According to the requirement of Memorandum of Loan Review Mission for Loan No.: 2600-PRC: Anhui Integrated Transport Sector Improvement Project, the semiannual external monitoring report on environmental and health risks during implementation (Jan-Jun 2012) should be submitted to ADB. This report is on the basis of the monitoring report submitted on October 17, 2011, and prepared in accordance with the latest requirements of ADB. The main contents are as follows:

1 PROJECT OVERVIEW

The whole ADB financed project includes two parts:

(A) Xuzhou to Expressway (Anhui Section): a totally enclosed and full-overpass vehicle loading highway (Class Ⅰ) designed with bridges and culverts, the total length is 139.032km, the design speed is 120km/h and the subgrade width is 27m. The budgetary estimate of the project is

6,245,497,800 RMB.

(B) Local Highway Improvement Project: composed of 9 roads, namely 3 reconstruction subprojects (with a total length of about 172km), 4 rehabilitation subprojects (with a total length of about 202km) and 2 security subprojects (with a total length of about 78km ), and the total length is about 452km. The total project investment is estimated at about 2.2 billion RMB.

1.1 Project Overview (Part A)

The project overview and implementation progress of each bid section of XM Expressway are shown in Table 1.1-1.

Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 4: Anhui Highway and Bridge Engineering Group Co., Ltd. Section Stake No.: K40 +905 ~ K52 +175; the total length is 11.27 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 5: Anhui Province Highway and Port Engineering Co., Ltd. Section Stake No.: K52 +175 ~ K53 +975; the total length is 1.8 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 6: Hunan Shaoyang Highway and Bridge Construction Co., Ltd. Section Stake No.: K53 +975 ~ K62 +230; the total length is 8.255 km. Section Stake No.: K73+067.5 ~ K87+074; the total length is 14.007km.Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 9: Highway and Bridge Corporation. Section Stake No.: K87+074~K101+563; the total length is 14.489km.Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 10: Chaoyang Construction Group Co., Ltd. Section Stake No.: K101+563~K104+203; the total length is 2.64km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) the construction of bridge

pile foundation work has been basically completed. Bid 11: Anhui Province Highway and Bridge Engineering Corporation. Section Stake No.: K104+203~K105+708; the total length is 1.505km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) the construction of the main pier pile and approaching bridge pile foundation work, pile cap and pier column work is completed. Bid 12: Shanghai No. 1 Municipal Engineering Co., Ltd. Section Stake No.: K105+708~K116+190.5; the total length is 10.483 km.Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 13: CCCC 3rd Highway Engineering Co., Ltd. Section Stake No.: K116+190.5 ~ K119+366.5; the total length is 3.176 km.Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) the construction of the main pier pile and approaching bridge pile foundation work is completed. Bid 14: Wuxi Communication Engineering Co., Ltd. Section Stake No.: K119+366.5~K134+700; the total length is 15.334 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. Bid 15: Second Engineering Co., Ltd. of China Railway 14 Bureau Group. Section Stake No.: K134 +700 ~ YK142 +232.041; the total length is 7.532 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade, bridge and culvert projects are under construction. The duration of Bid 10, 11 and 13 is 20 months, and the duration Duration of other bid sections is 18 months.

The above table shows that XM Highway is divided into 15 bid sections in total, the site supervision offices are appointed, the chief supervision engineer office is set with 5 resident supervision offices and the supervisors are in place to carry out normal supervision.

1.2 Project Overview (Part B)

The project overview and implementation progress of each highway of Local Highway Improvement Project are shown in Table 1.2-1.

Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade and culvert construction is commenced. Bid NO5.2: the contractor is Hunan Yongzhou Highway and Bridge Construction Co., Ltd. Section Stake No.: K20 +000- K40 S304 Wuhe to +000; the total length is 20.0 km. Project implementation Guzhen Section progress: (1) resident construction is completed; (2) mixing (rehabilitation) stations have been built; (3) subgrade and culvert construction is commenced. Bid NO5.3: the contractor is China No. 10 Metallurgy Group Co., Ltd. Section Stake No.: K40 +000- K60 +228; the total length is 20.228 km. Project implementation progress: (1) resident construction is completed; (2) mixing stations have been built; (3) subgrade and culvert construction is commenced. J2 Site supervision office: Hubei Huajie Engineering Consulting Co., Ltd., the resident supervision Office is built, and supervision has been carried out by the supervisors. The total length of G206 Dongzhi to Bainitang Section of Yantai to Shantou Expressway is 62.35 km; the duration is 12 months. Section Stake No.: K1296 +000- K1358 Yantai to +350; the total length is 62.35 km. Implementation progress: part Shantou of the slope clean-up, alien earth sparging and SNS flexible Expressway protection fence are completed. Section Stake No.: K0 +000- K16 +901; the total length Yezhai Section is 16.901 km. Implementation progress: slope protection works is (security) commenced. J4 Site supervision office: Jiangsu Xufang Engineering Consulting Co., Ltd., the resident supervision Office is built, and supervision can be carried out by the supervisors. The total length of S318 Daoshichong to Zhongjieling Section is 29.326 km; the duration is 18 months. The construction of the highway is divided into 2 sections, respectively Bid NO6.1 marked and NO6.2. Bid NO6.1: the contractor is Anhui Lu'an Feiyu Construction Engineering Co., Ltd. Section Stake No.: K0 +000- K15 +000; the total length is 15.0 km. Implementation progress: (1) resident S318 construction is completed; (2) mixing stations are under Daoshichong to construction; (3) subgrade and culvert construction is Zhongjieling commenced. Section Bid NO6.2: the contractor is China Railway 24th Bureau Group (rehabilitation) Co., Ltd. Section Stake No.: K15 +000- K29 +326; the total length is 14.326 km. Implementation progress: (1) resident construction is completed; (2) mixing stations are under construction; (3) subgrade and culvert construction is commenced. J7 Site supervision office:: Highway Engineering Supervision and Consulting Co., Ltd. Of Anhui Communications Vocational and Technical College, the resident supervision Office is built, and supervision has been carried out by the supervisors.

The above table shows that XM Highway chief supervision engineer office, site supervision offices, IES team and personnel are appointed, supervision work has been carried out, a comprehensive environmental protection and security system is established, personnel responsibilities and division of labor are clear, and environmental and safety supervisors and persons in charge are appointed.

2.4 Main Work of Environmental Protection and Safety

Production Supervision

According to the requirements of ADB IES work plan, supervision covers the environmental and safety supervision of the ADB financed Anhui Integrated Transport Sector Improvement Project in the project construction period.

2.4.1 Site Supervision, Inspection and Guidance

2.4.1.1 Site Supervision, Inspection and Guidance of

Environmental Protection

(A) Form of inspection and guidance

The forms are as follows: environmental status monitoring; listening to environmental protection reports by contractors and site supervision offices; viewing files and taking interviews; taking construction site inspections and unscheduled spot checks to check whether the environmental protection and safety requirements, such as Environmental Impact Assessment (EIA), Soil Erosion Prevention Program (SEPP), Environmental Management Plan (EMP), Waste Management Program (WMP), Safety Management Plan (SMP), are implemented. Persons are specifically arranged to check K90- K105 sections near Tuohu Nature Reserve weekly. In the event of environmental problems and safety hazards, corrective measures will be recommend, guidance and training will be provided to environmental protection and safety engineers of contractors and environmental and safety supervision engineers of the site supervision offices so as to strengthen the project required environmental and safety control.

Times of site inspections, unscheduled spot checks and guidance conducted by us in the period of June to December, 2011 are shown in Table 2.4-1. In principle, environmental status monitoring is conducted once per quarter.

The above table shows that we (IES) have taken about 225 times of environment and safety supervision site inspections, unscheduled spot checks and guidance (oral), of which 152 times are for XM Highway and 73 times are for Local Highway Improvement Project.

10 times of ambient air, noise and surface water quality monitoring are taken by environmental monitoring agency commissioned by contractor, of which 2 times are for XM Highway and 8 times are for Local Highway Improvement Project.

(B) Main Work of Site Supervision and Inspection of Environmental Protection

(1) XM Expressway

According to the environmental protection objectives of XM Highway, it can be seen from the construction site inspection by IES team that foundations of Huaihe River Super Large Bridge and Huaihongxinhe River Super Large Bridge are under construction, the construction of residents and mixing stations are completed, the surface of subgrade is cleared and most of subgrade are under construction. In accordance with the objectives of environmental protection along the route and to be classified according to the

environmental elements, the main work contents of environmental supervision are as follows:

1) Water environment a. Whether the foundation construction of Huaihe River Super Large Bridge and Huaihongxinhe River Super Large Bridge will cause water body pollution, especially Huaihongxinhe River Super Large Bridge will cross the drinking water source protection area for Wuhe No.1 Water Plant, how the problems of oil pollution, suspended sediment, mud pollution can be controlled; b. The prevention and treatment of mixing station sewage and water used for precast concrete; c. The treatment and disposal of domestic sewerage. Whether the above construction behaviors will generate significant water quality impacts on the surface water to be protected along the route.

2) Ecological protection a. Whether the project construction will cause disturbance to Tuohu Wetland Nature Reserve or impacts on wildlife; b. Whether the project construction will cause impacts on agricultural land, vegetation or crops; c. Whether earth cleared from the subgrade or earth cutting site is collected, stacked and utilized; d. Soil and water conservation and prevention: whether he construction sections are with a perfect drainage system; whether the construction of subgrade and bridge foundation are with blocking facilities; whether the temporary earth material yard is with blocking facilities and whether other water conservation measures are complete. Whether the above construction behaviors will generate significant ecological impacts on the ecological environment to be protected along the route.

3) Ambient air

a. Air-borne dust prevention measures for temporary earth materials and lime stacking yard; b. Air-borne dust prevention fro mixing stations; c. Air-borne dust control for subgrade, bridge and culvert construction and access road. Whether the above construction behaviors will generate significant impacts on the ambient air, villages and other objectives to be protected along the route.

4) Noise a. The control and prevention of mixing station noise ; b. The control of noise from machinery and equipment for bridge foundation and subgrade construction; c. The maintenance of construction machinery and equipment ; d. The control of construction operation time; e. Temporary protective measures. Whether the above construction behaviors will generate significant impacts on the acoustical environment to be protected along the route.

5) Solid waste a. The collection and disposal of household garbage generated by construction workers; b. The collection and disposal of construction waste.

Whether household garbage and construction waste will cause problems of environmental pollution.

6) Investigation of environmental pollution accident

Investigate whether there were any environmental pollution accidents in the construction of any sections of XM Expressway.

7) Environmental management

Environmental management system: the situation of management institutions and personnel, responsibilities, management systems, records of meetings, supervision logs, records of environmental technical disclosure by contractors and daily data archiving.

(2) Local Highway Improvement Project

According to the environmental protection objectives of Local Highway Improvement Project, it can be seen from the construction site inspection by IES team that the subgrade, bridges and culverts of S309, S304, X056, G206, X044, S318, S209 are under construction, the S312 resident and mixing station are under construction and preparations for commencement are commenced, the construction of S105 is not commenced yet. To be classified according to the environmental elements, the main work contents of environmental supervision are as follows:

1) Water environment a. Whether the bridge and culvert construction of S309, S304, X056 will cause water body pollution, especially S304 section will cross the drinking water source protection area for Wuhe No.1 Water Plant, how the problems of construction pollution can be controlled; b. The prevention and treatment of mixing station sewage and water used for precast concrete; c. The treatment and disposal of domestic sewerage. Whether the above construction behaviors will generate significant impacts on the surface water to be protected along the route.

2) Ecological protection a. Section K1300 +330 of G206 is close to the old and valuable tree – hackberry; whether the construction will cause injuries or impacts on it; b. Whether the project construction of S309, S304 and X056 will cause impacts on agricultural land, vegetation, crops or wildlife;

c. Whether earth cleared from the subgrade or earth cutting site of X056 is collected, stacked and utilized; d. Soil and water conservation and prevention: whether he construction sections are with a perfect drainage system; whether the construction of subgrade and bridge foundation are with blocking facilities; whether the temporary earth material yard is with blocking facilities; whether G206 is with slope protection;and whether other water conservation measures are complete. Whether the above construction behaviors will generate significant ecological impacts on the ecological environment to be protected along the route.

3) Ambient air a. Air-borne dust prevention measures for temporary stacking earth materials and lime stacking yard; b. Air-borne dust prevention fro mixing stations; c. Air-borne dust control for subgrade, bridge and culvert construction and access road. Whether the above construction behaviors will generate significant impacts on the ambient air, villages and other objectives to be protected along the route.

4) Noise a. The control and prevention of mixing station noise ; b. The control of noise from machinery and equipment for bridge foundation and subgrade construction; c. 2.4.1.2 Site Supervision, Inspection and Guidance of Safety in

Production

By the implementation of targeted checks on three-level education of production in safety, first-line amateur school education, pre-shift meeting and safety technical technical disclosure of the contractors as well as supervision in the use of safety protective equipment at construction site, special certificates for operating personnel, qualification of special machinery, the set of warning signs at construction sections and limb and base pit protection, temporary power utilization and safe site construction carried out, efforts are taken to make safety management, measures implementation and check of hidden trouble at the construction site in place.

2.4.2 Regular and Thematic Meeting of Supervision

The regular meetings of the environmental and safety supervision include the meetings held by Chief Supervision Engineer Office, IES Team, site supervision offices and contractors. The main topics of the meeting cover the communication of environmental and safety supervision work, deployment

and requirements of environmental protection and safety work, environmental protection and safety training, technical disclosure meeting, etc. For the details, please refer to Table 2.4-2.

2.4.3 File Sending & Receiving and Processing

Statistical results of file sending, receiving and monthly report by IES Team and supervision offices related to environmental protection and safety from June to December 2011 are shown in Table 2.4-3.

The above table shows that 61 times of files related to environmental protection and safety are sended or received by IES Team and supervision offices, of which 15 copies are for XM Expressway and 46 copies are for Local Highway Improvement Project.

IES Team received a total of 229 copies of monthly report on environmental and safety prepared by supervision offices and contractors, of which 104 copies are for XM Expressway and 125 copies are for Local Highway Improvement Project; the submission rate of supervision offices and contractors is 100%.

2.4.4 Public Concerns

According to the survey, from June to December, 2011, XM Expressway Company, Chief Supervision Engineer Office, IES Team, each site supervision office and contractor have not received any report or complainant on environmental and safety issues, and have not received any situations about environmental pollution from environmental protection departments along XM Expressway and Local Highway Improvement Project. 3 Environmental and Safety Supervision

3.1 Environmental Monitoring

The environmental monitoring situations of XM Highway and Local Highway Improvement Project are as follows:

3.1.1 Environmental Monitoring of XM Expressway

In order to finish the environmental protection work during the construction of XM Expressway and strengthen the supervision of contractors, XM Expressway Company arranged 1 time of environmental monitoring quarterly (2 times in total) from June to December, 2011. Representative monitoring sites and environmental impact factors during highway construction are selected, the Suzhou Municipal Environmental Protection Monitoring Station is commissioned to monitoring the surface water, ambient air and noise along the construction sites.. The monitoring results are as follows:

(1) Surface water environmental quality

Surface water monitoring factors: pH, permanganate index ( CODmn ) or chemical oxygen demand (COD) , SS, petroleum and NH3-N. Monitoring frequency: 1 time/quarter, 2 consecutive days/time. Monitoring site: downstream from construction area; 2 times of monitoring are conducted at the same site. Monitoring methods: In accordance with national regulations, specifically shown in Table 3.1-1.

NH3-N are better than the GB3838-2002 and GB5084-2005 Grade IV; results of 2 times of monitoring are with little change. Huaihongxinhe River: monitoring results of pH, SS, petroleum, CODmn and

NH3-N are better than the GB3838-2002 Grade III and GB5084-2005 Grade III; results of 2 times of monitoring of pH, SS and petroleum are with little change; results of 2 times of monitoring of CODmn and NH3-N are with comparatively large changes and the 2nd monitoring result is better than the 1st, which may be related to the reduction of upstream runoff and agricultural area source pollution.

Huaihe River: monitoring results of pH, SS, petroleum, CODmn and NH3-N are better than the GB3838-2002 Grade III and GB5084-2005 Grade III; results of 2 times of monitoring of pH, SS, petroleum and NH3-N are with little change; results of 2 times of monitoring of CODmn and NH3-N are with comparatively large changes and the 1st monitoring result is better than the 2nd, which may be related to the upstream runoff. Erhouba Reservoir: monitoring results of pH, SS, petroleum, CODmn and

NH3-N are better than the Grade III of GB3838-2002 and GB5084-2005; results of 2 times of monitoring are with little change.

In summary, the monitoring results of pH, SS, petroleum, CODmn and NH3-N in New Suihe River, New Bianhe River, Huaihongxinhe River, Huaihe River and Erhouba Reservoir meet the corresponding functional standards of the Standards for Surface Water Environmental Quality. SS of the monitored rivers meet the Standards for Field Irrigation Water Quality, which indicates that no significant impacts on the quality of water body along XM Expressway during construction and the quality of water bodies is at a good level and able to meet the functional requirements of the respective river water quality. (2) Acoustical environment quality Monitoring factor: equivalent (continuous A-weighted) sound level, dB (A). Monitoring frequency: 1 time/quarter, 2 consecutive days/time (daytime).

This indicates that acoustical environment quality along XM Expressway during construction is at a good level, there are little impacts on the sensitive objectives along the route and few nighttime construction operations will be processed as well. From the results of monitoring for 3 consecutive days (September 9-11 and December 15-17, 2011), it can be seen that the daily average of TSP (total suspended particulate) of subgrade section, super large bridge section, interchange area, material mixing station and yard, access road and the sensitive objectives along the route during the construction of XM Expressway meets

Standards for Ambient Air Quality Grade II, the daily average of NO2 at Huaihe River Super Large Bridge meets Grade II, and the two monitoring results changes little, indicating that the ambient air quality along XM Expressway during the construction is at a good level and there are little impact on the sensitive objectives along the route.

3.1.2The environmental monitoring of Local Highway

Improvement Projects In order to finish the environmental protection work during the construction of Local Highway Improvement Project and strengthen the supervision of contractors, 1 time of environmental monitoring per quarter (2 times in total) from June to December, 2011 is arranged. Because different sections are started operating at different times, the representative highway, namely S309 (2 times of monitoring), X056 (2 times), S304 (1 time), S318 (1 time), G206 (1 time), are selected to be as a monitoring site; the monitoring factors are the environmental impact factors during highway construction; the surface water body, ambient air and noise monitoring of construction alone the route the was carried out by Anhui Provincial Highway Engineering Test Center commissioned by Anhui Provincial Highway Administration. The monitoring results are as follows: (1) Surface water environmental quality Monitoring factors: pH, chemical oxygen demand (COD), SS and petroleum. Monitoring frequency: 2 consecutive days/time. Monitoring site: construction area; 2 times of monitoring are conducted at the same site. Monitoring methods: the same as the surface water quality monitoring methods in Section 3.1.1 (omitted). Monitoring results of surface water quality along the route of S309 highway are shown in Table 3.1-7.

From the two consecutive days monitoring result monitoring results (August 19-20 and November 13-14, 2011), it can be seen that pH, CODcr, petroleum and NH3-N monitored in the water body of Old Suihe River, Xinyanghe River, Kuihe River, Xiahe River and Ouhe River meet the Standards for Surface Water Environmental Quality Grade IV; except for a slight increase in petroleum, which may related to highway construction, the two monitoring results of the other monitoring factors are relatively small. SS of the monitored rivers meet the Standards for Field Irrigation Water Quality and the two monitoring results are no significant change, which indicates that no significant impacts on the quality of water body along the route of X056 highway during construction and the quality of water bodies is at a good level and able to meet the functional requirements of the respective river water quality. Monitoring results of surface water quality along the route of S304 highway are shown in Table 3.1-9.

The above table shows that pH, COD and petroleum monitored in the water body of New Huihe River along the route of S304 highway meet the Standard for Surface

Water Environmental Quality Grade IV and SS value meets the Standards for Field

Irrigation Water Quality, which indicate that no significant impacts on the quality of water body along the route of S304 highway during construction and the quality of water body is at a good level and able to meet the functional requirements of New

Huihe River water quality. Monitoring results of surface water quality along the route of S318 highway are shown in Table 3.1-10.

The above table shows that pH, COD and petroleum monitored in the water body of Manshuihe River along the route of S318 highway are better than the

From the two consecutive days monitoring result (September 26-27 and November 10-11, 2011), it can be seen that pH, CODcr and petroleum monitored in the water body of Yaoduhe River along G206 are better than the the Standards for Surface Water Environmental Quality Grade IV, SS value meet the Standards for Field Irrigation Water Quality, and the two monitoring results are with little change. This indicates that no significant impacts on the quality of water body along G206 during construction and the quality of water body is at a good level. (2) Acoustical environment quality Monitoring factor: equivalent (continuous A-weighted) sound level, dB (A). Monitoring frequency: 1 time/quarter, 2 consecutive days/time (daytime).

From the two consecutive days monitoring result (August 9-10 and October 9- 10, 2011), it can be seen that most of daytime noise monitoring values of sensitive objectives monitored meet Grade IV of the Standards for Acoustic Environmental Quality (GB3096-2008); the value at Weigang on August 10 slightly exceeds the limits; the 2 monitoring results of Jianxi Secondary School, Jianxi Central Primary School, Jianxi Centeral Hospital, Lushan, Weigang Secondary School are with relatively obvious changes, which may be related to the highway construction stages. In summary, there are some impacts on the acoustic environmental quality along the route of S309 highway during the construction but no serious values exceeded the limits. Therefore, environmental management should be strengthened and nighttime construction operations should be avoided as possible, in order to reduce the noise impacts on sensitive protection objectives along the route. Monitoring results of acoustic environmental quality along the route of X056 highway are shown in Table 3.1-13.

In short, the impacts during the construction of X056 highway to sensitive protection objectives along the route is acceptable, so that no significant impacts on the quality of water body.

sensitive protection objectives, such as school, town and village monitored on December 21-22, 2011, meet the Standards for Acoustic Environmental Quality Grade IV, which indicates that no significant impacts were generated

to the sensitive protection objectives along the route during the construction of S318 highway.

From the two consecutive days monitoring result (September 26-27 and November 10-11, 2011), it can be seen that noise monitoring values of

sensitive protection objectives such as village, town, hospital and school monitored meet the Standards for Acoustic Environmental Quality Grade IV; the two monitoring results of Guangang Town, Shicheng Town, Muta Town, Muta Hospital, Guangang Secondary School and Shicheng Central School are with relatively obvious changes, which may be related to the highway construction stages; the other monitoring results are with little change. In

short, the impacts to sensitive protection objectives along the route during the construction of G206 highway are acceptable.

(3) Ambient air quality

From the three consecutive days monitoring results monitoring results (August 9-11 and October 9-11, 2011), it can be seen that the TSP daily average concentration of sensitive objectives (villages, towns, schools and hospitals) along the route during construction of S309 highway meet the Standards for Ambient Air Quality Grade II(GB3095-1996) and the two monitoring results are with little change; the TSP monitoring results of mixing stations of Bid N04.1 and N04.2 meet the Integrated Emission Standard of Air Pollutants (GB16297-1996), which indicates that the impacts of ambient air quality along the route during the construction of S309 highway are acceptable.

From the three consecutive days monitoring results (September 26-28 and November 13-15, 2011), it can be seen that the TSP daily average concentration of sensitive objectives along the route during construction of G206 highway meet the the Standards for Ambient Air Quality Grade II and the results are with little change, which indicate that the impacts to sensitive protection objectives along the route during the construction of G206 highway areacceptable.

3.2 Implementation, Problems and Correction Proposals of

Environmental Protection Measures

3.2.1 Implementation of Environmental Protection Measures

The environmental protection measures for XM Highway and Local Highway Improvement Project are implemented as follows:

3.2.1.1 Implementation of Environmental Protection Measures for XM Expressway

All contractors of XM Expressway are in place and construction is comenced. According to the results of site inspections, occasional spot checks and environment monitoring of XM Expressway conducted by IES Team, the implementation of all environmental protection measures at this stage is as follows:

(1) Water environment

a. According to the monitoring results of the present surface water environment, the foundations of Huaihe River Super Large Bridge and Huaihongxinhe Bridge Super Large Bridge are constructed with mud pits; the mud collection is in good condition; mud clearing of Huaihe River Super Large Bridge is farmed out and mud of Huaihongxinhe Super Large Bridge is treated in time; a little of machinery spill generated during the construction of the two bridges is also cleaned up in time. Moreover, steel cofferdams are set in bridge foundation construction; according to the site inspections and the results of the 2 times of water quality monitoring in 2011, there was no obvious phenomenon of suspended sediment was measured around the bridge foundation construction site of Huaihe River and Huaihongxinhe River; the SS concentration levels are relatively low: 3-5 mg/L and 3-6 mg/L, respectively; the petroleum concentration of Huaihe River and Huaihongxinhe River is at a low level: 0.04 mg/L and 0.04-0.05 mg/L, respectively; other pollutants such as pH, ammonia nitrogen and CODmn are also at a low level and better than the Standards for Surface Water Environmental Quality Grade III as well. This indicates that the foundation construction of Huaihongxinhe River Super Large Bridge has no obvious impacts on drinking water source protection area for Wuhe No.1 Water Plant. According to the results of current water quality monitoring, the construction of bridges across the New Suihe River, New Bianhe River, Tuohe River and Erhouba Reservoir has no obvious impacts on the water bodies’ quality and functional requirements of their own water body can be met. b. Bored cast-in-place piles used for bridge foundations of each bid section, bored piles are set with mud pits, which are kept and disposed properly; there was basically no mud disposed in ditches, river or farmland. c. Ditches blocked by bridge and culvert construction at each bid section can be dredged timely without impacts on flood relief or agricultural irrigation. d. According to the inspection on water environment of mixing stations, mixing stations in each section are built with a sedimentation tank and the precast

concrete stations are also with collecting pool for maintenance water; after settling, the sewage from mixing station and maintenance water from precast concrete stations can be discharged in rainy days and can be used for sprinkling yards, sites and sections under construction in sunny days. e. Project departments and camps of each section are built with septic tanks or temporary toilets to collect household sewage generated by construction workers.

(2) Ecological protection a. There are no of hunting or capturing wild animals behaviors occurded, nor random felling of trees or destruction of vegetation at each bid section of XM Expressway. b. Farmland protection: the construction of each bid section of XM Expressway is strictly controlled according to the red line; no farmland or arable land is occupied by the peoject or the temporary spoil; earth cutting sites of the project are surrounded by wire fence to control cross-border earth cutting or occupation of arable land; up till now, there is no visible impact on surrounding crops. c. The subgrade surfaces of each bid sections of XM Expressway are basically cleared; except for part of the topsoil of Bid 12 is stacked, topsoil cleared from other sections are used for filling access roads or filling low-lying farmland by local residents; topsoil cleared from earth cutting sites of most bid sections is used for filling low-lying farmland by local residents. d. Water and Soil erosion prevention: in accordance with the engineering design, mostof the construction sections are with retaining walls, temporary drainage systems, blocking facilities, cover and compaction measures, and large areas of soil erosion are not found.

(3) Ambient air

a. Each bid section are equipped with sprinklers for watering the construction site (construction detour, mixing stations, etc.) from time to time; the watering frequency is 1-3 times/day basically, which plays some part in the air-borne dust pollutioncon control at struction sites. According to the results of two times of ambient air monitoring, the TSP and NO2 concentrations of construction site and sensitive protection objectives are at a relatively low level; subgrade section: TSP concentration is 0.118-0.146 mg/m3; super large

3 bridge section: TSP concentration is 0.128-0.167 mg/m and NO2 concentration is 0.036-0.042 mg/m3; material mixing station and yard: TSP concentration is 0.115-0.173 mg/m3; access road: TSP concentration is 0.133-0.171 mg/m3; nearby sensitive protection objectives (e.g. village) along the route: TSP concentration. Is 0.132-0.188 mg/m3. It can be seen that the

TSP and NO2 concentrations of all construction site and sensitive objectives are better than the Standards for Ambient Air Quality Grade II. b. From an environmental point of view, the centralized field mixing is better than mixing at sections, which can effectively control the air-borne dust pollution; some bid sections take the method of centralized field mixing; at part of the bid sections, coverage measures are taken for the temporarily stacked ashes material to reduce re-entrainment of dust. c. Wind fences above 2 meters and additional weather shed are set in material mixing station and yard of each bid section, which can effectively control the stockyard dust pollution; materials spilled on the mixing plant site are generally timely cleaned.

(4) Noise a. Good maintenance of construction machinery and equipment for each bid section can reduce the impacts of abnormal noise generated by machinery and equipment. b. The construction of subgrade and bridge foundation of each section is basically paused at night (22: 00-06: 00).

c. Apart from the mixing station of Bid 11, the other ones are far away from villages (generally more than200 meters away) and mixing stations are surrounded with fences above 2 meters, which can alleviate the impacts on the surrounding environmental protection objectives. d. According to the results of two times of ambient noise monitoring, noise of all construction site and sensitive objectives are at a general level; super large bridge section: outside noise is 60.9-64.2 dB (A); material mixing station and yard: outside noise is 52.6-62.3 dB (A); nearby sensitive protection objectives (e.g. village) along the route: the noise is 53.1-61.3 dB (A). Therefore, the noise outside construction site meets the Noise Limits for Construction Site (65 dB (A)) and the noise at sensitive protection objectives are all better than the Standards for Acoustic Environmental Quality Grade III (65 dB (A)).

(5) Solid waste a. Project departments and camps of each section are equipped with waste bins and waste storage tanks for the collection of household garbage, which will be transported outward for processing, do not pile up at will. b. The construction waste generation is comparatively less and mainly used for filling access road.

(6) Environmental pollution accident

According to site inspections, monthly reports by site supervision offices and visits to local environmental protection departments, no environmental pollution accident and environmental complaint occurs at each section of XM Expressway during construction.

(7) Environmental management

XM Expressway Management Company, all the site supervision offices and contractors have environmental and safety leadership structure in place. All have dedicated full time environmental and safety staff on site with clear duties and responsibilities. All have the environmental protection and safety

system with post responsibility regulations, reward and punishment regulations and data archiving regulations.

3.2.1.2 Implementation of Environmental Protection Measures for Local Highway Improvement Project

According to the results of construction site inspections, occasional spot checks and current environment monitoring of Local Highway Improvement Project conducted by IES team, the implementation of all environmental protection measures at current stage is as follows:

(1) Water environment a. The overall quantities of bridge and culvert construction of S309, S304, X056, S209, S318, X044 and G206 is comparatively small; soil and gravel blocking and protection facilities are basically in place; there is basically no significant environmental pollution to rivers and ditches along the route; as to the land sections of S304 crossing the drinking water source protection area for Wuhe No.1 Water Plant, due to the construction management strengthened by contractor and site monitoring and guidance by site supervision offices, the construction materials were cleared as soon as generated, therefore, there is no occurrence of the phenomenon of oil leaking of construction machinery and no impact on the drinking water source protection area. According to the water quality monitoring results of rivers along various sections of S309, S304, X056, G206 and S318 (for the main river water quality monitoring, see Section 3.1.2), the pH, COD, SS and petroleum concentration are at a relatively low level; pH is 6.2-7.6, COD is 5.0-30 mg/L, SS is 10-70 mg/L and petroleum is 0.0-0.16 mg/L, which are all better than Grade IV of the Standards for Surface Water Environmental Quality Grade IV. Thus, the construction of various sections along the major rivers – Xinhe River, Old Suihe River, Xinyanghe River, Kuihe River, Xiahe

River, Ouhe River, New Huihe River, Manshuihe River and Yaoduhe River has no obvious impacts on the quality of water bodies and functional requirements of their own water can be met. b. Ditches blocked by bridge and culvert construction at each bid section can be basically dredged timely without impacts on flood relief or agricultural irrigation. c. Mixing stations in each section basically are built with a sedimentation tank for flush water and the precast concrete stations are with collecting pool; after settling, the sewage from mixing station and maintenance water from precast concrete stations can be discharged in rainy days and can be used for sprinkling yards, sites and sections under construction in sunny days. d. Project departments of each section and camps are built with septic tanks or temporary toilets to collect and treat household sewage generated by construction workers.

(2) Ecological protection a. During the construction of G206 sections, an old and valuable tree – hackberry was protected; moreover, mortar and stone protection was set near the side of the old tree to protects it well. b. The construction of each bid section of S309, S304, X056, S318 and S209 is strictly controlled according to the red line; no farmland or arable land is occupied by the peoject; there is no visible impact on surrounding crops nor event of hurting wildlife. c. Plant protection: There are no events of random felling of trees during the construction of S309, S304, X056, G206, X044, S318 and S209 sections. d. During the construction of G206, slopes are grass planted and coated for protection, which effectively controls soil erosion and brings about the ecological effectiveness of beautification and greening; by covering the soil material for planting grass on the slope with woven plastic before consturction, soil and water loss is effectively controlled; some part of

construction sections of S309 and bid sections 3 and 4 of X056 are with retaining walls, drainage systems, which can effectively control soil erosion; slope protection for bridge and culvert construction segment of S304 plays a key role in the prevention and treatment of soil erosion. In addition, the temporary spoil during the construction of various sections is basically transported as soon as generated, leveled and compacted timely; thus, there is no significant soil erosion occured

(3) Ambient air a. As to G206, by covering the soil material for planting grass on the slope with woven plastic before consturction, air-borne pollution and soil and water loss are effectively controlled, and soil erosion is controlled; construction bid sections of S309, S304, X056, S209 and S318 are equipped with sprinklers; the watering frequency is 1-3 times/day basically, which plays some part in the air-borne dust pollution control at construction sites. b. Most mixing stations and materials yards of each road section are set with additional weather/wind sheds or cover measures, which can help prevent dust pollution at material yards. According to the ambient air monitoring results of each section of S309, S304, X056, G206 and S318, TSP concentrations of sensitive protection objects along the construction routes are 0.12-0.27 mg/m3, which meet the Standards for Ambient Air Quality Grade II; TSP concentrations of mixing stations are 0.20-0.54 mg/m3, which meet the Standards for Atmospheric Pollution Integrated Emission Grade II. Therefore, the construction of various road sections has little impact on the ambient air along the route, and the ambient air quality can reach Grade II, at a relatively good level.

(4) Noise a. Temporary sound insulation baffles set at construction sections of S304 close to the villages can reduce the construction machinery noise impact to

the environmental protection objectives, such as villages, schools and other sensitive points as well as the impact of air-borne dust. b. The mixing stations set at various road sections basically have fences above 2 meters, which can reduce the impact on the surrounding sensitive protection objectives; moreover, the construction is basically paused at night (22: 00-06: 00). c. The construction of each road section of G206, S309, S304, X056, S318 and S209 is basically paused at night (22: 00-06: 00). d. The maintenance of construction machinery and equipment for G206, S309, S304, X056, S318 and S209 remains in good condition. The monitoring results of the sensitive protection objectives along the construction of sections of S309, S304, X056, G206 and S318 show that the equivalent (continuous A-weighted) sound level is 40.2-70.2 dB (A), of which only one is 70.2 dB (A) and the other ones are lower than the 70.0 dB (A), indicating that the limited impact took place of the construction of road sections on sensitive protection objectives along the route.

(5) Solid wastes a. Project departments and camps of each section of S309, S304, X056, G206, S318, X04 and S209 are equipped with waste bins and waste storage tanks for the collection of household garbage, which will be transported outward for processing, avoid involuntary discharging. b. Construction wastes of sections of S309, S304, X056, G206, S318, X044 and S209 are utilized for subgrade construction and slope protection.

(6) Environmental pollution accident

According to site inspections, monthly reports by site supervision offices and visits to local environmental protection departments, no environmental pollution accident and environmental complaint occurs at each section during construction.

According to the results of inspections by IES Team and environmental and safety monthly reports by site supervision offices, the problems and correction proposals of environmental protection at this stage are as follows:

(1) Water environment a. Slope protection of most subgrade construction bid sections are not good enough, and there is still a small amount of soil erosion; the obstruction of subgrade ditches results in poor drainage somewhere b. The temporary spoils of most of sections of bridge and culvert construction is not timely leveled and compacted, which could easily lead to soil erosion and dust re-entrainment. c. During the construction of cast-in-place piles in Bid 2, the mud pits are lack of standardization, which causes mud water spilling into the ditches directly. d. Mixing stations: obstruction of some mixing station drains of Bid 1 and 2 results in sewage can not be discharged into the sedimentation tank; the

sedimentation tanks of Bid 1 and 10 are not cleaned in time, leading to the accumulation of sediment in the tanks, which causes the events of direct discharge. e. Precast concrete stations of Bid 7 are not equipped with sedimentation tanks and water for maintenance is discharged directly; sedimentation tanks should be set for the sewage collection, which can be discharged or reused after settling for yard and site watering and the control of dust pollution.

(2) Ecological protection a. The subgrade surfaces of each bid sections of XM Expressway are basically cleared; some earth cutting sites have completed topsoil clearing; except for part of the topsoil of Bid 12 is stacked, topsoil cleared from all other sections are used for filling access roads or filling low-lying farmland by local residents, which is not in full compliance with the requirements of environmental impact assessment documents (EIA and approval documents); it is required that topsoil cleared should centrally be stacked and soil and water conservation should be conducted; moreover, it should be well covered to prevent nutrient loss; it will be used as earth material for subgrade greening and ecological restoration of earth cutting sites. A major cause of this problem is that only subgrade construction is completed for each section, the follow-up project is in another tender and no special funds are arranged in the tender contract by contractors. b. Most road sections are built with drainage ditches, but the obstructed ditches result in the soil flowing into farmland; take Bid 15 for instance, another common problem is the temporary earth material yard at the construction site of bridge and culvert lacks of blocking, conering, leveling and compacting facilities, etc.. c. The soil and water conservation measures for perch filling and deep excavation segments of some bid sections are not good enough, which does

not meet the requirements of EIA; slope protection and drainage system are not provided to the perch filling and deep excavation segments timely.

(3) Ambient air a. There is still a certain amount of dust pollution at each bid section in dry weather; especially, the access road and mixing station site mainly have impacts on the surrounding farmland and villages nearby; the contractors should increase the watering frequency in the dry weather season to reduce dust pollution at the construction site. b. Some of the temporary earth material yards at the bridge and culvert construction site and temporary lime storage yard for the construction of subgrade are lack of coverage measures; in the event of dry weather or windy weather, they will cause re-entrainment of dust pollution. (4) Noise a. According to our site inspections, mixing station of Bid 11’s operating time should be controlled, and construction operations should be avoided at 22: 00 - 06: 00, because Xibakou Village is very near to this station. b. The construction of some bid sections near the villages generally failed to take temporary sound insulation measures.

(5) Solid waste

During the site inspections, we found there were corners seemed immune to the clean-up campaigns in some contractors and a small amount of solid waste, construction debris piled up at random; those contractors should clean the waste up to avoid environmental pollution.

(6) Environmental management

.In the environmental and safety monthly report handled by all construction and supervision company, conference content, technical disclosure and daily data archiving did not include.

3.2.2.2 Problems and Correction Proposals of Environmental

Protection (Local Highway Improvement Project)

According to the results of inspections by IES Team and environmental and safety monthly reports by site supervision offices, the problems and correction proposals of environmental protection at this stage are as follows:

(1) Water environment a. According to our site inspections, some ditches are blocked by temporary spoil at some construction sections; some construction sections are lack of temporary drains, resulting in poor drainage. b. A small number of mixing stations are lack of flushing sewage sedimentation tanks, which causes the events of direct discharge. c. A small number of maintenance water for precast concrete stations are lack of sewage sedimentation tanks, which causes the events of direct discharge.

(2) Ecological protection a. Topsoil collected from some earth cutting sites of X056 sections is used for filling low-lying farmland by local residents, which is not in full compliance with the requirements of environmental impact assessment documents; topsoil cleared should be stacked and soil and water conservation should be conducted; moreover, it should be well covered to prevent nutrient loss; it will be used as earth material for roadside greening and ecological restoration of earth cutting sites. b. The temporary sediment stacked at the bridge and culvert construction site of S309, S304, S209, S318, X056 under construction is without soil and water conservation measures of blocking or protection. All contractors should treat the spoils well to prevent soil erosion in the construction process. c. The soil and water conservation measures for perch filling and deep excavation segments of some bid sections are not good enough, resulting in soil flowing into ditches and farmland.

(3) Ambient air a. There is still a certain amount of air-borne dust pollution at construction sections and mixing station area of G206, S309, X056, S304, S209, S318 and X044 in dry weather; the contractors should increase the watering frequency appropriately, clean up soil materials in time and compact the pavement immediately after filling to reduce dust pollution at the construction site. b. The temporary earth and stone material yards at the bridge and culvert construction site of each section are lack of coverage measures; in the event of dry weather or windy weather, they will cause dust pollution re-entrainment .

(4) Noise

The construction of sections of S309, S304, X056, S318 and S209 close to the environmental protection objectives, such as villages and schools and other sensitive points, should be set with temporary acoustic baffles, which can reduce the impact of construction noise on the environmental protection objectives; strengthen the maintenance of construction machinery and equipment to make them in good running condition.

(5) Solid waste a. There were corners seemed immune to the clean-up campaigns in some contractors and household garbage piled up at random. b. The construction waste and household garbage along the route at S309, X056, S304 and other sections should be cleaned up.

(6) Environmental management

The situations such as conference content, technical disclosure and daily data archiving are not reflected in the environmental and safety monthly reports by all the contractors and site supervision offices.

3.3 Supervision of Safety in Production

To conscientiously implement the guideline of “safety first, prevention first and comprehensive management”, the engineering safety monitoring system of “in the charge of contractor, urged by site supervision offices, leading by contractors and regulated by government departments” is set up and amplified. Caring for life and ensuring safety are what the people want and duties lay.

3.3.1 Main Content of Supervision of Safety in Production

(A) Responsibility to implement

(1) Inspect the production safety system of project leadership, all departments and the operational level; (2) Inspect the responsibility for safety in production of person in charge, all departments and operational level; (3) Inspect the establishment and improvement of the safety management system.

(B) Work planning

(1) Inspect the work program for safe site construction; (2) Inspect the project safety work plan and target decomposition.

(C) Safety activities

(1) Inspect the records of safe production regular meeting and thematic safety meetings held for the project; (2) Inspect the safety training and real-name registration ledger of new, transferred and resumed workers; (3) Inspect the safety technical disclosure data and check the seals of site personnel at random.

(D) Special work

(1) Inspect the safety risk analysis and prevention of the three stages: a. The direction and operability of the plan prepared;

b. Whether the early warning measures to decorate and disclosed to the operational level. (2) Inspect the school, log and meeting: a. The school configuration, training program and trainings carried out; b. Whether the logging is timely and strict. (3) Whether the early warning units are with warning signs; whether the grade assessment of dangerous source recognition is scientific and whether they are updated timely; (4) Whether the drilling of plan is according to the approved plan and whether the plan is revised according to the drill.

(E) Personnel qualification

(1) Check whether the person in charge of the project and full-time safety officer are with valid qualification; (2) Check the qualification of staff of special crafts, the use of mechanical equipment, the corresponding category, and entry and exit time.

(F) Machinery and equipment

(1) Inspect the construction equipment management ledger and the entry and exit time of “one machine with one file” of large equipment; (2) Check the calibration and testing information of special equipment, such as hoisting machinery, large elevating equipment and erecting machinery; (3) Check whether the devices are with a full range of operating procedures and whether they are maintained as required.

(G) Special funds

(1) Whether the safety funds plan is prepared according to the contractual requirements; (2) Whether the safety funding ledger is established and whether personal accident insurance is purchased for site workers.

(H) Site management

(1) Construction site and resident building: a. the site selection for office and living area meets the requirements; b. the operation area and office and residential area are separated in accordance with the provisions. (2) The temporary bridges and housing erection meet the technical requirements; (3) The various warning signs, publicity notices and operating rules card at the site are eye-catching and placed in the correct position solidly.

(I) Safety protection

(1) All the holes and high-altitude limb protection are in place, the erection of up and down channels meet the requirements; (2) All the operations are in accordance with the procedures; (3) Workers wear protective equipment as required.

(J) Check and rectification

(1) Daily inspection by full-time safety staff, monthly project information check and the verification after rectification; (2) Investigation and rectification of site safety hazards; (3) Reward the good ones and punish the bad ones according to the inspection monthly.

(K) Inner data management

Documentation processing and archiving should be timely and standardized.

3.3.2 Implementation of Safety Production Measures

The project is provided with full-time safety management staff as required, special funds for safety are increased, safety responsibility system is implemented, major hazard identification, risk assessment and control

measures are developed, and major hazard of possible accidents is tracked and controlled, which effectively inhibit the potential accidents.

By strengthening production safety education and training (by reading the guidance: Full-time Safety Officer and Required Reading for Front Line Workers), three-level education of production in safety, first-line amateur school education, pre-shift meeting and safety technical disclosure, the potential safety problem the construction site can be immediately found and removed, so that the safety production management has achieved noticeable results.

3.3.3 Problems and Correction Proposals of Safety Protection

Some temporary culverts are lack of end protection and part of safety protection for foundation ditches is not in place; b. The service road across S306 provincial road is not set with safety alert facilities. Bid 14: a. Safety protection is not provided timely for the bridge plates after installation at two sites; b. The intersection at the service road is lack of warning signs. Bid 15: a. The date of part of the safety warning brands along the route is not updated; b. Border protection of service road ditches is not in place.

(B) Rectification requirements

It is required that all contractors rectify the above problems and report the rectification results to the corresponding site supervision office; the site supervision offices should review the results and report them to Chief Supervision Engineer Office and IES Team. IES Team will conduct random checks on the rectification. All contractors should carry out rectification strictly, and the site supervision offices should supervise the implementation to ensure the smooth development of safe production of the project.

3.3.3.2 Problems and Correction Proposals of Safety

Protection (Local Highway Improvement Project) (1) Safety problems at Bid Section 4.1 and 4.2 of S309 Road Section supervised by J1 Site supervision office: Bid 4.1: a. The project is in the stage of partial construction and should strengthen the protection management of traffic control and warning signs; b. The education and publicity of safety and fire prevention in tourism scenic spot prior to employment should be strengthened. (5) Safety problems at Bid Section 3.1, 3.2, 3.3 and 3.4 of X056 Road Section supervised by J5 and J6 Site supervision office: Bid 3.1: The project is still in the construction preparation stage. Bid 3.2, 3.3 and 3.4: a. Warning signs of sections under construction should be maintained in time and the traffic control should be strengthened. b. Temporary power safety management should be strengthened; (6) Safety problems at Bid Section 6.1 and 6.2 of S318 Road Section supervised by J7 Site supervision office: Bid 6.1: a. Warning signs of sections under construction should be maintained in time and the traffic control should be strengthened. b. Construction personnel shall be equipped with protective equipment as required and should pay attention to personal safety; c. Blocking facilities and warning lights at night should be provided for bridge construction site. Bid 6.2: a. Overhead wires of transformer at the mixing station do not meet the requirements of TN-S; b. The distribution box is non-standard and the temporary electrical wires there are a potential safety hazard; c. The cement tank should be fixed with steel cable and equipped with a lightning rod. (7) Safety problems at Bid Section 7.1, 7.2, 7.3 and 7.4 of S209 Road Section supervised by J8 Site supervision office: The project is in the stage of partial construction and should strengthen the traffic control and protection management of warning signs; and construction

workers should be provided with protective equipment and pre-job safety education. (8) Safety problems at Bid Section 1.1 of S312 Road Section supervised by J9 Site supervision office: The project resident is under construction, but the project has not yet entered the stage of construction. At present, the progresses of the implementation of each project are uneven; it is found that the protective equipment wearing rate of construction workers of some projects started is not optimistic, some construction sites are without hard protective equipment, color plate baffles are not provided for some sections under construction while being opened to traffic according to the contract requirements; moreover, traffic safety risks, forest fire prevention and other hidden dangers are found. Related projects with hidden dangers should be rectified according to the Standards for Highway Construction Safety Inspection (DB34/T1117-2010, a local standard in Anhui Province); it is recommended that safe site construction pocket books such as Guide for Safety Production Management for Major Highway and Waterway Transport Construction Project in Anhui Province, Required Reading for Front Line Workers and Required Reading for Full-time Safety Officer be seriously studied by staff of ADB financed projects under construction, and the management of production safety work should be earnestly implemented.

4. Environment Monitoring of the Area near Tuohu Lake Nature Reserve

4.1 Environment Monitoring

To protect the ecological environment of Tuohu Lake Nature Reserve and strengthen the environmental management of contractors, Suzhou Municipal Environmental Protection Monitoring Station, commissioned by the XM Expressway Company, carried out monitoring on the lake water, ambient air and noise of the area near the nature reserve. The monitoring results are as follows:

4.1.1 Environmental Quality of Tuohu Lake Surface Water

Monitoring factors of Tuohu Lake surface water: pH, permanganate index

(CODmn), SS, petroleum and NH3-N. Monitoring frequency: 1 time/quarter, 2 consecutive days/time. Monitoring site: water area near the construction area; 2 times of monitoring are conducted at the same site. Monitoring methods: the same as the surface water quality monitoring methods in Section 3.1.1 (omitted). Monitoring results of Tuohu Lake surface water quality are shown in Table 4.1-1.

The above table shows that pH, CODmn, petroleum and NH3-N monitored in the water body of Tuohu Lake meet Grade III of the Standards for Surface Water Environmental Quality, SS monitored meets the Standards for Field Irrigation Water Quality and the results of 2 times of monitoring for two consecutive days are with little change, which indicate that no significant impacts to the quality of surface water of Tuohu Lake during the construction of XM Expressway and the quality of water body is at a good level and able to meet the functional requirements of water quality.

4.1.2 Ambient Air Quality

Because the major impact factor of ambient air near Tuohu Lake Nature Reserve is dust pollution during the XM Expressway construction and the fuel powered equipment rarely comes into service, therefore choose monitoring factor for TSP. Monitoring frequency: 1 time/quarter, 3 consecutive days/time. Monitoring point: near the area of Tuohu Lake Nature Reserve. Monitoring methods: the same as the ambient air monitoring methods in Section 3.1.1 (omitted). Monitoring results of ambient air quality of the construction area of XM Expressway near Tuohu Lake Nature Reserve are shown in Table 4.1-2.

From the monitoring results, it can be seen that TSP daily average concentration of ambient air near Tuohu Lake Nature Reserve is 0.113-0.125 mg/m3, which is better than Grade II of the Standards for Ambient Air Quality;

3 among them, the TSP of 2 days reaches Grade I (0.12 mg/m ), which indicates that the impacts on the quality of ambient air near the Reserve during the construction of XM Expressway are slight.

4.1.3 Acoustical Environment Quality

Monitoring factor: equivalent (continuous A-weighted) sound level, dB (A). Monitoring frequency: 1 time/quarter, 2 consecutive days/time (daytime). Monitoring time: 20 minutes/every time. Monitoring point: along the construction site, the side near Tuohu Lake Nature Reserve. Monitoring methods: the same as the ambient noise monitoring methods in Section 3.1.1 (omitted). Monitoring results of acoustical environment of the construction area of XM Expressway (the side near Tuohu Lake Nature Reserve) are shown in Table 4.1-3.

The monitoring results show that the noise level at the side of XM Expressway near Tuohu Lake Nature Reserve is 45.7-48.6 dB (A), which is much better than Grade 4 of Standard of Surface Water Environmental Quality; the daytime noise level can reach Grade 0 (50 dB (A)), which indicates that the impacts on the acoustical environment quality of the area near the reserve during the construction of XM Expressway are slight. However, the construction still causes some impacts in the nighttime, therefore, construction operations should be avoided as possible at night and the construction environmental management should be strengthened.

4.2 Environmental Supervision and Management

4.2.1 Implementation of Environmental Protection Measures

The sections of XM Expressway (Anhui Section) near Tuohu Lake Nature Reserve are mainly from K101 + 500 to K105 +300, which are Bid Section 10 and 11 of XM Expressway (all sections of bridge construction). The project started construction in mid-March 2011; the duration is 20 months. In order to protect the environment of the area, IES team arranges 1 person to carry out inspection weekly and the site supervision office arranges 1 person to carry out inspection weekly. in the event of damage of the environment events of the Reserve, IES Team will be prevented, advertised and the person(s) will be educated. The major environment protection measures implemented are as follows: (1) Ecological protection ① The acquisition of land and occupation of forest land are in accordance with the statutory procedures of the relevant national laws; ② As for the construction of sections near the Reserve (K101+500 - K105+300), the contractors basically avoid the peak hours of wildlife activities (morning, evening and night); ③ Environmental protection publicity is carried out and poster boards are set up; There are no behaviors of hunting or capturing wild animals; ④ No construction camps or materials storage yards are set in the Reserve; Camps and yards are as far as possible away from the Reserve; ⑤ The pier spoil is basically protected and leveled, and soil and water conservation work is partially conducted. (2) Noise control ① The use of low noise equipment and noise reduction methods is maximized; The equipment is maintained regularly and in good condition;

② Access roads are within the red line of land acquisition and away from the Reserve as far as possible; Vehicles entering the site should slow down and whistling is reduced; ③ The construction time is in reasonable arrangement by the contractors; The use of a large number of noisy equipment is avoided as possible; the noisy equipment is used in the daytime as possible; construction in the morning, evening and at night is forbidden to reduce impacts on birds in the Reserve; ④ Monitoring on noise of the construction sections is conducted by professional monitoring units each quarter; In the event of excessive noise, the contractors are ordered to adjust the equipment arrangement and operating time. (3) Sewage control measures ① Drains and sedimentation tanks are set at the construction site; water after settling is used for sprinkling to reduce air-borne dust or recycled and discharging into Tuohu Lake Nature Reserve is strictly prohibited; ② No construction machinery or equipment is cleaned in the Reserve; ③ No residual or waste oil or other sewage is dumped to the Reserve; ④ Water from mixing station and precast concrete stations is collected and disposed in sedimentation tanks and not discharged to the Reserve; ⑤ Monitoring on the Reserve water quality is conducted by professional monitoring units each quarter; In the event of water quality failing to meet the standards, causes will be analyzed and identified; if it is caused by the contractors, they will be ordered to stop work for rectification. (4) Air pollution control ① Bridge construction site is sprinkled aperiodically to reduce and control air- borne dust pollution; ② Access roads are basically hardened and sprinkled from time to time; ③ Cement and other fine-grained building materials are basically in airtight storage; Sand and earth are concentrated piled up at construction site and covering and other measures are taken;

④ Coverage, wind shielding and other measures are basically taken for construction materials stacked; ⑤ In windy weather, spoils transferring and other possible construction causing dust pollution are rarely conducted by contractors; ⑥ Construction equipment is regularly maintained by the contractors to reduce flue gas emission; ⑦ Monitoring on ambient air quality is conducted by professional monitoring units each quarter; In the event of TSP failing to meet the standards, causes will be analyzed and corresponding measures such as increasing watering frequency and quantity will be taken. (5) Construction waste and household garbage ① Construction waste is basically removed in dedicated closed-end garbage truck. Construction camps are equipped with household garbage bins and the garbage will be removed by the local sanitation department; ② Construction waste (abandoned sand and gravel, building materials, steel, packaging materials, etc.) is managed and recycled by appointed persons; working face will be cleaned timely; ③ Construction waste, household garbage and bridge spoils are not abandoned to the Reserve. (6) Regulatory measures for the contractor of artificial lighting at construction site Construction work is generally not carried out at night, thus, there is no lighting except for the lighting at mixing station and precast concrete station, which is relatively distant from the Reserve; it is required that the lighting at mixing station and precast concrete station should never launch into the

Reserve.

4.2.2 Problems

According to the site inspections, the main environmental problems are as follows:

(1) Spoil of bridge foundation construction is not leveled and compacted in time, which is easily to form soil erosion and dust re-entrainment pollution; (2) The imperfect temporary drains at construction site result in choked flow in some area; the drainage system should be improved to avoid the construction mud flowing into farmland; (3) In windy and dry weather, there is still a certain amount of air-borne dust pollution at access road; sprinkling frequency should be increased appropriately to control air-borne dust pollution.

5 Milestone Events of Environmental and Safety Supervision

(1) On June 13, training on environmental and safety supervision of XM Expressway was carried out by the independent environmental and safety supervision team (IES Team); duration: 1 day; organized by: XM Expressway Company; Participants: Chief Supervision Engineer Office, all site supervision offices and contractors of XM Expressway; a copy of the Manual for Environmental and Safety Supervision of Subgrade Construction of XM Expressway (Anhui Section), Part A of ADB Financed Anhui Integrated Transport Sector Improvement Project was given to each participant. The training had a meeting minutes documenting the session and commitments of the attendees to environmental and safety operation.

(2) On June 23-30, 2011, XM Expressway Company in conjunction with each site supervision office evaluate the work of contractors from four aspects, i.e. “contract fulfillment and progress, project quality management, safety and environmental management and integrated management” in accordance with Evaluation and Management Methods for Comprehensive Objectives of XM Expressway Contractor.

(3) On July 11-13, 2011, “ training on environmental and safety supervision of Local Highway Improvement Project” was carried out by IES Team in Huoshan County; organized by: Anhui Highway Administration Bureau; participants: the Foreign Capital Project Management Office (FCPMO) of APCD, AHAB, Chief Supervision Engineer Office of ADB, highway administration bureau, site office, resident supervision office and contractor of Hefei, Chaohu, Chizhou, Chuzhou, Suzhou, Lu'an and , IES Team; a copy of Manual for Environmental and Safety Supervision of Subgrade Construction of Anhui Local Highway Improvement Project, Part B of ADB Financed Anhui Integrated Transport Sector Improvement Project was given

to each participant. The training had a meeting minutes documenting the session and commitments of the attendees to environmental and safety operation.

(4) On July 20-21, 2011, Anhui Highway Bureau, Chief supervision engineer office, and IES team conducted a joint inspections of environmental and safety performance of S309 and S304 construction sites. Relevant contractors were ordered for mitigation and corrective actions for non compliance environmental and safety practices on site.

(5) July 25-27, 2011, XM Expressway company, Chief supervision engineer office and IES team conducted a joint inspection of environmental and safety performance of all contractors and supervision company sites along the expressway alignment. Relevant contractors were ordered for mitigation and corrective actions for non compliance environmental and safety practices on site.

(6) On August 11, FCPMO of APCD, Chief Supervision Engineer Office and IES Team conducted a joint inspection of environmental and safety performance of construction sites at X056. Site office of X056 made a presentation on their environmental and safety status and the inspecting teams emphasized the necessity and importance of carrying out environmental and safety supervision.

(7) On September 26-29, with the support of IES, XM Expressway Company, Chief Supervision Engineer Office and the resident supervision office inspected and evaluated the implementation of the safety and environmental protection work of XM Expressway in the third quarter, and put forward correction proposals on the problems.

(8) On October 14, 15 and 18, accompanied by IES Team, the environmental experts from ADB mission inspected the construction site of Local Highway Improvement Project and XM Expressway, gave feedback environmental

issues on the site after communication; On October 19, in the Conference Room on the 19th Floor of APCD, IES Team discussed the work content and depth of “assessment of impacts of XM Expressway on the environment of Tuohu Lake” with GEN (environmental expert) and reached a consensus; IES Team listened to the report which formed the ADB Inspection Memorandum.

(9) On October 26, a training on environment and security supervision knowledge to the site management office, site supervision office and contractors of X056 was given by IES Team.

(10) On October 28, focusing on the common environmental problems in the construction and management of XM Expressway, a training on environment and security supervision knowledge to the site management office, site supervision office and contractors was given by IES Team.

(11) On November 17, a training on environment and security supervision knowledge to the site management office, site supervision office and contractors of S318 was given by IES Team.

(12) On December 14, a training on environment and security supervision knowledge to the site management office, site supervision office and contractors of S209 was given by IES Team.

Concluding Remarks

Under the leadership of FCPMO of APCD, with the support of AHAB and XM Expressway Company, in coordination with Chief Supervision Engineer Office and all resident supervision offices, and through the on-site training, guidance and publicity by IES Team in the past year, the environmental protection and safety work for XM Expressway (Anhui Section) and Local Highway Improvement Project achieved remarkable results, which are mainly as follows: 1. contractors have paid much attention to environmental protection and safety work, the environmental protection and safety management organizations were established, persons responsible for safety and environmental protection are appointed and the environmental protection and safety system as well as reward and punishment management system are established; 2. environmental protection and safety awareness of construction workers participating in the construction is continuously improving and realize the importance of environmental protection and safety; 3. environmental protection facilities are set up from scratch, from non- standard to gradually standardized, which maintains a good ecological environment and civilized construction in the working area. Therefore, up till now, the construction of the ADB financed project has no significant impact on ecologically sensitive areas and environmental protection objectives along the route and there was no environmental pollution accident or serious safety incident happened. However, there are still some problems: firstly, the importance of environmental protection and safety work is still not deeply rooted in contractors, and environmental publicity is still to be strengthened; secondly, environmental protection facilities have not taken full advantage of the good environmental benefits, so that the efficiency is not high. The last but not the least, in our common efforts, we will achieve the harmonious development of “highway construction and the natural ecology”.
