Sponsor Funding for encoding this finding aid was partially provided through a grant awarded by the National Endowment for the Humanities Biographical Note Miles Poindexter, attorney, member of Congress from Washington State, and diplomat, was born in 1868 in Tennessee and grew up in Virginia. He attended Washington and Lee University (undergraduate and law school), receiving his law degree in 1891. He moved to Walla Walla, Washington, was admitted to the bar and began his law practice. He entered politics soon after his arrival and ran successfully for County Prosecutor as a Democrat in 1892. Poindexter moved to Spokane in 1897 where he continued the practice of law. He switched to the Republican Party in Spokane, where he received an appointment as deputy prosecuting attorney (1898-1904). In 1904 he was elected Superior Court Judge. Poindexter became identified with progressive causes and it was as a progressive Republican and a supporter of Theodore Roosevelt that he was elected to the House of Representatives in 1908 and to the Senate in 1910. -

U.S.S. Oregon City (CA-122) By James V. Hillegas-Elting The U.S.S. Oregon City (CA-122) was the namesake of its class of heavy cruisers. Designed, ordered, and built during World War II, it was an advanced warship; but the war emergency was over when the ship entered full service in early 1946. About two-and-a-half years after Secretary Frank Knox announced the navy's plan to build a ship to honor Oregon City, Bethlehem Steel Company in Quincy, Massachusetts, launched the ship on June 9, 1945. The wife of Oregon City Commissioner Raymond P. Caufield was present to sponsor the ship, and singer Bing Crosby attended as part of a war bond drive. The Oregon City class weighed 13,000 tons, was 673’5” long, and had a beam of 70’10”, draft of 26’4”, and speed of 32.6 knots. The class carried a crew of 1,142, and its main armament was nine 8” guns in three turrets (two fore and one aft). For air defense, it had twelve 5” guns, forty-eight 40mm guns, and twenty 20mm guns. The navy planned to build ten ships of the class, but only two others were built as heavy cruisers: the Albany (CA-123), launched on June 30, 1945, and the Rochester (CA-124), launched on August 28, 1945. Once commissioned in February 1946, the Oregon City completed its “shakedown” cruise between Boston and Guantanamo Bay, Cuba, with Oregon City Mayor J.B. Caldwell among the guests. Based in Boston, the Oregon City served as the flagship of the 4th Fleet from July 1946 until its reassignment to the 2nd Fleet in January 1947. -

Navy Ship Names: Background for Congress (name redacted) Specialist in Naval Affairs December 13, 2017 Congressional Research Service 7-.... www.crs.gov RS22478 Navy Ship Names: Background for Congress Summary Names for Navy ships traditionally have been chosen and announced by the Secretary of the Navy, under the direction of the President and in accordance with rules prescribed by Congress. Rules for giving certain types of names to certain types of Navy ships have evolved over time. There have been exceptions to the Navy’s ship-naming rules, particularly for the purpose of naming a ship for a person when the rule for that type of ship would have called for it to be named for something else. Some observers have perceived a breakdown in, or corruption of, the rules for naming Navy ships. On July 13, 2012, the Navy submitted to Congress a 73-page report on the Navy’s policies and practices for naming ships. For ship types now being procured for the Navy, or recently procured for the Navy, naming rules can be summarized as follows: The first Ohio replacement ballistic missile submarine (SBNX) has been named Columbia in honor of the District of Columbia, but the Navy has not stated what the naming rule for these ships will be. Virginia (SSN-774) class attack submarines are being named for states. Aircraft carriers are generally named for past U.S. Presidents. Of the past 14, 10 were named for past U.S. Presidents, and 2 for Members of Congress. Destroyers are being named for deceased members of the Navy, Marine Corps, and Coast Guard, including Secretaries of the Navy. -

In the thesis, I argue that the Foreign Office adopted a pragmatic approach towards international law, emphasizing what was possible within the existing system of law rather than attempting to create radically new and powerful international institutions. The thesis challenges standard perceptions of the Hague Peace Conferences of 1899 and 1907 which interpreted these gatherings as unrealistic efforts at general disarmament through world government, positing instead that legalized arms control provided a realistic means of limiting armaments. -

Emilio Bianchi” Launched
THE TENTH MULTIPURPOSE FRIGATE “EMILIO BIANCHI” LAUNCHED It is the last unit of the Italo-French FREMM program Trieste, January 25, 2020 – The launching ceremony of the “Emilio Bianchi” frigate, the tenth and last FREMM vessel – Multi Mission European Frigates, took place today at the integrated shipyard of Riva Trigoso (Genoa) in the presence of the Italian Minister of Defence, Lorenzo Guerini. The 10 vessels have been commissioned to Fincantieri by the Italian Navy within the framework of an Italo-French cooperation program under the coordination of OCCAR (Organisation Conjointe de Cooperation sur l’Armement, the international organization for cooperation on arms). Godmother of the ceremony was Mrs. Maria Elisabetta Bianchi, first daughter of Emilio Bianchi, Golden Medal for Military Value. For Fincantieri the President Giampiero Massolo welcome, on behalf of the Chief of Defence, General Enzo Vecciarelli, the Chief of Staff of the Italian Navy, Admiral Giuseppe Cavo Dragone, the Governor of the Liguria Region Giovanni Toti, in addition to a number of authorities. After the launching, fitting activities will continue in the integrated naval shipyard of Muggiano (La Spezia), with delivery scheduled in 2021. The “Emilio Bianchi” vessel, like the other units, will feature a high degree of flexibility, capable of operating in all tactical situations. 144 metres long with a beam of 19.7 metres, the ship will have a displacement at full load of approximately 6,700 tonnes. The vessel will have a maximum speed of over 27 knots and will have a maximum accommodation capacity for a 200-person crew. The FREMM program, representing the European and Italian defence state of the art, stems from the renewal need of the Italian Navy line “Lupo” (already removed) and “Maestrale” (some of them already decommissioned, the remaining close to the attainment of operational limit) class frigates, both built by Fincantieri in the 1970s. -

View metadata, citation and similar papers at core.ac.uk brought to you by CORE A Battle against Tradition: The Rise of Naval Aviation in Modern Japan Jens Sagen Foreword The maritime victory off Tsushima in May 1905 during the Russo-Japanese War was a milestone in modern naval history. The victory marked the beginning of a new era for the Imperial Japanese Navy. It also manifested a theory among officers all over the World of large vessels and giant guns as being the most important factors in naval warfare, a view which permeated international naval thinking at the turn of the century. The means applied and the results achieved in this decisive naval engagement paved the way for this theory focusing on large ships and giant guns in Japan, and eventually formed the foundation of the doctrinal core of the Imperial Navy and subsequently ruled out any alternatives as means of securing victory at sea. This paper seeks to answer the question of whether or not the development of the Imperial Japanese Naval Air Wing, which began less than five years after the Japanese defeat of Russia, was crippled by a doctrine based on experience gained in the golden days of ships of the battle line. First, the paper will examine the emergence of a conventional Japanese naval battle doctrine, and subsequently answer the question of why the Imperial Navy became a surface-oriented force, and how it planned to engage an enemy and emerge victorious. Second, looking at what factors promoted this conventional doctrine, the paper will pose an answer to the question of why the surface doctrine remained prominent and virtually unchallenged, and, subsequently, how deeply this doctrine permeated officers of the naval air wing. -

Page 8 Scenes From Our 160th Anniversary Page 9 Keeper’s Update Page 10 - 11 Jupiter Weather Bureau Station, 1907 Celebrating 160 Years 1 Jupiter Weather Bureau History On February 9, 2020, the National Weather Service (NWS) turned 150 years old. The history of that great public service runs through many places, including Jupiter, Florida. Created by a Congressional act in 1870, the NWS formally began as the “Division of Telegrams and Reports for the Benefit of Commerce” within the US Army Signal Corps. The Signal Corps itself was only seven years old at the time. Most of the weather stations were offices in rented commercial buildings rather than purpose-built structures. The first 24 stations began recording the weather on November 1, 1870. Among these was an office in Key West since an underwater telegraph line connected that port city to Havana, Cuba and the Florida Gulf Coast in 1867. In January 1886, Rep. Egbert L. Viele of New York presented a petition from the Maritime Association of New York that requested a signal station at Jupiter. Similar maritime interests had been the first advocates for the Jupiter Inlet Lighthouse nearly four decades earlier. On February 17, 1887 an act of Congress provided funding for a government telegraph line to Jupiter, with the accompanying stations. -

Color profile: Disabled Composite Default screen Appendix I A Chronological List of Cases Involving the Landing of United States Forces to Protect the Lives and Property of Nationals Abroad Prior to World War II* This Appendix contains a chronological list of pre-World War II cases in which the United States landed troops in foreign countries to pro- tect the lives and property of its nationals.1 Inclusion of a case does not nec- essarily imply that the exercise of forcible self-help was motivated solely, or even primarily, out of concern for US nationals.2 In many instances there is room for disagreement as to what motive predominated, but in all cases in- cluded herein the US forces involved afforded some measure of protection to US nationals or their property. The cases are listed according to the date of the first use of US forces. A case is included only where there was an actual physical landing to protect nationals who were the subject of, or were threatened by, immediate or po- tential danger. Thus, for example, cases involving the landing of troops to punish past transgressions, or for the ostensible purpose of protecting na- tionals at some remote time in the future, have been omitted. While an ef- fort to isolate individual fact situations has been made, there are a good number of situations involving multiple landings closely related in time or context which, for the sake of convenience, have been treated herein as sin- gle episodes. The list of cases is based primarily upon the sources cited following this paragraph. -

Everything carried or rigged in a ship of that period had to be repaired or replaced with whatever materials were readily to hand: masts and spars, boats, sails, even the food, water and basic supplies that were needed to sustain any fighting ship, large or small. Once out of sight of land, and particularly when sailing without company, a ship was only as strong as those who served her, and as strong as the man in command. Tactics when fighting an enemy at sea changed little over time, and relied less on strategy than on the ability of one captain to exploit any weakness or lack of vigilance on the part of his adversary, which would permit him to lay his ship as close as gang, it was all a question of leadership by possible to another for the first, and often decisive, example, with the trained and seasoned men ready, broadside. -

Green III Understanding the service of the CSS Georgia (see September’s issue of All Guns Blazing) presents a number of interesting problems. CSS Georgia suffered from a common limitation of most of the Confederate ironclads, an inefficient power plant. The Confederacy had only very limited capability to produce ship’s engines of any size, and as result the Navy was forced to rely on engines repurposed from commercial vessels, river boats, etc. More often than not, Confederate ironclads were underpowered, with an alarming tendency for the power plant to fail when subjected to stress. CSS Georgia is one of many. The term ironclad ram is generally used as a type designation for all Confederate States Navy coastal defense ironclads, and originates with the CSS Virginia’s attack on the United States Navy squadron in Hampton Roads. In CSS Georgia’s case, she was unable to perform her function as a ram and was employed as a floating battery. That does not negate her type classification as an ironclad ram. After the successful sinking of USS Cumberland by CSS Virginia, the Confederate ironclad rams had little success in employ ramming in battle.
