Г. И. д.) (Beller, Leerssen 2007: 19-20).

They came to Serbia as a part of the vast group of Russian refugees, who had fled Russia after the October Revolution. Majority of them (300-400 out of 500 in total) had settled in Belgrade, where the biggest Kalmyk colony in Europe was founded. Pagoda, which was built by them in Belgrade after smaller pre-war Buddhist pagodas in Russia, had been the first pagoda in Europe to have been built. The Belgrade Kalmyk colony ceased to exist in 1944, after its members had fled to Germany and later to the USA. During the struggle for liberation, the Pagoda was partly demolished and its function was altered later in absence of believers and equipment. Key words: Kalmyks, Belgrade, Budhism, Temple Kalmyk community of Belgrade Kalmyks are the West Mongolian people originating from the area of lower flow of the Volga. Ancestors of Kalmyk people (Goryats, Western Mongols) lived in Dzungaria, a vast, waterless, continental area between Tian Shan and Altay mountains, which is Xinjiang province in Western China nowadays. Due to over-population, Kalmyks were forced to migrate in the past. Kalmyk tribes (the Oyrats) mainly moved to the areas, which later became parts of the Russian Empire. Kalmyks are mainly nomadic tribes.

Hwang Abstract The sheer number of great powers and their potential ambitions In 2013, two countries in East Asia launched their respective in the Asia-Pacific are contributing to complex regional dynamics: visions for an East-meets-West integrated region: China among these are Russia’s “Eastern Dream,” India’s “Act East” pronounced one of the most ambitious foreign economic policy, Japan’s “Free and Open Indo-Pacific Strategy,” and even strategies in modern times by any country, “One Belt, One the U.S. “Pivot to Asia.” Yet, perhaps the two most intriguing Road” (OBOR), and South Korea launched the “Eurasia Initiative” and notable visions for the region may be China’s “One Belt, (EAI). This paper examines the rationale, contours, implications, One Road” (OBOR), and South Korea’s “Eurasia Initiative” (EAI). and possibilities for success of Korea’s EAI within the context While the former clearly overshadows the latter—and frankly of China’s OBOR, because a study of the former is incomplete all other regional initiatives—due to the overwhelming breadth without a clear understanding of the strategic political and and scope of China’s ambitious plans, the relatively tiny South economic motivations of the latter. The Early Balkan Advances of the Muscovite State at the Age of Peter I

Güney-Doğu Avrupa Araştırmaları Dergisi Yıl: 2015-2 Sayı: 28 S. 1-29 “UNTIL THE LAST DROP OF BLOOD”: THE EARLY BALKAN ADVANCES OF THE MUSCOVITE STATE AT THE AGE OF PETER I Valeriy Morkva* Abstract The tsardom of Muscovy, which throughout the reign of Peter I had been transforming into what later came to be known as the Russian Empire, since late 17th century began to take an increasing interest in the Balkan region. Drawing upon the original documentary sources of the epoch, this article attempts to look at the circumstances of the early Balkan advances of Muscovy and to shed light on the strategies elaborated and applied by the tsarist govern- ment to win the Balkan Christians over to its side. The analysis of the documents allows the author to conclude that the common Orthodox religion and the widespread pro-Muscovite sympathies on the part of the Balkan population objectively served as the most reliable and effective tool for the tsar to promote his interests in the area. It is worthy of note that at the age of Peter I the Balkan Orthodox peoples, despite the eventual failure of the tsar on the banks of Prut, for the first time appear to be directly involved in the strategic war planning of the tsarist authorities. Once discovered, the Balkan card would be kept in the sleeve and used by the Muscovite/Russian state over the course of the next two centuries. Keywords: Russian-Ottoman wars, Balkan Orthodox, Danube principalities, Peter I, Prut campaign, Muscovy, Russian Empire, Ottoman Empire, Eastern question Since the second half of the 15th century, when on the one hand the millennium-old Byzantine Empire ceased to exist, and on the other hand Ivan III by gradually seizing the nearby territories began to gather the new Orthodox empire of his own, Moscow becomes a site for periodic visits of the Balkan peoples of all kinds.

Collective Interventions After the Cold War: Reflections on the U.N. Mission to the Congo, 1960-64 John F. Clark, Florida International University In Lhe aftermath of the Cold War, the world's states may now be prepared the make greater use of collective military forces organized through the United Nations to resolve conflicts having both internal and international dimensions. Such a step would be in keeping with the liberal internationalism generally (if inconsistently) supported by the Western democracies in this century. Since the end of the Cold War, the UN member states have organized military operations through the UN to provide relief to civilian victims of civil strife in Bosnia Herzegovina and Somalia, as well as rebutting Iraq's aggression in Kuwait. Perhaps as meaningfully, the UN Security Council has imposed sanctions on the military regime in Haiti for its unconstitutional seizure of power despite (a) the apparent absence of an international threat to peace and security and (b) the clear control of the Haitian state apparatus by the Raoul Cedras government.

Loss aversion and US European security policy, 1989 to 1999 by J. E. Landrum B.A., UNIVERSITY OF NORTH GEORGIA, 2000 M.A., NORWICH UNIVERSITY, 2007 M.M.A.S., U.S. ARMY SCHOOL OF ADVANCED MILITARY STUDIES, 2013 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Department of Security Studies College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2018 Abstract From 1989 to 1999, the US had an opportunity to end its rivalry with Russia. However, a “loss aversion heuristic” dominated the decision-making processes of George Bush and Bill Clinton resulting in policies that provoked Russian fears of encirclement. This “loss aversion heuristic” manifested in four key security decisions: the reunification of Germany within NATO, NATO expansion to newly independent states, the Balkans interventions, and the nuclear non- proliferation regime. Although initially suspicious of Gorbachev, Bush eventually pursued a policy of supporting his reforms. However, as the administration came to terms with the inevitability of German reunification and increased European integration as outlined in the Single European Act of 1987, worries about the US leadership role in Europe emerged. By the fall of 1989, Bush backed German reunification to bolster pro-NATO political parties in Germany. As he assumed the presidency in 1993, Clinton wanted to increase financial assistance to Russia. However, when it came to security issues, Clinton’s fear of losing democratic gains in Eastern Europe to an emerging Russian nationalist movement made him less conciliatory to Russia. Despite Yeltsin’s dismay, Clinton pushed for NATO’s enlargement to protect the newly independent states.
