The Violence Against Women Reauthorization Act of 2013 Sponsored by Senator Leahy (D-VT), the House’s reauthorization of the Violence Against Women Act (S. 47) creates a slush fund for progressive groups purporting to help women and their families in abusive situations. The bill discourages intactness by deprioritizing counseling and failing to recognize mutual partner abuse. Other problems include the extension of Indian tribal jurisdiction over non-tribal citizens, an increase in the number of available immigration visas past annual caps and the authorization of new grants despite a documented history of abuse. (Passed 2/28/2013, 286 yeas to 138 nays, Roll Call No. 55) FRC Opposed this Bill. 2. The 2013 Pain-Capable Unborn Child Protection Act Offered by Rep. Trent Franks (R-AZ), the Pain-Capable Unborn Child Protection Act (H.R. 1797) would nationally prohibit abortion after 20 weeks gestation, the point at which an unborn baby possesses the ability to experience pain. (Passed 6/18/2013, 228 yeas to 196 nays, Roll Call No. 251) FRC Supported this Bill. 3. Preventing Atheist “Chaplains” Offered by Rep. John Fleming (R-LA), Amendment #35 to the Department of Defense Appropriations Act would ensure the Defense Department (DoD) follows its own rules in the appointment of chaplains by requiring candidates to have the endorsement of a qualified religious organization. This amendment came as a response to DoD’s consideration of appointing non-religious, atheist “chaplains.” (Passed 7/23/2013, 253 yeas to 173 nays, Roll Call No. 392) FRC Supported this Amdendment. 4. Health Care Law Delay and Conscience Protections Offered by Rep. Marsha Blackburn (R-TN), amendment #2 to the continuing resolution (H.J. Res. 59) would have delayed implementation of the Health Care Law (P.L. 111-148) by one year and provide conscience protections. (Passed 9/29/2013, 231 yeas to 192 nays, Roll Call No. 498) FRC Supported this Amendment. 5. No Taxpayer Funding for Abortion Act Offered by Rep. Chris Smith (R-NJ) and Dan Lipinski (D-IL), the “No Taxpayer Funding for Abortion Act” (H.R. 7) would permanently codify the Hyde Amendment across government programs by preventing federal funds from paying for abortion and health care plans that include abortion. (Passed 1/28/2014, 227 yeas to 188 nays, Roll Call No. 30) FRC Action Supported and Scored this Bill. 1 6. Allowing Veterans Affairs Providers to Recommend Marijuana as Medicine Offered by Rep. Earl Blumenauer (D-OR), this amendment would use the Military Construction and Veterans Affairs Appropriations Act (H.R. 4486) as a vehicle to make an end run around the Federal government’s longstanding rejection of marijuana as medicine. (Failed 4/30/2014, 195 yeas to 222 nays, Roll Call No. 186) FRC Action Opposed and Reserved the Right to Score 7. Preventing the Department of Justice from Enforcing Federal Marijuana Laws Offered by Rep. Dana Rohrabacher (R-CA), this amendment (H.Amdt. 748) to H.R. 4660 the Commerce, Justice, Science and Related Agencies Appropriations Act (CJS) would restrict the Department of Justice from enforcing the Controlled Substances Act (CSA) which makes it illegal to manufacture, distribute, dispense or possess marijuana, even for purported medical use in states where it is legal. (Passed 5/30/2014, 219 yeas to 189 nays, Roll Call No. 258) FRC Action Opposed and Reserved the Right to Score this Amendment. 8. Preventing the Relaxation of Banking Restrictions on Marijuana Transactions Offered by Rep. John Fleming (R-LA), this amendment (Amendment No. 1) to H.R. 5016, the Financial Services and General Government Appropriations Bill for FY 2015 would prevent the Department of Treasury from implementing guidance relaxing bank reporting requirements for suspicious activities involving proceeds from marijuana transactions.
