Civil Society and Citizen Security in Brazil: A Fragile but Evolving Relationship by Elizabeth Leeds WOLA Senior Fellow for Brazil The relationship between civil society and public safety officials in Brazil has evolved steadily over the past three decades. Human rights groups and academics are increasingly involved in discussions with members of the police and government officials about how to improve both the effectiveness and accountability of public safety policies. BRAZILIAN Military Culture 2018 Jack D. Gordon Institute for Public Policy | Kimberly Green Latin American and Caribbean Center By Luis Bitencourt The FIU-USSOUTHCOM Academic Partnership Military Culture Series Florida International University’s Jack D. Gordon Institute for Public Policy (FIU-JGI) and FIU’s Kimberly Green Latin American and Caribbean Center (FIU-LACC), in collaboration with the United States Southern Command (USSOUTHCOM), formed the FIU-SOUTHCOM Academic Partnership. The partnership entails FIU providing research-based knowledge to further USSOUTHCOM’s understanding of the political, strategic, and cultural dimensions that shape military behavior in Latin America and the Caribbean. This goal is accomplished by employing a military culture approach. This initial phase of military culture consisted of a yearlong research program that focused on developing a standard analytical framework to identify and assess the military culture of three countries. FIU facilitated professional presentations of two countries (Cuba and Venezuela) and conducted field research for one country (Honduras). The overarching purpose of the project is two-fold: to generate a rich and dynamic base of knowledge pertaining to political, social, and strategic factors that influence military behavior; and to contribute to USSOUTHCOM’s Socio-Cultural Analysis (SCD) Program. Companhia de Desenvolvimento Urbano da Região do Porto do Rio de Janeiro Relatório Trimestral de Atividades Período: Abril, Maio e Junho de 2020 Sumário A operação urbana consorciada Porto Maravilha começou o primeiro trimestre de 2020 já em pleno impacto da pandemia do coronavírus. Inserida nas políticas e esforços de mitigação de contágio, a Companhia de Desenvolvimento Urbano da Região do Porto do Rio de Janeiro (Cdurp) uniu-se ao Município nas diversas ações em benefício da comunidade, com foco em sua área legal de atuação. O trimestre apresentou um grande desafio que já se desenhava desde o ano de 2019: a operação dos túneis Marcello Alencar e Rio450 pela Concessionária Porto Novo. Acordo assinado em setembro do ano anterior previa renovação de contrato em maio de 2020, mas isso não foi possível porque não se chegou a consenso em relação aos custos entre a concessionária e o Fundo de Investimento Imobiliário Porto Maravilha (FIIPM), responsável pelo pagamento da operação urbana consorciada para remuneração deste serviço. Para substitui-la por período de até seis meses, a Cdurp contratou emergencialmente a SD Engenharia Ltda. em processo seletivo em que diversas empresas foram convidadas a apresentar ofertas, sendo escolhida a que fez a melhor proposta. Neste contrato, não está em questão a concessão da operação urbana consorciada, mas somente a operação dos túneis. A negociação para continuidade da PPP do Porto Maravilha segue nos planos judicial e administrativo. Equipes da Diretoria de Operações acompanharam o processo de transição entre Porto Novo e SD Engenharia, garantindo toda a segurança e continuidade do funcionamento dos túneis, estratégicos para a mobilidade na região central da cidade. -

According to the information received by Amnesty International, Reinaldo Silva, age 18, was being sought by the police accused of killing an off-duty police officer, on 19 March, in Corumbá, during a failed attempt at assaulting a taxi driver. During the exchange of fire with the off-duty police officer Reinaldo Silva was wounded in the cheek. The following day he gave himself up to the police under the protection of the Paraguayan consul in Corumbá, to whom the authorities had given assurances for Reinaldo Silva's physical safety. Reinaldo Silva was taken under police custody to the local hospital, Hospital de Caridade, to be treated for his wound. While he was undergoing treatment, the hospital was reportedly invaded by over 40 uniformed military police officers, who stormed the hospital's emergency treatment room and, overcoming the resistance of the hospital staff and the police guard, shot Reinaldo Silva dead. After killing Reinaldo Silva the police officers reportedly celebrated in the street by firing their weapons to the air. After the killing, the general command of the Mato Grosso do Sul military police ordered the removal of the commander of the Corumbá military police force from his post and the detention of the police officers involved in the assassination. -

SOUTHERN CALIFORNIA DIM SUM LUNCH By Virginia Goff AND WHAT A GREAT DIM SUM LUNCHEON IT WAS !!! The Southern California members sat down to a very "unusual" Dim Sum Luncheon. I say this because the Marques sisters more than outdid themselves. Aurea Pereira, Alda Gosan and Rita Guterres used creativity to organize a luncheon that consisted of Dim Sum which in itself would have been plenty, but the Lunch that followed had plates of Duck, Shredded Pork with Garlic Sauce, Kung Pao Beef, Chicken with Black Bean Sauce, Chow Mein HK Style to name but a few. Have you ever seen "class" in a Dim Sum Lunch? Well, this had "class" as we were all supplied with a specially printed Menu of what we were going to be served. Needless to say, we not only had our fill for some very healthy appetites but we had "bunches" to take home. Is this not reminiscent of Filomac affairs? What a tremendous and successful event these sisters provided! As far as the writer is concerned you have my vote, and all future events here in Southern California can be organized by Aurea, Alda and Rita. I believe Thelma Rodrigues who is now back in Southern California also had a hand in this. Kudos to the Marques!!! And welcome back Thelma and Tommy! The Southern California members met on August 18th, 2012 at the Great Seafood Harbor Restaurant - a terrific restaurant with very good food. We had quite a turn out; we usually do if the event is a Dim Sum Luncheon. I believe Aurea told me we had a total of 40 who showed up and that is a lot for us down here in the South. -

Since Brazil's ratification of the 1966 International Covenant on Civil and Political Rights on January 24, 1992, a number of political and institutional changes have been implemented and significant progress has been made in the effort to build a normative framework capable of guaranteeing the fundamental rights of individuals in the country. Despite those changes and the process of democratic consolidation pursued up to now, significant challenges remain with respect to securing economic and social improvements capable of ensuring application of those rights, as well as transforming the guarantees formally assured in the Constitution and the infra-constitutional legislation into a cultural mindset. The experience of the decade since the first report on the Covenant on Civil and Political Rights was submitted by the federal government, in 1994, has been marked by a disturbing contradiction: while on the one hand, Brazil has never before achieved a comparable level of progress in building a legal order committed to Human Rights, on the other hand, some of these achievements have yet to be reflected in public policies or effective guarantees for the Brazilian population. -

Foram observados os partidos dos governadores e senadores eleitos no Rio de Janeiro pelo voto direto entre 1982 e 2018. Além dos governadores, foram avaliadas as bancadas partidá- rias eleitas para a Assembleia Legislativa do Estado do Rio de Janeiro (ALERJ) e para a Câmara dos Deputados durante todo o período. A pesquisa confirmou a hipótese do recente realinhamento partidário no Rio de Janeiro e identificou que, com o declínio eleitoral do brizolismo, e com a prisão das principais lideranças locais do PMDB a partir de 2016, o tradicional centro político do estado – PDT pela centro-esquerda e PMDB pela centro-direita – implodiu e novos partidos oriundos dos extremos do espectro político emergiram como PSL, PRB e PSC, pela direita, e PSOL, pela esquerda. Em outubro de 2018, um novo partido foi eleito para o governo: o PSC. Nas décadas de 1980 e 1990, Brizola, brizolistas e ex-brizolistas protagonizaram a política no estado. -

A total of 254 military police officers, male and female, aged between 21 and 55, participated in military battleships and police companies in the metropolitan region of Aracaju, Sergipe. They responded to an assessment form, available online, on Google Forms, containing questions about socio-demographic, anthropometric and occupational characteristics, quality of sleep (Pittsburgh scale), stress (EPS-10), anxiety and depression (HAD scale), Exhaustion syndrome (MBI - GS), suicidal ideation (YRBSS - adapted), and Physical Activity level (IPAQ-short). Officers classified as "insufficiently active" had a higher risk for "burnout syndrome" (OR = 2.49; CI: 95% 1.42-4.43) and a greater feeling of "deep sadness" (OR = 1.85; CI: 95% 1.03-3.33) compared with physically active colleagues. In addition, longer service time was a protective factor against anxiety (OR = 0.30; CI: 95% 0.13-0.68), burnout syndrome (OR = 0.28; CI: 95% 0.12 -0.67) and deep sadness (OR = 0.25; CI: 95% 0.11-0.57). Older officers are more likely to be affected by "deep sadness" (OR = 2.80; CI: 95% 1.37-5.71).
