AGENDA OF THE 4TH INTERNATIONAL FORUM ON ENERGY EFFICIENCY AND ENERGY DEVELOPMENT ENES 2015 Draft dated October 06, 2015 PROGRAM Thursday, November 19 Plenary session - Forum opening ceremony “International cooperation: towards energy efficient economy and development of power-engineering” Participants: Alexander Novak, Minister of Energy of the Russian Federation Sergey Sobyanin, the Mayor of Moscow Herman Gref, Chairperson of the Board, Sberbank of Russia, OJSC Brian Molefe, General Director of ESKOM, Member of South Africa BRICS Business Council Rodney John Allam, The Global Energy Prize and The Nobel Prize Laureate, The Global Energy Prize International Award Committee Chairman The plenary session will host The Energy of Youth Award Ceremony. The Energy of Youth is an All-Russian contest for young scientists managed by The Global Energy Non-Profit Partnership. Meeting of electric grid companies Chief Engineers Providing reliable service in all conditions, regardless of weather or anthropogenic factors, is the basis for activities of any grid company chief engineer. While solving that task the chief engineer is limited by lack of capital investment on the one hand, and need to reduce specific operational cost of grid maintenance, on the other hand. While understanding the inevitable need of better savings and capital investments reduction, one still has to think ahead. The question arises, what will be the future of electric grids? What will be required to operate them? Will the technologies progress to a qualitatively new level? Efficient equipment is more expensive but comes much cheaper operation-wise. And if one thinks about the grids of tomorrow, if one thinks about the consumer of tomorrow, the issue of economy should be dealt with reasonably. Oftentimes cheaper doesn’t mean better for the future. What engineering and management solutions are used across the industry today to resolve such issues? What useful lessons were learned from getting prepared for the autumn-winter season? Are any good practices available that should be adopted throughout the industry? Participants: Alexander Pilyugin, First Deputy Director General, Chief Engineer, “MRSK Center” PJSC Ramil Ishmaev, Deputy Director General, Technical Director, “BESK” OJSC Vladimir Abramov, Chief Engineer, “Transenergo” PJSC Sergey Bykov, Director General, “TransneftElectrosetService” LLC Panel discussion “Progress in machine-building for power-engineering needs: role of fuel & energy companies, Russian and international equipment manufacturers” Global tensions, proliferation of restricting practices in turnover of energy efficient equipment and power- engineering technologies by third countries have clearly indicated the need to develop domestic machine- building industry. Meanwhile it has not gained its required pace, so far. It is necessary to develop our own competence & manufacturing centers, and also to promote localization of international solutions. What are equipment needs of power-engineering companies? What are real capabilities of local machine builders? What can the state do to stimulate investments in this sector? What are the prerequisites for localization of best international technologies? Moderator: Vladimir Samokhvalov, Managing Director, SBS Consulting Participants: Gleb Nikitin, First Deputy Minister, the Ministry for Industry and Trade of the Russian Federation Klaus Riedle, VDI-GEU Board Member, The Global Energy 2005 Laureate. Sergey Mikhailov, Deputy Director General, Head, “Power-Engineering and Industrial Programs” Division, “United Motor-Construction Corporation” Vadim Makhov, President, “OMZ” PJSC Nikolay Grachev, Vice-President, Skolkovo Panel Discussion “Progressing to energy efficient lighting: the prospect of the nearest few years” Conveners: UNDP, GEF The authorities of Moscow and some other Russian regions have created a precedent of extensive lighting system upgrades in order to increase the level of photometric brightness and enhance lighting environment without increasing power consumption. Despite the difficult macroeconomic situation, the Government of Russian Federation has approved new standards of energy efficiency for lighting in the budget sector that prescribe changeover to LED technologies for internal lighting. How fast can the major upgrades of lighting system happen countrywide? Will the market of lighting be a consumer market, a market of energy efficiency or that of substitution of imported goods? What nearest steps in stimulating progress to new technologies may be expected? Moderator: Evgeny Dolin, Director General, Non-Commercial Partnership of Manufacturers of LEDs and LED-based Systems Discussion participants: Gleb Nikitin, First Deputy Minister of Industry and Trade of the Russian Federation Svetlana Orlova, Governor of Vladimir Region Pavel Livinsky, Head, Department of Fuel and Power Services of Moscow Raoul Talan, Director General, Trust for Power Energy Savings (Mexico) All-Russian Meeting on Energy-Saving Lifestyle Promotion The experience from convening the First National Meeting on Energy-Saving Lifestyle Promotion in 2014 has demonstrated the need to discuss that topic among the experts. Within the scope of the Meeting this year, regions will proceed exchanging best practices in promoting energy saving, including those performed with limited funds. Heads of regional, municipal and federal press services of respective executive authorities as well as representatives of major state companies will take part in the Meeting. Principal topics of the Meeting: Topical issues in promoting energy-saving lifestyle for 2016 Results of mass media monitoring in terms of the energy-saving topic coverage in 2015 Implementing a comprehensive program of promoting energy-saving lifestyle in conditions of limited financing The role of FEC companies in promoting energy-saving lifestyle: the experience from implementing a comprehensive program Promoting energy saving among children: joining the efforts of regional ministries of education, ministries of energy and FEC companies. Developing the competition of energy-efficient ENES Foreign experience in promoting energy-saving lifestyle The “Hour of the Earth” initiative: regional experience of implementing an international project Demo Center for energy efficiency as a tool for promoting energy-saving lifestyle Within the scope of the Meeting winners of the Second All-Russian ENES Design Competition will be awarded; the nominations are promoting energy-saving lifestyle and energy-efficient production.
