Tropical 1 cyclone activity is reviewed by oceanic basin, covering those that developed in the North Atlantic, Northwest Pacific, Northeast Pacific, North Indian Ocean and Australia. This report includes estimates of the economic and insured losses sus- tained from each cyclone (where possible). Predictions of tropical cyclone activity for the 2009 season are given per oceanic basin when permitted by available data. In the North Atlantic, 16 tropical storms formed during the 2008 season, compared to the 1950 to 2007 average of 9.7,1 an increase of 65 percent.

Since the early 20th century, countries have advanced the development of social protection systems, covering today half of the world’s population. UN Member States are committed to extend social security to all, and have adopted international social security standards, the latest in 2012, the ILO Social Protection Floors Recommendation (No. 202). In 2015, the 2030 Agenda for Sustainable Development agreed by all countries at the UN called upon governments to implement nationally appropriate social protection systems for all, including floors. The ILO’s 100th anniversary is a unique opportunity to reaffirm a shared commitment to achieving social justice and leaving no one behind. 100 years of social protection: the road to universal social protection systems and floors is a compendium of 100 country good practices in building national social protection systems including floors. 100 years of social protection: The volumes document how countries in Africa, the Americas and the The road to universal social Caribbean, Asia and the Pacific, and Europe have achieved universal coverage in the areas of child and maternity benefits, disability and old- age pensions, health and others; which financing sources countries protection systems and floors have allocated for the extension of social protection; what innovations governments have implemented to ensure that no one is left behind. Meteorological Assessment (highlighting forecasting issues/impacts) Eight tropical cyclones affected Hong Kong from 1 January to 31 December 2009. They were: (a) Severe Tropical Storm Linfa (0903) (b) Tropical Storm Nangka (0904) (c) Tropical Storm Soudelor (0905) (d) Typhoon Molave (0906) (e) Severe Tropical Storm Goni (0907) (f) Tropical Storm Mujigae (0913) (g) Typhoon Koppu (0915) (h) Typhoon Ketsana (0916). The highest tropical cyclone warning signal issued in the year was the Increasing Gale or Storm Signal No. 9 during the passage of Molave in July. Goni and Koppu necessitated issuance of the No. 8 Gale or Storm Signal while Nangka, Soudelor and Mujigae necessitated issuance of the No. 3 Strong Wind Signal in Hong Kong. Details are given in the following paragraphs. Figure 1 shows the tracks of these tropical cyclones.

The extreme rainfall accumulations in Hurricane Harvey (2017) near Houston, Texas and Typhoon Damrey (2017) in southern Vietnam are examples of the TC rainfall forecasting challenges. Some progress is being made in understanding the internal rainfall dynamics via case studies. Environmental effects such as vertical wind shear and terrain-induced rainfall have been studied, as well as the rainfall relationships with TC intensity and structure. Numerical model predictions of TC-related rainfall have been improved via data assimilation, microphysics representation, improved resolution, and ensemble quantitative precipitation forecast techniques. Some attempts have been made to improve the verification techniques as well. A basic forecast challenge for TC-related rainfall is monitoring the existing rainfall distribution via satellite or coastal radars, or from over- land rain gauges.
