Even in the Case of Scheduled Castes, Scheduled Tribes and Backward Classes, the figures of each caste were not separately extracted; only the group totals wore ascertained. The Backward Classes Commission require the figures of population of each caste. In order to Dssist them an estimate of population of each caste in 1951 has been made on the basis of the figures of the previous censuses. 2. The figures have been presented in four tables:- (i) Scheduled Castes, Hindus only (1i) Scheduled. Tribes (iii) Backward Classes Hindus and Muslims separately (Iv) Other Castes, Hindus and Muslims se.parately. Some 'minor adjustments have been matle in the estimated figures of Scheduled Tri bes in order to make the total tally with the 1951 - Census total of this group. 3. ho castew1se figures are available for lF41 Census. Prior to Independence, there was no regular government organi- sation to watch and ensure the welfare of labour and to settle disputes and other ,conne,cted labour problems,' A separate Labour Department in the composite Punjab was ~stablished .in 1949. TiIl1966, all labour matters relating to the Hisar district were looked after by the Labour Officer, Rohtak and Conciliation Officer, Bhiwani. Shortly thereafter, these two offices were combined and a Labour, Officer-cum-Conciliation Officer was ,posted at Bhiwanj. His jurisdiction extended to Hisar, Bhiwani andSirsa distrjcts and he worked under the overall charge of the Labour Commissioner, Haryana, Challdigarh. The Labour Oflicer-cum-Conciliation Officer, Hisar looks 'after the proper and effective implementation of various labour laws in this district. As Conciliation Officer; he,initiates proceedings for the settlement of industrial disputes as provided by the Industrial -Disputes Act, 1947 and tries to settle them by 11lediationand byjoint discussions. lrhe fails to settle the disputes, he submits his report to the government and matter is referred to the Labour Court or Industrial Tribunall for adjudication. Labour Legislation is necessaryto tackle economic and social problems as civil'laws in general do not particularly deal with labour problems. ARDUL MATIN DEPARTMENT OF SOCIOLOGY AND ?50CIAL WORK ALIGARH MUSLIM UNIVERSITY ALIGARH (INDIA) 2011 ABSTRACT The title of the thesis is 'Socio-Economic Deprivation of MusUms in Lock and Lac Industries: A Comparative Study of AUgarh and Hyderabad'. The focus of the study is to examine dispossession and loss of downtrodden Muslim workers of Aligarh lock industry and Hyderabad lac industry respectively. Deprivation of Muslim workers have been examined in terms of (a) material deprivation, (b) Social deprivation, (c) multiple deprivation viz. low income, poor housing and unemployment. The present study is primarily based on field work carried out during April 2009 to March 2010 in Aligarh (U.P.) and Hyderabad (A.P.). The objectives of this study are to explore the socio-economic deprivation of Muslims in Aligarh Lock Industry (Uttar Pradesh) and Hyderabad Lac Industry (Andhra Pradesh) within the fi-amework of relative deprivation. Important issues in this study are as follows: (1) Selected socio-economic indicators viz., family backgroimd, education, income, housing status, health and hygiene and political dimension of the respondents are to be assessed in Aligarh and Hyderabad. (2) To explore the causes and consequences of socio-economic deprivation of Muslims in the lock and Lac industries. (3) To examine, whether the Muslim children supplement to their family income? (3) To assess how and why the Muslims in lock and lac industry are socially and economically deprived.
