Macfarlane, Enclosed is a copy of "Generating Influence," Common Cause/New York's comprehensive study of Entergy Corporation's political spending and public relations campaign to secure new operating licenses for the Indian Point nuclear power plant in Buchanan, New York. As you are well aware, Entergy is currently in the late stages of the Nuclear Regulatory Commission license renewal process that began in 2007. While Common Cause takes no position on the relicensing of Indian Point, we strongly believe that the final decision should be based on objective analysis of the costs and benefits and not unduly shaped by the well-funded lobbying, campaign contributions, and publicity campaigns of Entergy Corporation. As such, it is crucial that NRC officials are fully aware of the extraordinary extent to which the appearance of "public support" for the Indian Point nuclear power plant appears to have been generated by the deceptive strategies of Entergy Corporation. In addition to the "inside game" of lobbying and campaign contributions, Entergy has engaged in an extensive "outside game" of public relations and grassroots "astroturfing" strategies. These incentives will play a critical role in America’s economic recovery, alleviate some of the pollution impacts that have been borne by disadvantaged communities, and help the country build back better and cleaner. The clean energy sector was projected to add 175,000 jobs in 2020 but the COVID-19 pandemic upended the industry and roughly 300,000 clean energy workers were still out of work in the beginning of 2021.1 Clean energy, energy efficiency, and clean transportation tax incentives are an important part of bringing these workers back. It is critical that these policies support strong labor standards and domestic manufacturing. The importance of clean energy tax policy is made even more apparent and urgent with record- high temperatures in the Pacific Northwest, unprecedented drought across the West, and the impacts of tropical storms felt up and down the East Coast. We ask that the infrastructure package prioritize inclusion of a stable, predictable, and long-term tax platform that: Provides long-term extensions and expansions to the Production Tax Credit and Investment Tax Credit to meet President Biden’s goal of a carbon pollution-free power sector by 2035; Extends and modernizes tax incentives for commercial and residential energy efficiency improvements and residential electrification; Extends and modifies incentives for clean transportation options and alternative fuel infrastructure; and Supports domestic clean energy, energy efficiency, and clean transportation manufacturing.

Specifically, it prohibits a federal banking agency from ordering a bank to terminate a banking relationship with a legal business unless there is a valid reason and that reason is not based solely on reputational risk. The ostensible intent of Choke Point program was to prevent criminal fraud. However, in actuality, federal officials pressured banks to close accounts of businesses operating within state and federal law without legal recourse or due process solely because the officials were ideologically opposed to the businesses’ existence. Under Operation Choke Point, businesses that were operating legally suddenly found banks terminating their accounts, in some cases accounts that the business had had for years, without explanation. While the program was targeted at gun dealers and payday lenders, other businesses, such as installment lenders, were also impacted. No legal business should be targeted solely based on the political bias of a particular administration.

    Is All Descriptive Representation Equal?: A Closer Look at Latino Representation in the U.S. House of Representatives Jennifer Garcia Graduate Student Department of Political Science University of California, Irvine [email protected] 1 Across the country, the ranks of Latinos are increasing in the Republican Party. The 2010 Midterm elections witnessed a record number of Latino Republicans elected to statewide and national office.1 Latino Republicans more than doubled in size in the U.S. House of Representatives, making up eight out of 27 Latino members in the 112th Congress. Yet, it is unknown whether their presence benefits Latinos. Although there is a general consensus among scholars that descriptive representation benefits racial and ethnic communities, it is also acknowledged that political parties significantly influence representation, at least for Blacks. Further, scholars have shown that political parties have become even more important in Congress. However, Blacks benefit from descriptive representation because Black representatives place racial and symbolic issues on the political agenda that are otherwise given little to no attention by non-Black representatives. This paper will take a closer look at the symbolic representation provided by Latino Republicans in the 112th Congress by examining bill sponsorship/co-sponsorship and floor speeches in the U.S. House of Representatives. A considerable amount of work has examined minority representation and its benefits. Some have emphasized the substantive benefits of descriptive representation by examining roll call votes, bills sponsorship/co-sponsorship, participation during committee hearings, and constituent services. Others have focused on the effect that descriptive representatives have on minority political behavior, showing that Latinos, like Blacks, are mobilized by co-ethnic candidates.2 Still others have focused on the symbolic benefits provided by descriptive representatives, finding that Black representatives provide the greatest amount of symbolic representation to Blacks (Tate 2003).
