    Attachment “A” Council Base Pay and Per Diem Discussion January 26, 2020 The one principle that Council established at the December 8th meeting is that that they still want to be paid Base Pay and Per Diems as opposed to a flat rate. The rates still need to be decided as does what will be included in the base pay. 1. What is included in Base Pay? Before Council sets a Base Pay fee, it is best to determine what is included in base pay. Council may want to take in consideration when making a decision that: There is a clear transparent definition of what base pay is in the policy. That mileage still gets covered for functions that Council lists as base pay. Below are a few snippets from other municipalities regarding Base Pay. Mountain View County Municipality of Crowsnest Pass Lac La Biche County Cypress County 2. Base Pay Council may want to take in consideration when making a decision that: Does Council still want to receive annual Market Adjustment? A large percentage of municipalities have the COLA adjustment in their policy. Some pay per market. A disadvantage to this is that you have to find municipalities that are comparable and figure out median rate. This may prove difficult as most municipalities pay differently and what is included in pay is different as well. Administration has created a spreadsheet (like the one finance used for tax rate) to plug in percentage of deduction and it will calculate annual savings. Morinville 3. Per Diem Amount Council may want to take in consideration when making a decision that: Council meetings be considered to be ½ days when the meeting is less than 4 hours.

GUIDELINES 1. The scholarship program will provide financial assistance in the amount of $2,000.00 annually. Two scholarships in the amount of $1,000.00 each will be presented. 2. Applicants must be residing in Cypress County and attending high school. This includes students residing in the Crown Village of Ralston and the Townsite of Elkwater. Applicants residing in the County but attending high school outside the area (Medicine Hat, Brooks, Foremost, Bow Island) are also eligible. 3. Successful applicants must be registered to commence their first year of studies at a recognized post- secondary institution, with preference given to those in a technical program. 4. An applicant will be granted a scholarship only once. 5. Application forms and terms of reference will be provided to all high schools in the area. During the Ministerial Forum, I once again raised the issue of the light weight concrete girders which we had discussed with you during your meeting with us in Dixonville this past spring. You indicated at the convention that your department would be willing to discuss the matter and possible solutions with affected municipalities. As you are aware, the County of Northern Lights has 5 affected bridges and is second only to Alberta Transportation who has 9. Two of our bridges received a 2 rating in 2017 due to the deteriorating girders. When our Council met with you in early 2018, we asked whether the department would be taking legal action against the supplier of the light weight concrete as the potential costs of repairing these bridges will be substantial in some cases. You indicated at that time that the department would not, for various reasons, be taking legal action. AT sets the standards for Local Road bridges in the province and compliance by municipalities is not voluntary. Setting the Standards comes with the · responsibility of being a leader when problems develop.
