Overview A powerful 9.0-magnitude earthquake hit Japan on March 11 at 1446 local time (0546 GMT), unleashing massive tsunami waves that crashed into Japan’s northeastern coast of Honshu, the largest and main island of Japan, resulting in widespread damage and destruction. According to the Government of Japan (GoJ), as of Friday (April 1), 11,734 people are confirmed dead and 16,375 people are reported to be missing. (Kyodo, Reuters, April 1) There are no new figures for the number of injured, but the UN reported last week that 2,766 people 1 were injured. Casualty numbers are likely to increase as emergency teams continue to reach and assess affected areas. The earthquake sparked widespread tsunami warnings across the Pacific. According to the US Geological Survey (USGS), the shallow quake struck at a depth of six miles (10 km) (20 km deep according to Japan’s Meteorological Agency), around 80 miles (125 km) off the eastern coast of Japan, and 240 miles (380 km) northeast of Tokyo. Key Concerns: • There are more than 166,000 evacuees. • UN says priority needs remain: fuel, prefabricated housing, clothing and medicine. Request for international assistance Japan has asked for international help to deal with the disaster and has so far received offers of assistance from 134 countries and 33 international organizations. It has accepted relief items from 24 countries to date. According to OCHA, the GoJ says the need for further international assistance is limited and any support should be in accordance with the GoJ’s criteria. -

With regard to Ibaraki prefecture, the restriction of distribution of Tea leaves produced in Ushiku-shi is cancelled today. By this liquefaction, serious damage including the cutoff of the lifeline, the destruction of the house basics and the nonequivalent subsidence occurred. The liquefaction damage taken up by the news was a small portion. Then we carried out a local survey for the purpose of catching perspective of the liquefaction damage in the Tone river basin. It was almost the artificial ground where filled up pond and river that intense liquefaction was seen. The ground hazard by liquidizing was known from of old. It was recognized again to cause an extensive ground hazard by liquidizing in this earthquake. It is thought that liquidizing is generated by the earthquake in the future again. Next, we compared our data with the liquefaction locations, the geomorphologic classification of the regions, seismic intensity distribution, and liquefaction probability value in the Kanto district in the report published by the Committee for Analysis of Liquefaction in the off the Pacific coast of Tohoku Earthquake, chaired by the author and organized by the Ministry of Land, Infrastructure, Transport and Tourism. -

Deep Two-Way Matrix Reordering for Relational Data Analysis Chihiro Watanabe∗1 and Taiji Suzuki†1,2 1Graduate School of Information Science Technology, The University of Tokyo, Tokyo, Japan 2Center for Advanced Intelligence Project (AIP), RIKEN, Tokyo, Japan Abstract Matrix reordering is a task to permute the rows and columns of a given observed matrix such that the resulting reordered matrix shows meaningful or interpretable structural patterns. Most existing matrix reordering techniques share the common processes of extracting some feature representations from an observed matrix in a predefined manner, and applying matrix reordering based on it. However, in some practical cases, we do not always have prior knowledge about the structural pattern of an observed matrix. To address this problem, we propose a new matrix reordering method, called deep two-way matrix reordering (DeepTMR), using a neural network model. The trained network can automatically extract nonlinear row/column features from an observed matrix, which can then be used for matrix reordering. Moreover, the proposed DeepTMR provides the denoised mean matrix of a given observed matrix as an output of the trained network. This denoised mean matrix can be used to visualize the global structure of the reordered observed matrix. We demonstrate the effectiveness of the proposed DeepTMR by applying it to both synthetic and practical datasets. 5 JETRO Efforts to Promote Investment in Japan 1. Achievements of JETRO: More than 190 disproportionate number of investments still go to Tokyo, but this bias is success stories! gradually decreasing as investment in other parts of the country is relatively expanding. Chart 5-1 shows the number of foreign investment projects in Japan supported by JETRO. Collusion in Auctions with Constrained Bids: Theory and Evidence from Public Procurement∗ Sylvain Chassang Juan Ortner† New York University Boston University April 9, 2018 Abstract We study the mechanics of cartel enforcement and its interaction with bidding con- straints in the context of repeated procurement auctions. Under collusion, bidding constraints weaken cartels by limiting the scope for punishment. This yields a test of repeated-game collusive behavior exploiting the counter-intuitive prediction that in- troducing minimum prices can lower the distribution of winning bids. The model's predictions are borne out in procurement data from Japan, where we find evidence that collusion is weakened by the introduction of minimum prices. A robust design insight is that setting a minimum price at the bottom of the observed distribution of winning bids necessarily improves over a minimum price of zero.
