Patricia CARNEY collection is divided into three main series, of which each relates to her political career, 1980 - 1986. The first series spans Carney’s years in Opposition, 1980 - 1984, and is appropriately titled the "Oppositon Series". The second series covers her tenure as Minister of Energy, Mines, and Resources, 1984 - 1986, and the third series, "Subject Files" relates both to this ministerial portfolio and to Carney’s work as a Member of Parliament. Provenance These papers were received from the Hon. Patricia Carney. Aside from the Opposition Series, the material was created at the Minister’s Office of the Department of Energy, Mines and Resources. The second series, in particular, reflects the organization of that office and includes the records of both Carney, her exempt staff, and senior civil servants of the department. Description of the Office of the Minister A Minister’s Office is separate from its related department. The latter is operated by civil servants and creates government records. The former is run by the Minister and her exempt staff and is a political office, separate from the department for which it is responsible. One must keep in mind that although a sizeable amount of communication exists between the Minister’s Office and the department, each is a separate body, creating separate types of records. The largest part of the communications between the Minister’s Office and the department take place through the deputy minister of the department. The Deputy Ministers of the Department of Energy, Mines and Resources, 1984 - 1986, were Paul Tellier and de Montigny Marchand. Prominent exempt staff members in the Minister’s Office included Pierre Alvarez, Frank Basham, Wendy Jareth, Harry Near, and Steve Probyn. In most cases, incoming correspondence has been handled by one of these people and relayed to the Minister, when appropriate. Fonds 1) Opposition Series: This subject series is derived from an original block of the papers, as they were received by the National Archives. By and large, the original order has been maintained. 2) Ministry of Energy, Mines and Resources Series: The order of the papers in this series remains intact. The files are arranged according to a block numeric registry system. Inspection of each document will reveal the registry stamp from the Minister’s Office, with a numeric classification. It is this classification which has determined where the document is to be filed. Thus, the material has no alphabetical sequence but is divided into major subject sub-series, as follows: iv Vols. 7 - 33. Acts and Legislation, Agreements, Invitations, Speeches, Trips and Visits, Conferences and Meetings, Finances, Personnel, and Correspondence relating to the operation of the Minister’s Office. From this point onward, all files relate solely to specific portfolio subjects. Vols. 34 - 36 contain material on Mining. Vols. 36 - 44 cover Energy. Vols. 44 - 53 covers Conservation and Non-petroleum matters as they relate to specific types of energy (ie. wind, nuclear energy). Vols. 53 - 61 cover the National Energy Program and its various programs. These include: CHIP, Canadian Home Insulation Program; COSP , Canadian Oil Substitution Program; Industrial Programs. Vols. 61 - 78 contain documents on Petroleum. Vols. 78 - 82 covers Natural Gas. Vols. 82 - 91 is devoted to the Canadian Oil and Gas Lands Administration, better known as COGLA. Vols. 92 - 93 cover the Petroleum Incentive Program (PIP). Vols. 93 - 114 covers Energy Crown Corporations such as Petro-Canada, AECL, AECB, and NEB). Vols. 115 - 116 covers Pipelines. 3) Subject File Series: The files in this series have been created from a large block of unorganized material. The information relates both to Carney`s responsibilities as a Member of Parliament from Vancouver and to her tenure as Minister of the Department of Energy, Mines and Resources (EMR). The largest part of this series relates to and overlaps with the material found in the Energy, Mines and Resources Series. Significant portions of this series are composed of items relating to the Canadian federal/provincial agreements achieved during Carney`s period as Minister (ie. Atlantic and Western Accords), meetings with various industrialists plus provincial and federal cabinet ministers, the National Energy Board, Petro-Canada, topics relating to gas and oil (ie. pricing), trips and visits, and the Minister`s constituency office in Vancouver, British Columbia. v Following the files in this series are two card indexes. The first one, vol. 134, is a cross-indexing of names and organizations pertinent to the operation of the Energy, Mines and Resources portfolio. The second card index, vols. 135 - 139, provides an

Because he is practicing the most powerful and most dangerous of the arts affecting, however humbly, the quality of life and the human search for meaning, he ought to have – if honourable, he has to have – an obsession with duty. What are his responsibilities? -Christopher Hodgkinson (1983) The Philosophy of Leadership Abstract: This article examines the nature of the duty to resign for error in the ministerial function. It examines the question of resignation as a democratic safeguard and a reflection of a sense of honour among those who govern. It concludes that there is a duty to resign for misleading Parliament, for serious personal misbehaviour, for a breach of collective responsibility, for serious mismanagement of the department for which they are responsible, and for violations of the rule of law. The obligation is owed generally to Parliament, and specifically to the Prime Minister, who has the constitutional authority in any event to dismiss a minister. The nature of the obligation is a constitutional convention, which can only be enforced by political action, though a breach of the rule of law is reviewable in the courts and may effectively disable a minister. There appears to be uneven historical support for the notion that ministerial responsibility includes the duty to resign for the errors of officials except in very narrow circumstances.
