Journal of Administrative Sciences and Policy Studies, Vol. 1 No. 1, December 2013 49 Modalities of Constituency Bursary Fund Allocation & Their Effect on Access and Retention in Nairobi County Saina Shadrack Kiprotich1 Introduction 1.1 Background to the Study The provision of quality education in Kenyan has been a central policy issue since we attained independence. This has been due to governments’ commitment to provision of quality education and training as a basic human right for all Kenyans in accordance with the new constitution and the international conventions. Secondary education policies have evolved over time with the Government addressing challenges facing education sector through several commissions, committees and task forces. Immediately after independence, the first commission chaired by Ominde, in 1964 sought to reform the education system inherited from the colonial government to make it more responsive to the needs of the country. The Report of The presidential Working Party on the Second University chaired by Mackey, led to the replacement of A- Level secondary education with the current 8-4-4 education system (GOK, 1964; 1981 & 2005 and IPAR, 2008). In the recent past, Kenya’s education sector has undergone accelerated reforms in order to address the overall goals of economic recovery strategy for Employment and wealth creation 2003- 2007 (ERS) as well as meeting the international development commitments, including the millennium development Goals (MDGs) and Education for ALL (EFA). The major reforms include: launch and implementation of the Free Primary Education (FPE) in January 2003, development of the Sessional paper No. 1 of 2005 on policy framework, which advocate that the government is already implementing measures on how to improve access and retention in secondary education and introduction of Free Day Secondary Education in January 2008. -

Little, however done on conflicts involving smaller groups are within larger communities. The overall image that emerges, therefore, is that conflicts and disputes only occur between communities, nations, and specially organized groups, a situation which is not fully correct, as far as the occurrence of conflict is concerned. This study looked at a unique situation of conflict between Nyaribari and Kitutu who share the same origin, history and cultural values yet have been engaged in conflict since the 19th century. The purpose of this study was to trace the history of the Sweta Clan and relationship between Nyaribari and Kitutu sub-clans. Examine the nature, source and impact of the disputes among the Sweta at Keroka town and its environ, which www.ijirk.com 57 | P a g e International Journal of Innovative Research and Knowledge ISSN-2213-1356 forms the boundary between the two groups and discuss the strategies employed to cope with conflicts and disputes between the two parties. -

REPUBLIC OF KENYA TWELFTH PARLIAMENT THE NATIONAL ASSEMBLY – FIFTH SESSION COMMUNICATIONS FROM THE CHAIR _______(No. 5 of 2021)________ ON THE DEMISE HON. JOHN OROO OYIOKA, MP MEMBER FOR BONCHARI CONSTITUENCY Honourable Members, it is with deep sorrow that I wish to notify the House of the untimely passing on of the Member for Bonchari Constituency, the Hon. John Oroo Oyioka, MP, who passed on yesterday, Monday 15th February 2021 while undergoing treatment at Aga Khan Hospital, Kisumu. Honourable Members, the late Hon. John Oroo Oyioka, MP was born on 5th May 1950 in Bonchari. He attended Cardinal Otunga Mosocho High School where he obtained his “O” Level Certificate in 1970. He proceeded to Strathmore for “A” Level and thereafter joined the University of Nairobi where he graduated with a Bachelor of Education (Science Option) in 1976. The Late Hon. Oyioka worked as a high school teacher in various stations, including Cheptenye High School, Kaaga Girls High School and Kericho Day High School. His excellence enabled him to rise to the position of Education Officer and later to the level of Assistant Director for Education at the Ministry of Education Headquarters, a position he held until his retirement in 1999. He had immense enthusiasm for education as a tool for securing the future of young people through impartation of skills and values. Page 1 of 3 Honourable Members, the late Hon. Oyioka made his debut in elective politics in 2013 when he contested for and won the Bonchari Constituency parliamentary seat on Kenya African National Union (KANU) party ticket.
