A week-long season of programmes will celebrate the street culture which has grown and developed in Scotland since the 80s, with its own spectrum of emerging and established stars but is largely unheralded by mainstream media.     COMATAIDH BUILEACHAIDH PLANA CÀNAN 19 FEBRUARY 2018 SUSTAINABLE DEVELOPMENT COMMITTEE 21 FEBRUARY 2018 FÈISEAN NAN GÀIDHEAL REVENUE FUNDING 2018/19 Report by Director of Development PURPOSE OF REPORT To consider a revenue funding bid from Fèisean nan Gàidheal for 2018/19. COMPETENCE 1.1 There are no legal, financial, equalities or other constraints to the recommendations being implemented. Provision exists within the Development Department and Sgiobha na Gaidhlig Revenue Budgets. SUMMARY 2.1 Since 2009 the Comhairle have awarded funding to Fèisean nan Gàidheal on an annual basis to be devolved to six (increasing to seven in 2013) island Fèisean and to support the post of Western Isles Fèis Development Officer. This enables seven week long community- based Gaelic arts tuition festivals to take place between April and August in the Outer Hebrides, plus a varied programme of classes and additional projects throughout the year. 2.2 The Fèis movement has helped ensure that Scottish Gaelic traditions are passed onto new generations of children in the Outer Hebrides, interests in traditional music, song, dance and Gaelic drama are sparked and life-enhancing skills developed. Many Fèis participants have gone on to further study and successful careers in the Creative Industries. The annual Fèis week and year round activities create employment opportunities for traditional artistes based in the Outer Hebrides. 2.3 Fèisean activities enhance the quality of life in remote communities across the islands, helping to make these communities attractive places to bring up a family. The review of the Funding Agreement for 2017-18 has concluded that Fèisean nan Gàidheal has met all requirements, that current arrangements work effectively, delivering a wide ranging and vibrant programme of cultural and creative activity throughout the Outer Hebrides and providing significant economic and social benefits within the local economy.

    Deliberative audience research for the Public Interest Test into the proposed introduction of a new BBC Scotland TV channel Report of findings from PAPA July 2017 Objectives, Sample & Methodology 2 Context & Objectives 1. The BBC has announced plans to launch a new channel in Scotland - running 7pm – midnight everyday 2. As part of the new regulatory structure of the BBC, this launch is subject to a Public Interest Test (PIT), overseen by the BBC Executive Board, and an Ofcom Competition Assessment 3. To meet the criteria set out in the PIT, the BBC Board must be satisfied that the new initiative supports the BBC’s restated mission; that it promotes its public purposes; that the BBC has taken reasonable steps to ensure that the change has no impact on fair and effective competition; and that the public value of the initiative justifies any impact on the competition 4. To measure the public value of the initiative a process is necessary which includes a measurement of the potential personal and citizen value which audiences in Scotland could gain from the launch of the new initiative 5. In late May 2017, PAPA conducted a deliberative qualitative study to provide indicative measures and insights of how the audience may value the proposal 6. A sample of the Scottish public, reflective of adults in Scotland, was presented with the proposal in order to: - Understand and explore the personal value they evaluate in the proposal - Understand and explore the citizen value they evaluate in the proposal - Identify other insights into competition, fulfilment of the Public Purposes or wider impacts the proposal might have on the BBC and the broader broadcasting environment 3 Overview of Methodology • A deliberative approach was used for this research in order to uncover the informed, considered views of a wide range of members of the public.

In a year of celebrations for Scotland’s national dance company, Scottish Ballet’s 50th anniversary comes to a spectacular close with the world premiere of CEO / Artistic Director Christopher Hampson’s The Snow Queen. The glittering new production will provide the stage for a special performance capture that will be broadcast on BBC Scotland and BBC Four, and close the story on the Five Wishes campaign and a heartwarming documentary of the same name that will be broadcast on BBC One (Scotland) and BBC Scotland. The Snow Queen BBC Scotland audiences will be treated to a special performance of this new ballet as the glittering production takes over their homes, with a feature length screening. Inspired by Hans Christian Andersen’s much-loved tale, The Snow Queen is a story of love and friendship. From the bustle of a winter’s market to the shivers of a fairytale forest, the production takes a journey to the Snow Queen’s palace and finds her surrounded by the icy fragments of an enchanted mirror. Guaranteed to transport the whole family to a place of wonder, The Snow Queen is choreographed by Christopher Hampson, in collaboration with multi-award winning designer Lez Brotherston. Set to the music of Rimsky-Korsakov, the score will be performed by the full Scottish Ballet Orchestra.

Small languages, big interventions: institutional support for Gaelic in Scotland Marsaili MACLEOD (University of Aberdeen & Soillse, the National Research Network for Gaelic Revitalisation) 1. Introduction Let me begin with a brief introduction to Gaelic. Scottish Gaelic (Gàidhlig), along with Irish and Manx, is a member of the Goidelic branch of Celtic languages. It is well-known to international language scholars as a case of language death due to Nancy Dorian’s research on East Sutherland Gaelic. Her landmark book Language Death describes one community’s dialect in its final phases of obsolescence at the end of the 1970s. The central theme of my paper today is, in happy contrast, ‘language revitalisation’, not ‘language death’. This orientation reflects the serious attempts to revitalise Gaelic over the past three decades through co-ordinated Gaelic planning and policy interventions. Figure 1: Percentage of Population who Speak Gaelic by Parishes in Scotland, 1891-2001 The so-called traditional territory, the ‘Gàidhealtachd’, emerged as a distinct Gaelic speaking region arund the 14th Century in contrast to the Anglo ‘Lowlands’. A pattern of Gaelic language decline over the centuries has meant the near loss of Gaelic from the majority of formerly Gaelic-speaking mainland communities, as these maps illustrate.     Reply to Consultation on Ofcom’s provisional determination on the proposed new BBC Scotland channel We are grateful for the opportunity to respond to the consultation on Ofcom’s provisional determination. Key Points BBC ALBA is a minority language channel, broadcasting in standard definition across the UK on an annual content budget of £16.4m1. In addition to being a channel that competes on merit to attract the viewership of over 10% of adults in Scotland each week, it creates value for speakers and learners of Gaelic and plays a major role in the fulfilment of public policy objectives for Gaelic, culture and economy. The new BBC Scotland channel will undoubtedly have an impact on BBC ALBA. It will target broadly the same viewers as BBC ALBA with a content budget double that of BBC ALBA and, as announced recently by the BBC, with carriage in High Definition (HD). This is not a level playing field. We have three principal concerns: 1. The research and the conclusions drawn from it, insofar as they relate to BBC ALBA, are hedged around by uncertainty; 2. The approach taken to public value, insofar as it relates to BBC ALBA, appears not to give weight to the citizenship, public policy and language aspects of Gaelic broadcasting; and 3. There appears to be an assumption that it will be the responsibility of the Scottish Government to provide additional funding to BBC ALBA should the new BBC Scotland channel cause cost inflation. MG ALBA does not stand in the way of the new channel. However, we ask Ofcom to ensure that conditions, and related monitoring arrangements, are put in place to ensure that the new BBC Scotland will not cause detriment to Gaelic language television broadcasting or, if it does, that the BBC will undertake to make good that detriment.
