A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

*S4M-00630 Christine Grahame: Jeremy Hunt Doesn’t Get the Picture so Neither Does the Borders—That the Parliament expresses its disappointment that the Scottish Borders has been omitted from a list of locations eligible to bid for a local broadcasting licence; notes that Jeremy Hunt, the UK minister responsible for broadcasting has stated ―I want people to be able to watch television that’s truly relevant to them, about what’s happening where they live and featuring people they know‖; therefore is astonished that he seems to have failed to consider the Scottish Borders and towns such as Galashiels as a location in spite of the fact that the Scottish Borders is served not by STV but Border TV, broadcasting from Gateshead and covering also the north of England and the Isle of Man, thus depriving Borderers of both national and local coverage; considers that this is further evidence supporting devolution of broadcasting, and, in the meantime and until such time as Scotland establishes its own digital network, urges the Scottish Government to make firm representations to include the Scottish Borders on the list of possible sites.

*S4M-00627 : Standing Up for Freedom—That the Parliament congratulates Amnesty International on what it considers its excellent programme of work at the 2011 Edinburgh Festival; believes that events such as Stand Up For Freedom, the Comics versus Critics football match, Amnesty’s imprisoned writers series and the Amnesty International Freedom of Expression Award, which this year has received a record number of entries, are excellent means of celebrating and promoting freedom of expression, and further congratulates Amnesty on 50 years of relentlessly campaigning for human rights across the world and never letting legislators or governments forget that human rights are important and should be enjoyed by all by virtue of their common humanity.

*S4M-00624 Kenneth Gibson: Devolution of Air Passenger Duty—That the Parliament calls on the UK Government to honour its earlier commitment to devolve the responsibility for Air Passenger Duty (APD) to the Scottish Government; believes that by having the power to lower APD, Scottish airports would benefit from a more level playing field and would be able to attract passengers who routinely travel south of the border to benefit from cheaper flights; agrees with recent comments from Transport Scotland that ―there is no good reason why passengers in Scotland should have to continue to travel in such numbers through other UK airports or should not benefit from levels of connectivity enjoyed in other parts of the UK‖; understands that Scotland’s four largest airports also back calls for the devolution of APD in order to ensure that the interests of passengers in Scotland are supported and, as such, believes that the power to collect and vary the tax should be transferred to the Scottish Parliament as soon as possible.

22

that organisations such as DACA play an important role in tackling the problem of alcohol abuse in West Dunbartonshire and across Scotland.

*S4M-00622 John Finnie: Bank Investment in Cluster Bombs—That the Parliament condemns Barclays Bank, HSBC and the Royal Bank of Scotland for their reported investing in the development and sale of cluster bombs; understands that 98% of those injured by cluster bombs are civilians and that one-third are children; expresses its disgust at this example of what it sees as shameless profiteering from the slaughter of civilians, particularly by the taxpayer-owned RBS, and endorses the campaign by Amnesty International for a ban on the investment in cluster bombs.

*S4M-00620 # David Stewart: Young Drivers—That the Parliament notes with concern that research published by Dr Sarah Jones of Cardiff University suggests that there is epidemiological evidence available indicating that young drivers are more likely to crash at night or with similar-aged passengers in the vehicle; understands that between 2000 and 2007 there was no change in the number of collisions in Scotland involving young drivers while collisions involving older drivers fell by 19%; supports the view that, if a graduated licence scheme was introduced in Scotland, up to 22 lives per year could be saved and in excess of £80 million saved to the Scottish economy, and further notes and recognises the work of the Sensible Driving – Always Arriving campaign being undertaken in the Highlands.

*S4M-00618 Christine Grahame: Abused Men in Scotland—That the Parliament notes the important service provided by Abused Men in Scotland (AMIS); notes the evolving attitudes towards domestic abuse and, in particular, that police statistics for 2009-10 showed that one in six of recorded victims of domestic abuse was a man; understands that men are less likely than women to report abuse; also notes that funding of this service is under threat, and urges the Scottish Government, which has recognised that men can be victims just as women can be perpetrators, to examine options for providing support so that AMIS can continue its work, including the continuing provision of a helpline.

*S4M-00611 Jackie Baillie: Removal of Elderly People’s Welfare Grant—That the Parliament condemns the decision by West Dunbartonshire Council to change the Elderly People’s Welfare Grant; understands that this would mean that the Elderly People’s Welfare Grant would be paid to individuals rather than groups; recognises that the aim of the grant is to encourage wellbeing, befriending and social interaction for older people in the area; believes that this alteration will put the future of older people’s groups at risk as the funding they currently receive will effectively be withdrawn; further believes that this will have a negative impact on the social wellbeing and support for vulnerable older people in the community, and calls on the council to think again.

26

to motion S4M-00603 in the name of Jenny Marra (Closure of Ardler GP Surgery), leave out from ―condemns‖ to end and insert ―considers that the closure of the GP surgery in Ardler is a significant blow to the local community; believes that it is vital that the people of Ardler have access to a full range of medical services in their community; appreciates that some patients may have difficulties accessing the temporary practice and therefore welcomes NHS Tayside’s assurances that extra provision is being made for older patients and those with complex health conditions; notes that NHS Tayside has made clear that this decision was made as a last resort due to the Ardler GP practice being unable to deliver the level of service to patients that it was required to provide under the General Medical Services contract; further notes that the Tayside GP Sub-Committee, which represents local GPs, supports the decision to terminate the surgery’s contract as a necessary course of action and shares NHS Tayside’s concern regarding risks to patient safety presented by failure to adequately ensure provision of a GP service, and hopes to see NHS Tayside work with the local community to establish a local GP service in the long term to replace the Ardler Surgery.‖

Business Bulletin: Monday 15 August 2011 Section J – Progress of Legislation

For further information on the progress of Bills and subordinate legislation, contact either the relevant clerk or webpage (see end of Bulletin for details).

Bills in Progress A list of all bills in progress can be accessed by the Scottish Parliament website at: http://www.scottish.parliament.uk/business/bills/billsInProgress/index.htm

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
