Thank you Angela Leitch Head of Performance and Community Engagement Services for Communities Liberton and Gilmerton – Overview of Statistical Data Liberton/ Gilmerton lies to the south east of the City. The ward covers the area from Dalkeith Road and the Royal Infirmary of Edinburgh to the east and the city bypass to the south. Residential areas include Liberton, Burdiehouse, Gracemount, Gilmerton, Moredun, Ellen's Glen and Nether Liberton. Employment The Gracemount and Moredun areas within Liberton and Gilmerton have a significantly higher rates of people excluded Ward slightly below from the world of work. Compared to the rest of Scotland, average compared there is a higher proportion of the working age population who to the rest of are unemployed or are not involved in the labour market due to Scotland ill health or disability. Housing Overall Liberton and Gilmerton has reasonable measures of Ward slightly below material living standards with a lower number of persons in average compared households which are over-crowded or without central heating. -

Executive Summary 2.1 The Edinburgh Local Development Plan was adopted in November 2016. Planning authorities are required to prepare an Action Programme setting out how their Local Development Plan (LDP) will be implemented. 2.2 The Action Programme should be updated at least every two years. A new Action Programme has been prepared to align with financial planning and is now ready to be formally adopted and submitted to Scottish Ministers. 3. Background 3.1 Councils are required to publish an updated Action Programme at least every two years. It is intended that Edinburgh’s Action Programme is reviewed, reported and submitted to Scottish Ministers on an annual basis. To help to align with financial planning and keep track of changing circumstances. The first Edinburgh LDP Action Programme was adopted on 8 December 2016. The second was adopted in January 2018, and the third in January 2019. 4. Main report 4.1 The challenge for the adopted Edinburgh LDP is to help make the city of Edinburgh the best place it can be, for everyone, now and in the future. -

In principle this is a good approach to delivering a sustainable, active and connected city. However, it is considered that the Choices paper has not considered all matters which should be considered in the emerging development plan in relation to sustainable development, in particular renewable energy and energy storage. The City Plan 2030 states “our city must address the impacts of climate change whilst providing people with a great place to live” however, does not provide any reference to renewable energy. Instead the plan focuses on green and blue infrastructure, water management and green space. Whilst these will contribute to delivering a sustainable city, the contributions are small in comparison to the benefits offered by renewable energy developments (including solar). The National Planning Framework 3 (NPF3) sets out the vision for Scotland which includes being a successful, sustainable place, a low carbon place and a natural, resilient place. In relation to the vision to achieve a low carbon Scotland, NPF3 recognises that, for Edinburgh, “energy will be an increasingly important sector, centred on the city and at sites around the Forth”. -

Friends of the Meadows and Bruntsfield Links N E W S L E T T E R 29 Autumn 2011 Editor’s Comment At the moment we have no official Convener, but we hope to be able to elect one at our forthcoming meeting on 29 November. This meeting will be chaired by Linda Hendry, who has indicated her willingness to stand as Convener. So just for this once, I will endeavour to fill the introductory slot. Alternative Business Models We have a number of contentious issues to face this month. Our main challenge is to influence in whatever way we consider best the proposal from Edinburgh City Council to ‘outsource’ Park services (i.e. privatize, or give the contract to the company Enterprise). It is not immediately clear what this might involve, but a circular from Council officers reads as follows: The Council, like all UK public sector bodies, is facing economic challenges. We must achieve at least £90m of efficiency savings by 2013/14 while continuing to deliver our current services . We’re doing this through a major Council programme called ‘Alternative Business Models’. We’re looking at two possible approaches: asking a specialist partner to work with us to improve and deliver your services on the Council’s behalf; [or] making improvements to how we deliver your services from inside the Council itself. We’re looking at improvements and efficiencies in a number of areas, including . how we manage parks and green spaces. So there we have it: either the Council improves services (on a reduced budget), or services are outsourced. -
