    ALL SIDES CLAIM VICTORY IN 1996 GUBERNATORIAL ELECTIONS Although they did not receive nearly as much international attention as the July presidential election, the 48 Russian regional elections held between 1 September and 5 January were closely watched by Russian politicians and commentators. Gubernatorial elections were held in 45 oblasts, krais, and autonomous okrugs, forcing leaders appointed by President Boris Yeltsin to face the voters. Three ethnic republics also elected top executives. Both the Kremlin and opposition leaders have portrayed the elections as a success, but many new governors have pledged to use their mandates to benefit their own regions, and it is difficult to predict where their primary loyalties will lie. Who are the new governors? Of the 48 incumbent regional leaders who faced elections in 1996, 20 held on to their jobs and 24 were defeated. Another three continue to serve pending repeat elections in their regions, and Tyumen Governor Leonid Roketskii will contest a runoff on 12 January. (A complete list of election results is attached to this issue of the Russian Regional Report.) Fifteen of the 24 new governors were elected mainly with the backing of the Communist Party of the Russian Federation (KPRF) and its left-wing umbrella movement, the Popular-Patriotic Union of Russia (NPSR). Of the successful Communist-backed candidates, seven were chairmen of regional or local legislatures immediately before being elected governor (Krasnodar and Altai krais and Voronezh, Volgograd, Kaluga, Vladimir, and Kurgan oblasts). Four others were State Duma deputies (Kirov, Bryansk, and Chelyabinsk oblasts and Stavropol Krai), and one (Ryazan) worked in the parliament's Audit Chamber.

    ENVIRONMENTAL CONSCIOUSNESS IN SAKHALIN 215 Environmental Consciousness in Sakhalin: Background and Views on the Sakhalin Offshore Oil-Gas Development Tsuneo Akaha and Anna Vassilieva Introduction1 The dissolution of the Soviet Union and the demise of the Communist dictatorship quickly raised hopes for the development of a democracy in new Russia. However, the ensuing chaos in the country has raised doubts about the prospects for a society based on the Western notions of law and justice. Lawlessness is said to be as much an enduring characteristic of Russian soci- ety as obedience and submission to authority. The Russian people are said to exhibit the contradictory tendencies toward deference to authority and resis- tance to authority. According to Vasilii Kliuchevskii, “arbitrariness of thought corresponds to arbitrariness of authority.”2 “The thinking man who confronts a problem which does not fit his customary outlook employs Russian com- mon sense and says, ‘I am above logic’ and refuses to recognize the problem or resolve the conflict.”3 It is universally held that a democracy requires the presence of civil society in which citizens recognize and exercise their rights and discharge their responsibilities as members of a community. It is increasingly main- tained that civic consciousness today includes recognition of the impact that citizens’ activities have on their environment and on that of others. There is evidence that Russian citizens’ environmental conscious has been growing since the beginning of perestroika.     ELECTION OVERVIEW GOVERNORS: FROM PRESIDENTIAL APPOINTMENT TO POPULAR ELECTIONS Although their positions have existed for five years, the majority of Russia’s regional executives, or governors as they call themselves in the Russian pre-revolutionary style, will face the voters for the first time this fall. While the idea of electing the governors existed from the start, most of them were in fact appointed by President Boris Yeltsin. Between now and 1 January 1997, 50 regional executives will submit to the popular will, joining the 16 who have already stood for election. (The presidents of the Adygeya and Kabardino-Balkariya republics will stand for re-election in January, since their terms in office expire then). An August 1991 Russian Supreme Soviet decree created the post of governor in all of Russia’s six krais, 49 oblasts, 10 autonomous okrugs, and the Jewish Autonomous Oblast. (The mayors of Moscow and St. Petersburg were initially elected in June 1991.) Governors were supposed to replace the former obkom Communist Party first secretaries who were the de facto regional leaders of their territories. The decree made governors accountable to the president and the regional legislatures. According to a law passed by the Supreme Soviet in October 1991, the governors were to be popularly elected by the end of that year. But a week later, the Russian Congress of People’s Deputies acceded to President Yeltsin’s request that the elections be postponed until December 1992. By early 1992, governors--or at least acting governors--were appointed to all krais, oblasts, and okrugs. The appointment of governors led to a conflict between the president and his appointees, on the one side, and regional legislatures, which had to approve the new regional executives, on the other.
