Now, due to change in planning, the built-up area of the project is increasing from 29884.21 m2 to 46370.6 m2. Since, built up area is less than 1,50,000 m2, thus the project falls under the category “B”, Schedule 8(a) in accordance with the EIA Notification dated 14th September 2006.

1.6 Population Details During construction phase: 750 nos. of local labours will be employed for the construction of the project.

During operation phase: The total population of the project has been estimated to be 3952 persons including guests, residents in service apartment, hotel staff, other staff and visitors in hotel complex. 1.7 Water Management During Construction Phase: Total water requirement during construction phase will be 42 KLD, out of which 34 KLD shall be used by labours for domestic & flushing purposes and 8 KLD of water will be used for construction activities. Waste water will be generated from the labours which will be disposed to Mobile toilets and treated in mobile STP.

During Operation Phase: The total water requirement during operation phase is 433 KLD, out of which fresh water requirement will be 206 KLD (DJB supply). Rest 227 KLD will be met by inhouse STP treated water. Treated water will be used for flushing, gardening and cooling purposes.

The waste water generation will be 252 KLD, which will be treated in 350 KLD inhouse STP. It will be Zero liquid discharge complex.

1.8 Rain water collection Details To recharge the ground water, 1 no. of Rain water harvesting pits shall be provided. Details are given in Pre-Feasibility Report. 1.9 Power Requirement & Back-up During Construction phase, 2 x 62.5 kVA of DG Sets will be used for power requirement.

Total Power Requirement during Operation Phase will be 4400 KW which will be supplied by BSES. In case of power failure, DG sets of capacity 3 x 2000 KVA shall be installed & the D.G. sets shall be installed acoustically treated. Ltd. 1.10 Solid & Hazardous Waste Management During Construction Phase- Solid and Hazardous waste generation will be approx. 113 kg/day of waste from labourers.

Approx. 52308 cu. m. of soil shall be excavated due to excavation of 4 level basement & foundation. Total 113 kg/day of waste will be generated from labourers. Construction & Demolition waste generated shall be disposed off to C&D facility. Recyclable material of construction phase like aluminium, steel, wood pieces, cement bags, plastic containers, cartons, glass etc. will be sold to recyclers.

During operation phase- Total 979 kg/day (357 tons/year) solid waste shall be generated from Hotel. Out of which, 587 kg/day of biodegradable waste shall be treated in organic waste converter. 196 kg/day of non-biodegradable waste and 196 kg/day of plastic waste shall be given to authorized recycler. 42 lit/month of used oil and 3 kg/month of E-waste shall be generated which will be given to approved vendor. Battery waste generated from inverters & UPS from the project will be managed as per Batteries (Management and Handling) Rules 2001. 1.11 Parking Management During construction phase- Proper parking provisions of trucks and other construction vehicles shall be made. Proper spaces for loading and unloading shall be defined. During operation phase- Total parking requirement will be 265 ECS which will be provided on the basement and surface. Earlier Environmental clearance was granted to the project vide letter no 21-1218/2007- IA.III, dated 16.04.2008 for plot area of 5024.9 m2 and built up area of 29884.21 m2. No Construction has been done at site till now and Environment clearance had been expired.

Now, due to change in planning, the built-up area of the project is increasing from 29884.21 m2 to 46370.6 m2. Since, built up area is less than 1,50,000 m2, thus the project falls under the category “B”, Schedule 8(a) in accordance with the EIA Notification dated 14th September 2006.

Since, the tenure of Delhi SEAC has been completed and the committee has dissolved, we are applying for Environment Clearance in MoEF&CC.

The activities proposed in the hotel complex will be

The total built up of the project including FAR, Non-FAR & Basement Area will be 46370.6 m2.

Only 1 block is proposed with G+10 no. of floors. The maximum height of the building will be 46.7 m (70 m up to Lightening Arrester).

3.2 Land Ownership of the site

The land has been leased by Delhi Development Authority to Breeze Constructions Pvt. Ltd. for the construction of Hotel Complex. As per the Master plan of Delhi (2021), land use of the site is Commercial use.

The water will be sourced through Delhi Jal Board. 3.8.2 Present Quality The present quality of the Surface water of nearby water body has been accessed, the summarised results with prescribed standards shows the parameters are within the limit as per IS: 10500 Drinking Water Standards & CPCB Surface Water Quality Criteria. The results of the test reports are enclosed as Annexure- XVI. 3.8.3 Water Requirement

During construction phase, for construction activities, treated water will be arranged on temporary basis which will be sourced through nearby Sewage Treatment Plant. Drinking water for labourers will be sourced through the tankers.

Total water requirement during construction phase will be 42 KLD, out of which 34 KLD shall be used by labours for domestic & flushing purposes and 8 KLD of water will be used for construction activities. Waste water will treated in mobile STP which shall be regularly cleaned.

During operation phase, fresh water will be met through Delhi Jal Board. The total water requirement has been shown in the Table below:

Total waste water generation from Hotel Complex will be 252 KLD will be treated in the Sewage Treatment Plant of 350 KLD. 227 KLD of treated water shall be generated from the STP which will be re-used for flushing, gardening and cooling purposes. It will be zero liquid discharge complex 3.9 Noise Management During Construction

DG sets of 2 x 62.5 kVA will be used for power supply during the construction phase.

4400 KW of electric load from BSES shall be supplied to the Hotel Complex. Power backup shall be provided by DG sets of 3×2000 kVA. Low sulphur diesel fuel shall be used. Also, adequate measure shall be adopted to reduce deterioration of air & noise quality. 3.10 Energy Conservation measures

Following are the measures adopted to conserve the energy:

• Day light provision shall be made by using openable windows (use of sunlight in lieu of conventional power) in the guest rooms. • LED lights shall be installed for common areas like corridors, lift and lobby.

Solar Measures:

• External street lighting shall be provided by standalone solar panel. • Solar water heater will be used to meet 20% of hot water requirement of the project. • Solar Energy shall be utilized to meet electricity generation equivalent to 1% of the demand load. • LPD shall be maintained as per the ECBC norms. • The motors used by pumps proposed in the project shall be energy efficient complying with the ECBC norms. 3.11 Environment Management

The Environment Management Plan (EMP) is a site-specific plan developed to ensure that the project is implemented in an environmentally sustainable manner where all stakeholders including the project proponents, contractors and subcontractors, including consultants, understand the potential environmental risks arising from the proposed project and take appropriate actions to properly manage that risk. Adequate environmental management measures need to be incorporated during the entire planning, construction and operating stages of the project to minimize any adverse environmental impact and assure sustainable development of the area. Construction of Proposed Hotel at Plot no.-1 B-4, Twin District Centre, Sector-10, Rohini, Delhi by M/s Breeze Constructions Pvt. Ltd. The EMP presented below should be followed and regular monitoring of relevant parameters as stated in post project-monitoring schedule shall be carried out. The EMP is to be proactive in nature and will be upgraded if new facilities or modification of existing facilities, with environmental concerns, come up at a later stage. 3.11.1 Environment Management During Construction Phase 3.11.1.1 Air Management

Air quality around the project shall be impacted during the construction stage. Various construction activities especially related to lose material are likely to cause generation of dust that can adversely impact the air quality of the surrounding area of the project site. To minimize such impact, following measures will be taken:

 Water sprinkling will be done at the location where dust generation is anticipated.  To minimize the occupational health hazard, proper masks will be provided to the workers who are engaged in dust generation activity.  DG sets of capacity 2 x 62.5 kVA will be installed acoustically enclosed with adequate stack height to avoid concentration of emissions on ground.  Water sprinkling shall be done to reduce the dust generation.  Vehicles used in transportation of construction material will be bought fully covered.  Trees will be planted along the construction site to reduce emissions at site.  Construction material will be stored inside the project boundary and will be covered with the tarpaulin cover.  Vehicles used in transportation of construction material will have PUC certificate.  Barricading of the building height shall be done.  Construction and Demolition waste processing and disposal site shall be identified and required dust mitigation measures will be notified at the site. Tankers will be used for supply of construction water. Maximum Ground Level

Concentration of PM10 due to movement of tankers and operation of DG set shall be maintained. Sprinkling will be done at the source of dust anticipated. 3.11.1.3 NOISE ENVIRONMENT

During the construction stage, expected noise level is in the range of 80 dB- 100 dB (A), which shall decrease with increase in distance. To avoid noise impacts during night time, majorly all the noise generating construction activities will be carried out during the daytime. There will be some noise generation due to the movement of vehicles carrying construction materials and as this will be only a temporary phenomenon, it will be managed by properly regulating the movement of vehicular traffic so that the ambient noise quality will not be adversely affected. The DG sets will be bought acoustically enclosed. To prevent any occupational hazard, ear muffs/ ear plugs will be given to the workers working around or operating the plant and machinery emitting high noise levels. Operation of such plant or machinery is strictly be prohibited during night hours. Careful planning of machinery operation and scheduling of operations will be done to minimize such impact. Furthermore, following measures shall also be adopted: • All the machinery and equipment’s will be regularly maintained to reduce noise level. • DG sets of 2 x 62.5 kVA shall be installed acoustically enclosed. • Barricading of the site will be done in order to reduce noise impacts outside the project boundary. 3.11.1.4 WATER MANAGEMENT

During the construction of the proposed project, the services required like water supply and sewage facilities will be arranged on a temporary basis and the same will be Construction of Proposed Hotel at Plot no.-1 B-4, Twin District Centre, Sector-10, Rohini, Delhi by M/s Breeze Constructions Pvt. Ltd. maintained without any adverse impact on the environment. Following are the measures required to manage the water environment at site:

• During construction phase,42 KLD of water will be required, out of which 34 KLD of water for labours for domestic & flushing use which shall be sourced through tankers and 8 KLD of water will be required for construction purpose which shall be STP treated water from nearby area/ STP supplied through tankers. • Mobile toilets for construction labours shall be provided and waste water shall be treated in mobile STP which shall be regularly cleaned. • Runoff from the construction site shall not be allowed to stand (water logging) or enter into the roadside or nearby drain. Adequate measures will be taken to collect such run off and either reuse or dispose off at the designated location. 3.11.1.5 SOLID WASTE MANAGEMENT

Excavation at site will be done only for foundation purpose. Approx. 52308 cu. m of soil shall be excavated. This excavated soil shall be properly stacked within the site and will be reused up to extent possible for backfilling, road construction etc. The top soil of about 750 cu. m will be preserved separately and will be used for landscaping purposes only. Hence, no adverse impacts on the land environment are envisaged. The unused soil if any shall be sent to landfill site only. As soon as proposed green area will be ready the top soil shall be transferred and seeding will be done with regular sprinkling.

Trucks to the site will be used to transport the construction materials. At site, it will be handled manually and by tractor trolley. As most of the materials will be dry solids, there will be air pollution during their handling at different stages for which all mitigation methods will be adopted.

C&D waste generated shall be sent to approved disposal site.

Approx. 113 kg/day of Municipal Solid Waste generated from labours shall be disposed off as per Municipal Solid Waste sites.

Used oil whenever generated from the DG set shall be kept in a secured place and in leak proof container and shall be sent to approved recycler. Construction of Proposed Hotel at Plot no.-1 B-4, Twin District Centre, Sector-10, Rohini, Delhi by M/s Breeze Constructions Pvt. Ltd. 3.11.2 ENVIRONMENT MANAGEMENT DURING OPERATION PHASE

3.11.2.1 Air Environment DG sets of 3 x 2000 kVA will be installed for power backup for common utilities during power failure. Proper stack height of 6 m above roof level for D.G Set will be provided which will help in reducing the air pollution. The DG sets will be installed with acoustic enclosed.

3.11.2.2 NOISE ENVIRONMENT

The main sources of the noise pollution will be D.G sets. DG sets of 3 x 2000 KVA will be installed in the complex.

Noise Pollution Control System DG sets shall be bought acoustically enclosed and shall meet the norms prescribed by CPCB. Planting of the trees at the boundary of the site will help in reducing the level of the noise within the Complex.

During operation phase, Total water requirement has been estimated to be 433 KLD for the proposed project, out of which fresh water requirement will be 206 KLD which will be met by Delhi Jal Board supply. Water shall be used mainly for domestic, flushing, gardening and cooling purposes. 3.11.2.3.1 WASTEWATER TREATMENT

Total quantity of waste water generation will be 252 KLD for the proposed project. The generated sewage will be treated in in-house Sewage Treatment Plan of capacity 350 KLD. 227 KLD of treated water shall be reused in flushing, gardening and Cooling purposes. The STP shall be based on Extended Aeration technology.

Process Description STP design shall be for compact activated sludge system working on the principle of extended aeration system. The sewage treatment plant shall be designed for a capacity of handle soil and waste water from the building shall flow into a grit chamber to remove settling grit. Overflow from the grit chamber shall come to a sump chamber constructed as an integral part of package sewage treatment plant. Construction of Proposed Hotel at Plot no.-1 B-4, Twin District Centre, Sector-10, Rohini, Delhi by M/s Breeze Constructions Pvt. Ltd. A bar screen shall be provided at the inlet point in the sump and the waste water will flow through this screen into the sump. The bar screen shall be so designed that it can be cleaned manually from the top of sump. Two submersible solid handling pumps shall be provided in the sump to dump the collected waste water to aeration chamber. These pumps shall have the capability to handle effluent with solid up to 40 mm sizes. A flow regulator box shall be provided to regulate the flow in the aeration tank. Automatic level controller shall be provided in the sump to turn the pump of at the low level is high. In case the water level in the sump continues to increase (Pump out order), the stand by pump will start and a high level alarm shall come on, indicating pump problem. Submerged air diffusers shall also be provided in the sump to keep the suspended solids in suspension and to prevent the sewage from turning septic. Waste water from the flow regulating box shall flow into the aeration tank, where it shall be mixed with activated sludge (MLSS) inn presence of air introduced through submerged air diffusers. The aeration system shall be designed in a way so as to achieve complete mixing of activated return sludge raw sewage. Foam control system shall be provided in aeration tank to keep foaming under control. From the aeration tank this mixed liquid shall pass into the secondary clarifier. Through the use of baffles the liquid in the clarified tank shall be maintained in a quiescent condition which shall allow the solids to settle to bottom for collection. The accumulation solids known as “Sludge” shall be constantly pumped from the clarifier tank bottom to the aeration tank. This return sludge shall undergo further digestion in the aeration tank and shall also provide the active organisms needed to digest the incoming raw sewage. A skimmer system shall be provided at the surface of the secondary clarifier to continuously skim the surface and to pump the skimming back into aeration tank. The clarifier shall also have an adjustable overflow weir to collect the treated effluent and a scum baffle shall keep any floating matter from passing out with the final treated water. Treated water from the secondary clarifier shall overflow into the adjoining mixing tank where alum shall be added. Mixing shall be provided by air diffusion. From the mixing tank water shall flow by gravity into raw water tank. Water shall be sourced from raw water tank passed through tertiary treatment plant comprising of filters & high flow UV system for bacteriological disinfections. Tertiary treatment plant shall comprise of multi grade filter and an activated carbon filter, water shall be stored and reused as make up Construction of Proposed Hotel at Plot no.-1 B-4, Twin District Centre, Sector-10, Rohini, Delhi by M/s Breeze Constructions Pvt. Ltd. water for cooling tower for air-conditioning, DG sets, and scrubbers, for external horticulture and for flushing water supply requirement. Excess sludge from the bottom of the clarifier shall be passed into an adjoining aerobic digester cum thickener tank. In this tank sludge shall be aerated. Air shall be shut of periodically and separated water shall be pumped back into the aeration tank. This way the sludge shall be thickened and its volume reduced. The sludge digester cum thickener tank shall be sized to hold excess production of at least three months. The main source of ground water recharging in the study area is rainwater, which infiltrates into the ground through various lithological units present in the study area. 1 no. of Rain Water Harvesting pit is proposed in the proposed site to recharge the ground water. The runoff from the rooftop and storm water shall go to the recharge pits.  Scheme for Ground Water Recharging The rainwater is diverted from the rooftop using rain water pipes to the surface / underground drainage network. The entire complex is sub divided for recharging structures. The rainwater is diverted into the de-silting tank to remove inorganic

Impurities and the outflow of the de-silting tank is taken into the recharge well.

 De-silting Tank The de-silting tanks are used to remove silt and other floating impurities from rainwater. De-silting tank is like an ordinary container having provision for the inflow, outflow and overflow. Apart from removing silt it holds the excess amount of water till it is soaked up by the recharge structure. The bottom of tank will have unpaved surface (layers of coarse sand) to allow standing water to percolate into the soil. The rainwater collected in these de-silting chambers shall be utilized for horticulture.

 Recharge well

The recharge well consists of percolation pits with Dual boreholes in the middle of the pit. UPVC pipe perforated will be lowered in the middle of the boreholes and the pit will be filled with gravel and pebbles in three layers consisting of boulders, gravel and coarse sand. The mouth of the UPVC pipe shall be protected to avoid silt getting into it. The depth of the bore will depend on the soil condition/water strata. The schematic diagram is enclosed.

It should be therefore concluded that there is no significant impact on surface water quality & hydrology of the area. The proposed rainwater-harvesting scheme will stabilize the groundwater table in the area. 3.11.2.4.1 RAIN WATER HARVESTING CALCULATION

3.11.2.4.2 Maintenance of Rainwater Harvesting Pits: -

• Rain water harvesting pits shall be checked and cleaned before and after rainy season. Cleaning procedure consist of scrubbing of inner wall and floors. • Chlorine solution can be used for cleaning purposes followed by through rinsing. • Cleaning of filter shall be done before and after rainy season. • Cleaning of de-silting tank will be done on regular basis. It should be well covered. • Regular cleaning of oil and grease trap will be done and maintained. • Weekly cleaning of the pits shall be done during rainy season. MUNICIPAL SOLID WASTE For 3952 persons, around 979 kg/day (357 tons/annum) solid waste will be generated from the proposed complex. Out of which biodegradable waste of 587 kg/day (214 tons/annum), Non-biodegradable waste of 196 kg/day (72 tons/annum) and plastic waste of 196 kg/day (72 tons/annum) shall be generated which shall be handed over to the approved recycler. Battery waste shall be generated from inverters and UPS.

Hazardous waste is a waste with properties that make it dangerous or potentially harmful to human health or the environment. The universe of hazardous wastes is large and diverse. Hazardous wastes can be liquids, solids, contained gases, or sludges. They can be the by-products of manufacturing processes or simply discarded commercial products, like cleaning fluids or pesticides. All hazardous wastes are required to be treated and disposed off in the prescribed manner.

The main objective is to promote safe management and use of hazardous substances including hazardous chemicals and hazardous wastes, in order to avoid damage to health and environment.

Area under plantation/greenery will be 502.49 m2 (10% of plot area) with trees and plants. The existing trees planted will be of adequate height and shall be retained as much as possible. Risk is a potential that a chosen action or activity will lead to a loss of human or property.

Risk assessment is a step for Risk Management. Risk assessment is determination of qualitative and quantitative value of risk related a situation or hazard.

Hazard is a situation that poses a level of threat to life health or environment.

Risk assessment involves the following:

• Hazard Identification • Vulnerability Analysis • Risk Analysis • Emergency Preparedness Plan 4.1.1 HAZARD IDENTIFICATION The project is a hotel complex and there may be following types of hazards:

The project is located at seismic zone IV where earthquake can occur from 4.0-7.0 Richter scale.

4.1.3.2 Flooding

The project site is located in an area where no natural river or drainage exists. However, flooding can occur due to excess rain.

4.1.3.3 Health Injuries

1. Safety nets will be provided at appropriate level and various shafts/ openings will be kept covered to prevent falls, slips, trips etc. 2. Necessary safety belts, helmets and eye-masks as required will be enforced at site. 3. Adequate guardrails will be provided to the staircases and common areas. 4. Adequate guardrails/ fences will be provided around the water storage spaces to prevent drowning accidents. 5. Adequate protection/ fence will be provided around the excavated areas. 6. The machinery and the equipment’s will be regularly tested and maintained with the specific emphasis against accidents failures. 7. The deployed Safety officers will ensure that the personnel/ labor will be kept at a safe distance from working machinery to avoid accidents/ injuries due to toxic gases/ chemical/ noise. 8. Rest rooms and first aid facilities will be made available for the workers.

4.1.3.4 Fire & Explosion

Since it is a hotel Complex, fire can occur due to electrical spark or gas leakage from kitchens.

Disaster Management provides the opportunity to plan, prepare and when needed enables a rational response in case of disasters/ mass casualty incidents (MCI). They can overwhelm the complex resources, staffs, space and or supplies. Lack of any tangible plan to fall back upon in times of disaster leads to a situation where there are many sources of command, many leaders, and no concerted effort to solve the problem.

An internal risk management authority is formed which may undertake periodic evaluation of safety precautions to be followed by each department for hazard recognition with the following steps:

• Building will be undertaken on a periodical basis to identify the measures taken to prevent/reduce the impact of the potential hazards. • All peoples will be encouraged to routinely assess all activities to identify potential hazards. • To make the proceedings easier, the all the persons will embark upon disaster planning using a phase plan.
