This report is on the basis of the monitoring report submitted on October 17, 2011, and prepared in accordance with the latest requirements of ADB. The main contents are as follows: 1 PROJECT OVERVIEW The whole ADB financed project includes two parts: (A) Xuzhou to Mingguang Expressway (Anhui Section): a totally enclosed and full-overpass vehicle loading highway (Class Ⅰ) designed with bridges and culverts, the total length is 139.032km, the design speed is 120km/h and the subgrade width is 27m. The budgetary estimate of the project is 6,245,497,800 RMB. (B) Local Highway Improvement Project: composed of 9 roads, namely 3 reconstruction subprojects (with a total length of about 172km), 4 rehabilitation subprojects (with a total length of about 202km) and 2 security subprojects (with a total length of about 78km ), and the total length is about 452km. The total project investment is estimated at about 2.2 billion RMB. 1.1 Project Overview (Part A) The project overview and implementation progress of each bid section of XM Expressway are shown in Table 1.1-1. Supervision has been carried out by the supervisors of each resident supervision company. Bid 1: Jiangsu Hengji Highway and Bridge Co., Ltd. Construction Section Stake No.: K3+200 ~ K16 +800; the total length is 13.6 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 2: Chongqing Fuling Highway and Bridge Engineering Co., Ltd. Section Stake No.: K16 +800 ~ K30 +705; the total length is Contractor 13.905 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 3: Xuchang Guangli Highway Construction Co., Ltd. Section Stake No.: K30 +705 ~ K40 +905; the total length is 10.2 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. 6 Bid 4: Anhui Highway and Bridge Engineering Group Co., Ltd. Section Stake No.: K40 +905 ~ K52 +175; the total length is 11.27 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 5: Anhui Province Highway and Port Engineering Co., Ltd. Section Stake No.: K52 +175 ~ K53 +975; the total length is 1.8 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 6: Hunan Shaoyang Highway and Bridge Construction Co., Ltd. Section Stake No.: K53 +975 ~ K62 +230; the total length is 8.255 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 7: China Railway 24th Bureau Group Co., Ltd. Section Stake No.: K62 +230 ~ K73 +096.82; the total length is 10.867km.Implementation progress: the construction of resident and mixing stations is completed; preparations for commencement of subgrade, bridge and culvert are undergoing. Bid 8: SinoHydro Corporation Engineering Bureau 15 Co., Ltd. Section Stake No.: K73+067.5 ~ K87+074; the total length is 14.007km.Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 9: Chaohu Highway and Bridge Corporation. Section Stake No.: K87+074~K101+563; the total length is 14.489km.Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 10: Chaoyang Construction Group Co., Ltd. Section Stake No.: K101+563~K104+203; the total length is 2.64km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) the construction of bridge 7 pile foundation work has been basically completed. Bid 11: Anhui Province Highway and Bridge Engineering Corporation. Section Stake No.: K104+203~K105+708; the total length is 1.505km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) the construction of the main pier pile and approaching bridge pile foundation work, pile cap and pier column work is completed. Bid 12: Shanghai No. 1 Municipal Engineering Co., Ltd. Section Stake No.: K105+708~K116+190.5; the total length is 10.483 km.Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 13: CCCC 3rd Highway Engineering Co., Ltd. Section Stake No.: K116+190.5 ~ K119+366.5; the total length is 3.176 km.Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) the construction of the main pier pile and approaching bridge pile foundation work is completed. Bid 14: Wuxi Communication Engineering Co., Ltd. Section Stake No.: K119+366.5~K134+700; the total length is 15.334 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction.

It has created “Ningguo Miracle” since 1990s. Its general economic capacity has been ranked #1 (the first) among all the counties or cities in Anhui Province since 2000. In order to analyze the influencing factors of competitive advantages of Ningguo City and explain “Ningguo Miracle”, this article have evaluated, analyzed and classified the general economic competitiveness of 61 counties (cities) in Anhui Province in 2004, by 14 indexes of evaluation index system. The result showed that compared with other counties (cities) in Anhui Province, Ningguo City has more advantages in competition. The competitive advantage of Ningguo City is due to the productivities, the effect of the second industry and industry, and the investment of fixed assets. Then the influencing factors of Ningguo’s competitiveness in terms of productivity were analyzed with authoritative data since 1990 and a log linear regression model was established by stepwise regression method. The results demonstrated that the key influencing factor of Ningguo City’s competitive advantage was the change of industry structure, especially the change of manufacture structure.

Since it was launched in October 2011, the Visible Infrared Imaging Radiometer Suite (VIIRS) sensor on the Suomi National Polar-orbiting Partnership (NPP) Satellite has become a new satellite used to monitor nighttime light. This study performed the first evaluation on the NPP-VIIRS nighttime light imagery in modeling economy, analyzing 31 provincial regions and 393 county regions in China. For each region, the total nighttime light (TNL) and gross regional product (GRP) around the year of 2010 were derived, and a linear regression model was applied on the data.
