PROMX COVID-Safe Championship Plan Version.1

Maitland Track, NSW 27 June 2021

Introduction Sport plays an important role in the Australian community contributing millions of dollars to the Australian economy, creating large numbers of jobs across the nation and plays an important part as a large community of over 300 clubs hosting nearly 5000 events; from coaching and community sport through to professional racing at national and international championship level. Australia is an important breeding ground for World Champions. With an annual participation rate over 200,000, more than 20,000 annual license holders and 6000 registered volunteers, Motorcycling is a very active community, many of our 5000 events are held in regional communities across Australia. Motorcycling Australia (MA) has the crucial role of managing the development, direction and control of the sport, in accordance with its role as the recognised governing body by and the Federation Internationale de Motocyclisme (FIM). The Australian ProMX Championship (PROMX) is Motorcycling Australia’s premier motorcycling racing championship conducted across Australia and is broadcast live to TV audiences nationwide and throughout the world to 45 countries. PROMX is the key sales and marketing platform for international motorcycle brands and national motorcycle accessories companies, creating an important industry of employment. Famous brands of Honda, Yamaha, Kawasaki, Ducati and Dunlop, Pirelli, Shell and Motul, all use the PROMX Championship as their key marketing and sales platform by going racing in PROMX. PROMX also plays an important part to the economies of the townships of regional Australia. These host towns, communities and regional councils, all see great benefits to their tourism sector by the annual visit of the PROMX championship. All Australian sports play a crucial role in the development of children, including their health, social skills and education. Motorcycling Australia as owner of PROMX, is a member federation (NSO) of Sport Australia and is focused on this important area, with racing for youth competitor included in PROMX. It is critical to the motorcycle community and industry that PROMX develop a strategy to manage the resumption of the PROMX Championship by the development and creation of a COVID-Safe Championship Plan. Ensuring our championship can be conducted in a responsible and risk averse manner, in alignment to the government regulations, in the current COVID-19 environment.

www.auspromx.com.au

The purpose of this COVID-Safe Championship Plan (Plan) is to provide an overarching plan for the implementation and management of procedures by the Australian ProMX Championship (PROMX) in support Motorcycling Australia and its competitors racing the PROMX Championship.

The arrangements set out in this Plan are intended to prevent the transmission of COVID-19 among competitors, officials, administrators/volunteers, and the broader community. The Plan provides the framework to govern the general operation of the PROMX Championship, any facilities it controls, the behaviour of all personnel and participants and the monitoring and reporting of the health of attendees at facility.

This Plan includes, but is not limited to, the conduct of sport operations and facility management effecting the PROMX Championship personnel. At all times, the Plan is subject to all regulations, guidelines and directions of government and public health authorities.

The strategy of Motorcycling Australia (MA) and PROMX has been to consult broadly with a number of expert bodies and to reference published documentation from a variety of Peak Bodies and Government Agencies including.

• Australian Government’s - Roadmap to a COVIDSafe Australia https://www.pm.gov.au/sites/default/files/files/three-step-framework-covidsafe-australia.pdf • National Cabinet “National Principles for Resumption of Sport and Recreation Activities” • World Health Organisation • Motorcycling Australia, CEO • Motorcycling Australia, Chief Medical Officer - Dr Brent May • PROMX Medical Team and PROMX Series Chief Medical Officer – Dr Michael Thumm • Federation Internationale de Motocyclisme (FIM), FIM Medical Director – Dr David McManus • The Australia Institute of Sport (AIS) – “Framework for Rebooting Sport in a COVID-19 Environment” • Victorian Government, Dept Sport & Recreation – ‘’Professional Sport Return-To-Play Guidance Note’’ • Sport NSW – Return to Sport in NSW • Sport Australia - ‘’Return to Sport’’ strategy – ‘’Four elements of a safe return to sport’’ • Safe Work Australia – COVID-19 documentation • – Return to Race • PROMX Management Team and Motorcycling Australia senior officials • Confederation of Australian Sport – Australian Coaching Council – COVIDSafe Sports Coach Program • State & Territory Governments information of COVID-19 • https://www.health.gov.au/resources/collections/coronavirus-covid-19-campaign-resources

PROMX is aware that it must develop a strategy with appropriate safety measures that are in full compliance with Federal, State and Territory Government requirements. It is acknowledged that, subject to ongoing restrictions, some Standard operating Procedures (SOP) by their nature, will require modification, amending or removal from the PROMX championship due the COVID-19 environment. It is further acknowledged that State and Territory Government regulations across Australia will be relaxed at different times and this will mean that the PROMX Championship will need to quickly adapt to any additional requirements or developments. The Federal Governments’ National Principles for the Resumption of Sport and Recreation Activities, acknowledges that “…outdoor activities are a lower risk setting for COVID-19 transmission.” With that in mind, it is important to note the following;

• Motorcycle activity is conducted outdoors and, in locations with a very large site area; • Motorcycling is a non-contact sport conducted by people who are ‘isolated’ on their own machine; • There is no sharing of equipment, with minimal sharing of communal facilities (toilets only); and This presents opportunities for PROMX events to implement practical strategies to segregate different groups of people within the venue in order to comply with developments and restrictions of the ongoing mass gathering regulations. PROMX can work proactively with venue (track management) to create mitigated risk strategies for flow of people onsite and the management of a COVID-safe Championship environment. The following COVID-safe Championship Plan is developed to outline the control measures for further review and approval where required, and to ensure the safe resumption of the PROMX Championship across Australia working within a COVID-safe environment.

www.auspromx.com.au

4 Key Pillars In addition to the National Principles for the Resumption of Sport and Recreation Activities published by the Australian Government on 1 May 2020, PROMX has developed its own 4 Key Pillars for the PROMX COVID-Safe plan to, that will be followed to ensure a safe and viable COVID-safe Championship Plan.

Financially Compliance Viable PROMX to State & Opening of Return of the State Border Domestic Territory in the Restrictions Airline Flights COVID-19 Regulations environment

The primary item of the 4 Key Pillars is the compliance to State & Territory Government Regulations including the following items;

1. Government Guidelines a. Federal, State and Territory and Local Public Health Authority Guidelines must always be followed; b. PROMX will strongly encourage the use of the Australian Government’s ‘COVIDSafe App’ for all personnel who are accredited to attend at their events. c. Appointment of a COVID-19 Safety Coordinator for PROMX.

2. Good Hygiene a. Hand Hygiene facilities or products must be available to all events, b. Avoid sharing equipment or tools, and all equipment should be cleaned after use. c. COVID-Safe Championship Plan PROMX is committed to the safe and socially responsible PROMX Championship in a COVID-19 environment. The plan accepts that health and safety of participants, officials, volunteers, and the broader community is the number one priority. The AIS Framework for Rebooting Sport in a COVID-19 Environment outlines under which the resumption of sport can occur. Having reviewed the Government requirements and consulted with the Chief Medical Officers (CMO) of MA, PROMX & FIM, and other key stakeholders, PROMX has developed a COVID-Safe Championship Plan for the of the 2021 championship in conformity with the requirements set by Government. In the development of this COVID-Safe Championship Plan it is noteworthy that Motorcycle Racing Tracks comprise a very large site area which provides event organisers with an opportunity to separate groups of people to ensure that mass gathering requirements are met in this open air environment.

Event Medical Services at the Venue At each PROMX Championship event a dedicated RACESAFE Medical Team of medical professional is based at the racing circuit venue. This includes Emergency Doctors, Emergency Nurses, Paramedics and Allied Health professionals. This specialised medical team is equipped to an Advanced Life Support standard. In addition, the state government Emergency Ambulance Services paramedics are also in attendance. At the venue, an area will be created and identified with clear and unambiguous signage as the COVID-19 treatment zone. This temporary outdoor space, adjacent to the primary venue medical centre, will be used to isolate staff, officials or participants who become unwell at the event and cannot leave immediately. The isolation area will be equipped with necessary PPE supplies to facilitate hand hygiene and respiratory etiquette.

PROMX medical Team will utilise PPE as required by state and federal health advice specific to health care workers. PPE specific for aerosol generating procedures will be available to all personnel who may be involved in those procedures including, but not limited to, gowns, gloves, N95/P2 masks and protective eye wear.

Cleaning will occur as per government health facility guidelines - https://www.health.gov.au/sites/default/files/documents/2020/05/coronavirus-covid-19-environmental- cleaning-and-disinfection-principles-for-health-and-residential-care-facilities.pdf

Suspected or Confirmed COVID-19 case at an PROMX – Clinical Management Protocol

At each event a dedicated COVID-19 treatment area will be provided separate to but co-located with the circuit Medical Centre for the temporary isolation of and treatment of any person presenting to the PROMX Medical Team in whom COVID-19 is suspected or in whom a confirmed diagnosis of COVID- 19 is disclosed. The following document details: 1) The contents of the COVID-19 treatment area 2) Definition of a suspected COVID-19 3) Management protocol for any individual presenting to the medical team and deemed to meet the case definition for a suspected COVID-19 case

Contents of COVID-19 Treatment Area The COVID-19 Treatment Area will be in a temporary structure erected next to the circuit Medical Centre and will only be used for the management of suspected COVID-19 cases. It will be clearly marked as such and unavailable for any other use.

It will contain: 1) A stretcher or patient assessment bed with one table and chair 2) A monitor and equipment capable of performing / measuring non-invasive blood pressure, blood oxygen saturation, blood glucose level, temperature and ECG. 3) A defibrillator 4) An oxygen cylinder with nasal prongs, Hudson facemask and non-rebreathe mask for administration of O2 5) Basic airway management and resuscitation equipment including oropharyngeal airways, suction and bag-mask ventilator. 6) Personal protective equipment for staff including but not limited to: a. Gowns b. Surgical gloves c. Surgical facemasks d. N95 specification masks e. Eye protection 7) Surgical facemasks for patient use 8) Cleaning equipment including but not limited to a. PPE as detailed above will also be kept in each Medical Response Intervention vehicle.

www.auspromx.com.au

COVID-19 Treatment Area

Definition of a suspected COVID-19 case Given the dynamic nature of the current COVID-19 pandemic and regional variation in risk stratification of suspected cases, it is not possible to give a single overarching case definition for a suspected case of COVID-19 applicable to all PROMX events. Before each event the PROMX Medical Team will therefore be updated on the definition of a suspected COVID-19 case to be applied at that event as appropriate for the most up to date information available at the time and consistent with public health advice within the state in which the event is being held.

This will take into consideration factors such as: 1) Recent exposure to a suspected or confirmed case 2) Recent overseas travel or interstate travel as defined by national and state policy at the time 3) Presentation with symptoms such as (but not necessarily limited to): a. Fever b. Cough c. Sore throat d. Dyspnoea e. Fatigue f. Myalgia g. Diarrhoea

Any person presenting to the PROMX Medical Team in whom a confirmed diagnosis of COVID-19 is disclosed will be treated in the same way as a person meeting the definition of a suspected COVID- 19 case. At all times, any member of the PROMX Medical Team will have the authority to activate the suspected COVID-19 management protocol if they have concerns that an individual presenting to them may meet the definition of a suspected case. The final decision regarding the ongoing application of said protocol will be made by the PROMX Chief Medical Officer for the event.

www.auspromx.com.au

Management protocol for a suspected COVID-19 case The overarching principle of this protocol is to enable the PROMX Medical Team to provide essential care to any individual presenting to them who meets the definition of a suspected COVID-19 case or in whom a confirmed diagnosis of COVID-19 is disclosed, while ensuring the safety of the PROMX Medical Team and the ability of the medical team to continue providing effective medical cover for the event.

The use of PPE is appropriate to manage a suspected or confirmed case of COVID-19 with droplet precautions only, except in the event of aerosol generating procedures being performed (such as airway management or nebulised administration of medications).

At all times the number of staff involved in the care of a suspected or confirmed COVID-19 patient will be minimised and a dedicated nurse will be allocated to the COVID-19 Treatment Area on each day.

Persons meeting the definition of a suspected case or in whom a confirmed diagnosis is disclosed should therefore be managed as follows: 1) A patient presenting with symptoms that do not require immediate medical intervention: a. The patient should be handed a surgical mask and asked to wear it immediately. The medical team member in attendance should apply their own surgical mask. b. The patient should be escorted to the COVID-19 dedicated treatment area. c. The team member should alert the dedicated COVID-19 treatment area nurse and the Chief Medical Officer that the Suspected COVID-19 Management Protocol has been activated, both of whom will attend. d. The dedicated nurse should apply PPE (gown, gloves, surgical mask, eye protection) and assess the patient as they normally would by taking a history and recording basic observations (blood pressure, oxygen saturations, heart rate and temperature). The nurse may initiate treatment as deemed appropriate including the administration of therapeutic oxygen. If oxygen is to be administered, preference should be given in the first instance to the use of nasal prongs at a flow rate of no more than 4L/min applied under the patient’s face mask. e. The team member who escorted the patient to the dedicated treatment area should remain outside the treatment area. After washing their hands, they should act as both a scribe (documenting the dedicated nurse’s assessment) and runner (retrieving equipment or medications not kept in the dedicated area) as required. At all times they should communicate with the dedicated nurse without entering the dedicated area. They may pass equipment or medication into the area but not accept any equipment, medication or otherwise from the nurse in the dedicated area. f. The Chief Medical Officer upon attending will make one of the following determinations: i. The patient requires no immediate medical management and is safe to leave the event to seek medical assistance from statutory health providers without medical escort. They will be advised to remove themselves from the event and seek testing and/or treatment consistent with the current advice in the state in which the event is being held. They will be advised to continue wearing their mask until isolated and to follow isolation advice for suspected or confirmed cases of COVID-19 as is current in the state in which the event is being held. They will be escorted from the event by a member of the medical team. ii. The patient requires immediate medical management and is not safe to leave the event without medical escort. The Chief Medical Officer will don PPE (gown, gloves, surgical

www.auspromx.com.au

mask / N95 mask, eye protection) and enter the dedicated area to perform further assessment and provide care as deemed necessary. With the assistance of the runner, transport to an appropriate medical facility will be arranged via the state ambulance service in line with their current protocols in place for management of a suspected or confirmed case of COVID-19 once the patient is stable enough for transfer. Involvement of additional members of the medical team in direct care of the patient will be at the discretion of the Chief Medical Officer once consideration has been given to their clinical condition and resource allocation in the broader context of the event. All members of the team involved in direct patient care will wear appropriate PPE (gown, gloves, mask, eye protection). The runner will be responsible for ensuring only those deemed necessary by the Chief Medical Officer are permitted entry to the dedicated treatment area. iii. An aerosol generating procedure will need to be performed by necessity. All members of the team will use N95 specification masks. Any member in the dedicated treatment area not wearing an N95 specification mask will be required to leave, doff PPE and reapply PPE with an N95 mask before re-entering. Patient care will progress as in point (ii). g. Once the patient has left the dedicated treatment area the area will be cleaned thoroughly. All equipment will also be cleaned, and any opened disposables will be disposed of in clinical waste. All cleaning cloths will be disposed of in clinical waste. All members of the team will then doff PPE. h. Any patient referred for testing or further treatment by the Chief Medical Officer will be followed up by telephone to establish their clinical condition and whether COVID-19 has been confirmed. Advice to refer for testing will be documented for suspected cases and the details of the patient passed to the Public Health authority in the state in which the event is taking place.

2) A patient presenting with symptoms that do require immediate medical intervention: a. The patient should be handed a surgical mask and asked to wear it immediately or one applied for them if it is clinically safe and appropriate to do so. The medical team member/s in attendance should apply their own surgical face masks as well as gown, gloves and eye protection. b. Only essential medical interventions that are immediately required should be performed by the attending medical team members. c. The patient should be escorted or transported to the COVID-19 dedicated treatment area as soon as it is safe to do so after essential immediate medical interventions are performed. Transport of such patients should be by ambulance using the ambulance assigned to the event and following the protocols in place with the state ambulance authority for the transport of suspected or confirmed COVID-19 cases. d. The team member/s should alert the dedicated COVID-19 treatment area nurse and the Chief Medical Officer that the Suspected COVID-19 Management Protocol has been activated, both of whom will attend. e. If appropriate, the treating team members already in PPE will continue to manage the patient in the dedicated COVID-19 area in place of the dedicated COVID-19 treatment area nurse following the principles set out above under (1)(d). In this instance, the dedicated COVID-19 treatment area nurse will remain outside the dedicated area and act as the runner as detailed in (1)(e). The team members treating the patient will manage them as they normally would by

taking a history and recording basic observations (blood pressure, oxygen saturations, heart rate and temperature). They may initiate treatment as deemed appropriate including the administration of therapeutic oxygen. If oxygen is to be administered, preference should be given in the first instance to the use of nasal prongs at a flow rate of no more than 4L/min applied under the patient’s face mask. f. The Chief Medical Officer upon attending will make one of the following determinations: i. The patient requires no further immediate medical management and is safe to leave the event to seek medical assistance from statutory health providers without medical escort. It is acknowledged that under these circumstances this outcome is unlikely. ii. The patient requires immediate medical management and is not safe to leave the event without medical escort. The Chief Medical Officer will don PPE (gown, gloves, surgical mask / N95 mask, eye protection) and enter the dedicated area to perform further assessment and provide care as deemed necessary.
