Cabinet Changes - Barnaby Joyce MP is the new Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development. Michael McCormack MP has been removed from the Cabinet and is now on the backbench. - David Littleproud MP retains his position as the Minster for Agriculture and is now also the Minister for Northern Australia. The role of Minister for Drought and Emergency Management will be given to Senator Bridget McKenzie. - Senator McKenzie will be returned to the Cabinet and is also the new Minister for Regionalisation, Regional Communications and Regional Education. - Keith Pitt MP, the Minister for Resources and Water will move to the outer Ministry, with his Northern Australia portfolio goes to David Littleproud MP. - Andrew Gee MP has been promoted to the Cabinet as the Minister for Defence Industry and Minister for Veterans’ Affairs. - Darren Chester MP, the former Minister for Veterans Affairs and Defence Personnel has been removed from the Cabinet and the Ministry. MEDIA RELEASE 25 National Circuit FORREST ACT 2603 Tel: (02) 6253 6900 18 April 2016 www.truck.net.au TRUCKING INDUSTRY RALLIES FOR ABOLITION OF RSRT Owner drivers from across Australia rallied on the lawns of Parliament House this morning to call for a fair go, as part of a truck convoy and protest led by the Australian Trucking Association. The truck convoy, led by the ATA’s own Safety Truck, drove through Canberra to Parliament House, where owner drivers gathered with placards calling for the end of the Road Safety Remuneration Tribunal (RSRT). ATA Chief Executive Christopher Melham said there could be no doubt of the trucking industry’s backing for the abolition of the RSRT, and welcomed the support of ministers, senators and other members of parliament at today’s event. “The Road Safety Remuneration System isn’t about safety – it’s about creating a two-tier payment system, where owner drivers and small operators are legally restricted from being able to negotiate their own rates,” Mr Melham said. “But this doesn’t apply to large fleets. This means that rather than having owner drivers paid more, they are losing jobs as they can no longer compete on price. “We know there are third and fourth generation family transport businesses who are going out of business as a result of the Tribunal. These are livelihoods and careers on the line. “As Minister Chester said at the rally this morning, you shouldn’t have to drive to Canberra to fight for your job. But hundreds of drivers did travel to Canberra to deliver a clear message – abolish the RSRT, and abolish it now. -

By Eamon McGinn∗ There is an emerging consensus in the empirical literature that politicians' personal ideology play an important role in determin- ing their voting behavior (called `partial convergence'). This is in contrast to Downs' theory of political behavior which suggests con- vergence on the position of the median voter. In this paper I extend recent empirical findings on partial convergence by applying a text- as-data approach to analyse politicians' speech behavior. I analyse the debate in parliament following a recent politically charged mo- ment in Australia | a national vote on same sex marriage (SSM). I use a LASSO model to estimate the degree of support or opposi- tion to SSM in parliamentary speeches. I then measure how speech changed following the SSM vote. I find that Opposers of SSM be- came stronger in their opposition once the results of the SSM na- tional survey were released, regardless of how their electorate voted. The average Opposer increased their opposition by 0.15-0.2 on a scale of 0-1. No consistent and statistically significant change is seen in the behavior of Supporters of SSM. This result indicates that personal ideology played a more significant role in determining changes in speech than did the position of the electorate. Chair’s foreword This inquiry was established to assess issues related to home ownership in Australia, and potential policy responses by government. A range of views on the challenges facing home buyers today were canvassed throughout this inquiry. The core issues related to the housing market inevitably centre on supply and demand – these factors drive property prices around the nation. Demand for housing is strong in Sydney and Melbourne but it must be noted this is not the case throughout Australia. Many parts of Australia have a relatively weak housing market. It is important that government policy in this area is cognisant of the significant variations in the domestic housing market. The committee’s view is that government policy in this area should predominantly focus on boosting dwelling supply in underserved markets. Many of the witnesses before the inquiry stated that a lack of supply was contributing to rising house prices in Sydney and Melbourne. In the committee’s view, state and territory governments need to do more to adequately address land supply and ensure that existing policies and processes are not unnecessarily causing an undersupply.
