Further, NCPC urges FEMA to ensure that floodplain maps for the National Capital Region are updated in a timely manner. In the past, Anacostia River flooding has been less problematic as most of the waterfront is publicly-owned, and a significant portion used as parkland. Recently however, there have been a number of private and public development proposals submitted for review and approval. All new development is required to determine if they are within a federally-mapped flood hazard area and if so, obtain flood insurance and meet more stringent building code requirements. The project was undertaken as an initiative of the National Park Service Chesapeake Bay office, which supports and manages the Captain John Smith Chesapeake National Historic Trail. One of the goals of the Captain John Smith Trail is to interpret Native life in the Middle Atlantic in the early years of colonization by Europeans. The Indigenous Cultural Landscape (ICL) concept, developed as an important tool for identifying Native landscapes, has been incorporated into the Smith Trail’s Comprehensive Management Plan in an effort to identify Native communities along the trail as they existed in the early17th century and as they exist today. Identifying ICLs along the Smith Trail serves land and cultural conservation, education, historic preservation, and economic development goals. Identifying ICLs empowers descendant indigenous communities to participate fully in achieving these goals.

MEMORANDUM OPINION On May 25, 1993, Congress authorized the construction of a memorial in the District of Columbia to honor members of the Armed Forces who served during World War II and to commemorate the United States’ participation in that war. See Pub. L. 103-32, 107 Stat. 90, 91 (1993). The act empowered the American Battle Monuments Commission (“ABMC”), in connection with a newly-created World War II Memorial Advisory Board, to select a location for the WWII Memorial, develop its design, and raise private funds to support its construction. On October 25, 1994, Congress approved the location of the WWII Memorial in “Area 1” of the District, which generally encompasses the National Mall and adjacent federal land. See Pub. L. 103-422, 108 Stat. 4356 (1994). Ph.D., University of Alabama ost people know that urban runoff is a problem, but very few realize just how harmful it can be for rivers, lakes and streams. In order to secure better control of urban runoff, we must make the public and its officials aware of the full extent of the problems that need to be prevented when new M development takes place. Urban runoff has been found to cause significant impacts on aquatic life. The effects are obviously most severe for waters draining heavily urbanized watersheds. However, some studies have shown important aquatic life impacts even for streams in watersheds that are less than ten percent urbanized. Most aquatic life impacts associated with urbanization are probably related to long- term problems caused by polluted sediments and food web disruption. Because ecological responses to watershed changes may take between 5 and 10 years to equilibrate, water monitoring conducted soon after disturbances or mitigation may not accurately reflect the long-term conditions that will eventually occur. The first changes due to urbanization will be to stream and groundwater hydrology, followed by fluvial morphology, then water quality, and finally the aquatic ecosystem.     Hawlings River Watershed Restoration Action Plan December 2003 MONTGOMERY COUNTY DEPARTMENT OF ENVIRONMENTAL PROTECTION Montgomery County’s Water Quality Goals Montgomery County has a rich and diverse natural heritage, which includes over 1,500 miles of streams that provide habitat vital to aquatic life. To preserve this natural heritage, the County has adopted the following water quality goals (Montgomery County Code, Chapter 19, ArticleIV): • Protect, maintain, and restore high quality chemical, physical, biological, and stream habitat conditions in County streams that support aquatic life and uses such as recreation and water supply; • Restore County streams damaged by inadequate stormwater management practices of the past by re-establishing the flow regime, chemical and physical conditions, and biological diversity of natural stream systems as closely as possible through improved stormwater management practices; • Work with other jurisdictions to restore and maintain the integrity of the Anacostia River, the Potomac River, the Patuxent River, and the Chesapeake Bay; and • Promote and support educational and volunteer initiatives that enhance public awareness and increase direct participation in stream stewardship and the reduction of water pollution. What is the Countywide Stream Protection Strategy? The Montgomery County Department of Environmental Protection (DEP) first published the Countywide Stream Table 1. Montgomery County Stream Protection Strategy (CSPS) in 1998. The CSPS provides Resource Conditions County stream resource conditions on a subwatershed* (1994-2000) basis and recommends programs or policies to preserve, Percent Monitored protect, and restore County streams and watersheds.
