El Legado De Bernie Sanders Y La Batalla Por El 2020 El legado de Bernie Sanders y la batalla por el 2020 Imprimir A Federico Gyurkovits, por su interés en el tema Las elecciones presidenciales de 2016 fueron un gran revés para los movimientos progresistas en Estados Unidos. Pero la campaña del senador independiente por Vermont, Bernie Sanders, en las primarias internas del Partido Demócrata, deja un legado importante para esas organizaciones que conviene revisar con más cuidado. Apenas tres días después de la toma de posesión de Donald Trump como presidente de EU (el 20 de enero de 2017), se funda la organización ‘Demócratas por la Justicia’ (‘Justice Democrats’, en adelante JD). Sus dirigentes son Cenk Uygur, Kyle Kulinski (del programa Secular Talk), ambos comentaristas políticos ligados al programa creado por el primero, The Young Turks (TYT), y algunos dirigentes de la campaña presidencial de Bernie Sanders, entre ellos, Corbin Trent, de Brand New Congress, y Saikat Chakrabarti, ahora jefe del equipo de Alexandria Ocasio-Cortez, la nueva representante demócrata por el 14º distrito de Nueva York, a la que nos volveremos a referir más adelante. A partir del año pasado, la directora ejecutiva de JD es Alexandra Rojas, otra mente brillante a la que habrá que seguir muy de cerca. El diagnóstico y la solución Justice Democrats parte del supuesto, adecuado desde mi perspectiva, de que la mayor parte de la población aprueba las políticas progresistas que ellos enarbolan, entre ellas el Nuevo Pacto Verde (https://www.alainet.org/es/articulo/198137), un sistema de salud universal (Medicare for all), educación universitaria pública y gratuita, y la abolición del Servicio de Inmigración y Control de Aduanas (ICE), que actualmente gestiona los centros de detención para migrantes y la política de separación y detención de infantes, implementada por el gobierno de Donald Trump, entre otras propuestas. Su llamada “Plataforma por la Justicia” concentra toda una agenda concreta que realmente vale la pena revisar. Sin embargo, a pesar de que las encuestas de opinión demuestran que estas posturas son sumamente populares, la corrupción de los políticos pro-corporativistas en Washington hace El legado de Bernie Sanders y la batalla por el 2020 prácticamente imposible que esta agenda pueda implementarse. Como es sabido, no son los ciudadanos, sino las grandes empresas las que financian las campañas electorales, lo cual provoca que, una vez en sus cargos, los políticos terminen velando por dichos intereses empresariales, ya sea para volver a recibir financiamiento en sus campañas o para que las mismas empresas los contraten una vez terminado su período (el conocido fenómeno de la ‘puerta giratoria’), siempre en detrimento, por supuesto, del interés del electorado. En particular, vale la pena conocer el caso de la organización conservadora Ciudadanos Unidos (Citizens United) vs. Comisión de Elecciones Federales (FEC), en 2010, en donde la Corte Suprema posibilita el financiamiento electoral por parte de las empresas privadas. Justice Democrats considera que esta corrupción pro-corporativista fue uno de los factores clave en la derrota de Hillary Clinton frente a Donald Trump en 2016, pues se trataba de una candidata alineada con los grandes intereses empresariales y alejada por completo de las demandas de la población, que se encuentra afectada en gran medida por las políticas neoliberales que se implementaron a nivel mundial. Aunque JD reconoce la profunda corrupción que domina al Partido Demócrata, entienden que en la coyuntura actual es prácticamente imposible cambiar el sistema bipartidista que domina la política estadounidense y por ello, se proponen cambiar a este partido político desde dentro. Su objetivo es competir en las elecciones primarias internas, derrotar a los candidatos del establishment corporativo, que controla al partido, e ir a la elección general con candidatos ‘alternativos’, que apoyen su agenda política. Sobre el perfil de los candidatos, primero deben haber sido nominados por alguien de su distrito. Justice Democrats busca a líderes comunitarios, provenientes de movimientos de base, con perfiles diversos, que sean representativos del electorado, pero sobre todo, que no acepten dinero ni de millonarios ni de las grandes empresas, de hecho, todos sus candidatos deben comprometerse a no recibir este tipo de dinero. Su lema es: “Ser un partido para los que votan, no para las empresas que hacen donaciones”. El legado de Bernie Sanders y la batalla por el 2020 En ese sentido, intentan reproducir el modelo de campaña que implementó Bernie Sanders en 2016, que recibió la mayor parte de sus fondos a través de pequeñas donaciones directas e individuales, lo que resultó sin duda en uno de los legados más importantes que dejaría esta experiencia para los movimientos progresistas en el futuro inmediato. Las elecciones intermedias de 2018 Así llegaron a su primera gran prueba. Justice Democrats respaldaría a cerca de 80 candidatos para que compitieran durante las elecciones primarias internas del Partido Demócrata en los más diversos cargos de elección: 5 candidatos a gobernadores, 4 para el Senado y 68 para la Cámara de Representantes. Todos sabían que era prácticamente una misión imposible… hasta que el 26 de junio llegó la noticia desde Nueva York: Alexandria Ocasio-Cortez (AOC), con apenas 28 años, había derrotado con una diferencia de 13.4 puntos a Joe Crowley, congresista en funciones desde 1999, que estaba cumpliendo su décimo término consecutivo, que había gastado 18 veces más que AOC en la campaña y que de haber ganado, posiblemente hubiera sido elegido presidente de la Cámara de Representantes, en lugar de Nancy Pelosi. En un distrito mayoritariamente demócrata, la elección general estaba prácticamente asegurada. Por si fuera poco y para sorpresa de todos, AOC comenzó a apoyar las campañas de otros candidatos progresistas. Ahora, definitivamente tenían la atención del establishment político y mediático. El mensaje que ofrecía JD era contundente: “Si los demócratas se niegan a adoptar nuestra plataforma, seguirán perdiendo, ya sea con los republicanos o con nosotros”. En total, 26 de los candidatos provenientes de JD ganaron sus respectivas elecciones primarias y en noviembre del año pasado, 7 de ellos ganaron en la elección general. Podría parecer un resultado menor, pero hay que ver la vorágine que han generado en Washington. Apenas la semana pasada se supo que “el fenónemo” AOC sería la portada de la revista Time en su edición de abril, y ya se refieren a ella como “el segundo político del que más se habla en EU”. El legado de Bernie Sanders y la batalla por el 2020 Pero el fenómeno no solo es Alexandria Ocasio-Cortez. Por primera vez, dos mujeres musulmanas han sido electas para el Congreso: Rashida Tlaib (13º distrito de Michigan), de origen palestino, e Ilhan Omar (5º distrito de Minessota), de origen somalí y quien recientemente ha estado en las noticias por sus críticas contra el lobby pro-israelí en Washington. También se encuentra Pramila Jayapal (7º distrito de Washington), primera mujer de origen indio, con una política progresista en temas de migración, y Ro Khanna (17º distrito de California), quien ya ha sido nombrado copresidente de la campaña presidencial de Bernie Sanders para el 2020… El trabajo de base de JD continúa y, mientras buscan entre los líderes sociales a “el o la próxima AOC”, también deberán entrar a la lucha y apoyar a alguno de los aspirantes a la candidatura presidencial, en lo que será su segundo gran desafío. La lucha en el Partido Demócrata por el 2020 El martes, 3 de noviembre de 2020 estarán en juego 11 gubernaturas estatales (7 actualmente en manos de los republicanos y 4 de los demócratas, más Puerto Rico y Samoa; 34 de los 100 asientos en el Senado, que ahora controla el Partido Republicano y los 435 asientos en la Cámara de Representantes, que ahora controla el Partido Demócrata. Pero todos los reflectores se centran en la lucha por la presidencia, todavía con la posibilidad de reelección de Donald Trump. Hasta el momento, la mayoría de las encuestas favorecen a prácticamente cualquier candidato demócrata sobre Donald Trump en el voto popular (51% sobre 46%, Change Research con un margen de error de ±2.5), aunque recordemos que el resultado de la elección presidencial lo decide no el voto electoral sino el sistema del Colegio Electoral. Lo interesante, por supuesto, es ver qué sucede en las primarias internas del Partido Demócrata y a quién eligen como candidato presidencial durante la Convención Nacional Demócrata (DNC) en julio de 2020. En ese sentido, la mayoría de las encuestas ponen a Joe Biden en primer lugar con 31-35% y a Bernie Sanders en segundo con 27% (Morning Consult, El legado de Bernie Sanders y la batalla por el 2020 con un margen de error de ±1.0), seguidos de lejos por varios aspirantes, entre ellos: – Kamala Harris, senadora por California desde 2017, y fiscal general del estado (2011-2017), con 8-11% en la intención de voto. Harris está ligada a Steve Mnuchin, actual secretario del Tesoro de Donald Trump y que fuera uno de los donantes de su campaña al Senado. – Apenas hace dos semanas, el 14 de marzo, Beto O’Rourke, empresario y representante demócrata por Texas (2013-2019), anunció que también buscaría la candidatura presidencial. O’Rourke compitió en las pasadas elecciones intermedias por el puesto del senador Ted Cruz y perdió por un estrecho margen (51% contra 48%) en un estado ampliamente dominado por los Republicanos desde la década de los 1990s. It analyses the current state of the pro-climate coalition in Congress and lays out the top opportunities for and threats to climate governance in the US. Overall, passing robust climate legislation through the US Congress requires a clear understanding of how social identities drive voting behavior, not policy preferences or using votes to hold elected officials accountable. Using America’s dominant regional and racial social group identities as an analytical frame, I argue that progress on climate change is possible only if climate advocates employ a region by region electoral political strategy that: 1. maximizes the number of pro-climate members of congress from Democratic regions 2. creates a workable majority by helping Democrats win seats in swing regions and the Far West; and 3. reforms the Senate rules concerning the filibuster in order to adapt to the new normal of highly competitive American politics. Even if this strategy is successful, I argue that passing the broad suite of climate legislation necessary to achieve net-zero greenhouse gas emissions by 2050 will likely require long-lasting partisan realignment that produces a clear majority from a large cross-section of America’s thirteen ethnoregions.

Mocking her has been a constant on the right ever since.Sebastian Gorka, late of the Trump Administration, stood before the annual gathering of the Conservative Political Action Conference last week and made plain the inner frenzy of a party that must place its hopes for 2020 on a President who had just been described before a congressional committee as “a racist,” “a con man,” and “a cheat.” Hence the rhetorical smoke bombs. To Gorka, such a proposal is a communist “watermelon”: “green on the outside, deep, deep red communist on the inside.” The President, who dismisses climate change as “a Chinese hoax,” also waxed derisive at CPAC. “New Green Deal or whatever they hell they call it . Green One of the most powerfully encouraging events since Donald Trump’s election has been the dramatic emergence of a new generation of energetic progressive candidates and new political organizations that seek to seriously challenge Republican incumbents at every level of American politics. The reason this is so vitally important is that anemic progressive and Democratic political participation in non-presidential years and at every level below the race for the oval office has been the Republican Party’s greatest single political asset, allowing it to maintain its dominance in both houses of Congress and in state legislatures and governorships across the country even as Democratic presidential candidates won the popular vote in four of the last five presidential elections. In far too many districts across America the Democratic Party has not supported serious challenges to Republican candidates for some time or maintained robust local offices and staff to carry out continuing efforts at voter contact, persuasion and mobilization. To successfully challenge incumbent Republican officeholders, new Democratic candidates will need a restored progressive political base and infrastructure. GOP candidates now have a deep local network of conservative grass roots organizations to rely upon – the NRA, right to life groups, Tea Party organizations and so on. Democrats will need comparably powerful neighborhood and community level political organizations to even the playing field.
