Firm Strides towards Communities Welfare and Development In order to accelerate the public utility projects’ rehabilitation process and improve rural livelihoods – the Leadership of the Ministry of Rural Rehabilitation and Development (MRRD) has continuously travelled to various provinces of Afghanistan. They have closely observed communities’ difficulties and took urgent measures to put an end to them. In continuation to the visits he had from the communities in Balkh and Samangan provinces, Eng. Naseer Ahmad Durrani the MRRD Minister has also inaugurated and handed over a number of infrastructure projects constructed through the National Solidarity Programme (NSP) in various localities of these provinces. During his visit to Balkh province, the MRRD Minister has inaugurated the work of 24 development projects in a pragmatic manner at a sum of AFN 160,000,000 by laying the foundation stone in a number of communities. These development projects encompassed the rehabilitation and construction of embankments, water-intakes, rural roads, bridges, culverts, retaining walls and irrigation canals. The Tashqurghan Valley in Khulm district of Balkh province is one of the strategic projects that was inaugurated by the MRRD Minister witnessing participation of Balkh local authorized figures, Balkh provincial Assembly Speaker and members, members of National Assembly and Khulm district influential elders. The Tashqurghan Valley has been washed away by seasonal floods several times over the past few years, leaving negative impacts on residents living in northern provinces of Afghanistan. Taking people’s difficulties and economic growth into consideration, the MRRD has pragmatically started the revitalization of Tashqurghan Valley in cooperation with the Asian Development Bank. The completion of Tashqurghan Valley Project will help the residents of Balkh, Faryab, Jawzjan, Sar-e-Pul and other provinces using this route, solve their transportation problems. Scheduled to be completed in a period of ten months, The Tashqurghan Valley Project includes the construction of a road, awaterway and retaining wallsat a sum of AFN 171, 000,000 disbursed by the Asian Development Bank through the Regional Mobilization Program. “The Tashqurghan Valley, a strategically important bypass on country’s Northern Highway has severely been damaged by the seasonal floods recently hit the region. The rehabilitation of this highway will solve the transportation problems of passengers crossing through to the northern provinces of Afghanistan”, said the MRRD Minister. Revealed Afzal Hadid, the Balkh Provincial Assembly Speaker: “The Tashqurghan Valley has strategic importance as it connects the capital and south with the north. It was rehabilitated once in the past. However, due to its poor quality, it was damaged again as it is now in need of proper maintenance and repair.” In the meantime, the MRRD Minister has handed over three irrigation canal projects in Khulm, Balkh and NaharShahi districts of Balkh province. The MRRD Minister is optimistic about the rehabilitation and implementation process of the development projects in the districts of Balkh province, adding “The Maintenance Cash Grant (MCG) Project recently started in this province is about to complete successfully.” According to the MRRD Minister, offering jobs to vulnerable villagers and maintenance of the development projects through the MCG Initiative have had tangible impacts on rural living standards. “The work of 50 development projects at a cost of AFN 400 million is currently underway in various communities of several districts in Balkh province. Upon completion of these projects, the local residents will be able to overcome most of their difficulties”, the MRRD Minister said. In addition to providing enough water to thousands of jirabs of agricultural lands, the MRRD could manage to protect both agriculture and horticulture from the floods by constructing infrastructure projects e.g. dikes, protection walls, gabion walls, etc in various districts of Samangan province considering flood prevention and mitigation strategy. During his visit to Samangan province, the MRRD Minister has laid the foundation stone of development projects including several culverts and bridges at a sum of AFG 218 million in this province.The construction of these projects will be completed in six to eight months. The MRRD Minister has promised the residents of Samangan province that he would start the MCG Project under the “Jobs for Peace” in the communities of this province in a month in order to alleviate poverty, created job opportunities and strengthen the economy of Samangan residents. The MRRD is determined to rehabilitate and repair the public utility projects in more than 260 communities in Dara-e-Suf, Roi Doab, Hazrat Sultan and Khuram–wa- Sarbagh districts of Samangan province under the MCG Initiative, enabling more than 13,000 villagers to enjoy short-term employment opportunities.
