It analyses the current state of the pro-climate coalition in Congress and lays out the top opportunities for and threats to climate governance in the US. Overall, passing robust climate legislation through the US Congress requires a clear understanding of how social identities drive voting behavior, not policy preferences or using votes to hold elected officials accountable. Using America’s dominant regional and racial social group identities as an analytical frame, I argue that progress on climate change is possible only if climate advocates employ a region by region electoral political strategy that: 1. maximizes the number of pro-climate members of congress from Democratic regions 2. creates a workable majority by helping Democrats win seats in swing regions and the Far West; and 3. reforms the Senate rules concerning the filibuster in order to adapt to the new normal of highly competitive American politics. Even if this strategy is successful, I argue that passing the broad suite of climate legislation necessary to achieve net-zero greenhouse gas emissions by 2050 will likely require long-lasting partisan realignment that produces a clear majority from a large cross-section of America’s thirteen ethnoregions.

Mocking her has been a constant on the right ever since.Sebastian Gorka, late of the Trump Administration, stood before the annual gathering of the Conservative Political Action Conference last week and made plain the inner frenzy of a party that must place its hopes for 2020 on a President who had just been described before a congressional committee as “a racist,” “a con man,” and “a cheat.” Hence the rhetorical smoke bombs. If you would like to serve on the Committee, please ask someone to nominate you. You may not serve on the Committee for more than two years in a row. Additionally, you may not nominate someone without their consent (so if someone isn’t going to be at the meeting, talk to her beforehand). Jan is trying to compile contact information for each campaign, and I am compiling a list of various ongoing volunteer opportunities for each campaign. Green One of the most powerfully encouraging events since Donald Trump’s election has been the dramatic emergence of a new generation of energetic progressive candidates and new political organizations that seek to seriously challenge Republican incumbents at every level of American politics. The reason this is so vitally important is that anemic progressive and Democratic political participation in non-presidential years and at every level below the race for the oval office has been the Republican Party’s greatest single political asset, allowing it to maintain its dominance in both houses of Congress and in state legislatures and governorships across the country even as Democratic presidential candidates won the popular vote in four of the last five presidential elections. In far too many districts across America the Democratic Party has not supported serious challenges to Republican candidates for some time or maintained robust local offices and staff to carry out continuing efforts at voter contact, persuasion and mobilization. To successfully challenge incumbent Republican officeholders, new Democratic candidates will need a restored progressive political base and infrastructure. GOP candidates now have a deep local network of conservative grass roots organizations to rely upon – the NRA, right to life groups, Tea Party organizations and so on. Democrats will need comparably powerful neighborhood and community level political organizations to even the playing field.
