Programme UPR Universal Periodic Review of Human Rights WASH Water, Sanitation and Hygiene WB World Bank 4 FOREWORD On behalf of the United Nations in Mozambique, I am pleased to present the third progress report of the United Nations Development Framework (2017-2020). As you all know, it was formulated jointly by the Government of Mozambique and the UN System in 2015-16. The document identifies strategic and collective contributions of the United Nations Funds, Programmes and Specialized Agencies in support of the country’s development priorities as stated in the Government’s Five Year-Plan (Plano Quinquenal do Governo – PQG) and the 2030 Agenda. Like the previous reports, this report is organized around the 10 Outcomes (i) Food Security, (ii) Economic Transformation, (iii) Education, (iv) Gender, (v) Social Protection, (vi) Health, (vii) Youth, (viii) Governance, (ix) Natural Resources Management and (x) Resilience. For each Outcome, the report presents the context, achievements (including the updated results matrix), challenges and lessons learnt. The year 2019 was marked by the cyclones Idai and Kenneth, the two occurring within the space of six weeks, leaving a trail of death, damage and destruction. The cyclones killed at least 648 people, injured nearly 1,700 and left an estimated 2.2 million people in need of urgent humanitarian assistance and protection. Although the country is frequently ravaged by cyclones, floods and drought, the cyclones and floods of 2019 were the most devastating in recent history in terms of human and physical impact, as well as their geographic extent. Most of our efforts were redirected to meet the needs of the people affected, having in most of the cases to reprogram ongoing activities. The UN system in Mozambique remains committed to supporting the Government and the persons living in Mozambique to achieve the 2030 Agenda and to accelerate the implementation of the Sustainable Development Goals (SDGs). Internally, the UN system is committed to further implement the Delivering as One, investing more and more to jointly interact with Government and development partners. In terms of capacity to deliver, the UN system was strengthened with the establishment of UNODC presence in Mozambique. This is bringing valuable knowledge and capacity, especially on countering violent extremism, drug trafficking and corruption. The preparation of this report was possible due to the dedicated efforts of the Programme Management Team (PMT) and the Monitoring and Evaluation Resource Group (M&ERG), with the support of the Resident Coordinator’s Office (RCO). Despite the challenges cause by the Emergency Law following the Covid-19 pandemic, I am happy to see the that we have managed to put together our collective achievements in one document. My appreciation goes also to the Heads of Agency who have created the conditions to make this work possible. I take this opportunity to thank all our partners in Government, CSOs, academic circles, the media and Mozambique’s Development Partners for the joint work and collaboration in the implementation of the UNDAF. Biggest issue by far - agreed operational 4 standards and knowledge. Safety Different Safety Picture to Fixed Wing ─ Fixed Wing Airline operations are passenger focused, generally have large supporting infrastructure, preplanned/ regular routing, the loads and environment repeat. ─ Humanitarian operations are short notice deployments, completely new countries, poor infrastructure, little supporting infrastructure and random payload. VS 5 Helicopter Fixed Wing Example – Mozambique Cyclone Idai • In March 2019 - one of the worst tropical cyclones on record to affect Africa and the Southern Hemisphere. • Idai is the second-deadliest tropical cyclone recorded in the South-West Indian Ocean Basin behind only the 1892 Mauritius Cyclone.

    An overview of the swell dynamics and their implications over Africa: significance to climate change and forcing Abstract There is a growing interest in climate dynamics as the quantity and quality of new observational and theoretical applications are increasing. The ideas involved in understanding large-scale atmosphere-land-ocean dynamics and their interactions continue to hold special fascination because of their central importance for both theoretical and practical applications. This paper presents a theoretical assessment of the African swell dynamics imploring atmospheric formulation. Africa exhibits substantial inter-annual and inter-decadal climatic variability due to cyclone activity, storm surges and sea waves. Most of these surges and corresponding swell trains form over the tropical environment as easterly waves propagate westward across the Indian Ocean primarily between 10° and 20° S, termed source region. Localized sea surface temperatures (SSTs) and ocean upwelling play a vital role to provide moist enthalpy to power the surges. Also, multi-decadal variations in major wave activity are associated with SST changes in the Atlantic because tropical North Atlantic correlates positively with major hurricane activity. A key remote factor is temperature variability in the central and eastern equatorial Pacific associated with El Niño Southern Oscillation. The continuous erosion, perennial ocean surges, coastal swells and associated flooding due to the wave energy and its pounding effect are of great concern. Just like in most parts of the world where development of these systems is critical, they need to be closely watched particularly over southern Africa.
