Since we are now collecting sector data at the start, we should include that in the final declaration, as opposed to assuming it was commercial.

This report is required by all Gulf Reef Fish permitted vessels landing IFQ share categories (Red Snapper, Red Grouper, Gag Grouper, Shallow-water Grouper, Deep Water Grouper and Tilefish). The report is required to be sent between three and twenty four hours prior to landing and is commonly referred to as the three-hour notification. Estimates of share categories being landed are required to be included.
