1. The Violence Against Women Reauthorization Act of 2013 Sponsored by Senator Leahy (D-VT), the House’s reauthorization of the Violence Against Women Act (S. 47) creates a slush fund for progressive groups purporting to help women and their families in abusive situations. The bill discourages intactness by deprioritizing counseling and failing to recognize mutual partner abuse. Other problems include the extension of Indian tribal jurisdiction over non-tribal citizens, an increase in the number of available immigration visas past annual caps and the authorization of new grants despite a documented history of abuse. (Passed 2/28/2013, 286 yeas to 138 nays, No. 55) FRC Opposed this Bill.

2. The 2013 Pain-Capable Unborn Child Protection Act Offered by Rep. (R-AZ), the Pain-Capable Unborn Child Protection Act (H.R. 1797) would nationally prohibit abortion after 20 weeks gestation, the point at which an unborn baby possesses the ability to experience pain. (Passed 6/18/2013, 228 yeas to 196 nays, Roll Call No. 251) FRC Supported this Bill.

3. Preventing Atheist “Chaplains” Offered by Rep. John Fleming (R-LA), Amendment #35 to the Department of Defense Appropriations Act would ensure the Defense Department (DoD) follows its own rules in the appointment of chaplains by requiring candidates to have the endorsement of a qualified religious organization. This amendment came as a response to DoD’s consideration of appointing non-religious, atheist “chaplains.” (Passed 7/23/2013, 253 yeas to 173 nays, Roll Call No. 392) FRC Supported this Amdendment.

4. Health Care Law Delay and Conscience Protections Offered by Rep. Marsha Blackburn (R-TN), amendment #2 to the continuing resolution (H.J. Res. 59) would have delayed implementation of the Health Care Law (P.L. 111-148) by one year and provide conscience protections. (Passed 9/29/2013, 231 yeas to 192 nays, Roll Call No. 498) FRC Supported this Amendment.

5. No Taxpayer Funding for Abortion Act Offered by Rep. Chris Smith (R-NJ) and (D-IL), the “No Taxpayer Funding for Abortion Act” (H.R. 7) would permanently codify the Hyde Amendment across government programs by preventing federal funds from paying for abortion and health care plans that include abortion. (Passed 1/28/2014, 227 yeas to 188 nays, Roll Call No. 30) FRC Action Supported and Scored this Bill.

1 6. Allowing Veterans Affairs Providers to Recommend Marijuana as Medicine Offered by Rep. (D-OR), this amendment would use the Military Construction and Veterans Affairs Appropriations Act (H.R. 4486) as a vehicle to make an end run around the Federal government’s longstanding rejection of marijuana as medicine. (Failed 4/30/2014, 195 yeas to 222 nays, Roll Call No. 186) FRC Action Opposed and Reserved the Right to Score

7. Preventing the Department of Justice from Enforcing Federal Marijuana Laws Offered by Rep. (R-CA), this amendment (H.Amdt. 748) to H.R. 4660 the Commerce, Justice, Science and Related Agencies Appropriations Act (CJS) would restrict the Department of Justice from enforcing the Controlled Substances Act (CSA) which makes it illegal to manufacture, distribute, dispense or possess marijuana, even for purported medical use in states where it is legal. (Passed 5/30/2014, 219 yeas to 189 nays, Roll Call No. 258) FRC Action Opposed and Reserved the Right to Score this Amendment.

8. Preventing the Relaxation of Banking Restrictions on Marijuana Transactions Offered by Rep. John Fleming (R-LA), this amendment (Amendment No. 1) to H.R. 5016, the Financial Services and General Government Appropriations Bill for FY 2015 would prevent the Department of Treasury from implementing guidance relaxing bank reporting requirements for suspicious activities involving proceeds from marijuana transactions. The Violence Against Women Reauthorization Act of 2013 Sponsored by Senator Leahy (D-VT), the House’s reauthorization of the Violence Against Women Act (S. 47) extended Indian tribal jurisdiction over non-tribal citizens, increased the number of available immigration visas past annual caps and authorized new grants without addressing a documented history of abuse. The bill, while purporting to help couples and their families, discouraged intactness by discouraging counseling and failing to recognize mutual partner abuse. 2. On the Nomination of William Kayatta Nominated by President Obama to serve on the U.S. First Circuit Court of Appeals, Mr. Kayatta argued for changes to the current judicial practices of election, retention and compensation that would have abetted activist judges and promoted institutional elitism. There is substantial evidence that Mr. Kayatta would have set his personal views over and above the Constitution. 4. Expressing the Sense of the Senate to Enact the Child Interstate Abortion Notification Act Offered by Sen. (R-FL), this measure would have signaled the Senate’s desire to enact the Child Interstate Abortion Notification Act (CIANA, S. 369). This amendment would have made it a federal offense to transport minors across state lines to obtain an abortion in order to avoid a parental involvement law in the minor’s home state. The bill would have also required an abortionist in a state with no parental notice law to notify the parents of an out of state minor at least twenty-four hours before performing an abortion. Restoring Health Care Law Funding Offered by Senate Majority Leader (D-NV) to the Continuing Appropriations Resolution of 2014 (H.J.Res. 59), this amendment (S.AMDT. 1974) restored funding to the Healthcare Law (P.L. 111-148) after being defunded in the House. 7. The Employment Non-Discrimination Act of 2013 Offered by Sen. Jeff Merkley (D-OR), the Employment Non-Discrimination Act of 2013 (ENDA, S.815) would have expanded employment discrimination law to include subjective characteristics related to an individual’s perceived “sexual orientation” or “gender identity.” Despite efforts to amend ENDA with a narrow religious exemption, the bill as passed unnecessarily burdens the vast majority of employers’ and employees’ constitutional freedoms of religion, speech and association. 8. Cloture on Nomination Cornelia Pillard was nominated by President Obama to serve as a U.S. Circuit Judge for the District of Columbia Circuit Court. This procedural motion required 60 votes to proceed to nomination. Ms. Pillard’s academic writings and arguments in court indicate she is a “reproductive rights” ideologue who views abstinence-only education, limitations on abortion access and conscience protections for religious employers as unconstitutional violations of the . 9. Nomination of Chai Feldblum Chai Feldblum was nominated by President Obama to serve as a Member of the Equal Employment Opportunity Commission. Ms. Feldblum is a long-time liberal activist who admitted to “having a hard time coming up with any case in which religious liberty should win” when in conflict with sexual expression. Professor Harris has described the Constitution as “a profoundly progressive document” that she claims even the activist Warren Court was too conservative to fully appreciate.
