Liberty Tunnel. coal; Pittsburgh Coal Cost: -- Client: Swank Construction Company Owner: Pennsylvania Department of Transportation (PennDOT) Liberty Tunnel Rehabilitation Design Services: ITA (International Tunneling Award) 2014 Award Winner for “Rehabilitation Project of the Year” he Liberty Tunnel consists of two 5,888-foot (1,795-meter) long Ttubes, which run through Mount Washington in Pittsburgh, Pennsylvania. The tunnels provide a direct route to downtown Pittsburgh from the South Hills suburbs, easing traffic flow between the two locations. The Liberty Tunnel was opened to traffic in January 1924 and has gone through a series of upgrades and repairs. Gall Zeidler Consultants (GZ) provided the rehabilitation design for the tunnels’ aging ventilation arch walls. The ventilation arch walls act as tunnel-shaped jet structures for fresh air supply to the inside of the tunnel. GZ provided an Figure 2. Preparation of a Center Arch section. alternative design for the replacement of the arch walls in-lieu of the original contract design that proposed the use of self- consolidating concrete for the ventilation arch walls and support the arch walls with radial hangers that were tied to the structural tunnel arch above. The porposed alternative concept used a self-bearing shotcrete arch wall and embedded lattice girders, which avoided the utilization of the radial hangers as well as the cast-in-place, self-consolidating concrete. The alternative shotcrete concept provided the Contractor with a schedule and cost saving solution under the given tight construction window allowed during a complete shutdown of the tunnels. www.gzconsultants.com.

    News for Immediate Release April 3, 2014 PennDOT Announces 2014 Allegheny County Highway and Bridge Improvement Projects Pittsburgh, PA - PennDOT is pleased to announce the 2014 Allegheny County transportation improvement project list including $81.2 million in Act 89 funding for state-owned roads and bridges. District 11 will invest an estimated $238 million on 86 projects to improve, preserve or rehabilitate transportation infrastructure including 44 bridges (14 structurally deficient) in Allegheny County in 2014. In addition, 138 miles of roadway will be paved or resurfaced and more than $21.2 million will be invested in tunnel maintenance and improvements. Construction bids will be opened for 43 new projects this year valued at an estimated $218 million. “After a harsh winter, we are pleased to deliver much needed highway and bridge repairs,” said District Executive Dan Cessna. “We look forward to completing key infrastructure upgrades.” Here’s a preview of the major improvements scheduled for 2014 in Allegheny County: Projects continuing from 2013 Route 28 East Ohio Street Improvements The fifth and final phase of the Route 28 East Ohio Street improvement projects started in late 2013. The $15.4 million project includes reconstructing and widening Route 28, ramp work, utility relocation, retaining walls, drainage and signing, lighting and sidewalk improvements. A single lane closure on northbound Route 28 between East Ohio Street and the 31st Street Bridge will continue through the end of the project which will be completed in November of 2014. Route 51 West Carson Street Viaduct Project This $38.99 million project includes the full replacement of the West Carson Street (Route 51) viaduct north of the Corliss Tunnel in the City of Pittsburgh.

    I ✦ The Industrial Foundation For more than a century, heavily capitalized industry drove the growth of Pittsburgh and its metropolitan region. Before 1900 the iron and steel industry defined the region both locally and nationally. Several other in- dustries, from railroad equipment and electrical machinery to glass, alumi- num, and all manner of associated manufactures, also thrived throughout southwestern Pennsylvania. The coal and coke, oil and natural gas, sand, clay, and limestone industries provided essential raw materials and energy inputs. Transportation and communication networks connected the widely scattered parts of the sprawling industrial region. The omnipresent river system and complex hill and valley topography presented both opportuni- ties and challenges for entrepreneurs. Industrial and natural resource firms manipulated, engineered, and abused land, water, and air in pursuit of in- dustrial growth and financial success. The first essay of this section explores the resulting complex landscape and environmental consequences of natural resource exploitation, indus- trialization, and urbanization. Many southwestern Pennsylvania residents accept the landscape around them as “natural” without appreciating how altered and dynamic it is. The second essay provides a brief overview of the region’s industrialization and the emergence of industrial corridors of mills, © 2019 University of Pittsburgh Press. All rights reserved. The Industrial Foundation factories, mines, and working-class communities along the waterways and railroads that threaded their way through the winding valleys. Completed work includes concrete reconstruction of Route 19, lengthening of the Wabash Street deceleration ramp, the Shaler Street Bridge replacement using Accelerated Bridge Construction techniques, ramp reconstruction work, concrete median barrier construction, median shoulder improvements, rock fall fence work, guiderail updates, and the installation of an overhead lane control signs. Route 28 – Millvale to Highland Park Bridge Overnight lane restrictions have resumed on this $12.21 million improvement project on Route 28 between the Millvale (Exit 3B) interchange in Shaler Township and the Highland Park Bridge/Aspinwall (Exit 6) interchange in Sharpsburg Borough and O’Hara Township. This year’s work includes ITS system upgrades, bridge expansion dam maintenance, and concrete spall repairs and is expected to conclude in late spring. Major improvements finished in 2020 include milling and paving, bridge preservation work, reestablishment of existing slopes, concrete patching and overlay work, guide rail and drainage upgrades, utility adjustments, signing and pavement marking improvements. Route 30 – Route 48 to Lenox Avenue Completed work on this $12.95 million improvement project includes milling and resurfacing on Route 30 between Lenox Avenue in Forest Hills Borough and Route 48 in North Versailles Township. Additional finished work includes drainage improvements, guide rail updates, and traffic signal and signage upgrades.
