Cambodia Against Child Trafficking Networks (Cambodia ACTs)

Introduction

Sexual Exploitation, Forced Labour and Sex-trafficking have been one of the most persistent and increasingly dangerous global issues that has come to affect all in different ways. These are often categorised under what is known as Modern Slavery. “The International Labour Organization estimates that women and girls represent the largest share of forced labour victims with 11.4 million trafficked victims (55%) compared to 9.5 million (45%) men”1. Men, Women or children migrate in search for work, but often fall prey to forced labour- fisheries, brick making, or to work in factories. One of the major reasons is also due to unlicensed agencies or intermediaries through whom the transit takes place.

Furthermore, with increase in tourist destinations, girls and women become victims of sexual abuse and trafficking through the deceptions of commercial entertainment areas. It has been of utmost importance to be able to deliver justice, provide a safe environment and protect those at-risk of falling prey to such situations. With the growing numbers, the needs of those affected has come to light. There is a range of services and types of assistance that they require.

Cambodia ACTs is a network of 16 NGOs taking action and carrying out projects to counter Trafficking and reduce exploitation and abuse. Its partner NGOs have these services, in diversification that the victims require. These range from Safe shelter, Emergency Drop-ins, Basic needs of food and clothing, Education, training and job placements to legal assistance to bring justice to them; and be referred to the right organisation for being given the service they most need. Along with the services they provide, this network also consists of NGOs that network with other organisations and agencies to build capacity and improve the quality and feasibility of service as well as the society to be a better place and more accommodating to them.

They have been divided on the basis of the Provinces or the Areas that the NGOs have their offices in. However, there are NGOs that work outside these provinces where they have their NGOs. Thus, to have a simplicity to understand where the NGOs are based and where they work a table is given on page 3. These NGOs are mostly based in the following 21 provinces and a city.

Phnom Penh 1) Vulnerable Children’s Assistance Organisation (VCAO) Vision: VCAO envisions children and youth in Cambodia enjoying their full rights to survival, protection, participation and development in a free, loving and caring environment. Mission: In cooperation with relevant authorities and other stakeholders, VCAO works with and for vulnerable and victimized children and youth, for their protection from violence, abuse, exploitation, and human trafficking; and providing them with education and learning opportunities on life-skills, proficiency and hope. VCAO strives that every child and youth receives knowledge on child rights consistent with the Cambodian constitution towards active responsible citizenship. Assistance Provided: Provide scholarship programmes for vulnerable children, vocational training and in case of victims of trafficking, they are referred to other organisations, healthcare awareness Programmes (such as nutritional care of babies), sanitation awareness. 3) Cambodian Children Against Starvation and Violence (CCASVA) Vision: Vulnerable and victimized children and youth in Cambodia to have quality of life Mission:  Strengthening high quality of effective child protection, care and support service system in community Building strategic partnership with stakeholders to achieve Sustainable Development Goal-SDG 2016-2030 (Especially focus on SDG in 1. Vision: Children and Life Association envisions Cambodia as a country where happy, healthy, educated children can live in safety with their parents, where children are able to express their own opinions, ideas and needs, and are free from abuse and exploitation.

Assistance Provided: Education (through provision of school supplies and allowances), training in animal husbandry and farming or some capital to support the families, thus helping children go to school, provide skill for employment, referred to organisations for legal assistance and awareness and training programs for children, people and at the community level.

Mission: SCC commits to develop capacity and sustainable community mechanisms through faith- based networks and with other stakeholders, to reduce vulnerability, and to foster livelihood, health and children’s rights to education. They attend English and computer classes and have the option of taking courses in Khmer traditional arts, such as classical Cambodian ballet and classical instruments, and training in sewing or tailoring and silk weaving. After "graduating" from FLOW, the children go out and find work for themselves, work within the Future Light Orphanage's walls, or teach in the rural schools as English and computer teachers. They are given a choice to decide on what to do in their lives. The skills and countless memories that they

have gathered here will serve them well in the future. Assistance Provided:  To improve the quality of life of orphans and vulnerable children through capacity building. When they are off the state-run school hours, children attend in-house classes for the knowledge of their rights, technical and vocational skills taught by experienced teachers who have expertise in foreign languages and computer skills.  To provide the basic needs, such as food, shelter, clothing, medical care, etc. to the orphans and vulnerable children.  To enable the targeted children to access to formal education. And, in this connection, we are pleased to inform you that two of our best children with great ability have won scholarship to Japan and the United States of America, respectively, each for four years for further and higher education. This was another success of our Future Light Orphanage through the efforts of the teaching staff.  To provide vocational training to the depressed women and children for self-employment.  To provide proper understanding and knowledge for healthy assimilation into Khmer culture and society, and we do have a facility that is an Art Centre. Projects Undertaken: The centre has a plan to help children and young women who are easy to be victim and further their education until they can go up to the university level and help them find or get a job based on their respective individual skills and knowledge, such as shelter, healthcare, education, food, arts, agriculture and advanced education. Battambang 1) Cambodia Family Support (CFS) Goal: Quality of life improvement for Cambodian rural poor. 4) Future Life Orphanage (FLO) Assistance Provided:  To improve the quality of life of orphans and vulnerable children through capacity building. When they are off the state-run school hours, children attend in-house classes for the knowledge of their rights, technical and vocational skills taught by experienced teachers who have expertise in foreign languages and computer skills.  To provide the basic needs, such as food, shelter, clothing, medical care, etc. to the orphans and vulnerable children.  To enable the targeted children to access to formal education. And, in this connection, we are pleased to inform you that two of our best children with great ability have won scholarship to Japan and the United States of America, respectively, each for four years for further and higher education. 3) Cambodian Women’s Crisis Centre (CWCC)

Assistance Provided: The Legal project is a vital aspect of CWCC’s response to Violence against Women in it attempts to set deterrence for perpetrators and empower women to remove themselves from current abusive or exploitative situation. The Legal program is the second in the five Protection Project. The Legal project provides legal advice and support for clients as they seek to resolve their case, in this way participating in holding perpetrators accountable for their violent and criminal actions. The Legal project is vital for clients, the vast majority of whom are too poor to secure legal representation. The objective of the Legal Project is to provide legal advice and representation for clients in civil and criminal cases. The Legal Project assists clients who have chosen to file charges in court by gathering evidence and providing legal counsel. During the trial, CWCC lawyers represent the clients and ensure that the verdict is enforced. In keeping with CWCC’s policy of non-discrimination, these services are not limited to Cambodians, and include victims of other nationalities. In addition to providing details about the project, for each project it would be great to include a short quote, or one page case study, with related images of a community, or individual who has benefited from an aspect of this project.
