Minutes of Dyffryn Ardudwy and Talybont Community Council Held at the Community Centre, Dyffryn Ardudwy at 7.30 P.M MINUTES OF DYFFRYN ARDUDWY AND TALYBONT COMMUNITY COUNCIL HELD AT THE COMMUNITY CENTRE, DYFFRYN ARDUDWY AT 7.30 P.M. ON 07.06.16 6.1 APOLOGIES Cllr. Emrys Jones (Vice Chairman), John Ceri Evans, John Ellis Williams,Owen Gwilym Thomas, 6.2 PRESENT Cllr. Edward Griffiths (Chairman), Edward Williams, Catrin Edwards, Sian Edwards, Margretta Cartrwright, Sion Ifor Williams, Mike Tregenza, Eryl Jones-Williams. 6.3 CHAIRMAN’S ANNOUNCEMENT There were no announcements to make. 6.4 MINUTES The minutes of the meeting held on May 3rd were found to be correct. 6.5 MATTERS ARISING FROM THE MINUTES Item 5.9 (A) in the absence of Cllr. Owen Gwilym Thomas the Clerk reported that she had received an e-mail from him stating that what he had referred to on leaving the Chair in the last meeting had not been minuted i.e “he had been completely honest with the people of Dyffryn and Talybont that his time as Chairman had been worthless and a waste of two years. That it was only right for people of the area to know the use that is made of their money as the money given to the Council is to make a difference in the two villages and if we cannot do this, as Councillors, we should not be there”. 6.6 DECLARATION OF INTEREST Cllr. Edward Williams declared an interest in the planning application regarding Bron Werydd, Dyffryn Ardudwy and he signed a Personal Declaration of Interest form. Cllr. Eryl Jones Williams declared an interest in the financial application of Dyffryn Ardudwy Primary School and he signed a Personal Declaration of Interest form. Cllr. Eryl Jones Williams declared an interest in the financial application of Ysgol Ardudwy and he signed a Personal Declaration of Interest form. 6.7 GWYNEDD COUNCIL MATTERS Cllr. Eryl Jones Williams reported that since the last meeting he had attended the following:- 9 May, 9.30-2.00 Dementia training Porthmadog. 10th all day South Snowdonia Access Forum, Bontddu, Abergwynant, Dinas Mawddwy, Aberdyfi & Tywyn. 12 Gwynedd council all day 8.30-5.Caernarfon. 18th 9-12 Snowdonia National Park, observer. 19th Alltwen Hospital Investigation. Video link, Dolgellau. 20th 9.30-1.00 Gwynedd Older Peoples Council, Porthmadog. 1.-5 Cambrian Railway Forum. Porthmadog. 23 Dyffryn School 24th 1.30-5. Merioneth Access Forum, Dolgellau. 25th 1-5 Licensing Caernarfon. 26th 9-12, Education and Social Services, Caernarfon. 1-4 Ysgol Ardudwy Profile Presentations. 8-10 Village Hall AGM. Gwynedd council is supporting the establishments of Dementia Support groups with one having been set up in Porthmadog. During the training it highlighted the fact the people with dementia and their families were reluctant to seek help until the dementia had got worse. Seeking help at an early stage was very important. The meeting accepted that people wanted to hold on to their independence for as long as possible. A new wheelchair accessible path for the disabled at the Bontddu Farchynys car park down to the estuary is now open. The SNP will promote new paths including Farchynys and Abergwynant in the near future. Prior to the full council meeting the Independent group highlighted that fact that local businesses were losing contracts to firms outside the county and in one case when a bakery lost a school contract local five staff were laid off. A local electrical company also lost a contract to a firm outside the area are was laying off staff. There was a lively debate on the supply of meat for schools when one school was purchasing Polish beef. The council decided to pay the highest salaries to the Cabinet members £29k instead of £26K and £23k to committee chairs and not £20k. A recommendation that councillors should also take cuts was lost. Three Gwynedd Arfon members have resigned from Gwynedd for various reasons. 437...........................................Chairman Gwynedd has adopted the Gwynedd.llyw.cymru e-mail address. At the meeting of Alltwen Hospital investigations it was felt that the new Vanguard system of making care plans to meet the needs of individual patients be rolled out to cover a wider area. There are however some concerns regarding the NHS working 24/7 and social service assessors not working after 4 pm on Fridays. Suppliers of home equipment for patients were not meeting the needs of the patients and that is toe investigated further. The services committee agreed that the work should be extended. The Merioneth Access forum was concerned at the closure of public toilets and plans to charge for collecting brown bins. I was re-elected vice chair of the Access group. At the last meeting there were five mayor or ex mayors at the group. Parking on dropped kerbs was highlighted as a major problem. Many local year 10 pupils received their profiles at Ysgol Ardudwy presented by Lord Dafydd Elis-Thomas. 14 people,including some younger members of the community attended the AGM of the Village Hall. Cllr O G Thomas was re-elected chairman, I am sure that he will report on the outcome of the meeting when it was stressed that much of the repairs expenditure should be bourne by the community council. A balance sheet is available. I received complaints about the traffic lights near the school in Dyffryn on Tuesday after the Bank Holiday and passed it on to the highways. The lights were removed shortly afterwards. Double yellow lines have been placed in front of the middle garage, this should help to make it safer for children walking to school and for mothers with prams. Arriva Trains Wales want to Welsh Government to pay an extra staff wage in order for the 8 pm north train from Barmouth to stop at villages. Complaints have gone to the Welsh Government. Creation of new vehicular access from lay-by off the A496 and formation of new drive - Bryn y Bwyd, Talybont (NP5/58/58D) Support this application. Installation of rooflights, installation of external wall insulation, rebuild garage and ectend veranda and garden terrace - Bron Werydd, Dyffryn Ardudwy (NP5/58/585) Support this application. Planning Applications with decisions received on them Advertisement Consent for the display of one information panel - Morfa Dyffryn National Nature Reserve, Talybont (NP5/58/AD582) - granted Advertisement Consent for the display of one information panel - Morfa Dyffryn National Nature Reserve, Talybont (NP5/58/AD583) - granted Erection of garage and workshop (to replace existing workshop) - Streamside House, Dyffryn Ardudwy (NP5/58/581) - granted Demolish part of the existing hall and construct 1 affordable dwelling and install 1000 litre oil tank - The Old Womens Institute Hall, Ffordd Tyddyn y Felin, Talybont (NP5/58/572) - granted 6.9 MATTERS ARISING A Business Plan It was reported that the Council had spent £6,100.07 since the start of the new financial year. B CCTV cameras Cllr. Eryl Jones Williams reported that there was nothing to report on the above matter. 438....................................Chairman C Village Hall Because of the absence of Cllr. Owen Gwilym Thomas it was not possible to have a report on the AGM of the above committee. D Inspection of bus shelters, cemeteris and play parks Cllr. Edward Griffiths reported that he had carried out the above inspection on behalf of the Council and he reported as follows - that the bus shelter were fine, the two play parks were fine, the public cemetery was fine. Llanddwywe cemetery and Llanenddwyn cemetery were fine but there was a need to refix a cap on lamp post no. 23 by Llanenddwyn and the grass needed cutting in both cemteries, Penybont garden was fine but there was a need for a new seat there and the benches sub committee agreed to deal with this matter, Morlo Park was fine but the bin needed empyting. It was agreed to ask Cllr. Emrys Jones to carry out the inspection next month. E Council’s Website Cllr. Mike Tregenzsa reported that he had found a website that would be willing to take both welsh and english and it was agreed that Cllr. Tregenza carries on and ask the company Quick and Simple for a quote. F Work in the Community by Ysgol Ardudwy Pupils It was agreed to ask the above pupils to carry out the work of cleaning the beach in Dyffryn Ardudwy and Talybont and the Chairman and Cllr. Mike Tregenza agreed to deal with this matter with the assistance of Mrs Dianne Tregenza and Mrs Tina Triggs. G One Voice Wales Meeting - Tywyn 25.5.16 The Chairman reported that he had attended the above meeting on behalf of the Council and he reported as follows - that Cllr. Heulyn Williams, Dolgellau had been appointed Chairman and Cllr. Bryn Jones, Trawsfynydd was appointed Vice Chairman. Mr. Jonathan Cawley from the National Park who was suppose to address the members did not turn up to the meeting. It was made known that the Manager of the Cambrian Line cannot get Arriva Trains Officials to talk with them and also there were complaints that the training courses that One Voice Wales were offering were held too far away. 6.10 CORRESPONDANCE A Gwynedd Council - Regulatory Department Received a letter from the above regarding change in the reimbursement procedure for public footpaths maintenace costs in the community and stating because of the implementation of cuts that are being made, this arrangement will be changing from now on and the most the Council will be able to claim is 75% of the cost in 2016/17 i.e £793.88.

    SEASCAPE CHARACTER AREA 21: DWYRYD ESTUARY AND MORFA HARLECH Component LCAs (Snowdonia): Morfa Harlech; Vale of Ffestiniog; Morfa Dyffryn Component LCAs (Gwynedd): Porthmadog Location and Context This SCA is located in the northern part of the west Snowdonia coast. It includes the Dwyryd estuary from its mouth near Porthmadog to its inland tidal limit at Tan-y-bwlch. It also includes Morfa Harlech on the southern shore of the estuary, and the towns of Harlech and Penrhyndeudraeth. To the north is SCA 20: Porthmadog and Glaslyn Estuary, to the west is SCA 19: Criccieth to Mochras, and to the south is SCA 22: Mochras to Fairbourne and Sarn Badrig. View across the Dwyryd Estuary from Ynys, showing intertidal habitats, the village of Portmeirion and the mountains of Snowdonia forming the backdrop. Image © Fiona Fyfe Summary Description Views of this SCA are dominated by the broad landform of the Dwyryd estuary, with its extensive salt marshes, sand, mud and dune system (Morfa Harlech). The estuary also contains distinctive ‘islands’ and ridges of higher ground on either side. Overlooking the estuary are the contrasting villages of Harlech (with its Medieval castle on the valley side), Portmeirion with its Italianate architecture, and the industrial village of Penrhyndeudraeth. Surrounding the estuary are the wooded hills of Snowdonia, which form a majestic backdrop to picturesque views from lower land. In the eastern part of SCA, the valley narrows as the river flows inland. Here, the Afon Dwyryd has been heavily modified flows between areas of improved grazing, with main roads on both sides of the valley floor.
