1. EXECUTIVE SUMMARY

The proposed project of 23.32 ha area for Sand mining and falls under Category- “A” as per EIA Notification 2006 and amended thereof of the Ministry of Environment and Forests, New due to presence of Interstate boundary between Uttar Pradesh, Haryana and . The mining lease area is located in Village Pachayara, Tehsil , District Ghaziabad, Uttar Pradesh. The project was submitted in EAC on 29.3.2011. Tor presentation of the project was held in on 25.5.2011. However Terms of Reference were not granted for the project till date. 2. INTRODUCTION 2.1 Identification of Project and Project Proponent The project is proposed by M/S Maroon Engineers & Consultants (P) Ltd. Mining lease over an area of 23.32 ha was granted to Shri Satveer Singh, M/S Maroon Engineers & Consultants (P) Ltd. for a period of 3 years on 11.2.2008. (Lease deed attached as Annexure I). Renewal was applied and lease was granted for another 3 years on 28.2.2011 i.e. from 28.2.2011 to 27.2.2014. (Renewal application and lease attached as Annexure II & III respectively). However, mining was stopped from 30.6.2011 as per the order of District Magistrate, Ghaziabad. Lessee has applied for the lapse period i.e. 2 years and 8 months from the discontinuation of mining. 2.2 Brief Information about the Project the proposed project is situated on the bed of River Yamuna near village Pachayara, Tehsil & District Ghaziabad, Uttar Pradesh. The lease area is extended over an area of 23.32 ha. the mining is proposed to be carried out by opencast manual method and 10,73,393 tonnes of Sand will be generated per annum. 2.3 Need for the Project and Its Importance to the Country or Region The project involves collection of river bed material. This is very essential to prevent widening of the riverbed due to the deposition of sediments which if not mined out will cause flooding and damage to the adjoining areas. This can only be prevented by maintaining the existing width and course of the river. If riverbed sand is not mined, the widening of river banks will 3

Apart from that the production of mineral will benefit to the State in the form of Royalty. Apart from this, the project will generate direct and indirect employment opportunities for the people in nearby villages. Also the mine management will conduct various socioeconomic developments in nearby village from time to improve the socio- economic status of the area. 2.4 Demands-Supply Gap Building huge infrastructure as being envisaged by Government of India particularly in road and housing sector requires basic building raw materials. Thus the demand for Sand is ever growing with the growth of the infrastructure sector in our country. The requirement for the mineral is always high in the nearby cities and towns. Therefore there is always a good demand of the mineral in the domestic market. 2.5 Imports vs. Indigenous Production Sand is the basic raw material used in the Sand is the basic raw material used in the building and construction activities. As the boom in industrialization and infrastructure the material excavated has high demand in the country. 2.6 Export Possibility There is no proposal to export the mineral. 2.7 Domestic/ Export Markets DOMESTIC MARKET Sand will be directly sold to the end markets. There is ample market for the mineral as there is huge demand of material in construction and real estate.

3 PROJECT DESCRIPTION 3.0 Type of Project Including Interlinked and Interdependent Projects, If Any. This is an opencast manual mining project. There is no interlinked project associated with the proposed project.

3.1 Location Mining lease is situated near village Pachayara, Tehsil Ghaziabad, District Ghaziabad. The Lease is falling in Toposheet No. 53H 01. 3.4 Topography Topography is plain and has abundance of good quality of groundwater. Besides the nature's generosity, the District has a tremendous locational advantage being in proximity to Delhi. Originally established on the eastern side of river hindon, present sprawling development of Ghaziabad can be observed on both sides of river hindon. Hindon River is an important tributary of Yamuna River & flows between Ganges and Yamuna rivers. Flowing north south, Hindon river passes through middle of the city and meets Yamuna about 35 KM south of Ghaziabad. District Ghaziabad is bounded by Meerut district on the north, Bulandshahar and Gautam budh Nagar districts on the south, Hapur on the east while (Haryana) and National Capital Delhi State lies on the South West. The total area of the district was 2590 sq. km. But after dividing the district to form a new district namely Gautam Budh Nagar, it becomes 1148 sq. km. 3.5

Regional Geology: The entire district of Ghaziabad forms the part of Ganga-Yamuna doab, eastern boundary is marked by Ganga river and the river Yamuna defines the western boundaries. The area represents almost a monotonous flat plain dissected by drainage of different order. Ghaziabad town is situated almost in the old flood plain of river Hindon. Morphologically, the area can be divided into 3 morpho units viz a viz (i) older Alluvial Plain (ii) Older Flood Plain and (iii) Active Flood Plain. The banks of rivers are steep and ravinous. The older alluvium occupies the entire upland and interfluve area occurring between major drainage ways i.e. Yamuna and Hindon and Hindon and Ganga.

Rainfall & Climate The rainfall in the area is mainly due to southwest monsoon and nearly 80 to 85% of the annual rains occur between July and September. Remaining 15% to 20% rain is distributed unevenly, sometimes rain also occurs between January and March. The normal Annual rainfall of the district has been reported to be 731 mm based on data from 1901 to 1970. There is a large variation in rainfall in space and time. The district is endowed with typical climate with extremes in summer as in winters. The mercury shoots up to 400 C or even more during peak summer and dips to less than 500 C during the month of January. Winter spans from mid of November to mid of February. Summer months are April to middle of June which ends with onset of monsoon. Reserve Estimation River bed mineral reserve has been estimated as per the standard procedures. The area of mining lease and the average thickness of the mineral not more than 3 m) is multiplied to get the volume. About 55 mineral losses have been considered to get the recoverable quantity. The mine will be worked on the day shift only. The average number of working days in the year would be 225. Anticipated Life of mine Life of mine has not been estimated as the mine area will get replenished in the subsequent monsoon season.

APPLICANT: M/SMAROON ENGINEERS & CONSULTANTS (P) LTD. 3.8 PROJECT DESCRIPTION WITH PROCESS DETAILS 3.8.1 Method of Mining Mining will be carried out manually and in systematic & scientific manner. No overburden or soil will be generated the mineral is exposed to the surface. The mining will be completely carried out by opencast manual method. Hand operated tools like spade, tasla etc. will be used to carry out the excavation process. Excavation of the mineral will commence from the top and lead towards down removing the mineral manually in 0.5m slices. Ultimate depth of the bench will be 1 m. mining will be restricted to the maximum depth of 3 m. No drilling and blasting is proposed. Working Plan is attached as Plate I Following method and restrictions will be followed during the excavation process:

 Area of mining lease will be demarcated prior to mining operation.

 Dry pit mining will be carried out, i.e. mining will be done 3m bgl or above ground water level whichever comes first.

 Mining will be strictly done on the dry part of the lease area.

 10m of safety distance will be left from the stream or water line.

 Mining from the concave side f the river will be avoided to prevent erosion.

 10% of the width of the river will be left from banks for bank protection.

3.9 Raw Material Required Along With Estimated Quantity, Likely Source, Marketing Area of Final Product/S, Mode of Transport of Raw Material and Finished Product No raw material will be required for production of stone. 3 .10 Resource Optimization/ Recycling and Reuse Not envisaged.

APPLICANT: M/SMAROON ENGINEERS & CONSULTANTS (P) LTD. 3.11 Availability of Water Its Source, Energy/ Power Requirement and Source 3.11.1 Water Requirement Water requirement for the proposed project for domestic use, dust suppression and plantation, will be approx 12.6 KLD, which will be obtained from the sources available in the nearby villages.

3.8.2 POWER The entire process is manual and will only be done during day time. Hence no power requirement is foreseen. Vehicles will run on diesel. 3.9 QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR MANAGEMENT/ DISPOSAL 3.9.1 Solid Waste Generation & its Disposal No overburden will be generated from the proposed activity. The mineral is exposed on the surface itself. 3.9.2 Liquid Effluent There will not be any liquid effluent produced in the process. Mobile toilets will be provided for the labors. Thus no domestic effluents generation is anticipated.

SITE ANALYSIS 4.1 Connectivity The lease area is accessible by metalled road via village Pachayra which finally joins to SH 57 in East direction t the distance of 6 km. 4.2 LANDFORM, LANDUSE AND LAND OWNERSHIP 4.2.1 LANDFORM The applied lease area has gentle slope towards north east. Highest point is at 210 m RL in the NE corner of the lease area whereas lowest point 2018 m RL in the SW corner of the area. Surface plan is attached as Plate I 4.2.2 LAND USE The land use of the mine site is river bed. There is no build up area in the lease area. The entire lease area is bed of River Yamuna. Agricultural land is present around the mine lease area within the 10 km radius. No RF/ PF are present. 4.3 Existing Infrastructure No existing infrastructure is present within lease area. 5 PLANNING BRIEF 5.1 Planning Concept It is a manual opencast mine. Mining shall be carried out through the formation of benches of 0.5m height. Therefore proposal of mining has been given upto depth of 3m from surface. No drilling and blasting is done. Material will be directly loaded into trucks and transported to the end users. proper safety distances will be left from the banks and stream line. The average number of working day in the year would be 225 days in a year.

APPLICANT: M/SMAROON ENGINEERS & CONSULTANTS (P) LTD. 5.3 Assessment of Infrastructure Demand (Physical & Social) On the basis of the preliminary site visit, the infrastructure demand in the villages was assessed on the basis of need and priority. The assessment will be made in the socio economic survey, after the grant of TOR and will be incorporated in the Environment Impact Assessment report.

5.4 Amenities/Facilities Mines Office, Workshop etc. The following facilities/amenities will be extended by the mine management:  Direct and indirect Employment, of which most will be from nearby villages.  Arrangements for safe and healthy working conditions  Provision of Drinking water.  Rest shelters will be provided.  Medical facilities and Health check-up camps for the workers.  Conducting medical camps for workers and nearby villagers at regular interval.

6. PROPOSED INFRASTRUCTURE 6.1 Industrial Area (Processing Area) No infrastructure is proposed. 6.2 Residential Area (Non Processing Area) As the local person will be given employment, no residential area/ housing is proposed. Only temporary rest shelter will be provided. 6.3 Green Belt: Plantation will be carried out as a part of restoration works. It is proposed to plant trees on:

 Haul roads/ approach roads

 Vicinity of the lease area

 Near schools/colleges as per directions of local authority

 The saplings will be undertaken for survival of plants.

 Plants will be taken care by applying fertilizers and proper wedding etc.

 Fatal saplings will be replaced with new healthy saplings.

 Every sapling will be covered by tree guard to avoid damage through cattle grazing.

 A Gardner will be employed for care.

 Necessary arrangement will be provided for watering tree species planted at different parts. 6.4 Social Infrastructure

6.9 Solid Waste management No solid waste will be generated. 7 REHABILITATION AND RESETTLEMENT (R&R) PLAN No rehabilitation and resettlement is required for this project

8 PROJECT SCHEDULE & COST ESTIMATES 8.1 Likely Date of Start of Construction and Likely Date of Completion The proposed mining activity will commence immediately on getting environment clearance and NOC from State Pollution Control Board.

8.2 Estimated Project Cost Along With Analysis In Terms of Economic Viability of the Project The estimated cost for the proposed project is 50 Lakh.

APPLICANT: M/SMAROON ENGINEERS & CONSULTANTS (P) LTD. 9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) 9.1 Financial and Social Benefits with Special Emphasis on the Benefit to the Local People Including Tribal Population, If Any, In the Area. The Project will bring economical benefits to the state by the way of Royalty for mineral. Achieving a huge infrastructure as being envisaged by Government of India particularly in road and housing sector requires basic building materials. Sand is one of primary building material required for the purpose. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. Sand extracted is in high demand at the local market for real estate industry.

This project operation will provide livelihood to the poorest section of the society/economically backward population and tribal in the area. It provides employment to the people residing in vicinity directly or indirectly by the project. The mine management will also help the nearby villages by providing aid to school, conducting medical and social awareness camps, helping in formation of self help groups, etc. Thus the project will bring about socio-economic improvement of the area and will prove beneficial to the area.
