The magazine, whose name comes from the Italian word banco, aims to familiarise Readers with the concept of an educational centre - currently being developed in the National Bank of Poland - the NBP Money Centre. It has been named in memory of Sławomir S. Skrzypek, who was the initiator of its creation. The NBP Money Centre attaches great value to its educational function. We intend to create a centre which will support the Bank’s endeavours to improve the state of knowledge of economics among the public. What is more, in the NBP Money Centre we will also give our visitors the opportunity to see many normally inaccessible attractions of the central bank. For example, we will invite visitors to the bank vault, where they will have the chance to check the weight of gold bars for themselves and learn their value. In addition, we will present early forms of trade settlements, show the first money, explain the stages of the banking sector development and familiarise our visitors with the birth of financial markets. We will also make our visitors more aware of Poland’s unique economic experience – the state and the functioning of the economy under the Partitions of Poland in the 18th and 19th century, during WWII occupation, in times of Communism, and, more recently, in the period of Transformation – a transition to market economy which started in 1989.

    Nazi-Confiscated Art Issues Dr. Jonathan Petropoulos PROFESSOR, DEPARTMENT OF HISTORY, LOYOLA COLLEGE, MD UNITED STATES Art Looting during the Third Reich: An Overview with Recommendations for Further Research Plenary Session on Nazi-Confiscated Art Issues It is an honor to be here to speak to you today. In many respects it is the highpoint of the over fifteen years I have spent working on this issue of artworks looted by the Nazis. This is a vast topic, too much for any one book, or even any one person to cover. Put simply, the Nazis plundered so many objects over such a large geographical area that it requires a collaborative effort to reconstruct this history. The project of determining what was plundered and what subsequently happened to these objects must be a team effort. And in fact, this is the way the work has proceeded. Many scholars have added pieces to the puzzle, and we are just now starting to assemble a complete picture. The first two characters mean “the hibiscus region,” referring to Korea, while the other two (“luxuriant mugwort”) are a metaphor inspired by Confucian commentaries on the Chinese Book of Odes, and could be translated as “enjoy encouraging erudition.” SUBMISSIONS: Transactions invites the submission of manuscripts of both scholarly and more general interest pertaining to the anthropology, archeology, art, history, language, literature, philosophy, and religion of Korea. Manuscripts should be prepared in MS Word format and should be submitted in digital form. The style should conform to The Chicago Manual of Style (most recent edition). INTRODUCTION The 1980s have seen United States policy gradually retreat from the trend, traceable from the United Nations Educational, Scientific and Cultural Organization Convention of 1970 ("UNESCO Conven- tion") through the much-discussed McClain decisions1 of 1979, toward * J.D., 1990, University of Pennsylvania Law School; A.B., 1983, Harvard University. 1 The McClain case resulted in two proceedings and two appeals, United States v. McClain, 545 F.2d 988 (5th Cir. 1977), reh'g denied, 551 F.2d 52 (5th Cir. 1977), and United States v. McClain, 593 F.2d 658 (5th Cir. 1979). In the first appeal, the defendants were convicted of theft under the National Stolen Property Act, 18 U.S.C. §§ 2314, 2315 (1970 & Supp. 1990) [hereinafter NSPA], for dealing in pre-Columbian objects exported from Mexico in violation of Mexican law purporting to vest title to all such property in the Mexican government. Articulating the theory underlying the con- victions, the court reasoned that, for purposes of the NSPA, which forbids the transpor- tation in interstate commerce or the receipt of stolen goods, illegally exported artifacts subject to such a national declaration of ownership are "stolen." The second McClain appeal resulted in a reversal of the substantive NSPA conviction (although the court of appeals sustained convictions for conspiracy) on the grounds that the particular statute upon which the Mexican government based its claim was too vague to satisfy United States constitutional standards for criminal proceedings. However, the decision left open the possibility that a person might be convicted under the NSPA for conduct like that of the McClain defendants under similar circumstances.

    Framing the Holy: Revetments on Late Byzantine Icons by Elizabeth Yoder Moss A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Graduate Department of Art University of Toronto © Copyright by Elizabeth Yoder Moss 2016 Framing the Holy: Revetments on Late Byzantine Icons Elizabeth Yoder Moss Doctor of Philosophy Graduate Department of Art University of Toronto 2016 Abstract This study examines icon revetments produced during the late Byzantine period (1261–1453), situating them within the diversity of mixed-media, multisensory, and multivalent devotional images that combined personal piety with conspicuous consumption and the public spectacle of lavish patronage. These works are evidence of the “ornamental turn”—a paradigm shift marked by the increase of ornament on visual works that mediated wealth, spiritual devotion, and social power. Revetted icons do not make arguments about the faithful representation of prototypes; they make arguments about faithful veneration. Beginning with a historiographic study of ornament, the thesis examines how the ornamental vocabulary on revetments manifests relationships between specific decorated icons. Indices of ornament motifs and a catalogue of surviving icon revetments and frames from the eleventh through fifteenth centuries constitute the appendices. In chapter 2, I argue that the previously unstudied decorated strips added to the icon of the Mother of God Hodegetria in Ohrid were part of a larger project aimed at legitimizing Serbian emperor Stefan Uroš IV Dušan (r. 1331–55) and his archbishop Nicholas in Ohrid. They structured their leadership in the Balkans on their contemporaries in Constantinople. In chapter 3, I present a new reading of the dedicatory prayers inscribed on the icon of the Mother of God in Freising.

Professor Mikocki was convinced that the art and culture of antiq- uity was one of the elements of searching Polish identity, simultaneously confirming an affiliation to the same cultural sphere as Italy, France or Great Britain, the direct heirs of the Imperium Romanum. Therefore, his main aim was to study and publish the media of reception of antique forms and models in Polish art and culture. Eventually, he analysed different aspects of this phenomenon, primarily travels and collections of original Graeco-Roman antiquities and antique- like artefacts, finally the decorative programme of the entire park-and-residence complexes, where Antiquity had an eminent meaning. Initially they were undertaken mainly on philological and literary grounds. Meanwhile, there are other manifestations of the tradition of Antiquity, such as Clas- sicist art and Neo-classical architecture, the collecting of original, Greek and Roman, art-works and their copies and imitations, and above all a long tradition of cultural contacts with Italy and France. The considerable impact of Classical culture on the Poles was facilitated by their extensive philological formation, the diffusion of which was due to the educational system and the teaching of the Classics in schools.
