REPUBLIC OF KENYA TWELFTH PARLIAMENT THE NATIONAL ASSEMBLY – FIFTH SESSION COMMUNICATIONS FROM THE CHAIR _______(No. 5 of 2021)________ ON THE DEMISE HON. JOHN OROO OYIOKA, MP MEMBER FOR BONCHARI CONSTITUENCY Honourable Members, it is with deep sorrow that I wish to notify the House of the untimely passing on of the Member for Bonchari Constituency, the Hon. John Oroo Oyioka, MP, who passed on yesterday, Monday 15th February 2021 while undergoing treatment at Aga Khan Hospital, Kisumu. Honourable Members, the late Hon. John Oroo Oyioka, MP was born on 5th May 1950 in Bonchari. He attended Cardinal Otunga Mosocho High School where he obtained his “O” Level Certificate in 1970. He proceeded to Strathmore for “A” Level and thereafter joined the University of Nairobi where he graduated with a Bachelor of Education (Science Option) in 1976. The Late Hon. Oyioka worked as a high school teacher in various stations, including Cheptenye High School, Kaaga Girls High School and Kericho Day High School. His excellence enabled him to rise to the position of Education Officer and later to the level of Assistant Director for Education at the Ministry of Education Headquarters, a position he held until his retirement in 1999. He had immense enthusiasm for education as a tool for securing the future of young people through impartation of skills and values. Page 1 of 3 Honourable Members, the late Hon. Oyioka made his debut in elective politics in 2013 when he contested for and won the Bonchari Constituency parliamentary seat on Kenya African National Union (KANU) party ticket. -

July 25, 2019 PARLIAMENTARY DEBATES 1 NATIONAL ASSEMBLY OFFICIAL REPORT Thursday, 25th July 2019 The House met at 2.30 p.m. [The Speaker (Hon. Justin Muturi) in the Chair] PRAYERS MESSAGE PASSAGE OF THE DIVISION OF REVENUE BILL Hon. Speaker: Hon. Members, pursuant to the provisions of Standing Order No.41, I wish to report to the House that I have received a Message from the Senate regarding the passage of the Division of Revenue Bill (Senate Bill No.13 of 2019). The Message reads in part: “…the Senate on Tuesday, 23rd July 2019 considered and passed the said Bill without amendments”. The Senate now seeks the concurrence of the National Assembly on the said Bill, in accordance with the provisions of Article 110 (4) of the Constitution. Standing Order No.143(1) requires the Speaker to cause a Bill received from the Senate to be read a First Time upon conveyance of a Message from the Senate referring Bills to the National Assembly. Accordingly, I direct that the Bill be scheduled for First Reading at the next sitting of the House. Article 95(4)(a) of the Constitution provides that the National Assembly determines the allocation of the national revenue between the levels of Government as provided for in Part 4 of Chapter Twelve. In this regard, after First Reading, the Division of Revenue Bill (Senate Bill No.13 of 2019) stands referred to the Budget and Appropriations Committee for the Committee to advise the House on how to proceed with the consideration of the Bill. KISII COUNTY GOVERNMENT THE FIRST COUNTY INTERGRATED DEVELOPMENT PLAN 2013-2017 KENYA Towards a Globally Competitive and Prosperous Kenya i Aerial view of Kisii Town ii FOREWORD BY H.E. THE GOVERNOR The creation of county governments by the Constitution of Kenya 2010, is one of the most significant changes introduced to Kenya‗s governance framework. Under the Fourth Schedule, the Constitution spells out the functions that have been devolved to county governments with the objective of bringing services closer to the people and ensuring public participation in defining and charting out the development agenda at the grassroots level. The foundation for the preparation of the first Kisii County Integrated Development Plan is provided for in the Constitution of Kenya, 2010; the County Government Act, 2012; and the Kenya Vision 2030, and its Medium Term Plans. Specifically, Section 104.(1) and 108.(2)(b)(iii) of the County Government Act, 2012 states that the county government shall prepare all projects, plans and programs to be implemented by any organ of state within the county, and that no public funds shall be appropriated outside a planning framework developed by the county. Integrated development planning has been understood as a process through which efforts at national and devolved levels of government and other relevant public institutions are coordinated at the local level. It is through this process that economic, social, environmental, legal and spatial aspects of development are brought together to prepare a plan that meets the needs and aspirations of the local communities for poverty reduction and sustainable development. The process allows for allocation of scarce resources to priority projects and programmes as determined by county stakeholders. -

Despite the CDF role in alleviating poverty and improving economic growth index in Kenya, several constituencies continues’ to experience high poverty levels. The economic growth index remains 5.6% compared to 6.9% and 6.5% growth for Tanzania and Rwanda respectively. Uganda follows closely at 5.2%.The main objective was to find out the utilization of monetary resources and how it affects implementation of CDF projects in Kenya whereas the specific objectives were; managerial practices, monitoring and evaluation, procurement processes and governance. Drawing from the fiscal interest theory and economic welfare theory it was conceptualized that the independent variable and dependent variable were monetary resources utilization and implementation of CDF projects respectively. The unit of the study was the Constituency. The study adopted descriptive survey design method and a population of thirty seven (37) respondents was used.
