix 1 Caterham, Westfield, Sylva, Fisher and Lotus 7, Elise, Exige and 340R, Vauxhall 220, X-bow- and similar types/ derivatives of any of these cars. Appendix 2. ‘Standard Cars’ are those defined by Road Going Series Production in MSA Blue Book (S11.1.1) but restricted to 2wd cars using list 1A tyres. Cars are to be to manufacturers’ original specification, with modifications limited to safety items (see applicable sections of S10), including changes to brake pad material together with replacement wheels and aftermarket exhausts (not manifold). No other modifications (body, brakes, suspension, transmission or engine etc.) will be permitted (S10.10 modified).

Note: 1. Cars using forced induction will be classified as having an engine capacity increase of 40%, those using diesel fuel a reduction of 30% (e.g. a 2000cc turbo diesel will be considered to be the equivalent to a 1960cc normally aspirated petrol engine), and a rotary engine an increase of 50%. 2. To compete in a Single Seater Racing or Sports Libre Car, manufactured after 31/12/1960 of more than 2000cc, the driver must hold a Speed National A [OPEN] or Race National A licence unless the car is currently licensed for use on the public highway. In the event of a dispute concerning the compliance of a vehicle to the regulations for the event the onus will be on the competitor to prove the compliance to the organisers. Road going cars must be taxed, insured and MOT tested (where necessary) and road legal in all respects. Documentation must be available at signing on if verification is requested or required by individual events.
