5 ‘Mr Necessity’: Sir Howard Beale, 1958–641 Matthew Jordan Howard Beale was appointed Ambassador to the United States in 1957 at a critical time in American and indeed world history. The Cold War was well underway and tensions between the US-led West and Soviet Russia made the prospect of a ‘hot war’ with all its awful consequences a real possibility. Moved mainly by the inherent strategic limitations of ‘massive retaliation’, the US increasingly focused on winning ‘hearts and minds’ in former colonial territories in the Middle East, Asia and Africa during the 1950s and thereby stopping the spread of global communism.2 This broadening of the policy of containment, based on a continuing belief that communism was monolithic, found its most pertinent manifestation for Australia in the signing of the Manila Pact in September 1954. The pact, which established the Southeast Asia Treaty Organization (SEATO), committed the US to the defence of signatory countries in the event of communist aggression or subversion. Abstract This thesis uses evidence from British and international archives to examine the events leading up to Rhodesia’s Unilateral Declaration of Independence (UDI) on 11 November 1965 from the perspectives of Britain, the Old Commonwealth (Canada, Australia, and New Zealand), and the United States. Two underlying themes run throughout the thesis. First, it argues that although the problem of Rhodesian independence was highly complex, a UDI was by no means inevitable. There were courses of action that were dismissed or remained under explored (especially in Britain, but also in the Old Commonwealth, and the United States), which could have been pursued further and may have prevented a UDI. -

William McMahon: the first Treasurer with an economics degree John Hawkins1 William McMahon was Australia’s first treasurer formally trained in economics. He brought extraordinary energy to the role. The economy performed strongly during McMahon’s tenure, although there are no major reforms to his name, and arguably pressures were allowed to build which led to the subsequent inflation of the 1970s. Never popular with his cabinet colleagues, McMahon’s public reputation was tarnished by his subsequent unsuccessful period as prime minister. This article has benefited from comments provided by Selwyn Cornish and Ian Hancock but responsibility lies with the author and the views are not necessarily those of Treasury. 83 William McMahon: the first treasurer with an economics degree Introduction Sir William McMahon is now recalled by the public, if at all, for accompanying his glamorous wife to the White House in a daringly revealing outfit (hers not his). Comparisons invariably place him as one of the weakest of the Australian prime ministers.3 Indeed, McMahon himself recalled it as ‘a time of total unpleasantness’.4 His reputation as treasurer is much better, being called ‘by common consent a remarkably good one’.5 The economy performed well during his tenure, but with the global economy strong and no major shocks, this was probably more good luck than good management.6 His 21 years and four months as a government minister, across a range of portfolios, was the third longest (and longest continuously serving) in Australian history.7 In his younger days he was something of a renaissance man; ‘a champion ballroom dancer, an amateur boxer and a good squash player — all of which require, like politics, being fast on his feet’.8 He suffered deafness until it was partly cured by some 2 ‘Portrait of William McMahon, Prime Minister of Australia from 1971-1972/Australian Information Service’, Bib ID: 2547524. -

This continues a tradition of issuing defense white papers since 1976. This work will examine and analyze the contents of this document as well as previous Australian defense white papers, scholarly literature, and political statements assess- ing their geopolitical significance. -

BOMBS, ‘REDS UNDER THE BED’ AND THE MEDIA THE MENZIES GOVERNMENT’S MANIPULATION OF PUBLIC OPINION, 1949-1957. Erin Ison The University of Newcastle It is often implied the Menzies Government influenced the views of the Australian public for political advantage. Rarely, however, has this claim been substantiated. The objective of this paper is to add credence to this claim by arguing the Menzies Government actively sought to manipulate public opinion in order to ensure the longevity of the British atomic test trials held in Australia between 1952 and 1957. The need for this manipulation arose from the Government’s insistence that the British atomic trials should remain in Australia to guarantee, what it hoped would be, its eventual access to the technology (Cawte 54). Consequently, the Government could neither risk an unfavourable press nor a hostile public, which would jeopardise the atomic test trials. The Menzies Government used the image of the Australian “way of life” as the focus of its manipulation. Suggesting the fabric of Australian society was under threat from the evils of communism, the Government publicly highlighted the need to defend the nation from this foreign threat. It was this need to ‘defend the nation’ that was used to justify the testing of atomic weapons within Australia’s shores, and subsequently the government attempted to inflame an existing fear of communism within the Australian community as a smoke screen to these pursuits. This scheme, however, was a failure as public anxiety surrounding the tests continually rose. This paper will examine the strategies behind the Government’s manipulation of the media and, in a chronological fashion, illustrate the intricacies involved in their implementation. -

The Interview-Document Nexus Recovering Histories of LGBTI Military Service in Australia noah riseman ABSTRACT Since 2014, I have been coordinating a team project documenting the history of lesbian, gay, bisexual, transgender, and intersex (LGBTI) military service in Australia. The project examines changing policies, practices, and most importantly, the lived experiences of LGBTI military service personnel from the end of the Second World War until the present. When we conceived this project, we expected that we would derive most policy information from records in the National Archives of Australia (NAA) and most information about lived expe- rience from a mixture of media reports and oral history interviews. What has astounded us, though, has been the extent to which several service members kept their own personal archives of documents – most of which related to their personal service and some of which did not appear in the NAA catalogue. In other instances, interview participants’ testimonies or personal documents raised topics that sent us to uncover other uncatalogued archival records. In this article, I draw on examples from our research project where this inter- view-document nexus proved fruitful in uncovering hitherto hidden histories of LGBTI military service in Australia. Rather than thinking about oral and archival sources as needing to be reconciled, conceptualizing them as a nexus generates new methodological possibilities to uncover new sources that inform each other, enriching both microhistories and grand narratives of the past.
