Carried. MINUTES: Resolution No. 2018/34 Councillor Vossler moved to approve the minutes of the January 9, 2018 Council meeting as presented. Carried. Page 3 of 83 Council Minutes – January 23, 2018 Page 2 MUNICIPAL SERVICES: Ag Tech Position The Agricultural Supervisor has developed a job description and determined the role that the third full time position within Agricultural Services will fulfill and there is an internal seasonal candidate that meets or exceeds all of the educational, training and work ethic requirements. Section XVII of the County Personnel Policy states that when a permanent position becomes available, it will be advertised concurrently both internally and externally. Resolution No. 2018/35 Councillor Hok moved to waive Section XVII of the Personnel Policy to allow the CAO to fill the Ag Tech permanent position with an internal candidate. Carried. RCMP Commanding Officer Meeting – AAMDC Convention S/Sgt. Sean Maxwell, has recently contacted the County inquiring if Council wishes to meet with RCMP Commanding Officer, “K” Division, Todd Shean at the upcoming AAMDC Spring Convention. Resolution No. 2018/36 Deputy Reeve Hamilton moved to meet with the Commanding Officer of “K” Division during the AAMDC Spring Convention to discuss rural crime in the County. Carried. March 20, 2018 Council Meeting The regularly scheduled Council meeting on March 20th, 2018 is during the Spring AAMDC Convention. Options include canceling, or reschedule. Alternately, the meeting could remain on the 20th, if quorum can be reached. Page 4 of 83 Council Minutes – January 23, 2018 Page 3 Resolution No. 2018/37 Councillor Kurpjuweit moved to cancel the March 20th, 2018 Council meeting. Carried. James Hargrave Scholarship With the line of duty death of Firefighter James Hargrave, members of Cypress County Emergency Services have donated funds to be designated towards a scholarship in honor of James. The total donated is $10,684.00. An organization, that wishes to remain anonymous at this time, has pledged to donate a significant amount of funds towards the scholarship further. Resolution No. 2018/38 Councillor Geigle moved to match the donations of $10,684.00 to be designated towards a Scholarship named in honor of Firefighter James Hargrave. Carried. Consent Agenda The Consent Agenda was presented. It included a letter from the Minister of Infrastructure, Investing in Canadas Infrastructure Plan and a letter that was sent to Minister of Municipal Affairs, from County of Wetaskiwin regarding Linear Assessment Year Modifiers. Resolution No. 2018/39 Councillor Belyea moved to receive for information. Carried. Council Committee of the Whole – Policy Review Meeting Date Resolution No. 2018/40 Councillor Kurpjuweit moved to hold a Council Committee of the Whole Policy Review meeting on February 12, 2018 beginning at 10:00 A.M. Carried. Page 5 of 83 Council Minutes – January 23, 2018 Page 4 CORPORATE SERVICES: Bylaw 2018/03 – Master Rates Council is required to pass a Master Rates Bylaw annually. The Bylaw was presented. Resolution No. 2018/41 Councillor McKenzie moved 1st reading of Bylaw 2018/03. Carried. Resolution No. 2018/42 Deputy Reeve Hamilton moved 2nd reading of Bylaw 2018/03. Carried. Resolution No. 2018/43 Councillor Vossler moved for unanimous consent for Bylaw 2018/03 to be read for 3rd reading. Carried Unanimously. Resolution No. 2018/44 Councillor Mudie moved 3rd reading of Bylaw 2018/03 Carried. Bylaw 2018/05 – Special Tax Mahar In 2013 the County undertook the installation of a water service to a parcel in a south west subdivision in Seven Persons. The work proceeded on the basis that the owner would be responsible for the portion of the costs attributable to his development. It was agreed that the cost to the developer would be amortized and recovered by way of a Special Tax. Resolution No. 2018/45 Councillor Belyea moved 1st reading of Bylaw 2018/05. Carried. Page 6 of 83 Council Minutes – January 23, 2018 Page 5 Resolution No. 2018/46 Councillor Vossler moved 2nd reading of Bylaw 2018/05. Carried. Resolution No. 2018/47 Councillor McKenzie moved for unanimous consent for Bylaw 2018/05 to be read for 3rd reading. Carried Unanimously. Resolution No. 2018/48 Deputy Reeve Hamilton moved 3rd reading of Bylaw 2018/05 Carried. Alberta First Responders Radio Communication System (AFRRCS) The Alberta First Responders Radio Communications System (AFRRCS) is a two way radio network for the first responders in municipal, provincial and First Nations agencies across the province. The County has budgeted for three radios to be purchased through the fire services budget. There are indications that grant funding could be available. Once dead areas are identified, the county could explore options to piggy back radio communication and cell phone, internet capabilities to enhance communication for county residents. Resolution No. 2018/49 Council Vossler moved to direct Administration to explore Alberta First Responders Radio Communications System (AFRRCS) coverage in the County and report results back to Council. Resolution No. 2018/50 Councillor Belyea moved to receive the Director Corporate Services Report as presented. Carried. PUBLIC WORKS: Director of Public Works Report The Director of Public Works Report was presented. Resolution No. 2018/51 Councillor Vossler moved to receive the Director of Public Works Report as presented. Carried. REPORTS: Chief Administrative Officer Report The Chief Administrative Officer Report was presented. Resolution No. 2018/52 Councillor Hok moved to receive the Chief Administrative Officer Report as presented. Carried. Action Items The Action Items Report was presented. Resolution No. 2018/53 Councillor McKenzie moved to receive the Action Items Report as presented. Carried. Reeve Oster and Councillor Geigle attended a Library Board meeting. Councillor McKenzie reported on a letter received from the Schuler Community Association. Resolution No. 2018/54 Councillor Hok moved to receive the Councillor reports as presented. Carried. Resolution No. 2018/55 Deputy Reeve Hamilton moved to approve a delegation with the Schuler Community Association. Carried.
