Independents in Federal Parliament: A new challenge or a passing phase? Jennifer Curtin1 Politics Program, School of Political and Social Inquiry Monash University, Melbourne, Australia. [email protected] “Politics just is the game played out by rival parties, and anyone who tries to play politics in some way entirely independent of parties consigns herself to irrelevance.” (Brennan, 1996: xv). The total dominance of Australia’s rival parties has altered since Brennan made this statement. By the time of the 2001 federal election, 29 registered political parties contested seats and while only the three traditional parties secured representation in the House of Representatives (Liberals, Nationals and Labor) three independents were also elected. So could we argue that the “game” has changed? While it is true that government in Australia, both federally and in the states and territories, almost always alternates between the Labor Party and the Liberal Party (the latter more often than not in coalition with the National Party), independent members have been a feature of the parliaments for many years, particularly at the state level (Costar and Curtin, 2004; Moon,1995). Over the last decade or so independents have often been key political players: for a time, they have held the balance of power in New South Wales, Victoria, Queensland, South Australia, Tasmania and the Australian Capital Territory. More generally, since 1980 an unprecedented 56 independents have served in Australian parliaments. In 2003, 25 of them were still there. This is more than six times the number of independents elected in the 1970s. New South Wales has been the most productive jurisdiction during that time, with fourteen independent members, and Tasmania the least, with only one. -

ACT Democrats
AUSTRALIAN DEMOCRATS (ACT DIVISION) SUBMISSION TO THE ACT LEGISLATIVE ASSEMBLY ELECTORAL BOUNDARIES REDISTRIBUTION 2003 Introduction In March 2000, The ACT Democrats submitted a proposed redistribution of electoral boundaries to the ACT Electoral Commission (“the Commission”), which was not then taken up by the Redistribution Committee (“the Committee”). However, the ACT Democrats still believe our suggestion provided a more sensible layout of electorates for the ACT Legislative Assembly elections than exists at present. This submission presents a modified version of our previous proposal, reflecting the changes in population distribution since then, and reviews a range of social, economic and environmental data to support our conclusions. The ACT Democrats continue to support the principle that electoral boundaries should place electors into groups that best reflect their common interests, demographics and spatial location. In particular, the ACT Democrats continue to oppose the division of Gungahlin between two electorates, believing that it is unwise to divide a small suburban cluster with similar electoral interests, and particularly one that is in the early stages of community development and representation. Secondly, the ACT Democrats continue to believe that the inclusion of Gungahlin in the central electorate of Molonglo does not represent any meaningful community of interest. This creates an electorate with little spatial integration and few social, economic or developmental commonalities. This submission begins with a short discussion of demographic change in Canberra, but will focus principally on the northern electoral boundary dividing Ginninderra and Molonglo. It will also discuss the Southern boundary between Brindabella and Molonglo, as well as touch upon some issues surrounding the Electoral Act 1992 (“the Act”). -

Trucking Industry Rallies for Abolition of Rsrt
MEDIA RELEASE 25 National Circuit FORREST ACT 2603 Tel: (02) 6253 6900 18 April 2016 www.truck.net.au TRUCKING INDUSTRY RALLIES FOR ABOLITION OF RSRT Owner drivers from across Australia rallied on the lawns of Parliament House this morning to call for a fair go, as part of a truck convoy and protest led by the Australian Trucking Association. The truck convoy, led by the ATA’s own Safety Truck, drove through Canberra to Parliament House, where owner drivers gathered with placards calling for the end of the Road Safety Remuneration Tribunal (RSRT). ATA Chief Executive Christopher Melham said there could be no doubt of the trucking industry’s backing for the abolition of the RSRT, and welcomed the support of ministers, senators and other members of parliament at today’s event. “The Road Safety Remuneration System isn’t about safety – it’s about creating a two-tier payment system, where owner drivers and small operators are legally restricted from being able to negotiate their own rates,” Mr Melham said. “But this doesn’t apply to large fleets. This means that rather than having owner drivers paid more, they are losing jobs as they can no longer compete on price. “We know there are third and fourth generation family transport businesses who are going out of business as a result of the Tribunal. These are livelihoods and careers on the line. “As Minister Chester said at the rally this morning, you shouldn’t have to drive to Canberra to fight for your job. But hundreds of drivers did travel to Canberra to deliver a clear message – abolish the RSRT, and abolish it now. -
